Turkey’s tank fleet is currently made up of American M-48s and M-60s, some of which have been modernized with Israeli cooperation into M-60 Sabra tanks, plus a large contingent of German Leopard 1s and Leopard 2s. That is hardy surprising. America and Germany are Turkey’s 2 most important geopolitical relationships, and this is reflected in Turkey’s choice of defense industry partners. The country’s industrial offset requirements ensure that these manufacturers have a long history of local partnerships to draw upon.

In recent years, however, a pair of new players have begun to make an impact on the Turkish defense scene. One was Israel, whose firms specialized in sub-systems, upgrades, and UAVs. The other is the Republic of [South] Korea, who has made inroads in the Turkish market with turboprop training aircraft, mobile howitzers… and now, main battle tanks.

Equipping Lebanon’s… Government?

The Lebanese Army’s own web site is blunt: “The assistance received from Syria, the USA, and other friendly countries has played a basic role in bridging the gap between needs and available means.”

A number of countries are stepping up to fill those gaps, left in a military ravaged by foreign occupation, a long and losing civil war, and the presence of Hizb’Allah – a foreign-backed private army in Lebanon, with superior firepower. The battle for influence in that country is multi-polar, with countries including the USA, France, and Saudi Arabia moving to counter Syria and Iran’s proxies, and countries like Russia working with independent agendas. The USA has been supplying a wide range of equipment from ammunition to armored vehicles, and is adding tanks, mini-UAVs, and even patrol boats to that list. Belgium has worked to sell some of its own tanks and APCs, France has offered help with Lebanon’s existing French equipment; and in April 2009, Russia went so far as to offer MiG-29 fighters, for free, from its own stocks.

What capabilities would these systems bring? How are those sales going? And how is Lebanon itself changing, in the wake of both Hezbollah’s takeover and Syria’s civil war?

WCSP: Britain’s Warriors to Undergo Mid-Life Upgrade

Britain’s MCV-80/FV510 Warrior Infantry Fighting Vehicle was produced between 1984 and 1995. Built of all-welded aluminum construction and armed with the 30 mm Rarden cannon, it was designed to destroy enemy armored personnel carriers at ranges of up to 1,500m, while offering a fast, armored battlefield taxi for up to 7 infantry soldiers. These IFVs were pressurized to protect against Soviet chemical and biological weapons, and included a full range of night vision equipment. They served capably during Operation Desert Storm in 1991, were used to maintain the peace in Bosnia/Kosovo, and have found themselves in very high demand on the post 9/11 front lines.

Individual programs have improved some vehicles’ optics, radios, and add-on armor, but keeping the fleet in service until 2035 will require more extensive work. Hence the GBP 1 billion Warrior Capability Sustainment Programme (WCSP). In mid-November 2009, BAE Systems and Lockheed Martin UK submitted their bids, but the decision took almost 2 years. Fielding isn’t expected until 2018, but work proceeds.

Portugal Picks Pandur-II Wheeled APCs

In February 2005, General Dynamics European Land Combat Systems finished negotiations to produce 260 Pandur II eight-wheeled armored combat vehicles for the Government of Portugal. Steyr-Daimler-Puch Spezialfahrzeug GmbH of Vienna, Austria, would be the program manager and system integrator for this $482 million (EUR 365 million) contract, with vehicle co-production in Portugal, and some participation from other General Dynamics European Land Combat Systems elements in Europe.

Evaluation of the contenders for this procurement program started in autumn 2003, but the buy was still only partly done in 2012. At which point Portugal moved to terminate the contract part-way through.

VBTP Guarani: A New APC for Brazil

In December 2009, Brazil signed a EUR 2.5 billion deal with Italy’s Iveco that aims to renew its wheeled armored personnel carrier fleet, and revive Brazil’s land vehicle defense industry in the bargain. The 6×6 Guarani Viatura Blindada Transporte de Pessoal, Media de Rodas (VBTP-MR) is envisaged as a vehicle family that can replace Engesa’s EE-11 and EE-9 wheeled vehicles. Those platforms have suffered from age-related problems, questionable protection levels, and a shortage of ready spares since Engesa’s 1993 bankruptcy.

Iveco is best known around the world for its trucks, but its Iveco Fiat Oto Melara joint venture has designed and fielded the core of Italy’s tank, wheeled APC, and tracked IFV fleets. The firm already has the new Puma wheeled 6×6/ 4×4 APC in its offering set, but the VBTP will offer them a new market, a new joint venture, and new export opportunities.

US Army Moves Ahead with V-Hull Strykers

Under current plans, the 8×8 wheeled Stryker armored vehicle will be the future backbone of 8 US Army and 1 National Guard medium armored brigades. The 5th Stryker Brigade from Fort Lewis, WA was the first Stryker unit sent to Afghanistan, deployed in the summer of 2009 as part of a troop level increase. The brigade was equipped with 350 Stryker vehicles. In the first few months of deployment, they lost 21 soldiers, with 40 more wounded, to IED land mines. The losses prompted the Army to examine modifications to their Stryker vehicles, in order to make them more resistant to land mines.

One result is the Stryker hull redesign, creating the v-hulled Stryker DVH. The US Army is now on pace to order 2 brigades worth, as it moves toward the end of Stryker armored vehicle production.

Australia’s A$ 450M-600M LAND 17 Artillery Replacement

In February 2006 the Australian Government gave first pass approval for the replacement of the ADF’s current 105mm and 155mm artillery pieces with new, more capable, artillery systems that feature improved mobility, protection, range and accuracy. Current systems are all towed, and include the aged 105mm M2A2, the L119 Hamel 105mm Field Gun, and the M198 155mm Howitzer. Options for replacing them include a mix of self-propelled artillery systems and lightweight towed artillery systems under an A$ 450-600 million project known as LAND 17. The project will also examine advanced high precision munitions and a networked command and fire control system.

So, how does this project fit into Australia’s larger defense plans? What’s the expected program timeline? And who are the declared and potential contenders? That matters even more now that the solicitation has been released. DID covers the program, and a number of the confirmed or likely competitors… but one category has now been decided.

Ukraine, Iraq in $2.5 Bn Weapons Deal

In late 2009, reports surfaced that a $2.5 billion defense agreement between the Ukraine and the Iraqi Ministry of Defense could involve 420 of Khariv Morozov’s BTR-4 8×8 wheeled armored personnel carriers, 6 of Antonov ASTC/ Aviant’s AN-32B light military transport planes, and repair work on 2 of Iraq’s Mi-8T military helicopters. These contracts are a significant boost to the Ukraine’s defense exports, and make that country one of Iraq’s top defense suppliers.

Contracts were signed, and manufacturing is underway, but the process has had its hangups and issues. Including inspection issues that delayed Iraqi acceptance of the deal’s key platforms. Now, deliveries are underway.

Double-Jointed & Popular: The Bv Family of Infantry Support Vehicles

The BvS10 is the successor to the wildly popular Bv206, 11,000 of which have been sold to 40 countries around the world – including the USA (M978). Readers may have seen these vehicles elsewhere, too, as a number of Bv206s have post-military careers at ski resorts, in industries like mining and logging, etc. The new BvS-10 is larger and more heavily armored; it’s in use in Britain, France and the Netherlands as a key armored vehicle for their respective Marines, has been bought by Sweden, and is under evaluation elsewhere. International interest includes imitators: Singapore’s Bronco ATTC is a BVS10 competitor, and Finland and Norway have their own local Bv206 variants.

What makes this unusual-looking vehicle family and design so popular? They aren’t like Humvees or similar wheeled mainstays. They aren’t full armored personnel carriers, either – they’re armored, but Bv family vehicles can’t take the kind of punishment that a Bradley or LAV can absorb. Instead, the secret to their success lies in a remarkable all-terrain capability, and their ability to fill a rare and critical role: air-portable and amphibious infantry enhancement. These success factors are discussed below, along with contracts and key developments related to this vehicle family.

Tanks for the Lesson: Leopards, too, for Canada

Canadian Forces took some of the lessons re-learned during Operation Medusa in Afghanistan, directly to heart. Canada’s DND:

“The heavily protected direct fire capability of a main battle tank is an invaluable tool in the arsenal of any military. The intensity of recent conflicts in Central Asia and the Middle East has shown western militaries that tanks provide protection that cannot be matched by more lightly armored wheeled vehicles… [Canada's existing Leopard C2/1A5] tanks have also provided the Canadian Forces (CF) with the capability to travel to locations that would otherwise be inaccessible to wheeled light armoured vehicles, including Taliban defensive positions.”

In October 2003, Canada was set to buy the Styker/LAV-III 105mm Mobile Gun System to replace its Leopard C2 tanks. By 2007, however, the lessons of war took Canada down a very different path – one that led them to renew the very tank fleet they were once intent on scrapping, while backing away from the wheeled vehicles that were once the cornerstone of the Canadian Army’s transformation plan.
