A Month in the Life: Sept 2006 Hummer-Related Contracts

The USA’s High Mobility Multipurpose Wheeled Vehicle (HMMWV) remains the main source of mobility for US land forces. Despite vastly accelerated wear cause by the extra weight of up-armoring the vehicles, and the steady movement of US allies to more survivable options designed for the non-linear battlefield, the size of the existing fleet and continued large procurements mean that the “Humvee” (or “Hummer”) is expected to remain in that leading role for some time to come. A large associated manufacturing base in crucial political states doesn’t hurt, either.

A number of contracts for vehicles and up-armoring have been issued in September 2006, and DID will use this article to track all HMMWV-related contracts during this time period.

The M1114 is the standard up-armored Hummer now in use in Iraq et. al. Defense Update explains its improved protection. There is also an M1116 version for the USAF, which is very similar but has a better top turret to protect the gunner and contains some different electronics and gear.

Recently, a pair of new Hummers have been introduced. M1151s are Enhanced Armament Carriers, while M1152s are Enhanced Troop/ Cargo/ Shelter Carriers and M1152P1s are ambulances. They’re based on the same “A2” chassis as the M1114 up-armored Humvee and may be hard to tell apart, but there are important differences… and this DID article explains them. The M1151 & M1152 HMMWV models were formally annouced on October 20, 2004; and AMC reported first fielding of these vehicles in Iraq on March 20, 2006.

Unless otherwise specified, the U.S. Army Tank-Automotive and Armaments Command in Warren, MI issued all of these contracts.

Sept 26/06: O’Gara-Hess & Eisenhardt Armoring Co. (now Centigon) in Fairfield, OH received a $137.4 million modification to a firm-fixed-price contract for Frag Kit #5 Field Kits. These are new up-armoring kits designed to provide a higher level of fragmentation protection – for instance, against fragments from IED land mines that detonate on the roadside.

Work will be performed in Fairfield, OH and is expected to be complete by Feb. 28, 2007. This was a sole source contract initiated on April 10, 2000 (DAAE07-00-C-S019).

Sept 26/06: O’Gara-Hess / Armor Holdings in Fairfield, OH (Centigon is an Armor Holdings subsidiary) received a $9.2 million firm-fixed-price contract for ballistic windows without defrosters for the HMMWV. Work will be performed in Fairfield, OH and is expected to be complete by Feb. 28, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Aug. 30, 2006 (W56HZV-06-C-0758).

Sept 14/06: O’Gara-Hess & Eisenhardt Armoring Co. (now Centigon) in Fairfield, OH received a $20 million modification to an undefinitized contract action for Up-Armored High Mobility Multi-Purpose Wheeled Vehicles. Work will be performed in Fairfield, OH, and is expected to be completed by Feb. 28, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on April 10, 2000 (DAAE07-00-C-S019). Note that an identical announcement was made on September 15, 2006; DID believes they represent the same order.

Sept 11/06: AM General LLC in South Bend, IN received an $88.6 million modification to a firm-fixed-price contract for M1151A1 with Kit B, M1152, and M1165 HMMWVs. Work will be performed in South Bend, IN and is expected to be complete by Dec. 31, 2007. This was a sole source contract initiated on July 17, 2000 (DAAE07-01-C-S001).

Sept 11/06: AM General LLC in Mishawaka, IN received a delivery order amount of $5.2 million as part of a $48.3 million firm-fixed-price contract for naturally aspirated engines with containers for the HMMWV. Work will be performed in Franklin, OH (68%), and Mishawka, IN (32%), and is expected to be complete by March 30, 2010. Contract funds will not expire at the end of the current fiscal year. Bids were solicited via the World Wide Web on Aug. 4, 2005, and one bid was received (W56HZV-06-D-0123).

Sept 6/06: O’Gara-Hess & Eisenhardt Armoring Co. (now Centigon) in Fairfield, OH received Sept. 1, 2006, a $21.3 million modification to a firm-fixed-price contract for up-armored HMMWVs and traversing gear units. Work will be performed in Fairfield, OH, and is expected to be complete by Feb. 28, 2007. This was a sole source contract initiated on April 10, 2000 (DAAE07-00-C-S019).

Sept 6/06: O’Gara-Hess & Eisenhardt Armoring Co. (now Centigon) in Fairfield, OH received Sept. 1, 2006, an $18.4 million modification to a firm-fixed-price contract for an Increase of Funding on Frag Kit #5 Field Kits from 50% to 75% of the ceiling price. Work will be performed in Fairfield, OH, and is expected to be complete by Feb. 28, 2007. This was a sole source contract (DAAE07-00-C-S019).

Sept 1/06: AM General LLC in South Bend, IN received a $41.7 million modification to a firm-fixed-price contract for M1152A1 HMMWVs. Work will be performed in South Bend, IN and is expected to be complete by Dec. 31, 2007. This was a sole source contract initiated on July 17, 2000 (DAAE07-01-C-S001).

Sept 1/06: O’Gara-Hess & Eisenhardt Armoring Co. (now Centigon) in Fairfield, OH received Aug. 25, 2006, a $36.8 million modification to an undefinitized contract for production of Frag Kit #5 Field Kits. Work will be performed in Fairfield, OH, and is expected to be complete by Feb. 28, 2007. This was a sole source contract (DAAE07-00-C-S019).

Sept 1/06: The Goodyear Tire & Rubber Co. in Akron, OH received a $17.7 million firm-fixed-price contract for HMMWV pneumatic tires. Work will be performed in Topeka, KS, and is expected to be complete by Aug. 25, 2007. This was a sole source contract initiated on June 27, 2006 (W56HZV-06-C-0650).

Sept 1/06: AM General LLC in South Bend, IN received a $15 million modification to a firm-fixed-price contract for procurement of Fragment 5 Retrofit Field Kits. Work will be performed in South Bend, IN and is expected to be complete by Dec. 31, 2007. This was a sole source contract initiated on July 17, 2000 (DAAE07-01-C-S001).
