The C-130 Hercules remains one of the longest-running aerospace manufacturing programs of all time. Since 1956, over 40 models and variants have served as the tactical airlift backbone for over 50 nations. The C-130J looks similar, but the number of changes almost make it a new aircraft. Those changes also created issues; the program has been the focus of a great deal of controversy in America – and even of a full program restructuring in 2006. Some early concerns from critics were put to rest when the C-130J demonstrated in-theater performance on the front lines that represented a major improvement over its C-130E/H predecessors. A valid follow-on question might be: does it break the bottleneck limitations that have hobbled a number of multi-billion dollar US Army vehicle development programs?
C-130J customers now include Australia, Britain, Canada, Denmark, India, Iraq, Italy, Norway, Oman, Qatar, and the United States. American C-130J purchases are taking place under both annual budgets and supplemental wartime funding, in order to replace tactical transport and special forces fleets that are flying old aircraft and in dire need of major repairs.

Walrus Heavy-Lift Blimp Rises, Falls… Rises?

In April 2005, “USN, DARPA See Blimps & HULAs Rising”, looked at a range of projects on the drawing board, including the Walrus heavy-transport blimp (that’s “heavy” as in “1-2 million pounds”) which offered the potential for a faster and more versatile sealift substitute.
In this article DID explains the Walrus concept, details the contractors and contracts involved in this initial award (including a few updates), and lays out the program’s structure… or at least, what used to be its structure. The Defense Advanced Research Projects Agency (DARPA) funded phase 1 contracts, but things seemed to end in 2006. Right now, in many American ships beyond the top-tier AEGIS destroyers and cruisers, the detect-to-engage sequence against anti-ship missiles requires a lot of manual steps, involving different ship systems that use different displays. When a Mach 3 missile gives you 45 seconds from appearance on ship’s radar to impact, however, seconds of delay can be fatal. Seconds of unnecessary delay are unacceptable.
Hence Raytheon’s Ship Self Defense System (SSDS), which uses software and commercial off-the-shelf (COTS) electronics to turn incoming data from several systems (radar, radar warning receivers, combat identification, electro-optics) into a single picture of prioritized threats. SSDS will then recommend an engagement sequence for the ship’s crew, or (in automatic mode) fire some combination of jamming transmissions, chaff or decoys, and/or weapons against the oncoming threat. The entire ship’s combat system concept, including the sensors and weapons, is known as Quick Reaction Combat Capability (QRCC) – and SSDS is the key element that ties it all together.

The USA’s RQ/MQ-8 Fire Scout Unmanned Aerial Vehicle has had a colorful history. The program was begun with promise by the US Navy, canceled, adopted by the US Army, and finally revived by the Navy as well. The MQ-8B Fire Scout is currently linked with two major new defense programs: the Future Combat Systems program and the USA’s new Littoral Combat Ships (LCS); this is both helpful to the program because of the implicit commitments, and harmful because it ties the UAV to a pair of programs that have endured stormy histories and may face more turbulence ahead. Meanwhile, a competition expected in 2008-2010 may see the Fire Scout used by the US Marines, and the US Coast Guard’s Deepwater program is another potential buyer.
Fire Scout-related awards to Northrop Grumman and Raytheon have been quite varied. From “C-130J Acquisition Program Restructured”:
”[The C-130J Hercules] has since been deployed into theater by the USAF, where its vastly improved performance in “hot and high” environments has come in very handy. Unlike the pending Airbus A400M, however, the C-130J doesn’t solve the sub-survivable 20-ton armored vehicle limit that has stymied multiple US armored vehicle programs from the Stryker IAV to Future Combat Systems. As such, it represents an improvement that fails to address US tactical airlift’s key bottleneck limitation.”
Something called the Advanced Composite Cargo Aircraft (ACCA) may – or may not – represent a first step toward addressing that issue. It may also represent a US aerospace effort to avoid a looming future in which the Airbus A400M would be the only available tactical transport for survivable armored personnel carriers. With the light transport JCA made up of entirely foreign designs, the 20-ton transport market beginning to crowd, and the heavy-lift C-17 production line headed toward shutdown, the US aerospace industry risks a slip from a 1980-1990s position of market dominance in the military transport space to a position of fighting for its competitive life by 2020.

US Military Adds Heavy Trucks Under FHTV-III

With its bridge buy of FMTV medium trucks in place and the re-compete proceeding, and initial awards for the potential JLTV Hummer replacement designs underway, the next order of business on the US Army’s agenda was a new Family of Heavy Tactical Vehicles multi-year contract: FHTV-III.
Oshkosh has provided the core of this capability for over 20 yeas now. Its Heavy Expanded Mobility Tactical Trucks (HEMTT) and their 13-ton payloads are the mainstay of the FHTV fleet, serving in variants that include M977/985 Cargo, M978 Fueler, M982/983 Tractors, and M984 Wrecker; they also serve as heavy transporters for Patriot and THAAD air defense systems. M1074/75 Palletized Load Systems (PLS) and PLS trailers (PLST) are best known for their automated container/pallet loading arms, and for their Universal Power Interface Kit (UPIK) that can add modules for firefighting, construction, cranes, et. al. The M1000/1070 Heavy Equipment Transporters (HET) are flatbeds that can transport a 70-ton Abrams tank – or anything less – in order to save wear and tear on expensive armored vehicles and on the roads. A specialized FHTV truck called the M1977 CBT can even lay bridges.
Now the multi-billion dollar FHTV-III contract has been awarded – not as a re-compete like FMTV, but as a single solicitation. The new LTAS armoring kits are also attracting contracts. The latest awards include trucks for the National Guard…

Australia’s A$ 450M-600M LAND 17 Artillery Replacement

In February 2006, the Australian Government gave first pass approval for the replacement of the ADF’s current 105mm and 155mm artillery pieces with new, more capable, artillery systems that feature improved mobility, protection, range and accuracy. Current systems are all towed, and include the aged 105mm M2A2, the L119 Hamel 105mm Field Gun, and the M198 155mm Howitzer. Options for replacing them include a mix of self-propelled artillery systems and lightweight towed artillery systems under an A$ 450-600 million project known as LAND 17. The project will also examine advanced high precision munitions and a networked command and fire control system.
So, how does this project fit into Australia’s larger defense plans? What’s the expected program timeline? And who are the declared and potential contenders? That matters even more now that the solicitation has been released. DID covers the program, and a number of the confirmed or likely competitors… but one category has now been decided.

C-17, waiting

A Washington think-tank has gone so far as to call the planned cancellation of C-17 heavy transport aircraft production “The Dumbest Weapons Decision of the Decade.” With heavy usage that is accumulating fatigue hours far faster than originally planned, the US Air Force is loath to pay $1.5 billion to close the C-17 line – then pay another $4+ billion to re-open if their decision proves to be too hasty. Not to mention the larger $8+ billion economic effects and lost jobs. Still, the cost of its equipment means that funds are tight, and last-minute Congressional earmarks have been necessary to keep the C-17 line going. Concern has also been expressed that by shuttering the line, the USA is effectively handing the global strategic airlift market over to France and Russia; the Airbus A400M and Russia’s super-giant AN-124 would be the only games in town from 2010-2025, or longer.
Worse, there is almost no confidence in the Pentagon’s 2005 Mobility Requirements Study, whose assumptions hadn’t budged from a 2000 study – before 9/11 and the resulting global war saw airlift usage and flight hours skyrocket, before the Army’s Future Combat Systems’ failure to fit into C-130 transports as promised… before a lot of things happened. After a series of disastrous experiences in Vietnam trying to use 66mm M72 LAW rockets against old Soviet tanks, the US military developed a renewed seriousness about giving its soldiers shoulder-fired weapons that packed enough punch to face down enemy armor. A number of options like the Mk 153 SMAW and the AT4/M136 spun out of that effort in the 1980s, but it wasn’t until electronics had miniaturized for several more cycles that it became possible to solve the next big problem: the need for soldiers to remain exposed to enemy fire while guiding anti-tank missiles to their targets.
Javelin solves both of those problems at once, offering a heavy fire-and-forget missile that will reliably destroy any enemy armored vehicle, and many fortifications as well. While armored threats are less pressing these days, the need to destroy fortified outposts and rooms in buildings remains. Indeed, one of the lessons from both sides of the 2006 war in Lebanon has been the infantry’s use of guided missiles as a form of precision artillery fire.
Javelin is not an ideal candidate for that latter role due to its high cost-per-unit; nevertheless, it has often been used this way. Its performance in Iraq has revealed a clear niche on both low and high intensity battlefields, and led to rising popularity with international and American clients. The USA’s M109 self-propelled 155mm howitzers were first introduced in 1962, as a form of armored mobile artillery that could stand up to the massed fire tactics of Soviet heavy artillery and rockets. They and their companion M992 Armored Ammunition Resupply Vehicles have been rebuilt and upgraded several times, most recently via the M109A6 Paladin upgrade.
Even with the Paladin’s computerization and fast, safe set-up and take-down, however, a noticeable capability gap exists between the M109 and newer self-propelled guns like Britain’s AS90 Braveheart, Germany’s PzH-2000, or innovative long-range systems like South Africa’s G6. America’s comparable XM2001 Crusader/ XM2002 ARRV was canceled as an $11 billion Cold War relic in 2002, and the light 155mm NLOS-C may also be dead with the recent removal of the Future Combat Systems ground vehicle program.
In the mean time, the Army has re-learned a few home truths. Artillery arrives in seconds rather than minutes or hours, is never unavailable due to bad weather, and delivers a possible volume of explosive destruction that would otherwise require bombers and precision weapons worth hundreds of millions of dollars. Most combat casualties in the gunpowder age have come from artillery fire, and the US Army will need its mobile fleet for some time to come. So, too, will the many countries that have bought the M109 and still use it, unless BAE wishes to cede that market to South Korea’s modern K9/K10 system, or new concept candidates like the KMW/GDLS DONAR. What to do? Enter the Paladin Integrated Management (PIM) program….
