Q3 payment raises FY 2010 total over $800 million. (March 18/10)

While the C-17 may have limited production time in its future, the C-17 Globemaster Sustainment Partnership is likely to continue for many years. The rising cost of maintenance has made it a greater concern to the world’s militaries, and new contract vehicles are reflecting that. Under the C-17 Globemaster III Sustainment Partnership, Boeing has total system support responsibility for the big transport aircraft, including materiel management and depot maintenance, for fleets around the world. The goal is total aircraft sustainment support under a single contract, in order to achieve improvements in mission readiness, while reducing operating and support costs. The initial contract had an estimated total value of $4.9 billion, which is likely to grow as Boeing’s customer base grows in Australia (4), Britain (6), Canada (4), Qatar (2), and NATO (3).

The Navy recently awarded an $83 million contract for e-CASS development, production and testing. The AN/USM-636(V) Consolidated Automated Support System (CASS) is the US Navy’s standard automatic test equipment family. It provides intermediate, depot and factory level support, both ashore and afloat, for testing all Navy electronics, from aircraft to ships and submarines.

CASS has been around since 1990, and it’s time for an upgrade. The Navy is planning to replace the existing 5 CASS mainframe systems with the next-generation electronic CASS (e-CASS) system. US Naval aviation currently uses 713 CASS stations for testing of aircraft electronics. CASS is also used at the Naval Sea Systems Command (NAVSEA) and in 9 foreign countries…

The USA’s SBInet Border Security Project

Back in June 2006, Boeing and Raytheon teams were preparing for a big border surveillance contract. It was all part of the USA’s Secure Border Initiative (SBI), a comprehensive plan to secure U.S. borders and reduce illegal immigration, including an array of technical aids and elements on both the northern Canadian border and the southern border with Mexico. The U.S. Customs and Border Protection Agency would lead and execute both the SBI and related SBInet “virtual fence” efforts, mirroring similar programs underway around the world.

As promised, a winner was announced in September 2006 – and it was Team Boeing. In March 2010, however, funding has been frozen.

Budget figures, ongoing radar improvements. (March 16/10)

The Terminal High Altitude Area Defense (THAAD) system is a long-range, land-based theater defense weapon that acts as the upper tier of a basic 2-tiered defense against ballistic missiles. It’s designed to intercept missiles during late mid-course or final stage flight, flying at high altitudes within and even outside the atmosphere. This allows it to provide broad area coverage against threats to critical assets such as population centers and industrial resources as well as military forces, hence its previous “theater (of operations) high altitude area defense” designation.

This capability makes THAAD different from a Patriot PAC-3 or the future MEADS system, which are point defense options with limited range that are designed to hit a missile or warhead just before impact. The SM-3 Standard missile is a far better comparison, and land-based SM-3 programs will make it a direct THAAD competitor. Thus far, both programs remain underway…

Insitu gets contract for support, equipment changes. (March 15/10)

ScanEagle’s base Insight UAV platform was originally developed by Washington State’s Insitu, Inc. to track dolphins and tuna from fishing boats, in order to ensure that the fish you buy in supermarkets is “dolphin-safe”. It turns out that the same characteristics needed by fishing boats (able to handle the salt-water environment, low infrastructure launch and recovery, small size, 20-hour long endurance, automated flight patterns) are equally important for naval operations from larger vessels, and for battlefield surveillance. A partnership with Boeing took ScanEagle to market in those fields, and the design is carving out a market-leading position in its niche.

This article covers recent developments with the ScanEagle UAV system, which is quickly evolving into a mainstay with the US Navy – and others as well.

DID’s FOCUS articles offer in-depth, updated looks at significant military programs of record. This DID FOCUS Article looks at the transformational history of the JDAM GPS-guided bomb program, the ongoing efforts to bring its capabilities up to and beyond the level of weapons like Israel’s Spice and Raytheon’s Enhanced Paveway, and the contracts issued under the JDAM program and its derivatives.

Precision bombing has been a significant military goal since the invention of the Norden bomb sight in the 1920s, but its application remained elusive. Over 30 years later, in Vietnam, the destruction of a single target could require 300 bombs, which meant sending an appropriate number of fighters or bombers into harm’s way to deliver them. Even the 1991 Desert Storm war with Iraq featured unguided munitions for the most part; the US Air Force did use some laser and TV-guided weapons like Paveway bombs and Maverick missiles, but they were very expensive and only effective in good weather. If precision bombing was finally to become a reality throughout the Air Force, a new approach would be needed. The Joint Direct Attack Munition (JDAM) became that alternative, an engine of military transformation that was also a model of procurement transformation.

MRA4 declared fit for training, as MR2 fleet retires early, leaving a gap. (March 10/10)

British naval theorist Sir Julian Corbett saw the navy’s proper role as “directly or indirectly either to secure the command of the sea or to prevent the enemy from securing it.” Airpower plays a prominent role in both of those missions. In 1996, Britain began a program to rebuild their existing Nimrod MR2 maritime patrol planes to the MRA4 standard with new wings, new engines, and new internal technologies and mission systems. Unfortunately, that program has faced a series of budget cuts, stalls, and conditions that have reduced the program from 21 aircraft, to 12, to 9. At times, it has been threatened with complete cancellation.

Like Lockheed’s P-3 Orion, Britain’s Nimrod aircraft are also based on a previous airliner design. Unlike the USA, Britain chose a jet-age Comet airframe. They ended up with an aircraft that boasted an unrefueled endurance of over 10 hours and longer range than the P-3, but less-favorable “low and slow” flight characteristics. The British claim, however, that “propeller-engined aircraft make a discrete resonance that can be detected by submerged submarines, whereas the jet noise of the Nimrod is virtually undetectable.”

Both aircraft types would go on to see long and successful service, and both would also be produced in ELINT (Electronic Intelligence) / SIGNIT (Signals Intelligence) versions: the EP-3, and the Nimrod MR1. Both would also face difficult replacement programs, with the USA canceling the P-7 and eventually settling on the 737-based P-8A. Now, Britain must also execute its replacement program…

Aging Aircraft: Cracks in USA’s F/A-18 fleet

In October 2008 a fleet-wide inspection program and limited grounding became necessary after aileron hinge cracks are discovered in some of the US Navy’s 630 or so F/A-18 A-D Hornet fighters. Discovery of new cracks in March 2010 led to a much wider grounding.

The USA’s is watching the average age of its fighter fleet rise, and will continue to do so even if all F-22s and F-35s envisioned in current Pentagon plans are purchased. The long saga of the USA’s F-15A-D fleet culminated in early retirement for a number of its aircraft. The A-10C re-winging program acquired added urgency with the revelation that wing cracks had been found in active aircraft. Now the US Navy’s long-serving F/A-18A-D Hornet fleet can be added to the list.

New Gorshkov, MiG-29K contracts; first MiG-29Ks inducted. (March 11/10)

This free-to-view DID Spotlight article offers an in-depth look at India’s troubled attempt to convert and field a full-size aircraft carrier, before time and wear force it to retire its existing naval aviation and ships.

Right now, there are 2 major concerns in India. One is slipping timelines. The other concern involves Vikramaditya’s 3-fold cost increase, including worries that Russia will raise it rates yet again once India is deeper into the commitment trap. The carrier purchase has now become the subject of high level diplomacy, involving a shipyard that can’t even execute on commercial contracts. An agreement in principle reportedly exists, but negotiations that began in 2007 have yet to lead to a revised contract. Recent Russian demands continued to raise the price, even as deliveries of India’s new MiG-29K naval fighters got underway. March 12/10 should see the signing of a new contract, which India hopes the Russians will honor.
