In July 2009, Alaska Native Claims Settlement Act Corporation Chugach World Services Inc in Anchorage, Alaska received a $55 million Indefinite Quantity firm-fixed-price contract to revitalize Buildings 2266 and 2264 at Fort Sam Houston, TX. Work is to be performed in San Antonio, TX with an estimated completion date of July 30/11. One bid solicited with one bid received by the U.S. Army Engineer District in Fort Worth, TX (W9126G-09-C-0055).

If an Alaska corporation seems like an odd single-solicitation choice for work in Texas, you’re not alone. Chugach has a long history of federal contracts for similar work all over the USA, however, which makes them an experienced partner. They’re not alone, either. ANCs’ share of federal contracting has grown from $1.1 billion in FY 2004 to $3.9 billion in 2008, including some key front-line contracts. That’s 26% of 8(a) dollars, going to 2% of registered 8(a) firms. $103.7M to Turner-Penick to Build 4 Barracks at Camp Pendleton

Turner-Penick in San Diego, CA won a $103.7 million firm-fixed-price contract for design and construction of 4 barracks at Marine Corps Base Camp Pendleton in Southern California. The barracks will house a total of 1,384 Marines and will include a multipurpose community area and laundry facilities.

The contract contains 5 options, which, if exercised, would increase the cumulative contract value to $110.5 million. Turner-Penick expects to complete the facilities by June 2011. This contract was competitively procured via the Navy Electronic Commerce Online website with 10 proposals received by the Naval Facilities Engineering Command Southwest in San Diego (N62473-09-C-1233).

GDIT Gets $33.8M to Supply IT Services to NAWCAD

General Dynamics Information Technology (GDIT) in Fairfax, VA received a $33.8 million modification to a previously awarded indefinite-delivery/ indefinite-quantity contract (N00421-07-D-0024) for IT and information management support services to the Naval Air Warfare Center Aircraft Division (NAWCAD) in Patuxent River, MD. The original $35.1 millon contract was awarded in August 2007 by the Naval Air Systems Command (NAVAIR) also located in Patuxent River. NAWCAD is one of two product centers within NAVAIR.

This modification provides for a range of services and products, including information engineering; automation of business processes; analytical and technical support for enterprise resource planning (ERP); consultation; hardware and software evaluation and selection; systems analysis; systems and applications sustainment, including configuration and maintenance of web sites and servers; integration of systems and applications; database administration; production support; information assurance; network support; firewall support; and imaging services. GDIT expects to complete the work by September 2010.

India’s Project 17-A Stealth Frigates

In July 2006, “India Orders 3 More Krivak III/Talwar Class Frigates” noted that the Talwar/Krivak Class were better described as modern multi-role designs, given the presence of contemporary classes with far better stealth features. The follow-on Project 17/ Shivalik class program offered improvements in that area, with 3 ships ordered and the possibility of more too follow.

In December 2006, India Defence reported that India was looking to acquire up to 7 more frigates with stealth improvements, plus some level of joint development and technology transfer. The Request for Information (RFI) was reportedly issued to about 12 international firms, mostly in Europe and Russia. These “Project 17A” ships could be worth up to 45,000 crore (INR 450 billion, about $9.23 billion as of June 2009), according to a recently-approved budget. Further reports appear to be confirming 100% construction in India, however, even as they clarify an extended timeline for design and delivery…

Saudis Increase A330 MRTT Tanker Buy

In January 2008, EADS North America announced that The Royal Saudi Air Force will acquire 3 of EADS A330 Multi-role Tanker/Transports (MRTTs), equipped with both EADS centerline-mounted ARBS (advanced Air Refueling Boom System) for use with its F-15s et. al., and a pair of underwing hose-and-drogue refueling pods suitable for use with the Saudis’ forthcoming Eurofighter Typhoon Tranche 2s. The configuration is similar to that specified for the Royal Australian Air Force’ KC-30B refueling aircraft, and proposed for the Northrop Grumman KC-30 Tanker offered in the U.S. Air Force KC-X tanker replacement competition.

Now, Saudi Arabia has doubled down on its purchase.

US Issues $200M Contract for 229 More Armored Cars

Textron Marine & Land Systems in Slidell, LA received a $99.5 million firm-fixed-price contract for 191 M1117 Armored Security Vehicles (ASVs); 32 associated field support tool packages; 11 associated special tool packages; 38 M1200 Armored Knight vehicles; 10 associated field support tool packages; and 3 associated special tool packages. The contract’s total value is approximately $200 million, of which the $99.5 million announced amount represents what is is currently funded.

The M1117 and M1200 Armored Knight represent different variants of the same 4×4 armored car…

$495M to 3 Companies for USAF Base Protection Security System

Science Application International Corp in San Diego, CA (FA8728-09-D-0004); L-3 Services in Chantilly, VA (FA8728-09-D-0007); and Northrop Grumman in Herndon, VA (FA8728-09-D-0009) were awarded a combined $495 million force protection security system (FPS2) contract to support integrated base defense at U.S. Air Force and other U.S. Defense Department sites worldwide. At this time, $5,000 has been awarded to each contractor. The 642nd Electronic Systems Squadron at Hanscom Air Force Base manages the contract.

The FPS2 contract is an indefinite delivery/ indefinite quantity re-compete to replace the integrated base defense security system (IBDSS) contract vehicle. The 5-year, $498 millon IBDSS contract was awarded in September 2003 to 4 contractors: Northrop Grumman, Abacus Technology, ECSI and L-3 GSI.

GE Aviation To Provide Aviation Ground Power Units for U.S. Army Helicopters

GE Aviation Systems in Vandalia, OH received a maximum $5.1 million firm-fixed-price, sole-source contract to supply aviation ground power unit (AGPU) generators for U.S. Army helicopters. The award is for new generators to replace original units with more power capability and longer life characteristics, according to GE Aviation.

There was originally 1 proposal solicited for the contract with 1 response. The date of performance completion is July 31/13. The Defense Logistics Agency (DSCR-AHB) at Redstone Arsenal, AL manages the contract (SPRRA1-09-D-0016).

Rockwell Collins to Supply Networking Equipment to the Canadian Navy

Rockwell Collins in Cedar Rapids, IA received a $7 million contract from the Canadian Department of National Defence to provide ad-hoc networking equipment to the Canadian Navy. Under the contract, Rockwell Collins wil provide subnet relay controllers (SNC-2050), high-speed modems (HSM-2050) and very-high-speed modems (VHSM-3000) for the Canadian Navy’s subnet relay (SNR) program.

The contract calls for the initial delivery of 83 SNR systems, along with training and support. Future contract provisions include the completion of technical studies along with a potential order of up to additional 53 SNR nodes. Work will be performed at the Rockwell Collins facility in Ottawa, Canada.

SPAWAR Awards SAIC a $7M Contract to Develop Container Security Devices

Science Applications International Corp (SAIC) in San Diego, CA received a $7 million indefinite-delivery/ indefinite-quantity, cost-plus-fixed-fee contract (N66001-09-D-0034) from the Space and Naval Warfare Systems Center (SPAWAR) Pacific to develop a container security device (CSD), a small, low-power sensor mounted on or within a shipping container to detect and warn of the opening or removal of container doors. The contract includes a 3-year ordering period without options.

SAIC will perform work in San Diego and expects to complete it by July 23/12. This contract was not competitively procured; this is a sole source, follow-on contract under the authority of U.S. federal law: only one responsible source and no other supplies or services will satisfy agency requirements. Development of the CSD was initiated by SAIC under contract N66001-05-D-6013, which was competitively awarded.
