Bearing Point in Alexandria, VA received a $99 million firm-fixed-price contract for Advisory and Assistance Services for Air Force Smart Operations 21 (AFSO 21), which is based on both Lean and Six Sigma business process improvement tools. AFSO 21 is the centerpiece of the Air Force strategy to understand and optimize the basic processes round which it organizes. The Headquarters Air Force District of Washington in Washington, DC issued the contract (FA7014-07-A-0026).

Smart Operations 21 Goes Mainstream for $90M

Mainstream GS, LLC in Loveland, CO received a $90 million, 7-year firm-fixed-price contract for a Continuous Process Improvement (CPI) Program. They will provide contractor support in the achievement of USAF Smart Operations 21 (AFSO 21) initiatives at Ogden Air Logistics Center and throughout the Air Force. The associated contract line items include: CPI Master, Training and Certification, Facilitation of Events and Projects, Courseware Development, Training Course Materials, and Data. Mainstream is already employed by the USAF to teach lean operations principles.

Solicitations began May 2006, negotiations were complete January 2007, and work will be complete February 2013. Headquarters Ogden Air Logistics Center at Hill Air Force Base, UT issued the contract. (FA8224-07-D-0001).

AFSO 21 Team Cuts AIM-120D AMRAAM Delivery Time by 6 Months

A USAF article discusses how the AIM-120D AMRAAM Production Program Manager was a bit skeptical when he was asked to be team leader on a rapid improvement event under the “Air Force Smart Operations for the 21st century” process improvement framework. By the time they were done, however, they had cut the acquisition-delivery time down from 11 months (48 weeks) to 4.5 months (20 weeks) using AFSO 21 process improvement tools. Maj. Charles Seidel was impressed – and so were other weapons programs from HARM missile targeting to MALD decoys to the Small Diameter Bomb II, all of whom also also work with Raytheon and would begin related AFSO 21 efforts of their own.

2006: Robins AFB Ups the Ante with 3 Shingo Prizes

Last September, DID’s “Robins AFB Wins Shingo Gold Prize” covered the C-5 Programmed Depot Maintenance workforce’s receipt of an award that BusinessWeek magazine referred to as the “Nobel prize of manufacturing,” awarded annually to companies that demonstrate world-class business results through the implementation of Lean Manufacturing principles and practices. Robins AFB were the first public sector winner of the Shingo (Gold level) prize.

This year, 3 groups from the 402nd Maintenance Wing of the Warner Robins Air Logistics Center accepted awards at the Shingo Public Sector Conference on September 7th….

$25M to UTenn to Support USAF Smart Operations 21

The University of Tennessee in Knoxville, TN is being awarded a $25 million indefinite-delivery/ indefinite-quantity contract. It provides for services, training and development of materials supporting the Air Force Smart Operations for the 21st century program (AFSO 21), a USAF-wide process improvement effort. Solicitations began August 2006, negotiations were complete August 2006, and work will be complete September 2011. The Air Force District of Washington at Bolling Air Force Base, DC issued the contract (FA7014-06-D-0019).

Boeing Improving KC-135 Stratotanker Maintenance via Lean Initiatives

Boeing Frontiers has an article explaining how Boeing and its supplier-partner Pemco Aeroplex Inc. are transforming the programmed depot-level maintenance (PDM, a major-overhaul) processes for the U.S. Air Force KC-135 tanker fleet using Lean initiatives. It’s a good introduction to some of these concepts and tools, which are in increasing use in militaries and defense firms around the world – and in the USAF itself via Smart Operations 21 (AFSO 21) and other related initiatives.

Indeed, it was USAF pressure that really kick-started this particular effort. The USAF is expected to select the FY 2008 prime contractor the Boeing 707-based KC-135 aerial tanker fleet’s Programmed Depot Maintenance program this month. As part of that RFP, they required that each aircraft complete PDM in about 175 days, vs. the average of about 214 days at the beginning of 2005. Read the full Boeing Frontiers article.

In its search to improve aircraft maintenance turnaround and improve quality, The US Air Force spliced elements of several civilian efficiency programs to develop “Smart Operations 21” (AFSO 21). The program is based on both Lean and Six Sigma business process improvement tools, and focuses on saving time and money, reducing waste and improving quality. The January 9, 2006 article “Air Force improving production with Smart Operations 21” describes the concepts behind Smart Operations 21, some examples of changes made as a result of applying these principles, and its envisioned applicability beyond aircraft maintenance and logistics.

Kirtland Air Force Base in New Mexico, USA has already applied a number of related principles to its efforts. As the 58th Maintenance Group’s commander Col. Debra Shattuck noted:
