A Month In The Life: Oct 2006 US Base Operating Support Contracts

Most militaries spend a lot on bases and maintenance, but those expenditures aren’t as sexy as new weapons systems. Which is why they receive far less coverage and attention, except from elected representatives whose districts benefit from the base’s contracting opportunities and contributions to the local economy.

To help remedy this, we’ve decided to take a month and cover a certain kind of infrastructure contract: base operations support, in which a contractor assumes responsibility for a given area within a military base, as opposed to classic construction and engineering type contracts. It certainly seems to be busy at Naval Air Station Jacksonville, FL these days…

Oct 4/06: Joint venture IAP–Hill, LLC in Cape Canaveral, FL received $55.5 million under a previously awarded combination firm-fixed-price award fee, indefinite-quantity regional base operating support (BOS) contract (N62467-00-D-2451) to exercise Option 6 for BOS services at Naval Air Station Jacksonville. The award of this option brings the total contract value to $391.5 million. Work is expected to be complete September 2007, but contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured with 75 proposals solicited, 3 offers received, and an award made on June 28, 2000 by the Naval Facilities Engineering Command, Southeast, Jacksonville, FL.

Oct 4/06: Joint venture IAP–Hill, LLC in Cape Canaveral, FL received $12 million for firm-fixed-price Task Order 0751 under previously awarded combination firm-fixed-price award fee, indefinite-quantity regional base operating support (BOS) contract (N62467-00-D-2451) for service calls in support of the BOS contract at Naval Air Station Jacksonville. Work is expected to be complete September 2007, but contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured with 75 proposals solicited, 3 offers received, and an award made on June 28, 2000 by the Naval Facilities Engineering Command, Southeast, Jacksonville, FL.

Oct 3/06: Kira, Inc. in Miami, FL won $11.9 million under a combination firm-fixed price, indefinite-quantity regional base operating support (BOS) contract (N69272-03-D-1010) for the exercise of Option 2 for BOS services at Naval Air Station Jacksonville. The basic contract was a HUBZone Small Business Set-Aside, competitively procured via the Naval Facilities Engineering Command e-solicitation website with 5 proposals received. The award was made on Dec. 5, 2003, and this option brings the total contract value to $33.4 million. Work will be performed in Jacksonville, FL and surrounding Southeast region, and is expected to be complete September 2007. All contract funds will expire at the end of the current fiscal year. The Naval Facilities Engineering Command (NAVFAC), Southeast in Jacksonville, FL issued the contract.

Work to be performed under the option provides for janitorial, pest control, refuse/recycling, grounds, heating, ventilation and air conditioning, and fire alarm system maintenance for the Jacksonville region and reserve centers.

Oct 2/06: BREMCOR (a joint venture) in Arlington, VA received a $13.2 million firm-fixed-price, indefinite-quantity award option contract for Base Operating Support (BOS) services at U.S. Naval Station, Guantanamo Bay. This contract contains options which, if exercised, would bring the total contract to a value not to exceed $128 million. Contract funds in the amount of $8.5 million will expire at the end of the current fiscal year. Work will be performed in Guantanamo Bay, Cuba, and is expected to be complete November 2007 (November 2016 with options). This contract was competitively procured via the Naval Facilities Engineering Command (NAVFAC) e-solicitation website with 5 proposals received. NAVFAC Atlantic in Norfolk, VA issued the contract (N62470-06-D-4611).

Oct 2/06: TECOM Inc. at Selfridge Air National Guard Base, MI received a $13.1 million increment as part of a $43.4 million firm-fixed-price, time and materials, and cost contract for base operations and maintenance services. Work will be performed in Warren, MI (45%), and Harrison Township, MI (55%), and is expected to be complete by Sept. 30, 2007. Bids were solicited via the World Wide Web on June 17, 2003, and 7 bids were received by The U.S. Army Tank-Automotive and Armaments Command (TACOM) in Warren, MI (W912CH-04-C-A507).

Oct 2/06: V.T. Griffin Services, Inc. in Atlanta, GA received $66 million under previously awarded firm-fixed-price award fee, indefinite-quantity base operating support (BOS) contract N69272-00-D-3170 to exercise Option 5 for BOS services at Naval Base Kings Bay, GA. The award brings the total contract value to $318 million. Work is expected to be complete September 2007, and contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured with 201 proposals solicited, 3 offers received, and an award made to J.A. Jones Management Services (purchased by V.T. Griffin Services, Inc.) on Aug. 10, 2001 by the Naval Facilities Engineering Command (NAVFAC) Southeast in Jacksonville, FL.

Work to be performed provides for full range of base operations and maintenance to include security, fire protection janitorial, refuse disposal, grounds maintenance, emergency medical services, family housing maintenance, utilities and telephones operation and maintenance, facility maintenance, vehicle maintenance, crane maintenance, equipment maintenance, social services counseling, hazardous material tracking and hazardous waste collection and disposal.
