In May 2008, the U.S. Army TACOM Life Cycle Management Command awarded Navistar Defense a multi-year $1+ billion follow-on contract to provide medium tactical trucks and spare parts to the Afghanistan National Police, Afghan National Army and the Iraqi Ministry of Defense.
These trucks are based on Navistar’s severe service International 7000 Series truck, and include General Troop Transporter, POL (petroleum, oil and lubricant), water tankers, wreckers and hazardous material truck variants. In addition, Navistar was contracted to supply all required spare parts necessary to support several years of scheduled maintenance.

Sept 10/10: Navistar Defense receives an $8 million firm-fixed-price contract for the purchase of 29 recovery/wrecker trucks under a contract (W56HZV-08-D-G097) to support the Afghan National Police and Afghan National Army.
Estimated completion date is April 30/11, with work to be performed in Ooltewah, TN. One bid was solicited and 1 was bid received. The U.S. Army’s Tank-automotive and Armaments Command (TACOM) Life Cycle Management Command manages the contract.
May 4/10: Navistar announces a new delivery order covering 629 additional medium tactical vehicle trucks for $89 million. Deliveries are scheduled to begin in October 2010, and all units will be general troop transport trucks for use in Afghanistan.
The order falls under Navistar’s 3-year contract awarded in May 2008 to support the Afghan National Police and Afghan National Army. The U.S. Army’s Tank-automotive and Armaments Command (TACOM) Life Cycle Management Command will manage the contract.
Nov 5/09: Navistar announces $347.5 million in delivery orders for 1,928 additional MV-7000 medium tactical vehicles (MTVs). Deliveries will be completed by December 2010, and vehicle variants will include general troop transporters (905), petroleum, oil and lubricant trucks (POL – 783), wreckers (181) and water tankers (59) for use in Afghanistan. Work is to be performed in West Point, MS, with an estimated completion date of April 30/11.
The new delivery order fulfills the TACOM contract first awarded in May 2008 for 7,072 units, and adds an additional 505 units. The order brings the total number of vehicles Navistar will supply under this contract to 7,577 units, and the award total to $1.65 billion.
On Nov 12/09, the Pentagon clarifies by issuing official announcements with type breakdowns. It’s rare for official military announcements to follow manufacturer releases, but the orders include:
* A $171.6 million firm-fixed-price contract for 783 petroleum/oil/lubricant trucks and 59 water trucks (W56HZV-08-D-G097).
* A $127.3 million firm-fixed-price contract for 905 general transport trucks (W56HZV-08-D-G097).
* A $48.6 million firm-fixed-price contract for 181 recovery (wrecker) trucks, which will be manufactured in Ooltewah, TN (W56HZV-08-D-G097).
July 28/09: Navistar executives affirm that the Middle East and North Africa (MENA) region is a key piece of its long-term strategy to grow its global truck business:
“Navistar executives outlined plans for the region at the company’s MENA regional dealer meeting recently held in Dubai, United Arab Emirates. The company’s plans include the strengthening of its distribution capabilities and pursuing government contracts related to its expanding military product lineup.
In addition to Navistar executives, representatives from the regional International® dealerships from Egypt, the United Arab Emirates, Oman, Qatar, Afghanistan, Jordan and Iraq were in attendance. The dealers play an integral role in helping Navistar expand in the area.”
May 5/08: Navistar announces a multi-year, $1.283 billion contract to supply 7,072 trucks. Approximately half of the 2008 order will be delivered during the first year of the contract, with nearly 1,000 units expected to be delivered in FY 2008 (i.e. before Oct 1/08).
This award follows a $430 million, 2,900 vehicle contract awarded in 2005, bringing the overall total to $1.71 billion and 9,972 trucks. Navistar release.
Note that the International 7000 truck chassis is also the basis of the blast-resistant MaxxPro 4×4 patrol vehicle, which remains the lead vehicle in the USA’s 15,000+ vehicle MRAP (Mine Resistant, Ambush Protected) program.
