The RESET process takes used vehicles apart, inspects the parts, then replaces any defective parts and refurbishes the equipment to like-new condition. Sometimes upgrades are also performed. RESET and related processes like remanufacture/upgrades are being performed on M1 Abrams tanks, Bradley IFV/CFVs, HMMWV jeeps, and even helicopters. It usually takes place when the vehicles return from the front lines in Iraq, Afghanistan, and other locations, where sand damage and increased wear have taken their toll.
In truth, many of these vehicles were produced in the 1980s, and are reaching an age where “deep maintenance” is a wise and necessary measure. A July 2006 Washington Times article noted the effect age and wear have had on the USA’s vehicle fleet, and DID has also covered this subject under the wider rubric of the Army’s maintenance overhang. DID believes these efforts are sufficiently important that the consolidated visibility of a FOCUS Article is in order.

America’s M1 Abrams tanks come in a number of versions. In addition to the M1A1 that is now standard, the US Army is beginning to field its M1 TUSK for urban warfare. It also operates the M1A2 System Enhancement Program (SEP), currently the most advanced standard variant.
The M1A2 SEP is builds on the digitized M1A2 platform with an improved armor package of third generation steel-encased depleted uranium armor, a new command and control system, second-generation FLIR thermal sights that include a Commander’s Independent Thermal Viewer (CITV) for “hunter-killer” operation, the Under Armor Auxiliary Power Unit (UAAPU) that lets crews run key electronics without running the engine, and a Thermal Management System (TMS – i.e. air conditioning for crew & electronics). The M1A2 SEP also features enhanced electronics like color maps and displays, improved networked communications, high-density computer memory and increased microprocessing speed, a more user friendly “Soldier Machine Interface (SMI)”, and an open operating computing system that will make future upgrades and additions easier.

General Dynamics Land Systems in Warren, MI receives a pair of delivery order amounts for M1A1 vehicle material sets, used in the AIM process. They include one order for $63.4 million as part of an $81 million firm-fixed-price contract, and another for $44.4 million as part of a $125.5 million firm-fixed-price contract [TL. = $107.8 million]. Work will be performed in Lima, OH (77%), Scranton, PA (20%), and Muskegon, MI (3%), and is expected to be complete by June 30, 2008. These were sole source contracts initiated on December 29, 2005 (DAAE07-01-G-N001).

General Dynamics Land Systems in Warren, MI recently received the final $41.6 million delivery order of a $70 million foreign military sales contract to provide 59 refurbished M1A1 Abrams Integrated Management (AIM) tanks to the Commonwealth of Australia. The M1A1 AIM tanks will replace the Australian Land Forces’ 90 aging Leopard 1A3 main battle tanks, and are scheduled for delivery to Australian Land Forces in two shipments: June 2006 and December 2006. The tanks are expected to be in service beyond 2020.

General Dynamics Land Systems in Warren, MI received a $15.6 million letter contract (a firm-fixed-price contract will be awarded) for 92 vehicle material sets. These sets are part of the Abrams Integrated Management (AIM) program. Initial funding of $31.3 million was awarded in April and a second, $15.6 million increment was authorized in July under the contract. With the award of the final $15.6 million increment on July 28,/05, the U.S. Army increased the total tank material sets purchased under the contract to 92 sets, 17 more than the original estimate of 75. General Dynamics Land Systems Inc. in Sterling Heights, MI received a $141.1 million firm-fixed-price contract to upgrade 60 M1A2 Abrams Tanks to the M1A2 System and Continuous Enhancement Program Configurations (M1A2 SEP) over the next two and a half years.
The fully digitized M1A2 SEP is the latest, most technologically advanced Abrams tank. It has the latest command-and-control system, second-generation thermal sights, and improved armor. This retrofit is part of an overall M1A2 upgrade program that integrates new information technologies to improve warfighting capability with enhanced command-and-control features like color maps and displays, high-density computer memory, increased microprocessing speed, and networked communications.

Doncasters Inc. of Farmington, CT received a delivery order amount of $4.9 million as part of a $49.7 million firm-fixed-price contract for AGT 1500 engine compressor blades. It is possible that this contract is related to recent contracts for 75 rebuilt M1 Abrams Integrated Management tanks (DAAE07-01-G-N001) and rebuilds of the Advanced Gas Turbine 1500 Turbine Engines (DAAE07-00-C-N131) used in M1 vehicles. Work on this contract will be performed in Farmington, Conn. (57%) and Rincon, Ga. (43%), and is expected to be completed by July 31, 2008. There were an unknown number of bids solicited via the Internet on Jan. 30, 2004, and one bid was received. General Dynamics Land Systems in Sterling Heights, MI was awarded a delivery order amount of $25.3 million as part of a $56.3 million firm-fixed-price contract for the reset of M1A2 system enhancement program tanks. Work will be performed in Lima, Ohio, and is expected to be complete by Dec. 31, 2005. This was a sole source contract initiated on March 3, 2005. The Army Tank-Automotive and Armaments Command in Warren, MI issued the contract (DAAE07-01-G-N001).
The war in Iraq and the commitment to eliminate global terrorism has consumed vast numbers of repair parts, which affects training and readiness. “Reset” is a term used by the Land-Based Weapon Systems Group’s Long Term Contracts Team at Defense Supply Center Columbus (DSSC), to capture the business of repairing equipment and replenishing stocks used in Operation Iraqi Freedom. Abrams Integrated Management (AIM) is a joint effort to refurbish M1A1 Abrams main battle tanks involving various Pentagon agencies and General Dynamics Land Systems. AIM refurbishing of M1 tanks incurs lower operational and support costs, raises operational readiness rates, improves standardization, offers low-cost leverage opportunities for incremental upgrades, and minimally sustains the Abrams industrial base.
Under the AIM program, used M1A1 Abrams tanks are completely disassembled and each component is evaluated. While many of the components remain at Anniston Army Depot, AL, others are shipped to appropriate rebuild sites. Turret and hull subsystems are first worked on at Anniston and then shipped to Lima, OH where the tank is fully reassembled, tested and accepted back into the Army’s fleet in a zero-mileage equivalent, like-new condition.
