When reading about modern body armor one often hears about small arms protective inserts (SAPI) or Enhanced SAPI (ESAPI) ceramic plate inserts. While these inserts are more fragile than past generations of inserts, they offer a significant improvement over its 1990s predecessors in terms of both weight and protection. After episodic issues with production ramp-up and quality control, this gear is widely fielded with the US Army and several allied militaries. The US Marines replaced it with the MTV. The Army itself has introduced the Improved OTV. Even privately developed body armor like Blackwater Gear use them, as all rely on a “vest and plates” approach that uses a similar set of inserts to give the vests most of their bullet-stopping power.

The prime missions of the DDG-1000 Zumwalt Class destroyer are to provide naval gunfire support and next-generation air defense in near-shore areas where other large ships hesitate to tread, possibly even as the anchor for an action group of stealthy Littoral Combat Ships and submarines. The estimated 14,500t (cruiser sized) Zumwalt Class will be fully multi-role, however, with undersea warfare, long-range surface attack, and ballistic missile defense roles. As such, the DDG-1000 is also envisioned as a “hidden ace card” that can use its overall stealth to create uncertainty for enemy forces.
At over $3 billion per ship for construction alone, and just 2-8 ships to be built in the class, the program faces significant obstacles as it tries to avoid either “technology demonstrator” status, or the fulfillment of Secretary of the Navy Donald Winter’s fears for the fleet. A follow-on CG (X) cruiser is currently contemplated, and the success of the DDG-1000 Program will have a significant influence on whether and how it comes to fruition.
This is DID’s FOCUS Article for the DDG-1000 program; it covers the new ships’ capabilities, key controversies, related contracts, and related background resources. From the outset, DID has noted that the Zumwalt Class might face the same fate as the ultra-sophisticated, ultra-expensive SSN-21 Seawolf Class submarines.
That appears to have come true, with news of the program’s cancellation at 2 ships. A recent Congressional Hearing provides in-depth background information re: the DDG-1000 and DDG-51 programs, the decisions that were made, and shipbuilding options between now and the CG (X) cruiser’s debut in 2015 or so. That’s relevant, because the Navy has now reversed course and plans to ask for a 3rd Zumwalt class ship. The question is, will they get it?...

DID would like to thank the readers who informed us of reports that Brazil’s President Lula has authorized Brazilian Air Force Commander Juniti Saito to restart the F-X program in January 2008. “F-X2” aims to acquire 36 next generation fighters for the Brazilian Air Force, which is currently depending on Super Tucano/ALX surveillance and light attack turboprops, AMX subsonic light fighters, modernized F-5BRs whose design dates back to the 1960s era, and a squadron of 12 Mirage 2000s built in the early 1980s. A previous 2001 F-X competition was put on hold in 2003, and then canceled in February 2004 due to budget difficulties and political issues; initial the budget for the current iteration is said to be $2.2 billion.
Could the words “Brazilian fighter” begin evoking images unrelated to the Gracies? A proposed 50% boost to Brazil’s defense budget could be on its way to accomplishing that, and more. While the Navy and Army are also in line for funds to replace broken-down equipment, the fighters will be a critical centerpiece of the Forca Aerea Brasileira’s efforts. The aircraft under consideration are mostly the same set of 4+ generation fighters that were considered last time – but the competition may have become more important to at least one of the competitors in the mean time.
The latest news is Boeing’s announcement re: its submission, which offers the competition a new option…

The M777 ultra-lightweight towed 155mm howitzer has an integrated digital fire control system, and can fire all existing 155mm projectiles. Nothing new there. What is new is the fact that this 9,700 pound howitzer saves over 6,000 pounds of weight by making extensive use of titanium and advanced aluminum alloys, allowing it to be carried by Marine Corps MV-22 tilt-rotor aircraft or medium helicopters, and/or airdropped by C-130 aircraft. The new gun is a joint program between the US Army and Marine Corps to replace existing 155mm M198s, and will perform fire support for U.S. Marine Air Ground Task Forces and U.S. Army Stryker Brigade Combat Teams.
Britain is also an M777 LWH development partner, but Canada became the first country to field it in combat via an emergency buy before their 2006 “Operation Archer” deployment to Afghanistan. Medium caliber naval guns confront naval planners with a divergence of opinions: mount large caliber, slower-firing 5”/127mm guns used mostly for naval fire support, or smaller caliber 100-57mm guns with far more rapid rates of fire that can be used against smaller boats, UAVs, missiles et. al. as well? In recent years, a 3rd option has entered the scene: 155mm guns adapted from Army platforms. Key advantages include potential commonality of ammunition stocks, greater destructive power, and better leveraging of R&D into long range and specialized variants with some land/sea commonality. Hence projects like the American AGS system for its Zumwalt Class destroyers, and Germany’s aborted MONARC that would have mounted a turret from their PzH 2000 self-propelled howitzer on the new F125 expeditionary frigates.
AGS is rather large, however, which leaves the question of what to do with ships smaller than the DDG-1000 Zumwalt’s Graf Spee sized 14,500t. The Royal Navy has become the latest navy to jump into this fray, undertaking a relatively low cost research program that looks at the AS90 Braveheart howitzer’s potential for future warships, and for refits to the existing fleet.
They’ll have a number of significant challenges to overcome before they can declare success, but a recent release says the project is moving on to Phase 3 now…

The Littoral Combat Ship (LCS) is the U.S. Navy’s newest surface combatant class. Optimized for shallow seas and operations within 100 miles of shore, but deployable across the ocean, LCS ships are a centerpiece of the USA’s new focus on littoral warfare. They will help to counter growing “asymmetric” threats like coastal mines, quiet diesel submarines, global piracy, and terrorists on small fast attack boats. They will also perform intelligence gathering and scouting using helicopters and UAVs, offer some ground combat support capabilities, and share tactical information with other Navy aircraft, ships, submarines, and joint units. Swappable “mission modules,” UAV robot aircraft, and robotic UUV and USV vehicles will give these small ships the specialized capabilities they require for each of these roles – and the quick-replace adaptability they need to keep up.
At present, 2 teams are competing for the final LCS design. The General Dynamics team is offering a futuristic but practical high-speed trimaran based on Austal designs and experience. The Lockheed Martin team offers a high-speed semi-planing monohull based on Fincantieri designs that have set trans-Atlantic speed records. Team Lockheed’s efforts have run into serious trouble, including cancellation of the contract for their second ship. The General Dynamics/Austal team hit the same rocks soon afterward, in part because of the US Navy’s unusual proposal for future business arrangements.

Back in 2005, DID reported that talks were underway for a Saudi purchase of Eurofighter Typhoon Tranche 2 advanced air superiority and strike aircraft from Britain’s BAE Systems – with an important (albeit denied) set of conditions on the Saudi side.
December 2005 saw confirmation that Saudi Arabia had ordered Eurofighter Typhoons, but the 72-plane deal started sinking into the tar sands shortly thereafter. Investigations from Britain’s Serious Fraud Office swirled around a GBP 43 billion oil-for-planes deal from the 1980s called Al-Yamamah (see Appendix A); in return, the Saudis played some hardball of their own. The investigation was eventually called off at the highest levels of government, and after a period of uncertainty, a contract was finally signed on Sept 11/07. Ironies aside, the price was a bit lower than many expected; even so, it comes with support arrangements that are likely to push the final value quite a bit higher.

Tanks and armored vehicles generally receive the lion’s share of attention, but field vehicles and trailers are the real backbone of any army. They transport personnel and combat supplies, haul those flashy armored vehicles around, evacuate casualties, and serve as platforms and prime movers for weapons systems. Some even offer C4ISR and electronic warfare capabilities, thanks to specialized equipment sets. Australia’s “Hardened and Networked Army” meta-program needed to pay attention to these vehicles as well, given an existing fleet that was bought between 1959-1994. Hence Overlander.
LAND 121 – also known as Project Overlander – is the largest land project in Australia’s Defence Capability Plan. Overall, this is currently an A$3 billion (USD $2.65 billion) investment in the Australian Army to replace its fleet of Army trucks, four-wheel drives, trailers and modules for Army’s high readiness units. As Defence Mnister Hill said in 2005: “Our current fleet is ageing and is becoming more costly to maintain and upgrade. The vehicles will range from lightweight four-wheel drives to heavy trucks and prime movers with interchangeable modules to increase operational flexibility.”
Now, Overlander is off. New defense minister Joel Fitzgibbon has canceled the award, and declared a renewed competition…

In November 2005 article, DID covered India’s $133 million deal for two P-3C Orion maritime-optimized patrol and surveillance planes. As it happens, that deal fell through on grounds of expense, support costs, and timing. Apparently, it would have taken 18-24 months for the US Navy to retrofit the two aircraft to the Indian Navy specifications once the lease had been finalized.
In December 2005, India’s navy floated an RFP for 8 new maritime aircraft. Subsequent statements by India’s Admiral Prakash indicate that they could be looking for as many as 30 aircraft by 2020. Lockheed was invited to bid again, and so were several other firms. The bids were submitted in April 2007. The plan was for price negotiations to be completed by 2007, with first deliveries to commence within 48 months.
India’s Ministry of Defence has extreme problems with announced schedules, but their existing fleet is wearing out, international requests for India’s maritime patrol help are rising, and some action is necessary. DID discusses the geopolitical drivers, the current fleet, and the known competitors.
Now that the bids have been submitted, technical evaluations have taken place, and price negotiations have reportedly wrapped up, we seem to be inching toward a winner…

The USA’s Mine-Resistant, Ambush Protected (MRAP) program has been a long road for BAE Systems. In the wake of the US Army’s belated realization that mine protection was critical for vehicles in theater, BAE’s designs, long-standing experience in the field, and production capacity had made them an early favorite. By June 20/07, however, contracts had been issued for 3,266 Category I patrol & Category II squad-sized MRAP vehicles, fully 42% of a the program’s planned 7,774 orders. Force Protection had racked up orders for 1,780 Cougar vehicles, and Navistar/Plasan Sasa had come out of the tests at Aberdeen with orders for 1,216 of its MaxxPro joint design. BAE sat in 4th place with orders for just 90 vehicles – 2.8% of the total. It had to be a humbling experience for the firm that went into 2004 as the world leader in the field.
BAE has worked hard to catch up, and recent contracts have put them solidly back into the competition, even as the number of MRAPs in the program has expanded. The latest orders widen their lead over 3rd place firm Force Protection, and make them one of just 2 firms with a foothold under the new MRAP-II qualifications. MRAP-II includes protection against EFP (explosively-formed projectile) land mines that fire the equivalent of a cannon shell at the vehicle, in addition to the standard underbody blasts.
Meanwhile, BAE continues to receive contracts, including the latest $300+ million order to support and modify over 1,000 of its vehicles…
