Trying to make sense of government releases and contracts is challenging at the best of times. Trying to make sense of defense-related contracts takes the challenge to a whole new level. Research quickly revealed that the scattered CH-47F contracts we’ve been seeing were part of a much larger effort to recapitalize America’s CH-47 Chinook helicopter fleet. The USA expects to be operating Chinooks in their heavy-lift role past 2030, and the history and structure of that effort is detailed below thanks to some help from Boeing.

This is DID’s FOCUS Article for the CH-47F/MH-47G helicopter programs, in the USA and abroad. While the forced re-compete of the HH-47’s $10-15 billion CSAR-X program win goes on, Boeing has completed operational testing of the CH-47F, and delivery orders are in for CH-47Fs and MH-47G Special Forces configuration helicopters.

In November 2005, the Australian Government, Tenix Defence and Eurocopter subsidiary Australian Aerospace (AA) have signed the P3 Accord Master Agreement to provide capability upgrades and Through Life Support (TLS) for the Royal Australian Air Force (RAAF) AP-3C Orion maritime patrol and anti-submarine warfare aircraft. The three parties have established a Joint Management Office (JMO) to supervise all Accord activities under a unique risk-sharing contractual arrangement. The JMO will develop and implement all RAAF AP-3C capability upgrades and TLS solutions through to the aircraft’s planned withdrawal date – at which point it will likely be replaced by the 737-based AP-8A MMA.

The combined value of the TLS and block upgrades to the aircraft is expected to be more than A$ 1 billion…

The F-35 Lightning II is a major multinational program which is intended to produce an “affordably stealthy” multi-role strike fighter that will have three variants: the F-35A conventional version for the US Air Force et. al.; the F-35B Short Take-Off, Vertical Landing for the US Marines, British Royal Navy, et. al.; and the F-35C conventional carrier-launched version for the US Navy. The aircraft is named after Lockheed’s famous WW2 P-38 Lightning, and the Mach 2, stacked-engine English Electric (now BAE) Lightning jet. System development partners included The USA & Britain (Tier 1), Italy and the Netherlands (Tier 2), and Australia, Canada, Denmark, Norway and Turkey (Tier 3). Now the challenge is agreeing on production phase membership and arrangements, to be followed by initial purchase commitments around 2008-2009.

The C-17 Globemaster III remains the backbone of US Air Mobility Command inter-theater transport efforts around the world, and its ability to operate from shorter and rougher runways has made it especially useful during the Global War on Terror. The USA may cap production at 191 planes (though the House has inserted 10 more in the FY 2008 bill), but a fierce fight is underway to preserve the program and even think tanks are lobbying hard. Meanwhile, various upgrades (including LAIRCM defensive systems) continue – along with heavy usage that is accumulating fatigue hours far faster than originally planned.

Which brings us to the subject of maintenance. The rising cost of maintenance has made it a greater concern to the world’s militaries, and new contract vehicles are reflecting that. Under the C-17 Globemaster III Sustainment Partnership, Boeing has total system support responsibility for the big transport aircraft, including materiel management and depot maintenance, for fleets around the world. The goal is total aircraft sustainment support under a single contract, with the goal of achieving improvements in logistics support and mission readiness while reducing operating and support costs. The initial contract had an estimated total value of $4.9 billion, which is likely to grow slightly just as Boeing’s customer base has done via deliveries to Australia (4), Britain (6), Canada (4), Qatar (2), and a likely NATO buy (3).

While the C-17 may have limited production time in its future, the C-17 Globemaster Sustainment Partnership is likely to continue for many years. DID has covered the recent controversies over Australia’s involvement in the F-35 Lightning II program, amid criticisms that the F-35A will be unable to compete with proliferating SU-30 family aircraft in the region, lacks the required range or response time, and will either be extremely expensive at $100+ million per aircraft in early (2013-2016) production, or will not be available until 2018 or later. The accelerated retirement of Australia’s 22 long-range F-111s in 2010 has sharpened the timing debate in particular, with a recently retired Air Vice-Marshal and the opposition (now governing) Labor Party both weighing in with criticisms and alternative force proposals.

In December 2006, The Australian reported that Defence Minister Brendan Nelson was discussing an A$ 3 billion (about $2.36 billion) purchase of 24 F/A-18F Block II Super Hornet aircraft around 2009-2010. A move that came as “a surprise to senior defence officials on Russell Hill”; but is now an official purchase as requests and contracts work their way through.

Australia’s new Labor government’s decided to keep the Super Hornet purchase, and has now issued a request for follow-on support worth over $1 billion…

In the 1970s, fighter aircraft began to appear with Head-Up Displays (HUD) that projected key information, targeting crosshairs et. al. onto a seemingly clear piece of glass, so the pilot could keep his eyes on the sky instead of looking down at his instruments. We’ve been wondering when we’d see them in our automobiles ever since. In the 1990s, another innovation appeared: helmet-mounted displays put the HUD inside the pilot’s helmet, providing this information even when the pilot wasn’t looking straight ahead. The Israelis were already using a system called DASH when a set of former East German MiG-29s equipped with HMDs slaughtered USAF F-16s in exercises, and helmet-mounted displays suddenly became must-haves for modern fighters.

The Joint Helmet Mounted Cueing System (JHMCS) projects visual targeting and aircraft performance information on the back of the helmet’s visor, including aircraft altitude, airspeed, gravitational pull, angle of attack, and weapons sighting, enabling the pilot to monitor this information without interrupting the field of view through the cockpit canopy. The system uses a magnetic transmitter unit fixed to the pilot’s seat and a magnetic field probe mounted on the helmet to define helmet pointing positioning. A Helmet Vehicle Interface (HVI) interacts with the aircraft system bus to provide signal generation for the helmet display. This provides significant improvement for close combat targeting and engagement.

A September 2005 exchange with Boeing enabled DID to gain insights into the rocky past, overall state, and future of a program that has experienced its share of snags and controversy – but gone on to become the #1 helmet-mounted sight in the world today. With the collapse of the RAH-66 Comanche program, and rededication of its funding into the ARH-70 Armed Reconnaissance Helicopter (ARH), the UH-145 Light Utility Helicopter (LUH), and other programs, the AH-64 Apache will remain the USA’s primary attack helicopter for several more decades.

On July 14, 2006, Boeing and U.S. Army officials signed a $619.3 million contract for Block III upgrades to the current and future Apache fleet via a virtual signing ceremony in Washington, DC, Huntsville, AL, and Mesa, AZ. Overall AH-64D Longbow Block III improvements, slated for 2008 on, incorporate 25 technology insertions as part of the Army’s future force plan. Previously signed and executed contracts for risk reduction engineering work were valued collectively at $66.1 million, and there has been some advance ordering and development of components like radar units.

So… how many helicopters will be modified under the AH-64 Block III program, and what do these modifications include?

The Taipei Times passes along a China Times bulletin noting that The Aerospace Industrial Development Corp (AIDC) based in Taichung has upgraded two of the Republic of China Air Force’s 130 F-CK-1 Ching-Kuo Indigenous Defense Fighters “to improve their combat-capabilities against China.” The modified parts include the Ching-Kuo’s avionics, fire-control system and landing gear, said the paper, and the two modified IDFs will make their formal debut on October 10, 2006. Upgrades of the other 128 aircraft will follow.

If the money to do so is approved. A recent Flight International report notes that this has not happened, even as a major Taiwanese arms request that includes 66 F-16C/D fighters remains stalled in Washington…

Morocco’s combat air force currently flies 2 squadrons of old F-5s, and 2 squadrons of only slightly newer Mirage F1s; T-37 light jets serve as key transitional trainers. Their neighbor and rival Algeria flies MiG-23s of similar vintage, but adds far more modern and capable MiG-29s. The Force Aerienne Algerienne also flies SU-24 Fencer and SU-25 Frogfoot strike aircraft, and is set to receive 36 multi-role MiG-29SMTs and 30 multi-role SU-30MKs as part of a multi-billion dollar weapons deal with Russia. Morocco is looking for replacement aircraft that will prevent a complete overmatch, and provide it with a measure of security.

Initially, they looked to France. France’s Rafale is part of a set of European 4+ generation fighters that were developed and fielded during the 1990s-early 21st century, with the aim of surpassing both existing offerings among America’s “teen series” fighters, and Russia’s Mig-29 Fulcrum and SU-27/30 Flanker family. “Dogfight at the Casbah: Rafale vs. F-16” discussed the French sales slip-ups that cost Dassault its first export order for the 4+ generation fighter. That outcome is now official. Just to make things worse, the final multi-billion dollar deal involves new-build F-16s, at a price comparable to the rumored figures for the Rafale. Not to mention an accompanying request to replace Morocco’s T-37 trainer fleet.

Jam-resistant Link-16 radios automatically exchange battlefield information – particularly locations of friendly and enemy aircraft, ships and ground forces – among themselves in a long-range, line-of-sight network. For example, air surveillance tracking data from an Airborne Warning and Control System (AWACS) aircraft can be instantly shared with fighter aircraft and air defense units. More than a dozen countries have installed Link 16 terminals on over 19 different land, sea, and air platforms, making it an interoperability success story.

While recent advancements may make AESA radars the future transmitters of choice, Link 16 is the current standard. The Multifunctional Information Distribution System-Low Volume Terminals (MIDS LVTs) were developed by a multinational consortium to provide Link 16 capability at a lower weight, volume and cost than the Joint Tactical Information Distribution System (JTIDS).
