$1 Billion+ in U.S. Jet Fuel Contracts

The Defense Energy Support Center in Fort Belvoir, VA recently awarded a series of contracts for various kinds of jet fuel worth over $1 billion. All contracts are fixed-price with economic-price-adjustment contracts that expire at the end of FY 2006, terminating on April 30, 2006. Thirty-two proposals were submitted, with twenty-two responses.

  • Shell Oil Products of Houston, TX, won a maximum $472.9 million contract for JP5 and JP-8 jet fuel. This is a twelve-month indefinite delivery contract with a 30-day carryover period (SP0600-05-D-0490). The company also won a similar but separate $36 million contract for JP-8 jet fuel (SP0600-05-D-1491).
  • Small business qualifier Placid Refining Company, LLC of Port Allen, LA, won a maximum $95.4 million contract for jet fuel. This is a definite-quantity indefinite contract with a 30-day carryover period (SP0600-05-D-0473).
  • Gary-Williams Energy Corporation of Denver, CO won a maximum $75.4 million contract for jet fuel. This is a definite-quantity indefinite-delivery contract with a 30-day carryover period (SP0600-05-D-0485). Contract performance will also be completed in Wynnewood, OK by Wynnewood Refining Company.
  • Small business qualifier Age Refining, Inc of San Antonio, TX won a maximum $70.4 million contract for jet fuel. This is a definite-quantity indefinite-delivery contract with a 30-day carryover period (SP0600-05-D-0482).
  • Premcor Refining Group, Inc. in Old Greenwich, CT won a maximum $58.2 million contract for jet fuel. Contract performance will also be completed in Lima, OH. This is a definite-quantity indefinite-delivery contract with a 30-day carryover period (SP0600-05-D-0477).
  • Hunt Refining Company in Tuscaloosa, AL won a maximum $39.6 million contract for jet fuel. This is a definite-quantity indefinite-delivery contract with a 30-day carryover period (SP0600-05-D-0483).
  • Tesoro Refining & Marketing Company in San Antonio, TX won a maximum $34 million contract for jet fuel. Contract performance will also be completed in Mandan, ND. This is a definite quantity indefinite delivery contract with a 30-day carryover period (SP0600-05-D-0486).
  • Small business qualifier Calumet Lubricants Company of Indianapolis, IN is being awarded a maximum $68.6 million contract for aviation turbine fuel. This is a definite-quantity indefinite-delivery contract with a 30-day carryover period (SP0600-05-D-0470).
  • Small business qualifier Calcasieu Refining Company of Lake Charles, LA won a maximum $58.5 million contract for fuel naval distillate. This is a definite-quantity indefinite-delivery contract with a 30-day carryover period (SP0600-05-D-0480).
