Special Operations Command’s AC-130H/U gunships can lay down withering hails of accurate fire, up to and including 105mm howitzer shells, in order to support ground troops.
The Marines wanted heavy aircraft that could support their Leathernecks on the ground. The bad news was that the the Corps could field about 45 KC-130J aerial tankers for the price of a 12-plane AC-130J squadron, and lighter options like the AC-27J “Stinger II” would probably tally similar costs once R&D dollars were factored in. Could the Marines change tack, and offer a modular weapon package that would let them arm their existing tankers as needed? Could armed KC-130Js offer limited fire support, while loitering over the battlefield and using their unique speed range to refuel helicopters and fast jets alike? The Harvest Hawk program aims to do just that. It would give the USMC a far less capable convertible gunship option for Afghanistan, at a cost that’s about 2 orders of magnitude below a dedicated gunship fleet.

MQ-9 Reaper: The First Operational UCAV?

The MQ-9 Reaper UAV, once called “Predator B,” is somewhat similar to the famous Predator. Until you look at the tail. Or its size. Or its weapons. It’s called “Reaper” for a reason – while it packs the same surveillance gear, it’s much more of a hunter-killer design. The Reaper is 36 feet long, with a 66 foot wingspan. Its maximum gross takeoff weight is a whopping 10,500 pounds, carrying up to 4,000 pounds of fuel, 850 pounds of internal/ sensor payload, and another 3,000 pounds on its wings. Its 6 pylons can carry GPS-guided JDAM family bombs, Paveway laser-guided bombs, Sidewinder missiles for air-air self defense, and other MIL STD 1760 compatible weapons, in addition to the Hellfire anti-armor missiles carried by the Predator. When loaded up with laser-guided Hydra rockets, the Reaper becomes the equivalent of a close air support fighter with less situational awareness, lower speed, and less survivability if seen – but much, much longer on-station time. Some have called it the first fielded Unmanned Combat Air Vehicle (UCAV).

The Reaper UCAV will play a significant role in the future USAF, even though capability set makes the MQ-9 considerably more expensive than MQ-1 Predators, whose price benefits from less advanced design and volume production orders. Given these high-end capabilities, and expenses, one might not have expected the MQ-9 to enjoy better export success than its famous cousin. Nevertheless, that’s what appears to be happening. MQ-9 operators currently include the USA and Britain, who have both used it in hunter-killer mode, and Italy. Other countries are also expressing interest, and international deployments are accelerating.

The 5th-generation F-22A Raptor fighter program has been the subject of fierce controversy, with advocates and detractors aplenty. On the one hand, the aircraft offers full stealth, revolutionary radar and sensor capabilities, dual air-air and air-ground SEAD (Suppression of Enemy Air Defenses) capabilities, the ability to cruise above Mach 1 without afterburners, thrust-vectoring super-maneuverability… and a ridiculously lopsided kill record in exercises against the best American fighters. On the other hand, critics charge that it’s too expensive, too limited, and cripples the USAF’s overall force structure. Meanwhile, close American allies like Australia, Japan and Israel, and other allies like Korea, are pressing the USA to abandon its “no export” policy. Most already fly F-15s, but they’re interested in an export version of the F-22 in order to help them deal with advanced – and advancing – Russian-designed aircraft, air-to-air missiles, and surface-to-air missile systems.

MQ-8B Fire Scout

The USA’s RQ/MQ-8 Fire Scout Unmanned Aerial Vehicle has had a colorful history. The program was begun with promise by the US Navy, canceled, adopted by the US Army, and finally revived by the Navy as well. The MQ-8B Fire Scout is currently linked with two major new defense programs: the Future Combat Systems program and the USA’s new Littoral Combat Ships (LCS); this is both helpful to the program because of the implicit commitments, and harmful because it ties the UAV to a pair of programs that have endured stormy histories and may face more turbulence ahead. Meanwhile, a competition expected in 2008-2010 may see the Fire Scout used by the US Marines, and the US Coast Guard’s Deepwater program is another potential buyer.
Fire Scout-related awards to Northrop Grumman and Raytheon have been quite varied. This article offers a look at the AEHF system’s rationale and capabilities, while offering insight into some of the program’s problems, and an updated timeline covering over $5 billion worth of contracts since the program’s inception.
The USA’s new Advanced Extremely High Frequency (AEHF) satellites will support twice as many tactical networks, while providing 10-12 times the capacity and 6 times higher data rate transfer than that of the current Milstar II satellites. With the cancellation of the higher-capacity TSAT program, AEHF will form the secure, hardened backbone of the Pentagon’s future Military Satellite Communications (MILSATCOM) architecture. Its companion Family of Advanced Beyond-line-of-sight Terminals (FAB-T) program will give the US military modern capabilities, and more flexibility on the receiving end. The program has international components, and partners include Britain, Canada, and the Netherlands.

Despite all of the high-tech fighter hours flown in theater, Hawker Beechcraft’s twin-propeller King Air 350 continues to gain traction as an affordable, long-endurance option for light cargo delivery in remote areas – and effective manned battlefield surveillance and attack. Iraq’s Air Force was the first to order them, and an initial 6-plane order from the US Marines/Navy followed in July 2008.
US Secretary of Defense Robert Gates has pushed hard to improve ISR capabilities on the front lines, and one of those planned purchases reportedly involves about 30 King Air 350/ C-12 aircraft. The C-12s have proven to be very useful as a component of the Army’s Task Force ODIN, which has combined the respective advantages of UAVs and manned aircraft to improve aerial surveillance and response over Iraq. ODIN is credited with a number of successes on the ground, and the concept is being exported to Afghanistan.
Part of that process involves buying new and updated light aircraft. The USAF is now exercising its option for more, under the original contract…

The US Army’s UH-60 Black Hawks have always had a naval counterpart. SH-60B/F Seahawk/ LAMPS helicopters were outfitted with maritime radar, sonobuoys, and other specialized equipment that let them perform a wide variety of roles, from supply and transport, to anti-submarine warfare, search and rescue, medical evacuation, and even surface attack with their Penguin missiles. Like their land-based counterparts, however, the Seahawks are getting older. The Reagan defense build-up is receding into history, and its products are wearing out.
European countries chose to build new designs like the medium-heavy EH101 and the smaller NH90: larger helicopters built with corrosion-proof composites, and new features like rear ramps. The USA, in contrast, decided to upgrade existing H-60 designs for the Army and Navy. Hence the MH-60R Multi-Mission Helicopter (aka. “Romeo”) and MH-60S (aka. “Sierra”) Seahawks. MH-60Rs and MH-60Ss will eventually replace all SH-60B/F & HH-60H Seahawks, HH-1N Hueys, UH-3H Sea Kings, and CH-46D Sea Knight helicopters currently in the US Navy’s inventory.

Iraq’s air force has been very slow in getting to its feet. A handful of Seeker light observation aircraft with their distinctive bubble-shaped fronts, a few Comp Air light propeller aircraft, a couple of old, refurbished C-130E transports, and a handful of helicopters. A few Hawker Beechcraft King Air 350s have been ordered for transport and surveillance duties, and an RFP for armed counterinsurgency aircraft has resulted in an official sales request, but decisions to date have ensured that the Iraqi air force is still a long way from being able to secure Iraq’s sovereignty and territorial integrity. While it continues to grow, its primary duties remain troop/medical transport, light supply duties, and surveillance of roads and infrastructure.
That kind of surveillance doesn’t require high tech, high-end aircraft. The USAF has been using F-16 and F/A-18 aircraft at $15,000 per flight hour, plus recapitalization amortization. The current US Air Force fleet, whose planes are more than 23 years old on average, is the oldest in USAF history. It won’t keep that title for very long. Many transport aircraft and aerial refueling tankers are more than 40 years old – and under current plans, some may be as many as 70-80 years old before they retire. Since the price for next-generation planes has risen faster than inflation, average aircraft age will climb even if the US military gets every plane it asks for in its future plans. Nor is the USA the only country facing this problem.
As this dynamic plays out and average age continues to rise, addressing the issues related to aging aircraft becomes more and more important in order to maintain acceptable force numbers, readiness levels, and aircraft maintainability; avoid squeezing out recapitalization budgets; handle personnel turnover that becomes more and more damaging; and keep maintenance costs in line, despite new technical problems that will present unforeseen difficulties. Like F-15 fighters that are under flight restrictions due to structural fatigue concerns – or grounded entirely.
The biggest contracts aren’t always the ones deserving of the most attention. Enter the USA’s Joint Council on Aging Aircraft (JCAA), and initiatives like the Navy’s ASLS. Enter, too, DID’s Spotlight article. It seeks to place the situation and its effects in perspective, via background, contracts, and a research trove of articles that tap the expertise and observations of outside parties and senior sources within the US military. GBU-44 Viper Strike: Death From Above

The Viper Strike began life as the BAT – a canceled munition option for ground-fired ATACMS missiles. After USAF Predator UAVs armed with Hellfire missiles began to show promise in the Global War on Terror, however, US Army planners began to examine their options. Could they place a similar capability in the hands of Army ground commanders? In July 2002, these examinations led to the award of a 90-day contract to demonstrate the possibility of BAT deployment on a modified U.S. Army RQ-5 Hunter UAV.
Those tests went well, and Viper Strikes are currently carried by RQ-5B Hunter UAVs in Iraq – see this video of a Viper Strike in testing [MPG, 13.2 MB]. The weapon’s small size (3 feet long, 44 pounds) and special advantages in urban fights, mountainous terrain, etc. give it a chance of spreading to other platforms. Special Operations Command has shown interest, but without front-line deployment, progress has been very slow.
Is the Viper Strike a case of “the right weapon at the right time”? Or a case of “caught betwixt and between”? A recent announcement may offer some hope for this innovative weapon…
