The USA’s MIM-104 Phased Array Tracking Radar Intercept On Target (PATRIOT) anti-air missile system offers an advanced backbone for medium-range air defense, and short-range ballistic missile defense, to America and its allies. This article covers domestic and foreign purchase requests and contracts for Patriot systems. It also compiles information about the engineering service contracts that upgrade these systems, ensure that they continue to work, and integrate them with wider command and defense systems.

The Patriot missile franchise’s future appears assured. At present, 12 nations have chosen it as a key component of their air and missile defense systems: the USA, Germany, Greece, Japan, Israel, Kuwait, The Netherlands, Saudi Arabia, South Korea, Spain, Taiwan and the UAE. Poland, Qatar, and Turkey have all indicated varying levels of interest, and some existing customers are looking to upgrade their systems.

Sen. Leahy’s [D-VT] worked in the mid-2000s to keep the Hydra 70mm rocket family alive through special appropriations, just in time for the Hydras’ potential on the battlefield to rise again. The key was the addition of low-cost precision guidance, which would expand the number of precision weapons carried by helicopters, aircraft, and even UAVs.

Over the last few years, the US Army’s 2nd attempt at an APKWS 70mm guided rocket had a near-death experience, before righting the program with Navy funding. Meanwhile, private development efforts from Lockheed Martin, Thales TDA, and a raft of international partnerships involving major defense firms and partners in Korea, the UAE, Canada/Norway, and Israel are introducing new competitors into the precision-guided rocket space. Singapore’s RSAF Decides to Fly Like An Eagle

At the dawn of the 21st century, Singapore decided that it needed a new aircraft to replace its often-upgraded A-4SU Super Skyhawks. This was hardly surprising; John McCain had been flying an older model A-4 Skyhawk when he was shot down during the Vietnam War. The decision to require a twin-engine aircraft eliminated the JAS-39 Gripen and F-16 E/F Block 60 from the competition, and the F/A-18 E/F Super Hornet and Sukhoi Su-30 family were also scratched. That left just 3 finalists: Boeing’s F-15 Strike Eagle, France’s Rafale, and the Eurofighter Typhoon. Limited air-to-ground capabilities and a slow upgrade schedule splashed the Eurofighter, leaving just 2 contenders still flying.

September 2005 releases tapped Boeing as the winner, and the deal was done in December 2005. The order eventually rose to 24 planes, which was good news for Boeing: Singapore’s F-15SGs, and South Korea’s 60 plane F-15K order, kept the assembly line open. Singapore has legitimate grounds to argue that it’s flying the world’s most advanced version of the F-15 Strike Eagle – at least, until the new Saudi F-15SAs debut in a few years.

Airbus’ A400M Aerial Transport: Delays and Development

Airbus’ A400M is a EUR 20+ billion program that aims to repeat Airbus’ civilian successes in the full size military transport market. A series of smart design decisions were made around capacity (35-37 tonnes/ 38-40 US tons, large enough for survivable armored vehicles), extensive use of modern materials, multi-role capability as a refueling tanker, and a multinational industrial program; all of which leave the aircraft well positioned to take overall market share from Lockheed Martin’s C-130 Hercules. If the USA’s C-17 is allowed to go out of production, the A400M would also have a strong position in the strategic transport market, with only Russian AN-70, IL-76 and AN-124 aircraft as competition. To date, 174 orders have been placed by Germany (now 53 + 7 options), France (50), Spain (27), Britain (now 22), Turkey (10), South Africa (8), Belgium (7), Malaysia (4), and Luxembourg (1). Chile has expressed an unfinalized interest in 3 planes, but is now likely to buy Brazilian KC-390s instead.

EADS’ biggest issue, by far, has been funding for a project that is more than EUR 7 billion over budget. The next biggest issue is timing, as A400M delivery penalties and Lockheed Martin’s strong push for its serving C-130J Super Hercules cast a pall over the A400M’s potential future. The entire project was under moratorium for over a year as all parties decided what to do, but it’s now moving forward again. Jam-resistant Link-16 radios automatically exchange battlefield information – particularly locations of friendly and enemy aircraft, ships and ground forces – among themselves in a long-range, line-of-sight network. For example, air surveillance tracking data from an Airborne Warning and Control System (AWACS) aircraft can be instantly shared with fighter aircraft and air defense units. More than a dozen countries have installed Link 16 terminals on over 19 different land, sea, and air platforms, making it an interoperability success story.

While recent advancements may make AESA radars the future transmitters of choice, Link 16 is the current standard. The Multifunctional Information Distribution System-Low Volume Terminals (MIDS LVTs) were developed by a multinational consortium to provide Link 16 capability at a lower weight, volume, and cost than the Joint Tactical Information Distribution System (JTIDS). It’s a small, agile fighter that can take off and land on highways, while carrying the latest technologies and weapons. It does very well against NATO’s best aircraft in exercises, comes with a reasonable price tag, and is built for low lifetime operating costs. Unfortunately, in a world where people often buy your weapons because they want you to be their friend, the cachet of having Sweden in your corner isn’t quite what it used to be when their sailors wore those cool horned helmets. As a result, the JAS-39 Gripen is an excellent, reasonably-priced fighter yet it has been struggling for traction in the global marketplace.

A recent sale to Thailand has expanded Saab’s horizons somewhat, as the Gripen beat out the SU-30s favored by the previous Thai government. Lockheed Martin’s F-16 had been considered the leading contender to replace the RTAF’s 15-25 aging F-5B/Es, given Thailand’s extensive history with that aircraft. Other candidates included Russia’s MiG-29, and France’s Rafale. Saab had a very competitive offering on cost and performance, but in order to win, they had to throw in a very significant “something extra”: their Saab 340-AEW AWACS aircraft.

Thailand’s New LPD: Singapore’s ST Wins Contract for Ship, Landing Craft

In November 2008, ST Engineering subsidiary Singapore Technologies Marine Ltd (ST Marine), reported that they had “secured a contract in a basket of currencies amounting to about S$200m” (about $135 million) to design and build a 141 meter Landing Platform Dock (LPD) amphibious assault ship, along with ancillary vessels: a pair of 23m Landing Craft Mechanized (LCM) that can transport heavy equipment like tanks from the ship’s well deck to the shore, and a pair of smaller 13m Landing Craft Vehicle and Personnel (LCVP) for people and small wheeled vehicles. That customer turned out to be the Thai Navy, which floated an RFP for an LPD-type ship in April 2008.

ST Eng lists their ship design as an “LST” (Landing Ship Tank) on their site, but the Endurance Class does not beach itself. The label LPD is more appropriate for these 6,500 – 8,000 ton vessels, which cost less than 1/10th as much as the USA’s 25,000 ton LPD-17 Class. Now, the ship has been delivered:

The Franco-Spanish Scorpene diesel-electric attack submarine competes on the global market against an array of competitors, foremost of which is ThyssenKrupp HDW’s U209/212/214 family. In June 2002, the Malaysian government signed a EUR 1 billion contract with Armaris (now DCNS) and Spanish naval shipbuilder Izar (now Navantia) for 2 SSK Scorpenes and associated support and training. Both submarines have been delivered to Malaysia, though there have been some technical problems.

Within Malaysia, the sale has been compromised by an ongoing trial and set of legal actions around the public kidnapping and private execution of Mongolian modeling student, translator, and paramour Altantuya Shaariibuu. Full and impartial accountability for public figures is not a prominent feature of Malaysian justice, but French Journalist Arnaud Dubus added to the pressure with a March 5/09 report in France’s Liberation, “Un cadavre très dérangeant: L’étrange affaire du meurtre d’une interprète mongole qui gène le pouvoir en Malaisie” (Page 30-31). It named very prominent names, offers details, and reveals the contents of documents that Malaysian courts have refused to admit…

Malaysia Becomes DCNS’ 1st Customer for Gowind Ships

In October 2010, Malaysia’s Boustead received a letter of intent from their government for 6 “second-generation patrol vessels.” In January 2012, South Africa’s DefenceWeb reported that DCNS and its local submarine & surface ship partner, Boustead Naval Shipyard, had won a contract worth $2.8 billion to supply 6 Gowind family ships to Malaysia, which would have been the type’s 1st paid order.

To win, DCNS reportedly beat Dutch firm Damen, whose scalable SIGMA ships have been purchased by neighboring Indonesia; as well as TKMS of Germany, who supplied Malaysia’s 6 existing MEKO 100 Kedah Class OPVs and its 2 Kasturi Class light frigates. Now these Gowind ships’ exact configuration, and equipment set is more certain:
