This contract was competitively solicited via the Procurement Integrated Enterprise Environment Module and publicized on the System for Award Management website, with six offers received. Thales Defense & Security Inc. won a $16 million deal for the repair of three items that are part of the H-1 Optimized Top Owl system. All work will be performed in Valbonne, France, and work is expected to be completed by October 2024. Annual working capital funds (Navy) in the amount of $11,933,292 will be obligated at the time of award. Funds will not expire at the end of the current fiscal year. One company was solicited for this sole-source requirement pursuant to the authority set forth in 10 U.S. Code 3204 (a)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

The US Air Force Test Pilot School (USAF TPS) and the Defense Advanced Research Projects Agency (DARPA) have achieved a significant milestone in the field of aerospace machine learning. Their collaborative Air Combat Evolution (ACE) program successfully demonstrated autonomous dogfighting maneuvers using an AI-powered system onboard a modified F-16 aircraft, the X-62A VISTA. In September 2023, the ACE program achieved a world first by flying the X-62A VISTA against a live, manned F-16 fighter jet in a simulated dogfight. The test carefully built up safety by initially focusing on defensive maneuvers. The complexity then increased to offensive maneuvers, culminating in high-aspect nose-to-nose engagements where the aircraft were as close as 2,000 feet apart while traveling at 1,200 miles per hour. This accomplishment signifies a major leap forward for the application of machine learning in flight-critical aerospace systems.

The CyberTech conference of 2024 in Israel took place last week. The number of exhibiting companies was smaller than in previous years. So too was the number of international visitors. Still, the visitors who came to Pavilion 2 at the Expo in Tel Aviv were able to see Israel’s cybersecurity industry. The exhibition was divided into three sections. In the conference area, visitors listened to lectures and presentations, including from Gabi Portnoy, Director General of the Israel National Cyber Directorate, who stated that “the intensity of cyber-attacks against Israel has increased threefold since the beginning of the war.”

Europe

The Security Service of Ukraine (SBU) reportedly struck a Russian long-range radar with kamikaze drones on Tuesday. Seven drones struck the Nebo-U radar in Russia’s bordering Bryansk Oblast, rendering it inoperative, The Kyiv Independent revealed citing an SBU source. The estimated $100 million radar could peer 700 kilometers (435 miles) into Ukrainian air space, the outlet added. “Thanks to the destruction of this radar, the enemy has fewer opportunities to detect air targets along Ukraine’s northern border,” The Kyiv Independent quoted the source as saying.

Asia-Pacific

China is bolstering its space capabilities and using its civilian program to mask its military objectives, the head of the US space agency NASA said Wednesday, warning that Washington must remain vigilant. “China has made extraordinary strides especially in the last 10 years, but they are very, very secretive,” NASA administrator Bill Nelson told lawmakers on Capitol Hill. “We believe that a lot of their so-called civilian space program is a military program. And I think, in effect, we are in a race,” Nelson added. He said he hoped Beijing would “come to its senses and understand that civilian space is for peaceful uses,” but added: “We have not seen that demonstrated by China.”

According to Jane’s. the US Navy has commenced operations of its Northrop Grumman MQ-4C Triton Broad Area Maritime System (BAMS) in the European theatre, with the first unmanned aerial vehicle (UAV) departing Naval Air Station (NAS) Sigonella in Sicily for its first sortie on April 17. The milestone was logged by online flight tracking services about two weeks after the USN announced in late March that the first of an undisclosed number of UAVs had arrived in its Sixth Fleet area of operations.

Lockheed Martin won a $46 million order by the US Navy, which provides non-recurring engineering for the development, integration, testing, and deployment of the MH-60 aircraft product line system configuration 26 fleet release for all MH-60 air platform variants, to include baseline management integrated management planning, integrated development environment support, support equipment baseline management, software architect, core lab support, problem trouble report legacy support, engineering tools support and development aircraft support for the Navy, Australia, Denmark, Saudi Arabia, South Korea, Spain, Norway, and Greece. Work will be performed in Owego, New York, and is expected to be completed by September 2026.

General Dynamics Land Systems was awarded a $21,998,374 modification for Abrams systems technical support. Work will be performed in Sterling Heights, Michigan, with an estimated completion date of Jan. 15, 2025. Fiscal 2024 research, development, test, and evaluation, Army funds in the amount of $21,998,374 were obligated at the time of the award. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.
F-15E Strike Eagle
The US Air Force has completed its Initial Operational Test & Evaluation of the Eagle Passive Active Warning Survivability System (EPAWSS). The system upgrades the electronic warfare capabilities of the F-15E Strike Eagle and F-15EX Eagle II aircraft, including radar warning, geolocation, situational awareness, and self-protection. “EPAWSS is a leap in technology, improving the lethality and combat capabilities of the F-15E and F-15EX in contested, degraded environments against advanced threats,” Maj Bryant “Jager” Baum said.
Insitu Inc. won a $84 million modification, which increases the contract ceiling to procure six RQ-21A and 20 ScanEagle unmanned air vehicles (UAS) including payloads and turrets; support equipment; spares and special tooling. Additionally, this modification procures services to include training, site surveys, engineering and technical and repair of repairable in support of the RQ-21A Blackjack and ScanEagle UAS platforms. Work will be performed in Bingen, Washington (88%); and various locations outside of the continental U.S. (12%), and is expected to be completed in June 2026. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. Naval Air Systems Command Patuxent River, Maryland, is the contracting activity.
FlightSafety International Defense Corp. won a $7.9 million modification for the exercise of the KC-46 Aircrew Training System. The contract modification will provide an additional weapon system trainer, additional learning management workstations, systems engineering and program management, as well as new refresher training scenarios. Work will be performed at Broken Arrow, Oklahoma, and is expected to be completed by July 2026.

Lockheed Martin won a $181 million firm-fixed-price, undefinitized modification in support of meeting Lot 17 Group Two requirements, a subset of the overall Lot 17 AME requirements for the F-35 Joint Strike Fighter program in support of the Air Force, Marine Corps, Navy, Foreign Military Sales customers, and F-35 Cooperative Program Partners. Work will be performed in Fort Worth, Texas, and is expected to be completed in April 2028. No funds will be obligated at the time of award; funds will be obligated on a modification to a previously issued order. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
