Replacing Canada’s Failing CC-130s: 17 C-130Js

The US military has been coming to the realization that its aging aircraft fleet will begin posing serious challenges in the coming years. Canada is experiencing similar problems. In 2005, Chief of the Defence Staff Gen. Rick Hillier said that:

“Our [CC-130 E/H] Hercules fleet right now is rapidly going downhill. We know that three years and a little bit more than that, the fleet starts to become almost completely inoperational and we will have to stop supporting operations – or else, not be able to start them.”

This Spotlight article offers additional details regarding the Canadian CC-130 recapitalization program, and the thinking behind it; some background that points up the parallels between the issues faced by the Canadians, and the experiences of other air services; and some insight into why the buy took so long, after the C-130J was declared Canada’s preferred choice in an “expedited” process. Canada has begun using the new planes on operations, and is preparing to accept the last “CC-130J.” This will shift its focus to issues of long-term support costs.

Singapore’s RSAF Decides to Fly Like An Eagle

At the dawn of the 21st century, Singapore decided that it needed a new aircraft to replace its often-upgraded A-4SU Super Skyhawks. This was hardly surprising; John McCain had been flying an older model A-4 Skyhawk when he was shot down during the Vietnam War. The decision to require a twin-engine aircraft eliminated the JAS-39 Gripen and F-16 E/F Block 60 from the competition, and the F/A-18 E/F Super Hornet and Sukhoi Su-30 family were also scratched. That left just 3 finalists: Boeing’s F-15 Strike Eagle, France’s Rafale, and the Eurofighter Typhoon. Limited air-to-ground capabilities and a slow upgrade schedule splashed the Eurofighter, leaving just 2 contenders still flying.

September 2005 releases tapped Boeing as the winner, and the deal was done in December 2005. The order eventually rose to 24 planes, which was good news for Boeing: Singapore’s F-15SGs, and South Korea’s 60 plane F-15K order, kept the assembly line open. Singapore has legitimate grounds to argue that it’s flying the world’s most advanced version of the F-15 Strike Eagle – at least, until the new Saudi F-15SAs debut in a few years.

The US Army’s Armed Reconnaissance Helicopter (ARH) program aimed to replace around 375 Bell Textron OH-58D Kiowa Warrior helicopters, after the $14.6 billion RAH-66 Comanche program, was canceled in 2004. Instead, the Army would buy a larger number of less expensive platforms, with reduced capabilities. Bell Helicopter Textron initially won the ARH competition with a militarized version of its highly successful 407 single-engine commercial helicopter, but despite significant private investment after Army funding stopped in March 2007, spiraling costs killed the ARH-70 in October 2008.

What hasn’t changed is the battlefield need for on-call, front-line aerial surveillance and fire support. With its existing OH-58D stock wither wearing down, or shot down, the Army needs to do something. But what? Airbus’ A400M Aerial Transport: Delays and Development

Airbus’ A400M is a EUR 20+ billion program that aims to repeat Airbus’ civilian successes in the full size military transport market. A series of smart design decisions were made around capacity (35-37 tonnes/ 38-40 US tons, large enough for survivable armored vehicles), extensive use of modern materials, multi-role capability as a refueling tanker, and a multinational industrial program; all of which leave the aircraft well positioned to take overall market share from Lockheed Martin’s C-130 Hercules. If the USA’s C-17 is allowed to go out of production, the A400M would also have a strong position in the strategic transport market, with only Russian AN-70, IL-76 and AN-124 aircraft as competition. To date, 174 orders have been placed by Germany (now 53 + 7 options), France (50), Spain (27), Britain (now 22), Turkey (10), South Africa (8), Belgium (7), Malaysia (4), and Luxembourg (1). Chile has expressed an unfinalized interest in 3 planes, but is now likely to buy Brazilian KC-390s instead.

EADS’ biggest issue, by far, has been funding for a project that is more than EUR 7 billion over budget. The next biggest issue is timing, as A400M delivery penalties and Lockheed Martin’s strong push for its serving C-130J Super Hercules cast a pall over the A400M’s potential future. The entire project was under moratorium for over a year as all parties decided what to do, but it’s now moving forward again. The Defense Acquisition Board is expected to follow up on the future of this tentative MDAP by the end of the current fiscal year. There’s potentially about 3,000 new vehicles at stake at an Average Unit Manufacturing Cost in the $1M-$1.7M range with production starting between FY15 and FY17.

Switzerland’s F-5 Fighter Replacement Competition

The F-5E/F Tiger II was a follow-on upgrade to the wildly successful F-5 Freedom Fighter, a low-budget aircraft designed to capture the lower tier of the non-Soviet global fighter market in the 1960s and 1970s. A number of countries still operate F-5s, but the airframes are very old. While F-5 owners like Brazil, Chile, Thailand, et. al. have opted for comprehensive refurbishment and upgrades, Switzerland is looking to replace 3 of its 5 Tiger II squadrons with new aircraft under its Tiger-Teilersatz TTE program. The new fighters will partner with the 3 squadrons of upgraded F/A-18C/D Hornets that make up the rest of its fighter fleet.

An initial evaluation RFP was issued to 4 contenders, but Boeing’s withdrawal narrowed the selection to Sweden’s Gripen, France’s Rafale, or EADS’ Eurofighter Typhoon. A 2010 suspension of the competition was followed by a measured revival, thanks to the latest budgets – and now, by a provisional winner. No matter who won, though, left-wing opponents of Switzerland’s military would be working hard to derail the purchase. It’s likely to face a national referendum, just like the 1993 F/A-18 Hornet sale. After the current controversy over fighter evaluations runs its course…

Oman Buying F-16s to Replace Its Jaguar Jets

Oman is located on the eastern Arabian peninsula next to the UAE and Saudi Arabia, and across from Persia. It remains a very strategic country, controlling the Strait of Hormuz’ western bank, and providing an overwatch position for both the entrance to the Persian Gulf and the Indian Ocean near Africa. The Royal Air Force of Oman (al-Quwwat al-Jawwiya al-Sultanat Oman) currently flies 12 F-16 Block 50 fighters: 8 F-16Cs and 4 F-16Ds, whose delivery began in 2005. They complement the RAFO’s 18 Jaguar strike aircraft, and 11 single-seat subsonic Hawk 203 light fighters. Sultan Qaboos’ air force is looking to replace its aging Jaguars, and has made inquiries about buying 4+ generation fighters like Eurofighters or even JAS-39 Gripens for this purpose.

A formal DSCA request for 18 more F-16s raised the possibility of a different approach, and that has now become a firm contract. But BAE has subsequently received an RFP for its Eurofighter, too…

Eurofighter’s Future: Tranche 3, and Beyond

The multi-national Eurofighter Typhoon has been described as the aerodynamic apotheosis of lessons learned from the twin engine “teen series” fighters that began with the F-14 and F-15, continued with the emergence of the F/A-18 Hornet, and extends through to the most recent F/A-18 Super Hornet variants. Aerodynamically, it’s a half generation ahead of all of these examples, and planned evolutions will place the Eurofighter near or beyond parity in electronic systems and weapons.

The 1998 production agreement among its 4 member countries involved 620 aircraft, built with progressively improved capabilities over 3 contract “tranches”. By the end of Tranche 2, however, the 4-nation Eurofighter agreement still had 236 fighters left to go, even as welfare state programs and debt burdens were making that buy difficult to afford. A 2009 compromise was found in the EUR 9 billion “Tranche 3A” buy, and the program has renewed its efforts to secure serious export sales. Their success will affect the platform’s modernization plans.

MH-60R Wins Australia’s Maritime Helicopter Competition

Australia’s SEA 8000, Phase 8 project aimed to buy 24 modern naval helicopters. They would replace its 16 existing S-70B-2 naval helicopters, and might even replace the disastrous A$1.1 billion, 11-helicopter SH-2G “Super Seasprite” acquisition attempt as well. With a total sales and support value of over A$ 3 billion, it was a highly coveted award.

The finalists were familiar, and both had roots in Australia. Sikorsky’s MH-60R is a modernized descendant of the RAN’s existing S-70Bs anti-submarine helicopters, and Australia’s army operates the S-70A utility helicopter. On the other hand, a multi-billion dollar 2006 order made the European NH90-TTH (“MRH-90”) the Army’s future helicopter, to replace their S-70As and H-3 Sea Kings. Some MRH-90s will even serve as Navy utility helicopters, and NHI/Eurocopter’s NH90-NFH naval variant would build on that base. So why did the MH-60R make Australia its 1st export win?

New Zealand’s New NH90 & A109E Helicopter Fleets

In 2005, NH Industries’ NH90 helicopter was selected to replace the Royal New Zealand Air Force’s aging UH-1 Iroquois, which would remain in service until 2009. A firm deal was finalized in July 2006, and New Zealand will buy 9 TTH variant helicopters; Australia’s initial 12-aircraft NH90 buy may offer some points of comparison.

Delays would eventually push New Zealand’s NH90 project back, but making the decision also allowed New Zealand’s Labour Party government to move ahead with a 2nd helicopter replacement: A109E Training and Light Utility helicopters, to replace New Zealand’s ancient M.A.S.H. era Bell 47Gs. That buy happened in 2008, but its helicopters have entered service years before the NH90s. Why is that, and what drove New Zealand to make the choices it did? DID explains…
