This DII Spotlight article covers American nuclear propulsion industrial base contracts since the beginning of FY 2006. The USA has had an all-nuclear submarine fleet for over 50 years, a policy that dates back to the visionary Admiral Hyman Rickover. On the surface, America’s aircraft carriers became an all-nuclear fleet with the retirement of the USS Kitty Hawk [CV 63], and FY 2008-09 spending legislation pushed the US Navy to use nuclear power in its future CG (X) cruisers and new amphibious ship classes. At present, however, carriers are the only nuclear-powered American surface ships on the drawing board.

The civilian nuclear sector has seen major advances over the last 2 decades, and so has the military sector. The commitment to a nuclear fleet includes funding for those technical advances, as well as work to maintain both the reactors on board American ships, and the industrial base that supports them.

In its 2009 White Paper, Australia’s Department of Defence and Labor Party government looked at the progress being made in anti-shipping surveillance-strike complexes, and the need to defend large sea lanes, and dropped something of a surprise. They proposed increasing Australia’s submarine fleet to 12 boats by 2030-2040, all of which would be successors to Australia’s a current fleet of advanced Collins class submarines.

The Collins class was designed with the strong cooperation of ThyssenKrupp’s Swedish Kockums subsidiary, and built in Australia by state-owned ASC. The class has encountered a number of issues, including significant difficulties with its combat systems, issues with acoustic signature, major cost growth to A$ 5+ billion, and schedule slippage. Worse still, reports indicated that the RAN can only staff 2 of its 6 submarines put a huge crimp in the fleet’s usefulness. High-level attention led to 29 recommendations aimed at improving conditions and staffing on Australia’s submarines, and those are now being implemented. Their long term effect remains to be seen. Germany Sells Israel More Dolphin Subs

In November 2005, reports surfaced that that Germany would sell Israel 2 AIP-equipped Dolphin submarines, to join its existing fleet of 3 conventional diesel-electric Dolphin Class boats. In 2006, the deal for 2 Dolphin AIP boats was finalized at a total of $1.27 billion, with the German government picking up 1/3 of the cost. The new boats are built at the Howaldtswerke-Deutche Werft AG (HDW) shipyard, in the Baltic Sea coastal city of Kiel, with deliveries originally scheduled to begin in 2010. Those have been delayed, and have not begun as of yet.

Reports that an additional sale may be in the offing have now been confirmed, but just absorbing these 3 new boats will be no small challenge for Israel’s “3rd service”:

A-RCI is a sonar system upgrade installed on the USA’s entire submarine fleet, including SSN-688 Los Angeles & SSN-688I Improved Los Angeles Class, SSN-21 Seawolf Class, SSN-744 Virginia Class, SSBN-726 Ohio Class nuclear missile boats, and the new SSGN Tactical Trident special ops and strike subs.

This DID Spotlight on ARCI adds a bit more explanation of exactly what the program entails and where its benefits were focused, as well as covers contracts placed under the A-RCI program from FY 2005 onward. The program’s concept is simple: you can upgrade the system without changing the sensors. By sharply upgrading ship sensor processing, it integrates and improves the boat’s towed array, hull array and sphere array sonars, running more advanced algorithms and providing a fuller “picture” of the surrounding environment. Sometimes, it really is all about what you can do with it. A-RCI’s open architecture concept also make it easier to integrate additional sensors, providing a dual-track improvement option for American submarines.

The January 2010 failure of a generator aboard HMAS Farncomb was just the latest in a long history of problems faced by its fleet of 6 Collins Class diesel-electric submarines – which have sometimes been reduced to just 1 operational vessel. That readiness issue presents an immediate financial headache for Australia’s government, and adds a longer-term challenge to the centerpiece of Australia’s future naval force.

With just 6 submarines in its fleet, Australia’s current deployment set-up leaves little room for error. Even a normal setup of 2 in maintenance, 2 for training but available if needed, and 2 on operations makes for a thin line, given Australia’s long coastline and sea lanes. Almost 15 years after the first Collins Class boat was delivered, they are still short of this goal. When crewing problems are added to the mechanical issues, the failings of its current fleet are creating sharp questions about the Australia’s 2009 White Paper plan to build 12 new diesel-electric fast attack submarines, as the future centerpiece of the 2030 Australian Navy.

Nuclear tipped missiles were first deployed on board US submarines at the height of the Cold War in the 1960s, to deter a Soviet first strike. The deterrence theorists argued that, unlike their land-based cousins, submarine-based nuclear weapons couldn’t be taken out by a surprise first strike, because the submarines were nearly impossible to locate and target. Which meant that Soviet leaders couldn’t hope to destroy all of America’s nuclear weapons before they could be launched against Soviet territory. SLBM/FBM (Submarine Launched Ballistic Missile/ Fleet Ballistic Missile) offered shorter ranges and less accuracy than their land-based ICBM (Inter-Continental Ballistic Missile) counterparts, but the advent of Trident C4 missiles began extending those ranges, and offering other improvements. The C4s were succeeded by larger Trident II D5 missiles, which added precision accuracy and more payload.

The year that the Trident II D5 ballistic missile was first deployed, 1990, saw the beginning of the end of the missile’s primary mission. Even as the Soviet Union began to implode, the D5’s performance improvements were making the Trident submarine force the new backbone of the USA’s nuclear deterrent – and of Britain’s as well. To ensure that this capability was maintained at peak readiness and safety, the US Navy undertook a program in 2002 to replace aging components of the Trident II D5 missile called the D5 Life Extension (LE) Program. This article covers D5 LE, as well as support and production contracts associated with the American and British Trident missile fleets.

Brazil & France in Deal for SSKs, SSN

Brazil’s submarines are seen as a key part of the country’s new national armaments and defense strategy, which was released on Dec 18/08. It places a higher priority on protection of Brazil’s offshore energy reserves, and sees submarines as key players in that effort. The experience of the 1982 Falklands War, in which Argentina’s entire fleet was kept in port by Britain’s nuclear fast attack boat HMS Conqueror, is often cited as instructive.

In 2008, Brazil and France signed an agreement to build 4 diesel-electric submarines (SSK), and provide assistance in developing and fielding the non-nuclear parts of 1 nuclear fast attack submarine (SSN). Key specifics, such as the presence or absence of SSK Air Independent Propulsion technologies, have yet to be made public, but the terms of the agreement leave the possibility open. Reports regarding the submarine deal’s value have varied, but the budget is now set at almost EUR 7 billion. Financing now appears to be in place, and recent releases explain the budgets, the timing, and some of the key players in Brazil’s Prosub program:

The Franco-Spanish Scorpene diesel-electric attack submarine competes on the global market against an array of competitors, foremost of which is ThyssenKrupp HDW’s U209/212/214 family. In June 2002, the Malaysian government signed a EUR 1 billion contract with Armaris (now DCNS) and Spanish naval shipbuilder Izar (now Navantia) for 2 SSK Scorpenes and associated support and training. Both submarines have been delivered to Malaysia, though there have been some technical problems.

Within Malaysia, the sale has been compromised by an ongoing trial and set of legal actions around the public kidnapping and private execution of Mongolian modeling student, translator, and paramour Altantuya Shaariibuu. Full and impartial accountability for public figures is not a prominent feature of Malaysian justice, but French Journalist Arnaud Dubus added to the pressure with a March 5/09 report in France’s Liberation, “Un cadavre très dérangeant: L’étrange affaire du meurtre d’une interprète mongole qui gène le pouvoir en Malaisie” (Page 30-31). It named very prominent names, offers details, and reveals the contents of documents that Malaysian courts have refused to admit…

Rapid Fire April 13, 2012: Titanium for Ship Hulls

  • South Korea’s Daewoo continues to expand its military shipbuilding reach. Fresh off wins in Indonesia (Type 209 submarines) and Britain (MARS support ship/ oilers), it has signed an MoU with Peru for submarines and “multi-role support ships.” To turn that into a contract, they’ll have to clinch a final deal with the government, but the MoU gives them exclusive negotiating rights. Peru currently operates 6 old U209 submarines, and could use some support ships built after the 1980s.
  • India’s new Talwar Class frigate, Teg, has completed sea trials, and is scheduled for handover at its Russian shipyard on April 27/12.
  • India stood up its 3rd squadron of naval surveillance UAVs, made up of IAI Searcher and IAI Heron UAVs. The southern INAS 344 squadron is in Tamil Nadu, joining its fellow squadrons to the west (Gurajat) and East (Kerala).
  • Research funded by the US Navy’s Office of Naval Research (ONR) is using recently-improved friction-stir welding (FSW) techniques at the National Center for Advanced Manufacturing (NCAM) to see whether titanium could be used for shipbuilding. Using titanium instead of steel for ship hulls would reduce maintenance costs because you wouldn’t have to obsess about corrosion, and lower fuel costs – or allow bigger payloads – because titanium is lighter and stronger. But then that metal is much more expensive than steel and harder to work with. Titanium is used for piping in San Antonio class ships and that required the development of sophisticated welding techniques and craftsmanship too. Whether the Soviet Union was using titanium to build submarines during the Cold War kept CIA analysts busy in the 70s. Around the same time the ONR rebuilt its ALVIN submersible in titanium which allowed pretty deep dives.
  • Admiral James Winnefeld, Vice Chairman, Joint Chiefs of Staff, spoke at CSIS’ Global Security Forum 2012 yesterday. The topic of sequestration came up during the Q&A after his address [PDF]. In April 2009, reports surfaced that Vietnam had agreed in principle to a deal with Russia for 6 of its diesel-electric Kilo/ Project 636 Class fast attack submarines. There have been rumors that Vietnam owns 2 ex-Yugoslav mini-submarines for use in commando operations, but the Vietnamese People’s Navy doesn’t own any full size submarines that can take on enemy subs and ships. That’s about to change, thanks to a December 2009 contract.

Nor is that the only change in Vietnam’s military capabilities these days. China’s April 2009 display of naval might is only part of the mosaic influencing Vietnam’s decisions in these matters, as contracts for submarines – and far more – are being signed with its long-time Russian ally:
