The Naval Facilities Engineering Command Washington in Washington, DC recently awarded a set of firm-fixed price, indefinite-quantity multiple-award construction contracts for stand alone construction and/or design/build projects at various Navy and federal government installations in the DC metropolitan area. The basic contract was competitively procured via the Naval Facilities Engineering Command e-solicitation website, with 30 offers received. The 4 winning contractors may now compete for task orders under the terms and conditions of the existing contract (N40080-06-D-0004).

$200M for Construction & Renovation in the Hampton Roads Area

Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic in Norfolk, VA has awarded a set of 8(a) design/build multiple award construction contracts for construction, renovation, alteration, design, and repairs of Government facilities in the Hampton Roads Area of Virginia and North Carolina. Work will take place in in the Hampton Roads area of VA (85%) including Virginia Beach, Norfolk, Yorktown, Suffolk, Williamsburg, and in NC (15%), including Jacksonville and Cherry Point. Work is expected to be completed August 2007 (August 2011 with options). This contract was competitively procured with 90 proposals solicited and 12 offers received.

The contracts have a one year base period with up to four years in options, and each winner will compete for task orders under the terms and conditions of the awarded contract. The maximum award for each contractor in the base period is $8 million, with a guaranteed minimum of $5,000. Overall, the not to exceed amount for each contractor during the entire term is $40 million, bringing the total potential for all contracts to $200 million. All firms were small business qualifiers, and the winners included:

US NAVFAC Issues $1.0B Global Construction Contract

The Naval Facilities Engineering Command, Atlantic in Norfolk, VA has issued a set of cost-reimbursable plus award-fee, indefinite-delivery/ indefinite-quantity contracts for global contingency construction. Work to be performed provides for supervision, equipment, materials, labor, travel and all means necessary to provide an immediate response for civilian construction contract capability on behalf of the Navy or other government agencies acting through the Navy. These construction and related engineering services could be in response to natural disasters, humanitarian assistance, conflict, or projects with similar characteristics, including occasional projects to ensure readiness to perform during emergency situations and military exercises. The scope includes the capability to provide general mobilization services for personnel, equipment and material in support of Naval Construction Forces (NCF) mobilization efforts and similar mobilization effort, and to set up and operate Material Liaison Office at a deployed site in support of NCF operations.

The total aggregate contract amount for a base year and four option years is not to exceed $1 billion, with a guaranteed minimum of $100,000 to each contractor. Work will be performed worldwide, and the expected date of completion is August 2007 (August 2011 with options). Contract funds will expire at the end of the current fiscal year. This contract was competitively procured with 44 proposals solicited and 8 offers received; winners included:

  • Atlantic Contingency Constructors, LLC in Virginia Beach, VA (N62470-06-D-6007)
  • Fluor Intercontinental Inc. in Greenville, SC (N62470-06-D-6008)
  • URS-IAP, LLC in Washington, DC (N62470-06-D-6009). This is a joint venture between IAP Worldwide Services and San Francisco based engineering design firm URS Corp.

$5.8M to Harden Pensacola Electrical Grid Against Storm Damage

Gulf Power Co. in Pensacola, FL received $5.8 million for Modification P00006 under an existing utility service contract (N62647-90-F-1804) for electrical distribution hardening as a result of an architecture/engineer study. The idea is to make the system less vulnerable under hurricane conditions, thereby, minimizing significant damage. Work will be performed at Naval Air Station Pensacola, Pensacola, FL and is expected to be complete by June 2008. The basic contract was a sole source award to Gulf Power utilizing an existing General Services Administration area-wide electrical commodity contract dated Dec. 12, 1990. The Naval Facilities Engineering Command Southeast in Jacksonville, FL issued the contract.
