Import or Die: Taiwan’s (Un?)Stalled Force Modernization

Latest updates: Granger amendment passes, but unlikely to help F-16 sale.

Despite China’s ominous military buildup across the strait, key weapons sales of P-3 maritime patrol aircraft, Patriot PAC-3 missiles, and diesel-electric submarines to Taiwan had been sabotaged by Taiwanese politics for years – in some cases, since 1997. The KMT party’s flip-flops and determined stalling tactics eventually created a crisis in US-Taiwan relations, which finally soured to the point that the USA refused a Taiwanese request for F-16C/D aircraft.

That seems to have brought things to a head. Most of the budget and political issues were eventually sorted out, and after a long delay, some major elements of Taiwan’s requested modernization program appear to be moving forward: P-3 maritime patrol aircraft, UH-60M helicopters, Patriot missile upgrades; and requests for AH-64D attack helicopters, E-2 Hawkeye AWACS planes, minehunting ships, and missiles for defense against aircraft, ships, and tanks. These are must-have capabilities when facing a Chinese government that has vowed to take the country by force, and which is building an extensive submarine fleet, a large array of ballistic missiles, an upgraded fighter fleet, and a number of amphibious-capable divisions. Chinese pressure continues to stall some of Taiwan’s most important upgrades, including diesel-electric submarines, and new American fighter jets. Meanwhile, other purchases from abroad continue:

In May 2012, Boeing in Huntsville, AL received an $83 million cost-plus-fixed-fee contract, for “engineering services in support of the Avenger weapon system.” Work will be performed in Huntsville, AL until March 31/15. One bid was solicited, with 1 bid received by US Army Contracting Command in Redstone Arsenal, AL (W31P4Q-12-C-0117).

Boeing informs DID that deliveries from their new-build production line ended in 2009, but existing systems still need support. The firm has continued to invest in the Avenger turret, however, privately developing and testing an Avenger Adaptive Force Protection System variant that can mix and match its weapons. Instead of being restricted to a .50 caliber machine gun and twin 4-packs of FIM-92 Stinger missiles, AFPS uses a 25mm cannon in the center, while its 2 stations can each mount a variety of packages: a Stinger 4-pack, twin AIM-9X Sidewinder anti-aircraft missiles, an AGM-114 Hellfire ant-tank missile, a laser-guided 70mm rocket pod, or even a high-power laser module. Recent DSCA requests for the Avenger system have included Chile (2009), Oman (2011) and the UAE (2008), and the April 2012 US SIGIR report [PDF] indicates that Iraq intends to file a formal request soon.

Defense Minister Pranab Mukherjee opened the first phase of India’s giant western naval base INS Kadamba in Karwar, Karnataka state, on May 31/05, saying it would protect the country’s Arabian Sea maritime routes. Kadamba has become India’s 3rd operational naval base, after Mumbai and Visakhapatnam. It is valuable for its location, and also for its ability to transcend the fundamental capacity and security limitations of India’s other 2 naval bases.

INS Kadamba is being built near Karwar in the southern state of Karnataka. That Phase I construction was just part of India’s ambitious “Project Seabird,” a potential INR 50+ billion project that will include the naval base, and much more besides. India finished a scaled-back Phase I a full decade after the originally-envisaged 1995 completion date. As might be expected, Phase II is now likely to be approved at last, long after it was supposed to have been finished:

DII FOCUS articles offer in-depth, updated looks at significant military programs of record; this FOCUS Article covers the CH-47F/MH-47G Chinook helicopter programs, in the USA and abroad. These helicopters’ distinctive “flying banana” twin-rotor design stems from the brilliant work of aviation pioneer Frank Piasecki. It gives Chinooks the ability to adjust their positioning very precisely, while carrying a large airframe whose load capacity has made it the world’s most popular heavy-lift helicopter. The USA expects to be operating Chinooks in their heavy-lift role past 2030.

The CH-47F looks similar to earlier models, but offers a wide range of improvements in almost every aspect of design and performance. While the related HH-47’s $10-15 billion CSAR-X program win has been nullified by the program’s termination, delivery orders continue for CH-47Fs and for MH-47G Special Forces configuration helicopters. International orders or formal requests have also come in from Australia, Britain, Canada, Italy, the Netherlands, Turkey, and the UAE, with more countries expected to follow.

In August 2010, reports surfaced in the Wall Street Journal that Saudi Arabia was negotiating a $30-60 billion arms package with the USA. The reported deal was said to involve another 84 F-15 Strike Eagles to replace the Kingdom’s Tornado strike aircraft and/or F-15A-D fighters, about 132 UH-60 Black Hawk utility and AH-64 attack helicopters, and armaments to equip them.

Since the deal didn’t even reach the official DSCA request stage until October 2010, details were still hazy at best. The reports did tie in to a number of events and deals that have been covered in previous years, however, and some details and key questions have emerged over time in reports, and in the DSCA’s filings. This article looks at those requests, their tie-ins, the issues that are part of these potential deals, and related follow-on requests. Rapid Fire May 21, 2012: NATO Summit No Peak

  • NATO and Pakistan have not found an agreement on reopening transport routes out of Afghanistan. The fact Pakistan tried to increase the price per truck by a factor of 20 might have something to do with it. If allied combat troops are to withdraw by mid-2013 and don’t want to leave most of their equipment behind or ship it back at an outrageous cost, this will need to be resolved.

Apache Block III Program: The Once and Future Attack Helicopter

With the collapse of the RAH-66 Comanche program, and rededication of its funding into the Armed Reconnaissance Helicopter (ARH) and Light Utility Helicopter (LUH), and other programs, the AH-64 Apache will remain the USA’s primary attack helicopter for several more decades. Apaches also serve with a number of American allies, some of whom have already expressed interest in upgrading or expanding their fleets.

The AH-64D Longbow Block III (AB3) is the helicopter’s next big step forward, and incorporates 26 key new-technology insertions that cover flight performance, maintenance costs, sensors & electronics, and even the ability to control UAVs as part of manned-unmanned teaming (MUT). In July 2006, Boeing and U.S. Army officials signed the initial development contract for Block III upgrades to the current and future Apache fleet, via a virtual signing ceremony. By November 2011, the 1st production helicopter had been delivered. So… how many helicopters will be modified under the AH-64 Block III program, what do these modifications include, how is the program structured, and what has been happening since that 2006 award? The short answer is: a lot, including export interest and sales.

Raytheon’s Griffin Mini-Missiles

As UAVs proliferate, and the demands of counter-insurgency fights force militaries to look at arming new kinds of aircraft, a number of manufacturers and governments are looking to develop precision-guided “mini-missiles” and glide weapons. Raytheon’s 33+ pound, 42 inch long Griffin is a member of that class, and comes in 2 versions.

The Griffin-A version is currently in use as part of American roll-on armed kits for its C-130 Hercules transports. It’s dropped out of “gunslinger” tubes, providing precision firepower from the rear ramp. The Griffin B is a forward-firing weapon that can be launched from land, naval, or aerial platforms. Either way, the missile packs a 13 pound blast-fragmentation warhead, and uses a combination of GPS/INS and a semi-active laser seeker for guidance. Griffin-B is currently a candidate to equip the Littoral Combat Ship’s surface warfare module.

Along Came A Spider: The XM-7 RED

The 2004 National Landmine Policy directed the Pentagon to end the use of persistent landmines after 2010, and introduce self-destructing and self-deactivating alternatives. The XM-7 Spider is the successor to the Matrix system deployed in Iraq, and part of the USA’s Non-Self-Destructing Anti-Personnel Landmine Alternatives (NSD-A) program.

Spider is more of a “remote explosive device” than a typical lay-and-forget land mine. It’s detonated by soldier command, and that soldier can even load non-lethal canisters if the mission calls for it. Unlike conventional land mines, the XM-7 Spider always has a known location, so it can be safely and easily recovered and re-deployed. If that isn’t possible for some reason, XM-7 units deactivate after a set time period, so they won’t become a future threat. It sounds good, and its capabilities are badly needed in places like remote fire bases, and along Korea’s dangerous DMZ. Unfortunately, the program has run into difficulties and delays.
