Germany Sells Israel More Dolphin Subs

In November 2005, reports surfaced that that Germany would sell Israel 2 AIP-equipped Dolphin submarines, to join its existing fleet of 3 conventional diesel-electric Dolphin Class boats. In 2006, the deal for 2 Dolphin AIP boats was finalized at a total of $1.27 billion, with the German government picking up 1/3 of the cost. The new boats are built at the Howaldtswerke-Deutche Werft AG (HDW) shipyard, in the Baltic Sea coastal city of Kiel, with deliveries originally scheduled to begin in 2010. Those have been delayed, and have not begun as of yet.

Reports that an additional sale may be in the offing have now been confirmed, but just absorbing these 3 new boats will be no small challenge for Israel’s “3rd service”:

France’s Rafale Fighters: Au Courant In Time?

Will Dassault’s fighter become a fashionably late fighter platform that builds on its parent company’s past successes – or just “the late Rafale”? It all began as a 1985 break-away from the multinational consortium that went on to create EADS’ Eurofighter. The French needed a lighter aircraft that was suitable for carrier use, and were reportedly unwilling to cede design authority over the project. As is so often true of French defense procurement policy, the choice came down to one of paying additional costs for full independence and exact needs, or losing key industrial capabilities by partnering or buying abroad. France has generally opted for expensive but independent defense choices, and the Rafale was no exception.

Those costs, and associated delays triggered by the end of the Cold War and reduced funding, proved to be very costly indeed. Unlike previous French fighters, which relied on exports to lower their costs and keep production lines humming, the Rafale has yet to secure a single export contract – in part because initial versions were hampered by impaired capabilities in key roles. The Rafale may, at last, be ready to be what its vendors say: a true omnirole aircraft, ready for prime time on the global export stage. The question is whether that will come in time. Rivals like EADS’ Eurofighter, Russia’s Su-27/30 family, and the American “teen series” of F-15/16/18 variants are all well established. Meanwhile, Saab’s versatile and cheaper JAS-39 Gripen remains a stubborn foe in key export competitions, and the multinational F-35 juggernaut is bearing down on it.

The Franco-Spanish Scorpene diesel-electric attack submarine competes on the global market against an array of competitors, foremost of which is ThyssenKrupp HDW’s U209/212/214 family. In June 2002, the Malaysian government signed a EUR 1 billion contract with Armaris (now DCNS) and Spanish naval shipbuilder Izar (now Navantia) for 2 SSK Scorpenes and associated support and training. Both submarines have been delivered to Malaysia, though there have been some technical problems.

Within Malaysia, the sale has been compromised by an ongoing trial and set of legal actions around the public kidnapping and private execution of Mongolian modeling student, translator, and paramour Altantuya Shaariibuu. Full and impartial accountability for public figures is not a prominent feature of Malaysian justice, but French Journalist Arnaud Dubus added to the pressure with a March 5/09 report in France’s Liberation, “Un cadavre très dérangeant: L’étrange affaire du meurtre d’une interprète mongole qui gène le pouvoir en Malaisie” (Page 30-31). It named very prominent names, offers details, and reveals the contents of documents that Malaysian courts have refused to admit…

The fate of a nearly-new British amphibious support ship, RFA Largs Bay, was all about timing.

Britain commissioned 4 of the 176m long, 16,200t Bay Class LSD amphibious ships to renew a very run-down capability. The new “Alternative Landing Ship Logistic” ships were built from the same base Enforcer template that produced the successful Dutch Rotterdam and Johann de Witt, and Spanish Galicia class programs. Britain ordered 4 of these ALSL/LSD-A ships into its Royal Fleet Auxiliary, and active use began with RFA Largs Bay’s commissioning in 2006. The ships combination of large internal spaces, a well deck for fast ship-to-shore offloading, and onboard helicopters make them potent assets in military and civil situations alike. By 2011, however, Britain’s fiscal situation was so dire that a strategic review marked RFA Largs Bay for decommissioning after just a fraction of its 30+ year service life. That was bad timing for Britain, but good timing for others.

Especially Australia. They won the tender, and then went on to add a combination of leased, bought, and borrowed vessels to fill in for the RAN’s suddenly-unserviceable amphibious fleet, until their new Canberra Class LHDs arrive in mid-decade…

Snakes and Rotors: The USMC’s H-1 Helicopter Program

The US Marines’ helicopter force is aging at all levels, from banana-shaped CH-46 Sea Knight transports that are far older than their pilots, to the 1980s-era UH-1N Hueys and AH-1W Cobra attack helicopters that make up the Corps’ helicopter assault force. While the tilt-rotor V-22 Osprey program has staggered along for almost 2 decades under accidents, technical delays, and cost issues, replacement of the USMC’s backbone helicopter assets has languished. Given the high-demand scenarios inherent in the current war, other efforts are clearly required.

Enter the H-1 program, the USMC’s plan to remanufacture older helicopters into new and improved UH-1Y utility and AH-1Z attack helicopters. The new versions would discard the signature 2-bladed rotors for modern 4-bladed improvements, redo the aircraft’s electronics, and add improved engines and weapons to offer a new level of performance. It seemed simple, but hasn’t quite worked out that way. The H-1 program has encountered its share of delays and issues, but the program survived its review, and continues on into the low-rate initial production stage and Initial Operational Capability.

Britain is part of the general push by western countries to field heavier, mine-protected vehicles, via orders for the Mastiff Cougar variant and its smaller 4×4 Ridgback companion. UK forces are also fielding vehicles like the Land Rover WMIK (Weapons Mounted Installation Kit) that have a very different core concept: firepower and visibility over protection. When deployed in mixed groups with more protected vehicles, and used on open terrain like the plains of southern Afghanistan, ‘the porcupine’ (WMIK) has earned enemy respect and commander requests.

The British sought to build on the WMIK’s strengths, in order to create a vehicle that offered both greater firepower, and off-road mobility. In response, Supacat’s HMT was adapted, then adopted, by the British (“Jackal”) and by Australia’s SAS commandos (“Nary”). Success led to more British orders for Jackal 2 and HMT 600 “Coyote” designs, and now Australian Special Forces seem set to add the new Extenda vehicle to their fleet…

The versatile Hydra 70mm rocket family is primed for a new lease on life, thanks to widespread programs aimed at converting these ubiquitous rockets into cheap laser-guided precision weapons. Conversion benefits include cost, use on both helicopters and fighters, more precision weapons per platform, low collateral damage, and the activation of large weapon stockpiles that couldn’t be used under strict rules of engagement.

Firms all over the world have grasped this opportunity, which explains why strong competition has emerged from all points of the compass. America’s “Advanced Precision-Kill Weapon System (APKWS)” is one of those efforts, but the road from obvious premise to working weapon has been slow. After numerous delays and false starts since its inception in 1996, an “APKWS-II” program finally entered System Design and Development (SDD) in 2006. In 2010, it entered low-rate production, and it was fielded to the front lines in 2012. That date will still put APKWS on the cutting edge of battlefield technology, as a leading player in a larger trend…

India’s Fighter Upgrades: Mirage 2000s Finally Get a Deal

In an effort to offset the growing number of age-related combat aircraft retirements, India is engaged in a round of fighter fleet upgrades. In December 2006, India Defence reported that the Indian Air Force was “close to finalizing” a EUR 1.5 billion (about $2 billion) deal to upgrade its fleet of 51 49 Mirage-2000 ‘Vajra’ fighter jets.

The aim was to give the aircraft, inaugurated into IAF service in 1985-1988, another 20-25 years of service life. Of course, “close to finalizing” means something very different in Indian defense circles than it does elsewhere. It took 4 years before there was even a preliminary agreement, and 5 years later, the negotiated agreement appears to be higher than original reports. So, what is India getting for its money?..

In 2005 talks were underway for a Saudi purchase of Eurofighter Typhoon Tranche 2 advanced air superiority and strike aircraft from Britain’s BAE Systems – with an important (albeit denied) set of conditions on the Saudi side.

December 2005 saw confirmation that Saudi Arabia had ordered Eurofighter Typhoons, but the 72-plane deal started sinking into the tar sands shortly thereafter. Investigations from Britain’s Serious Fraud Office swirled around a GBP 43 billion oil-for-planes deal from the 1980s called Al-Yamamah (see Appendix A); in return, the Saudis played some hardball of their own. The investigation was eventually called off at the highest levels of government, and later confirmed by the House of Lords. After a period of uncertainty, a contract was finally signed on Sept 11/07. Ironies aside, the price was a bit lower than many expected; even so, it comes with support arrangements that are likely to push the final value quite a bit higher.

India’s Mid-Tier Maritime Patrol Aircraft Competitions

India’s growing power is creating growing naval responsibility around the Indian Ocean, from the strategic chokepoint and shipping channel represented by Indonesia’s Straits of Malacca in the east, to anti-piracy operations off the coast of Somalia and basing agreements with Madagascar in the west. Hence the January 2009 deal for 8-16 of Boeing’s 737-derived P-8i Poseidon maritime patrol aircraft, which will replace Russian-built TU-142’s as India’s long-range patrol aircraft.

Closer to home, however, India has its own long coastline to patrol, and nations like Bangladesh, Sri Lanka, and Pakistan that represent existing or potential trouble spots along its borders. The P-8i will work in those problem areas, but less-expensive and shorter-range aircraft will be needed to supplement their coverage – and to replace India’s aging Britten-Norman Islanders. Inshore, new Dornier Do-228NG aircraft and UAVs will play a role, and India’s Israeli-built Searcher and Heron UAVs are already part of the mix. In between, medium sized manned aircraft must fill their own niches in India’s Navy and its Coast Guard. In January 2009, the wheels began turning on pair of follow-on buys covering short and medium range manned aircraft for India’s Navy and Coast Guard. That effort stalled out, but has now restarted:
