The USA’s MIM-104 Phased Array Tracking Radar Intercept On Target (PATRIOT) anti-air missile system offers an advanced backbone for medium-range air defense, and short-range ballistic missile defense, to America and its allies. This article covers domestic and foreign purchase requests and contracts for Patriot systems. It also compiles information about the engineering service contracts that upgrade these systems, ensure that they continue to work, and integrate them with wider command and defense systems.

The Patriot missile franchise’s future appears assured. At present, 12 nations have chosen it as a key component of their air and missile defense systems: the USA, Germany, Greece, Japan, Israel, Kuwait, The Netherlands, Saudi Arabia, South Korea, Spain, Taiwan and the UAE. Poland, Qatar, and Turkey have all indicated varying levels of interest, and some existing customers are looking to upgrade their systems.

SM-2 Launch, DDG-77

Variants of the SM-2 Standard missile are the USA’s primary fleet defense anti-air weapon, and serve with 13 navies worldwide. The most common variant is the RIM-66K-L/ SM-2 Standard Block IIIB, which entered service in 1998. The Standard family extends far beyond the SM-2 missile, however; several nations still use the SM-1, the SM-3 is rising to international prominence as a missile defense weapon, and the SM-6 program is on track to supplement the SM-2. These missiles are designed to be paired with the AEGIS radar and combat system, but can be employed independently by ships with older or newer radar systems.

B-2 drops JDAM

Precision bombing has been a significant military goal since the invention of the Norden bomb sight in the 1920s, but its application remained elusive. Over 30 years later, in Vietnam, the destruction of a single target could require 300 bombs, which meant sending an appropriate number of fighters or bombers into harm’s way to deliver them. Even the 1991 Desert Storm war with Iraq featured unguided munitions for the most part; the US Air Force did use some laser and TV-guided weapons like Paveway bombs and Maverick missiles, but they were very expensive and only effective in good weather. If precision bombing was finally to become a reality throughout the Air Force, a new approach would be needed. The Joint Direct Attack Munition (JDAM) became that alternative, an engine of military transformation that was also a model of procurement transformation.

Sen. Leahy’s [D-VT] worked in the mid-2000s to keep the Hydra 70mm rocket family alive through special appropriations, just in time for the Hydras’ potential on the battlefield to rise again. The key was the addition of low-cost precision guidance, which would expand the number of precision weapons carried by helicopters, aircraft, and even UAVs.

Over the last few years, the US Army’s 2nd attempt at an APKWS 70mm guided rocket had a near-death experience, before righting the program with Navy funding. Meanwhile, private development efforts from Lockheed Martin, Thales TDA, and a raft of international partnerships involving major defense firms and partners in Korea, the UAE, Canada/Norway, and Israel are introducing new competitors into the precision-guided rocket space. This DID FOCUS article covers the most prominent competitors within the guided rocket trend. F-15SG, armed

At the dawn of the 21st century, Singapore decided that it needed a new aircraft to replace its often-upgraded A-4SU Super Skyhawks. This was hardly surprising; John McCain had been flying an older model A-4 Skyhawk when he was shot down during the Vietnam War. The decision to require a twin-engine aircraft eliminated the JAS-39 Gripen and F-16 E/F Block 60 from the competition, and the F/A-18 E/F Super Hornet and Sukhoi Su-30 family were also scratched. That left just 3 finalists: Boeing’s F-15 Strike Eagle, France’s Rafale, and the Eurofighter Typhoon. Limited air-to-ground capabilities and a slow upgrade schedule splashed the Eurofighter, leaving just 2 contenders still flying.

September 2005 releases tapped Boeing as the winner, and the deal was done in December 2005. The order eventually rose to 24 planes, which was good news for Boeing: Singapore’s F-15SGs, and South Korea’s 60 plane F-15K order, kept the assembly line open. Singapore has legitimate grounds to argue that it’s flying the world’s most advanced version of the F-15 Strike Eagle – at least, until the new Saudi F-15SAs debut in a few years.

YRH-70 test, 2005

The US Army’s Armed Reconnaissance Helicopter (ARH) program aimed to replace around 375 Bell Textron OH-58D Kiowa Warrior helicopters, after the $14.6 billion RAH-66 Comanche program, was canceled in 2004. Instead, the Army would buy a larger number of less expensive platforms, with reduced capabilities. Bell Helicopter Textron initially won the ARH competition with a militarized version of its highly successful 407 single-engine commercial helicopter, but despite significant private investment after Army funding stopped in March 2007, spiraling costs killed the ARH-70 in October 2008.

What hasn’t changed is the battlefield need for on-call, front-line aerial surveillance and fire support. With its existing OH-58D stock wither wearing down, or shot down, the Army needs to do something. But what? YRH-70 w. Hydras

In July 2008, the US Defense Security Cooperation Agency announced Iraq’s formal request to buy 24 Armed Reconnaissance Helicopters that act as scouts, perform light close air support, and escort other helicopters on dangerous missions. The DSCA documents also included requests for airborne weapons – which would be a new capability for the nascent post-Saddam air force.

At the time of the requests, the IqAF relied on a small force of Russia’s popular Mi-8/17s, and a handful of refurbished Bell “Huey II” helicopters. While the Russian helicopters can be armed, their status as Iraq’s only medium utility helicopters makes them a poor fit for an ARH role. Instead, Iraq chose between 2 competitors: Bell’s 407, whose derivative ARH-70A won the competition in America but ran into trouble; and Boeing’s AH-6 “Little Bird” light attack helicopters used by US Special Forces. AH-6s are very effective in urban settings, and provided critical fire support during the 1991 “Blackhawk Down” incident. Iraq went on to pick Bell as its its ARH winner, and issued production contracts. Now, details concerning its IA-407 helicopters are beginning to emerge…

• CACI’s Q3 FY 2012 results: $928M revenue (+1.6%), $2.04B funded backlog (+4.7%).

• The GAO’s latest reports on DoD logistics look at Item Unique Identification (IUID) implementation and inventory management. DOD manages more than 4 million secondary items and had inventory worth $95.6B as of September 2010. The Pentagon aims to lower its on-order excess inventory to 6% of obligated on-order dollars by the end of FY14 and 4% in FY16.

SSK Dolphin Class

In November 2005, reports surfaced that that Germany would sell Israel 2 AIP-equipped Dolphin submarines, to join its existing fleet of 3 conventional diesel-electric Dolphin Class boats. In 2006, the deal for 2 Dolphin AIP boats was finalized at a total of $1.27 billion, with the German government picking up 1/3 of the cost. The new boats are built at the Howaldtswerke-Deutche Werft AG (HDW) shipyard, in the Baltic Sea coastal city of Kiel, with deliveries originally scheduled to begin in 2010. Those have been delayed, and have not begun as of yet.

RQ-7 Shadow

By 2007, US Army RQ-7 Shadow battalion-level UAVs had seen their flight hours increase to up 8,000 per month in Iraq, a total that compared well to the famous MQ-1 Predator. Those trends have gained strength, as workarounds for the airspace management issues that hindered early deployments become more routine. Some RQ-7s are even being used to extend high-bandwidth communications on the front lines.

The difference between the Army’s RQ-7 Shadow UAVs and their brethren like the USAF’s MQ-1A Predator, or the Army’s new MQ-1C Sky Warriors, is that the Shadow has been too small and light to be armed. With ultra-small missiles still in development, and missions in Afghanistan occurring beyond artillery support range, arming the Army’s Shadow UAVs has become an even more important objective. It would take some new technology, but that seems to be on the way for the US Army’s RQ-7B Shadow UAV fleet:
