Jam-resistant Link-16 radios automatically exchange battlefield information – particularly locations of friendly and enemy aircraft, ships and ground forces – among themselves in a long-range, line-of-sight network. For example, air surveillance tracking data from an Airborne Warning and Control System (AWACS) aircraft can be instantly shared with fighter aircraft and air defense units. More than a dozen countries have installed Link 16 terminals on over 19 different land, sea, and air platforms, making it an interoperability success story.

While recent advancements may make AESA radars the future transmitters of choice, Link 16 is the current standard. The Multifunctional Information Distribution System-Low Volume Terminals (MIDS LVTs) were developed by a multinational consortium to provide Link 16 capability at a lower weight, volume, and cost than the Joint Tactical Information Distribution System (JTIDS). DDG Type 45: Britain’s Shrinking Air Defense Fleet

The 5,200t Type 42 Sheffield Class destroyers were designed in the late 1960s to provide fleet area air-defense for Britain’s Royal Navy, after the proposed Type 82 air defense cruisers were canceled by the Labour Government in 1966. Britain built 14 of the Type 42s, but these old ships are reaching the limits of their operational lives and effectiveness.

To replace them, the Royal Navy planned to induct 12 Type 45 Daring Class destroyers. The Daring class would be built to deal with a new age of threats. Saturation attacks with supersonic ship-killing missiles, that fly from the ship’s radar horizon to ship impact in under 45 seconds. The reality of future threats from ballistic missiles, and WMD proliferation. Plus a proliferation of possible threats involving smaller, hard to detect enemies like UAVs. Overall, the Type 45s promise to be one of the world’s most capable air defense ships – but design choices have left the cost-to-value ratio uncertain, and limited the Type 45s in other key roles.

An M4 – or is it?

The 5.56mm M-16 has been the USA’s primary battle rifle since the Vietnam war, undergoing changes into progressive versions like the M16A4 widely fielded by the US Marine Corps, “Commando” carbine versions, etc. The M4 Carbine is the latest member of the M16 family, offering a shorter weapon more suited to close-quarters battle, or use by units who would find a full-length rifle too bulky.

In 2006 an Army solicitation for competitive procurement of 5.56mm carbine designs was withdrawn, once sole-source incumbent Colt dropped its prices. The DoD’s Inspector General weighed in with a critical report, but the Army dissented, defending its practices as a sound negotiating approach that saved the taxpayers money. As it turns out, there’s a sequel. A major sequel that has only grown bigger with time.

The M4/M16 family is both praised and criticized for its current performance in the field. In recent years, the M4 finished dead last in a sandstorm reliability test, against 3 competitors that include a convertible M4 variant. Worse, the 4th place M4 had over 3.5x more jams than the 3rd place finisher. Was that a blip in M4 buys, or a breaking point? The USA’s JHSV Fast Catamaran Ships

When moving whole units, shipping is always the cheaper, higher-capacity option. Speed and port access are the issue, but what if getting there was faster, and full-service ports weren’t necessary? After Australia led the way by using what amounted to fast car ferries for military operations, the US Army and Navy picked up the idea themselves. Both services leased Incat TSV/HSV wave-piercing catamaran ship designs, while the Marines’ charged ahead with very successful use of Austal’s Westpac Express high-speed catamaran. These Australian-designed ships all give commanders the ability to roll on a company with full gear and equipment (or roll on a full infantry battalion if used only as a troop transport), haul it intra-theater distances at 38 knots, then move their shallow draft safely into austere ports to roll them off.

Their successful use, and continued success on operations, attracted favorable comment and notice from all services. So favorable that the experiments have led to a $3+ billion program called the Joint High Speed Vessel. These designs may even have uses beyond simple ferrying and transport.

The January 2010 failure of a generator aboard HMAS Farncomb was just the latest in a long history of problems faced by its fleet of 6 Collins Class diesel-electric submarines – which have sometimes been reduced to just 1 operational vessel. That readiness issue presents an immediate financial headache for Australia’s government, and adds a longer-term challenge to the centerpiece of Australia’s future naval force.

With just 6 submarines in its fleet, Australia’s current deployment set-up leaves little room for error. Even a normal setup of 2 in maintenance, 2 for training but available if needed, and 2 on operations makes for a thin line, given Australia’s long coastline and sea lanes. Almost 15 years after the first Collins Class boat was delivered, they are still short of this goal. When crewing problems are added to the mechanical issues, the failings of its current fleet are creating sharp questions about the Australia’s 2009 White Paper plan to build 12 new diesel-electric fast attack submarines, as the future centerpiece of the 2030 Australian Navy.

Rapid Fire April 25, 2012: Expediting Joint Urgent Operational Needs

  • The GAO studied how the fast capability procured via joint urgent operational needs ended up being fielded. Such fulfillment amounted to at least $76.9B for FY 2005-10 according to DoD. Some programs such as the the MRAP Recovery Vehicle tow truck were fielded within 6 months of validation, while several other initiatives were delayed beyond the targeted 2 years because of requirement or contracting issues. You would expect off-the-shelf solutions to, well, fly off the shelves, but while they do get fielded faster overall, delays early in the process reduced the difference with custom efforts. See chart at the bottom of this entry.
  • Northrop Grumman’s sales decreased by 8% to $6.2B in Q1 2012 vs. a year ago, a slight acceleration of the rate of sales decrease seen through 2011. Electronic Systems is the division that lost the least (-5%) and Technical Services the most (-10%). Among the factors explaining the decline in sales: low F/A-18 and F-35 deliveries from Boeing and Lockheed Martin respectively. The total backlog shrunk by $400M to $39.1B ($25B or 64% of which is funded) while new business awards amounted to $5.8B.

  • The US Department of Justice announced that ATK Launch Systems Inc. agreed to a $37M settlement to resolve allegations that ATK sold dangerous and defective illumination flares to the Army and the Air Force.
  • Machinists from Lockheed Martin in Fort Worth, TX, voted to go on strike on Sunday and have started picketing. Representatives of the International Association of Machinists union say they reject changes in retirement and healthcare benefits. In October last year Oshkosh faced a strike for about two weeks.
  • Cobham plc appointed [PDF] Robert (Bob) Murphy as its CEO, effective as of June 25. Murphy comes from BAE and previous worked at GE Aircraft Engines.

Brazil & France in Deal for SSKs, SSN

Brazil’s submarines are seen as a key part of the country’s new national armaments and defense strategy, which was released on Dec 18/08. It places a higher priority on protection of Brazil’s offshore energy reserves, and sees submarines as key players in that effort. The experience of the 1982 Falklands War, in which Argentina’s entire fleet was kept in port by Britain’s nuclear fast attack boat HMS Conqueror, is often cited as instructive.

In 2008, Brazil and France signed an agreement to build 4 diesel-electric submarines (SSK), and provide assistance in developing and fielding the non-nuclear parts of 1 nuclear fast attack submarine (SSN). Key specifics, such as the presence or absence of SSK Air Independent Propulsion technologies, have yet to be made public, but the terms of the agreement leave the possibility open. Reports regarding the submarine deal’s value have varied, but the budget is now set at almost EUR 7 billion. Financing now appears to be in place, and recent releases explain the budgets, the timing, and some of the key players in Brazil’s Prosub program:
