This DII Spotlight article covers American nuclear propulsion industrial base contracts since the beginning of FY 2006. The USA has had an all-nuclear submarine fleet for over 50 years, a policy that dates back to the visionary Admiral Hyman Rickover. On the surface, America’s aircraft carriers became an all-nuclear fleet with the retirement of the USS Kitty Hawk [CV 63], and FY 2008-09 spending legislation pushed the US Navy to use nuclear power in its future CG (X) cruisers and new amphibious ship classes. At present, however, carriers are the only nuclear-powered American surface ships on the drawing board.

The civilian nuclear sector has seen major advances over the last 2 decades, and so has the military sector. The commitment to a nuclear fleet includes funding for those technical advances, as well as work to maintain both the reactors on board American ships, and the industrial base that supports them.

Special Operations Command’s AC-130H/U gunships can lay down withering hails of accurate fire, up to and including 105mm howitzer shells, in order to support ground troops.

The Marines also wanted heavy aircraft that could support their Leathernecks on the ground. The bad news was that the Corps could field about 45 KC-130J aerial tankers for the price of a 12-plane AC-130J squadron. Lighter options like the AC-27J “Stinger II” would probably tally similar costs, once R&D dollars were distributed among such a small fleet. Could the Marines change tack, and offer a modular weapon package that would let them arm their existing tankers as needed? Could armed KC-130Js offer limited fire support, while loitering over the battlefield and using their unique speed envelope to refuel helicopters and fast jets alike? The Harvest Hercules Airborne Weapons Kit (HAWK) program aims to do just that. It gives the USMC a far less capable convertible gunship option in Afghanistan, but the cost is about 2 orders of magnitude below a dedicated gunship fleet. Unsurprisingly, the next service to show interest in this concept was SOCOM itself…

Chile Buying American for Air Defense

Chile presents interesting challenges for an air defense network. Its geography is long, thin, and extremely mountainous, which greatly complicates attempts at full coverage. Tensions over the last couple of decades have been centered on the relatively narrow border with Peru, which represents a simpler problem, but mountainous areas will still introduce “shadows” into radar coverage. Mobile systems are extremely desirable, and to date, Chilean missile defenses have consisted of Blowpipe and Mistral shoulder-fired missiles, and short-range MIM-72 Chaparral tracked systems based on AIM-9 Sidewinder missiles.

In November 2009, Chile submitted a pair of purchase requests to the US DSCA whose net effect would be to create a mobile short-range air defense system for its army. Chile’s Ejercito currently relies on MBDA’s shoulder-fired Mistral missiles for this role, but the addition of Avenger fire units and Sentinel radars would offer big steps forward in mobile battlefield awareness and defense. In June 2010, reports emerged that this would be followed by a purchase of longer-range AMRAAM-based systems. The $200+ million question is whether any of this has moved forward, as of May 2012.

Frank Kendall has been confirmed by the US Senate Armed Services Committee as the Pentagon acquisition chief, alongside 6 other nominees including Heidi Shyu at Army acquisition. Back in March SASC Ranking Member Senator McCain had held up their confirmation. A full Senate vote is still needed to finalize the process. The chief and principal deputy acquisition jobs in the Air Force are vacant since David Van Buren’s departure for L-3 Communications.

In August 2005, “Team Warrior” leader General Atomics Aeronautical Systems, Inc. in San Diego, CA won a $214.4 million cost-plus-incentive-fee contract for research, development, test and evaluation (RDT&E) of the Extended Range/ Multi Purpose Unmanned Aerial Vehicle System (ER/MP UAS). That was just the first step along the US Army’s $5 billion road to fielding a true Medium Altitude, Long Endurance, armed UAV, modified from the USAF’s famous MQ-1 Predator.

The ER/MP program was part of the US Army’s reinvestment of dollars from the canceled RAH-66 Comanche helicopter program, and directly supports the Army’s Aviation Modernization Plan. Its position got a boost when a 2007 program restructuring cut the Future Combat Systems Class III UAV competition, in favor of ER/MP. Next, the US Air Force saw this Predator derivative as a threat and tried to destroy it, but the program survived the first big “Key West” battle of the 21st century. Now the MQ-1C “Gray Eagle” is moving into full production, as the US Army’s high-end UAV. EELV Contracts: After the Merger

The EELV program was designed to reduce the cost of government space launches through greater contractor competition, and modifiable rocket families whose system requirements emphasized simplicity, commonality, standardization, new applications of existing technology, streamlined manufacturing capabilities, and more efficient launch-site processing. Result: the Delta IV (Boeing) and Atlas V (Lockheed Martin) heavy rockets.

Paradoxically, that very program may have forced the October 2006 merger of Boeing & Lockheed Martin’s rocket divisions. Crosslink Magazine’s Winter 2004 article “EELV: The Next Stage of Space Launch” offers an excellent briefing that covers EELV’s program innovations and results, while a detailed National Taxpayer’s Union letter to Congress takes a much less positive view. From Dolphins to Destroyers: The ScanEagle UAV

ScanEagle’s base Insight UAV platform was originally developed by Washington state’s Insitu, Inc. to track dolphins and tuna from fishing boats, in order to ensure that the fish you buy in supermarkets is “dolphin-safe”. It turns out that the same characteristics needed by fishing boats (able to handle salt water environments, low infrastructure launch and recovery, small size, 20-hour long endurance, automated flight patterns) are equally important for naval operations from larger vessels, and for battlefield surveillance. A partnership with Boeing took ScanEagle to market in those fields, and the USMC’s initial buy in 2004 was the beginning of a market-leading position in its niche.

This article covers recent developments with the ScanEagle UAV system, which is quickly evolving into a mainstay with the US Navy and its allies. Incumbency doesn’t last long in the fast-changing world of UAVs, however. The RQ-21 Integrator, also from Insitu, is getting set to push the ScanEagle aside.

This free-to-view DID Spotlight article offers an in-depth look at India’s troubled attempt to convert and field a full-size aircraft carrier, before time and wear force it to retire its existing naval aviation and ships.

India faced 2 major challenges. One was slipping timelines, which risked leaving them with no aircraft carriers at all. The other challenge involved Vikramaditya’s 3-fold cost increase, as Russia demanded a re-negotiated contract once India was deeper into the commitment trap. The carrier purchase has now become the subject of high level diplomacy, involving a shipyard that can’t even execute on commercial contracts. A revised deal was finally signed in March 2010e, even as deliveries of India’s new MiG-29K naval fighters got underway – but now Russia still has to make good. This article tracks the changes India is making to its new aircraft carrier, key characteristics, and a full history of contracts and events affecting this carrier and its planned aircraft contingent.

Rapid Fire May 15, 2012: Britain’s Core Equipment

The British Ministry of Defence published a “core equipment programme” shopping list [PDF] worth 152 billion pounds (about $244B) over 10 years that they say is sustainable because they have now balanced their books. This includes 2 Queen Elizabeth carriers, Type 45 destroyers and Type 26 frigates, new helicopters, armored fighting vehicles and “continued investment in Typhoon and JSF.” Overall, this sounds like a balanced, sensible plan – don’t look for dramatic changes in it. The next step is a 10-Year Equipment Plan for more details to be assessed by the National Audit Office (NAO). Philip Hammond’s book balancing relies on future defense equipment budget growth that may prove challenging to stick to.

Mayday: India’s Basic & Intermediate Flight Trainers

India’s stalled defense procurements have become an international joke, but they’re not funny to front-line participants. The country’s attempts to buy simple artillery pieces have become infamous, but their current problem with trainer aircraft is arguably a more significant wound.

You can’t produce pilots properly without appropriate training, but the IAF’s fleet of 114 locally-designed HPT-32 Deepak basic trainers has been grounded since August 2009, because they aren’t seen as reliable enough or safe enough to fly. Since then, equally aged HJT-16 Kiran jets are being used for both Stage-I and Stage-II fighter training. That yawning gap has added urgency to a replacement buy, but progress has been predictably slow. With its high-end Hawk AJT jet trainer deals behind them after 20+ years of effort, can the IAF take the next step, and plug the hole in the middle of its training?
