The US Navy’s Fleet and Industrial Supply Center Norfolk awarded 5 cost-plus fixed-fee, indefinite-delivery/ indefinite-quantity contracts worth up to $391.5 million to provide professional support services to Commander, Naval Installations Command (CNIC). The support services include program management, logistics, financial management, and administrative support services.

CNIC has overall shore installation management responsibility and authority for naval installation support; it is the Navy’s point of contact for installation policy and program execution oversight. CNIC’s management responsibilities include port operations, weapons storage, environmental aspects, planning and real estate, housing, emergency management, recreational programs, child care and youth programs.

Below are the 5 contractors who were awarded CNIC support contracts, their contract numbers and amounts:

  • Serco in Reston, VA (N00189-09-D-Z064) – the base amount is $13.2 million and the maximum amount is $70.4 million;
  • Science Applications International Corp. in Virginia Beach, VA (N00189-09-D-Z065) – no base amount was provided; the maximum amount is $70.4 million;
  • ITT Corp. in Herndon, VA (N00189-09-D-Z066) – the base amount is $14.6 million and the maximum is $77.8 million;
  • Battelle in Columbus, OH (N00189-09-D-Z067) – the base amount is $16.1 million and the maximum is $85.2 million; and
  • Booz Allen Hamilton in McLean, VA (N00189-09-D-Z068) – the base amount is $16.5 million and the maximum is $87.7 million.

These contracts contain a 1-year base period with four 1-year option periods. Work will be performed at CNIC’s headquarters at Building 168 on the Naval District Washington Anacostia Annex in Southwest Washington, DC. This requirement was awarded through full and open competition, with 12 offers received by the Fleet and Industrial Supply Center Norfolk, Philadelphia Office.
