Next-Stage C4ISR Bandwidth: The AEHF Satellite Program

The USA’s new Advanced Extremely High Frequency (AEHF) satellites will support twice as many tactical networks as the current Milstar II satellites, while providing 10-12 times the bandwidth capacity and 6 times the data rate transfer speed. With the cancellation of the higher-capacity TSAT program, AEHF will form the secure, hardened backbone of the Pentagon’s future Military Satellite Communications (MILSATCOM) architecture, with a mission set that includes nuclear command and control. Its companion Family of Advanced Beyond-line-of-sight Terminals (FAB-T) program will give the US military more modern, higher-bandwidth receiving capabilities, and add more flexibility on the front lines. The program has international components, and partners currently include Britain, Canada, and the Netherlands.

Variants of the SM-2 Standard missile are the USA’s primary fleet defense anti-air weapon, and serve with 13 navies worldwide. The most common variant is the RIM-66K-L/ SM-2 Standard Block IIIB, which entered service in 1998. The Standard family extends far beyond the SM-2 missile, however; several nations still use the SM-1, the SM-3 is rising to international prominence as a missile defense weapon, and the SM-6 program is on track to supplement the SM-2. These missiles are designed to be paired with the AEGIS radar and combat system, but can be employed independently by ships with older or newer radar systems.

Maritime surveillance and patrol is becoming more and more important, but the USA’s P-3 Orion fleet is falling apart. The P-8A emerged from the ashes of the P-7 Long Range Air ASW (Anti-Submarine Warfare) Capable Aircraft program that was begun in 1988. That program originally envisaged an improved P-3, but cost overruns, slow progress, and interest in opening the competition to commercial designs, led to the P-7’s cancellation for default in 1990. The successor MMA program was begun in March 2000, and Boeing beat Lockheed’s “Orion 21” with a design based on their ubiquitous 737 passenger jet.

Filling the P-3 Orion’s shoes is certainly no easy task. What missions will the new P-8A Poseidon face? What do we know about the platform, the project team, and ongoing developments? Will the P-3’s level of global customer coverage give its successor a comparable level of export opportunities? Sen. Leahy’s [D-VT] worked in the mid-2000s to keep the Hydra 70mm rocket family alive through special appropriations, just in time for the Hydras’ potential on the battlefield to rise again. The key was the addition of low-cost precision guidance, which would expand the number of precision weapons carried by helicopters, aircraft, and even UAVs.

Over the last few years, the US Army’s 2nd attempt at an APKWS 70mm guided rocket had a near-death experience, before righting the program with Navy funding. Meanwhile, private development efforts from Lockheed Martin, Thales TDA, and a raft of international partnerships involving major defense firms and partners in Korea, the UAE, Canada/Norway, and Israel are introducing new competitors into the precision-guided rocket space. In October 2010, the Canadian government issued a Solicitation of Interest and Qualification to 5 short-listed firms, for the opportunity to be be part of the Conservative Party government’s 30-year National Shipbuilding Procurement Strategy. Up to 28 major ships would be built over that period, to equip the Canadian Navy and Coast Guard. One yard would build all combat ships, and the runner up would build the support ships. Up to C$ 33 billion in future work was at stake.

That set up a difficult political situation, in a country with deep regional divides and a high-quality but shaky shipbuilding industry. The USA’s Jones Act makes major sales to the neighboring American market virtually impossible, some foreign shipbuilders are subsidized by up to 40% by their home governments, and Canadian military needs are too small and infrequent to sustain an industry by themselves. Jam-resistant Link-16 radios automatically exchange battlefield information – particularly locations of friendly and enemy aircraft, ships and ground forces – among themselves in a long-range, line-of-sight network. For example, air surveillance tracking data from an Airborne Warning and Control System (AWACS) aircraft can be instantly shared with fighter aircraft and air defense units. More than a dozen countries have installed Link 16 terminals on over 19 different land, sea, and air platforms, making it an interoperability success story.

While recent advancements may make AESA radars the future transmitters of choice, Link 16 is the current standard. The Multifunctional Information Distribution System-Low Volume Terminals (MIDS LVTs) were developed by a multinational consortium to provide Link 16 capability at a lower weight, volume, and cost than the Joint Tactical Information Distribution System (JTIDS). E-2D Hawkeye: The Navy’s New AWACS

Northrop Grumman’s E-2C Hawkeye is a carrier-capable “mini-AWACS” aircraft, designed to give long-range warning of incoming aerial threats. Secondary roles include strike command and control, land and maritime surveillance, search and rescue, communications relay, and even civil air traffic control during emergencies. E-2C Hawkeyes began replacing previous Hawkeye versions in 1973; they fly from USN and French carriers, from land bases in the militaries of Egypt, Japan, Mexico, Singapore, and Taiwan; and in a drug interdiction role for the US Naval Reserve. Over 200 Hawkeyes have been produced.

The $17.5 billion E-2D Advanced Hawkeye program aims to build 75 new aircraft with significant radar, engine, and electronics upgrades in order to deal with a world of stealthier cruise missiles, saturation attacks, and a growing need for ground surveillance as well as aerial scans. It looks a lot like the last generation E-2C Hawkeye 2000 upgrade on the outside – but inside, and even outside to some extent, it’s a whole new aircraft.

Sonobuoys are used to detect and identify moving underwater objects by either listening for the sounds produced by propellers and machinery (passive detection), or by bouncing a sonar “ping” off the surface of a submarine (active detection). They usually float, or have at least some part of them that does. Specialized sonobuoys can also detect electric fields, magnetic anomalies, and bioluminescence (light emitted by microscopic organisms disturbed by a passing submarine); as well as measuring environmental parameters like water temperature versus depth, air temperature, barometric pressure, and wave height.

Sonobuoys are generally dropped from aircraft or helicopters that are equipped with a means to launch them, and electronic equipment to receive and process data sent by the sonobuoy. They can also be launched from ships. This entry will discuss some of the new sonobuoys in use, and cover related contracts:

After decades as a largely unheralded workhorse, the distinctive, twin-rotor CH-47 Chinook medium-heavy lift helicopter has suddenly become the belle of the ball. Nations that have them are keeping them, and upgrading them. Boeing’s main customers in the US military plan to keep versions of the CH-47 in service past 2030. Nations that don’t have Chinooks, want them; but like a Harley-Davidson Screamin’ Eagle Fat Boy, those who step up to buy one know that second hand models aren’t exactly plentiful – and if you want new, you’ll probably have to wait a bit.

Australia has ordered CH-47Fs, but in the mean time, the 6 CH-47Ds in 5th Aviation Regiment, C Squadron have received defensive upgrades, lost a helicopter in Afghanistan, and rose to 7 machines under a new deal.

In 2005 the RQ-11 Raven mini-UAV was enjoying positive field reports from Iraq. In November 2005, StrategyPage reported that the RQ-11 Raven was also turning heads in what it calls “the commando Olympics” of Afghanistan:
