Snakes and Rotors: The USMC’s H-1 Helicopter Program

The US Marines’ helicopter force is aging at all levels, from banana-shaped CH-46 Sea Knight transports that are far older than their pilots, to the 1980s-era UH-1N Hueys and AH-1W Cobra attack helicopters that make up the Corps’ helicopter assault force. While the tilt-rotor V-22 Osprey program has staggered along for almost 2 decades under accidents, technical delays, and cost issues, replacement of the USMC’s backbone helicopter assets has languished. Given the high-demand scenarios inherent in the current war, other efforts are clearly required.

Enter the H-1 program, the USMC’s plan to remanufacture older helicopters into new and improved UH-1Y utility and AH-1Z attack helicopters. The new versions would discard the signature 2-bladed rotors for modern 4-bladed improvements, redo the aircraft’s electronics, and add improved engines and weapons to offer a new level of performance. It seemed simple, but hasn’t quite worked out that way. The H-1 program has encountered its share of delays and issues, but the program survived its review, and continues on into the low-rate initial production stage and Initial Operational Capability.

Radios are vital to US Special Operations Command. Their tactics depend on high levels of training and coordination, and their operations need both high-bandwidth networking and reliable communications when calling for backup. On top of that, weight and bulk are precious commodities. US SOCOM’s Capital Equipment Replacement program aims to replace legacy multiband inter/intra team (MBITR) AN/PSC-5D radios with newer, lighter, better-performing JTRS-compatible equipment. SOCOM’s 75th Ranger Regiment are conducting combat evaluations [PDF] of full JTRS Handheld, Manpack, Small Form Fit PRC-154 Rifleman and PRC-155 Manpack radios, but the CER buys will involve a set of proven, JTRS-compatible radios that are already widely deployed under the US CISCHR contract. Back in 2005, Great Britain was considering a public-private partnership to buy, equip, and operate the RAF’s future aerial tanker fleet. The RAF would fly the 14 Airbus A330-MRTT aircraft on operational missions, and receive absolute preferential access to the planes. A private contractor would handle maintenance, receive payment from the RAF on a per-use basis – and operate them as passenger charter or transport aircraft when the RAF didn’t need them.

The deal became politically controversial, and negotiations on the 27-year, multi-billion pound deal charted new territory for both the government, and for private industry. Which may help to explain why a contract to move ahead on a “Private Financing Initiative” basis had yet to be issued, and procurement had yet to begin, over 7 years after the program began. In March 2008, however, Britain issued the world’s largest-ever Defence Private Finance Initiative (PFI) contract. In an effort to offset the growing number of age-related combat aircraft retirements, India is engaged in a round of fighter fleet upgrades. In December 2006, India Defence reported that the Indian Air Force was “close to finalizing” a EUR 1.5 billion (about $2 billion) deal to upgrade its fleet of 51 49 Mirage-2000 ‘Vajra’ fighter jets.

The aim was to give the aircraft, inaugurated into IAF service in 1985-1988, another 20-25 years of service life. Of course, “close to finalizing” means something very different in Indian defense circles than it does elsewhere. It took 4 years before there was even a preliminary agreement, and 5 years later, the negotiated agreement appears to be higher than original reports. So, what is India getting for its money?..

DID’s FOCUS articles offer in-depth, updated looks at significant military programs of record. This is DID’s FOCUS Article regarding the US Army’s Light Utility Helicopter program, covering the program and its objectives, the winning bid team and industrial arrangements, and contracts.

The LUH will replace existing UH-1 Hueys and OH-58 Kiowa utility variants in a 345 helicopter, $3+ billion program between 2006-2015. “US Army LUH Competition: 4 Bids, New Partnerships” discussed the competitors, which included Team AgustaWestland’s AB139, Bell-Textron’s 412EP Twin Huey, Eurocopter’s EC145, and Team MD Helicopters’ 902 Explorer NOTAR (No Tail Rotor) design. Eurocopter’s winning LUH entry shifted from the provisional “UH-145” to “UH-72A Lakota” at a December 2006 naming ceremony, marking the first major US military program awarded to an EADS company. Both Eurocopter and its EADS parent have tried to build on that breakthrough, including an an armed scout AAS-72X entry to replace the canceled ARH-70.

Rapid Fire April 6, 2012: Defense Logistics Agency Guidance

  • US Navy Vice Adm. Mark Harnitchek, Director of the Defense Logistics Agency since November 2011, published his revised 2012 guidance [PDF] that conveniently highlights where the changes are. Among them, improved support for reset and force drawdown processes in Afghanistan starts with optimized use of the Northern Distribution Network (NDN), a necessity pointed out on DID just two days ago. Airlift through the NDN (dubbed Northern Distribution Nightmare by Foreign Policy – see also this WaPo map which was drawn before options like use of the Ulyanovsk Russian airport were discussed) is way more expensive than using Pakistan’s GLOC (Ground Lines of Communication) and Karachi port. As in, as much as 3 to 5 times more expensive to ship out about 50,000 vehicles.
  • As a side note, when USMC Lieutenant General Frank A. Panter, Jr. discussed options at a recent HASC hearing, he never said Indian but rather NDN, contrarily to bad transcripts floated in the Indian press. How would India even make sense if you glance at a map? It beats us too.
  • The U.S.-China Economic and Security Review Commission published a report [PDF] on indigenous weapons development in China’s military modernization. They conclude that many analysts have let themselves being misled and blindsided by trends from past decades that no longer apply. “U.S. analysts and policymakers should expect to see continued advancements in the ability of the PRC to produce modern weapons platforms, and an attendant increase in the operational capabilities of the People’s Liberation Army.”

My PGM for a Fuze… But Paveway-IV is Ready Now

In 2003, Raytheon UK operation won the GBP 120 million pound contract to develop and produce Paveway IV, beating Boeing’s INS/GPS guided JDAM. The GPS/INS and laser-guided 500-pound bombs are a British project, and will add a number of other enhancements, including longer range than previous Paveway versions.

The British military had wanted to deploy Raytheon’s latest Paveway IV bombs in Afghanistan by September 2007, on board its newly-upgraded Harrier GR9 aircraft. Unfortunately, testing problems with Thales UK’s Aurora fuze removed that option. The MoD found a way to deploy the smart bombs with lesser capabilities by December 2007, and eventually deployed full Paveway IVs on its Harriers in Afghanistan. The weapon is now ready for use with its Tordano GR4 strike aircraft, which are replacing the Harriers, and is being qualified on the RAF’s Eurofighters:

In an age of non-linear warfare, where front lines are nebulous at best and non-existent at worst, one of the biggest casualties is… the concept of unprotected rear echelon vehicles, designed with the idea that they’d never see serious combat. That imperative is being driven home on 2 fronts. One front is operational. The other front is buying trends.

These trends, and their design imperatives, found their way into the USA’s Joint Light Tactical Vehicle (JLTV) program, which aims to replace many of the US military’s 120,000 or so Humvees. The US military’s goal is a 7-10 ton vehicle that’s lighter than its MRAPs and easier to transport aboard ship, while offering substantially better protection ad durability than existing up-armored Humvees. They’d also like a vehicle that can address front-line issues like power generation, in order to recharge all of the batteries troops require for electronic gadgets like night sights, GPS devices, etc.

DID’s FOCUS articles offer in-depth, updated looks at significant military programs of record. JLTV certainly qualifies, and recent budget planning endorsements have solidifed a future that was looking shaky. Now, can the Army’s program deliver?

Turkey Finally Lands Its Attack Helicopters

Turkey has been looking to modernize its attack helicopter fleet since the mid-1990s, but the process has mostly served as an object lesson in how not to buy defense equipment. This competition faced many difficulties; after numerous snafus, technology transfer and production issues, and canceled competitions, all 3 invited American manufacturers had abandoned the competition entirely.

Even the “final” round seemed imperiled, following reports of the Turkish military’s deep dissatisfaction with the choices; nevertheless, the competition survived long enough to pick a “winner”: an updated version of the A129 Mangusta. Now, signed industrial arrangements contracts with AgustaWestland allow the 12-year program to move forward at last. But Turkey didn’t just buy helicopters – they bought the model, lock, stock, and rotor:

India’s Multi-billion Dollar Scorpene Sub Contract

In 2005, India confirmed that it would buy 6 Franco-Spanish Scorpene diesel submarines, with an option for 6 more and extensive technology transfer agreements. The Scorpene deal had simmered on the back-burner for several years, before it became one of India’s largest-ever partnerships with France. DID reported that a deal was “close” as far back as 2004, but nothing was finalized until late 2005. The cost had been subject to varying estimates over the life of those multi-year negotiations, as well as project overruns; the final figure for the first 6 boats is now generally accepted as being about $4 billion.

India’s submarine fleet currently consists of 16 submarines, about 13 of which are operational. Its Foxtrot Class boats can no longer be counted on, and its U209 derivatives from HDW are unlikely to last beyond 2015. With Pakistan acquiring modern submarines, and Chinese submarine building exploding, serious thought to India’s future submarine fleet became an obvious priority.
