Light Naval Strike: MBDA’s FASGW-H / ANL Missile

Britain needs to replace the old Sea Skua missiles carried by its naval helicopters. France could use a lighter missile than the 655 kg AM39 Exocet – one that could be carried by a wider range of helicopters, and offer a different attack profile. The answer to both needs may lie in a notional 110 kg missile under development by MBDA, as part of a broad 2006 “Team Complex Weapons” arrangement with the UK’s Ministry of Defence.

The question is whether Britain and France can get together and agree on the development framework for the Anti-Navire Leger / Future Anti-Surface Guided Weapon – Heavy (ANL / FASGW-H) missile. Britain needs a strike missile to equip its new AW159 Wildcats, but France can already mount longer-range AM39 Exocets on its Super Puma helicopters, and doesn’t feel a huge sense of urgency about its new NH90-NFH medium helicopters or AS565 Panther light naval helicopters.

Direct Sting: Thales’ Small LMM/FASGW-L Missiles

In early April 2011, Thales received an initial production contract for Lightweight Multi-role Missiles (LMM), to equip the UK’s next-generation AW159 Wildcat naval helicopters as their “Future Anti-Surface Guided Weapon – Light” (FASGW-L). The parties offer no details regarding contract costs, as they’re re-routing funding from an existing project, in order to finalize LMM development and produce the initial set of weapons. The casualty is believed to be Thales’ laser beam-riding, Mach 3.5 Starstreak portable anti-aircraft missile, which reportedly had some of its technology re-used in the less costly LMM.

The LMM will fill a niche on helicopters and UAVs that sits somewhere below the popular 100 pound plus Lockheed Martin AGM-114 Hellfire missile, or laser-guided 70mm rockets, and appears similar to emerging mini-weapons like Raytheon’s Griffin.

Australia’s A$ 10+ billion Super Hornet program began life in a storm. Australia’s involvement in the F-35 Lightning II program have been mired in controversy, amid criticisms that the F-35A will (1) be unable to compete with proliferating SU-30 family fighters in the region, (2) lack the range or response time that Australia requires, and (3) be both late and very expensive during early production years.

The accelerated retirement of Australia’s 22 long-range F-111s in 2010 sharpened the timing debate, by creating a serious gap between the F-111′s retirement and the F-35′s likely arrival. Further delays to the F-35 program have created new worries that even the upgraded F/A-18AM/BM Hornet fleet won’t last long enough to allow smooth replacement.

The Super Hornets survived potential cancellation, and the “surprise” stopgap buy has steadily morphed into a mainstay of the future RAAF, with a new and unique set of electronic warfare capabilities thrown into the mix. The 5.56mm M-16 has been the USA’s primary battle rifle since the Vietnam war, undergoing changes into progressive versions like the M16A4 widely fielded by the US Marine Corps, “Commando” carbine versions, etc. The M4 Carbine is the latest member of the M16 family, offering a shorter weapon more suited to close-quarters battle, or to units who would find a full-length rifle too bulky.

In 2006 an Army solicitation for competitive procurement of 5.56mm carbine designs was withdrawn, once sole-source incumbent Colt dropped its prices. The DoD’s Inspector General weighed in with a critical report, but the Army dissented, defending its practices as a sound negotiating approach that saved the taxpayers money. As it turns out, there’s a sequel. A major sequel that has only grown bigger with time.

The M4/M16 family is both praised and criticized for its current performance in the field. In recent years, the M4 finished dead last in a sandstorm reliability test, against 3 competitors that include a convertible M4 variant. Worse, the 4th place M4 had over 3.5x more jams than the 3rd place finisher. Was that a blip in M4 buys, or a breaking point? Import or Die: Taiwan’s (Un?)Stalled Force Modernization

Despite China’s ominous military buildup across the strait, key weapons sales of P-3 maritime patrol aircraft, Patriot PAC-3 missiles, and diesel-electric submarines to Taiwan had been sabotaged by Taiwanese politics for years – in some cases, since 1997. The KMT party’s flip-flops and determined stalling tactics eventually created a crisis in US-Taiwan relations, which finally soured to the point that the USA refused a Taiwanese request for F-16C/D aircraft.

That seems to have brought things to a head. Most of the budget and political issues were eventually sorted out, and after a long delay, some major elements of Taiwan’s requested modernization program appear to be moving forward: P-3 maritime patrol aircraft, UH-60M helicopters, Patriot missile upgrades; and requests for AH-64D attack helicopters, E-2 Hawkeye AWACS planes, minehunting ships, and missiles for defense against aircraft, ships, and tanks. These are must-have capabilities when facing a Chinese government that has vowed to take the country by force, and which is building an extensive submarine fleet, a large array of ballistic missiles, an upgraded fighter fleet, and a number of amphibious-capable divisions. Chinese pressure continues to stall some of Taiwan’s most important upgrades, including diesel-electric submarines, and new American fighter jets. Meanwhile, other purchases from abroad continue.

Germany Sells Israel More Dolphin Subs

In November 2005, reports surfaced that that Germany would sell Israel 2 AIP-equipped Dolphin submarines, to join its existing fleet of 3 conventional diesel-electric Dolphin Class boats. In 2006, the deal for 2 Dolphin AIP boats was finalized at a total of $1.27 billion, with the German government picking up 1/3 of the cost. The new boats are built at the Howaldtswerke-Deutche Werft AG (HDW) shipyard, in the Baltic Sea coastal city of Kiel, with deliveries originally scheduled to begin in 2010. Those have been delayed, and have not begun as of yet.

Reports that an additional sale may be in the offing have now been confirmed, but just absorbing these 3 new boats will be no small challenge for Israel’s “3rd service”…

E-2D Hawkeye: The Navy’s New AWACS

Northrop Grumman’s E-2C Hawkeye is a carrier-capable “mini-AWACS” aircraft, designed to give long-range warning of incoming aerial threats. Secondary roles include strike command and control, land and maritime surveillance, search and rescue, communications relay, and even civil air traffic control during emergencies. E-2C Hawkeyes began replacing previous Hawkeye versions in 1973. They fly from USN and French carriers, from land bases in the militaries of Egypt, Japan, Mexico, and Taiwan; and in a drug interdiction role for the US Naval Reserve. Over 200 Hawkeyes have been produced.

The $17.5 billion E-2D Advanced Hawkeye program aims to build 75 new aircraft with significant radar, engine, and electronics upgrades in order to deal with a world of stealthier cruise missiles, saturation attacks, and a growing need for ground surveillance as well as aerial scans. It looks a lot like the last generation E-2C Hawkeye 2000 upgrade on the outside – but inside, and even outside to some extent, it’s a whole new aircraft.

THAAD: Reach Out and Touch Ballistic Missiles

The Terminal High Altitude Area Defense (THAAD) system is a long-range, land-based theater defense weapon that acts as the upper tier of a basic 2-tiered defense against ballistic missiles. It’s designed to intercept missiles during late mid-course or final stage flight, flying at high altitudes within and even outside the atmosphere. This allows it to provide broad area coverage against threats to critical assets such as population centers and industrial resources as well as military forces, hence its previous “theater (of operations) high altitude area defense” designation.

This capability makes THAAD different from a Patriot PAC-3 or the future MEADS system, which are point defense options with limited range that are designed to hit a missile or warhead just before impact. The SM-3 Standard missile is a far better comparison, and land-based SM-3 programs will make it a direct THAAD competitor. So far, both programs remain underway.

AN/TPY-2: America’s Portable Missile Defense Radar

The THAAD Ground-Based Radar (GBR), now known as the AN/TPY-2, is an X-Band, phased array, solid-state, long-range air defense radar. It was developed and built by Raytheon at its Andover, MA Integrated Air Defense Facility, as the main radar for the US Army’s THAAD late midcourse ballistic missile defense system.

For THAAD, targeting information from the TPY-2 is uploaded to the missile immediately before launch, and continuously updated in flight via datalinks. The TPY-2 is always deployed with THAAD, but it can also be used independently as part of any ABM (anti ballistic missile) infrastructure. That flexibility, and ease of deployment, is carving out an expanding role for the TPY-2/ “FBX” that reaches beyond THAAD. If a recent NRC report is adopted, that role will expand again to include national-scale ballistic missile defense. Hence this separate article to cover its ongoing development.

Missile Defense: Next Steps for the USA’s GMD

The USA’s Ground-Based Midcourse Defense (GMD) program uses land-based missiles to intercept incoming ballistic missiles in the middle of their flight, outside the atmosphere. The missiles are currently based at 2 sites in the USA: 4 at Vandenberg AFB in California, and 20 (eventually 26) at Fort Greely in Alaska.

The well-known Patriot missiles provide what’s known as terminal-phase defense options, while longer-reach options like the land-based THAAD perform terminal or descent-phase interceptions. Even so, their sensors and flight ranges are best suited to defense against shorter range missiles launched from in-theater.

In contrast, GMD is designed to defend against intercontinental ballistic missiles (ICBMs). It depends on tracking that begins in the boost phase, in order to allow true mid-course interception attempts in space, before descent or terminal phase options like THAAD and then Patriot would be tried. In order to accomplish that task, GMD missiles must use data feeds from an assortment of long-range sensors, including satellites like SBIRS and DSP, some SPSS/BMEWS huge early-warning radars, and even the naval SBX radar.
