Raytheon Restarts Production of Laser Maverick Missiles [AGM-65]

Raytheon is restarting its production line to produce AGM-65E2/L laser-guided Maverick missiles, and will also upgrade existing stocks, in response to demand from the front lines. The AGM-65 rose to its greatest prominence during Desert Storm, when many of TV’s missile-eye views of air strikes came from Mavericks. In truth, it was produced in 3 versions: TV-guided, Imaging Infrared (IIR) guided, and laser-guided. Production continues for the TV and IIR variants, but the Marines’ AGM-65E laser-guided version had gone out of production.

The AGM-65 Maverick was the first general purpose fire-and-forget tactical air-to-ground missile in service with the U.S. Air Force. The JAGM program proposes to replace it, but until then, Maverick remains the default option for jet fighter precision-guided missile strikes. While IIR and TV guidance allow precision attacks, laser guidance generally offers the best accuracy of the 3 against ground targets. On July 25/06 Al-Anbar commander and U.S. Marine Corps Maj. Gen. Richard Zilmer submitted an MNF-W priority 1 request. It pointed to the hazards inherent in American supply lines, and noted that many of the supply convoys on Iraq’s roads (up to 70%, by some reports) were carrying fuel. Much of that fuel wasn’t even for vehicles, but for diesel generators used to generate power at US bases. That is still true, and Afghanistan has even more daunting logistics. By some estimates, shipping each gallon of fuel to Afghanistan requires 7 gallons of fuel for transport.

A number of Pentagon projects use alternative energy at various installations, but Zilmer’s request is believed to have been the first formal request from a front-line commander. Not to mention the first formal request that acknowledges the security dimension of alternative energy sources, in response to the growth of “systempunkt” terrorism and the non-linear battlefield. It has not been the last.

Yakkity Yak – Don’t Talk Back! Syria’s Russian Jet Order

Russian media are reporting that Syria has signed a $550-million contract with Russia’s state-owned Rosoboronexport arms export agency, involving 36 Yak-130 trainer and light attack jets. The deal was reportedly struck in December 2011, with the Yakolev Design Bureau as the type owner, Irkut as the builder, and jets to be supplied once Syria makes a pre-payment.

Irkut recently received a full-rate production order from the Russian VVS, and the Yak-130 has also enjoyed export success in Algeria and possibly in Kazakhstan. It has lost other international competitions, most notably in Indonesia, but retains a unique global position as a lead-in fighter trainer that can also serve as a heavily-armed ground attack and counterinsurgency aircraft. That could be very useful to the Assad regime, which is receiving open Russian support against strong domestic unrest – if, and only if, the regime survives long enough to take delivery.

Neighboring Turkey has quietly but firmly placed itself on the other side of that bet, partly as a form of payback for Syria’s long support of Kurdish PKK insurgents. Russian analyst Ruslan Pukhov is correct that this situation introduces a strong element of risk for Russia, but he is less correct when he says that counterinsurgency (COIN) support is a job for cheaper planes. In terms of sellers willing to deal with Syria, the Yak-130 is the low-budget, low-risk fixed-wing COIN alternative, which also patches a potentially serious training hole that could deliver a coup de grace to the existing Syrian Air Force. UK Wind Farm Interference Leads to Radar Replacement

One of the problems with wind farms is the effect of their turbine blades on air traffic control and defense radars. Wind turbine blades have extremely large radar signatures, especially when grouped in a farm, and their movement creates doppler effects. The net effect is to create massive amounts of radar “noise”, and a “shadow” region behind the wind turbines. “2D” radars that don’t use multiple vertical beams are especially prone; unfortunately, many air traffic control radars fit that profile.

Britain is especially interested in wind farm power, and this drawback posed a significant problem. They’re beginning to respond by buying new long-range radars from Lockheed Martin, for emplacement near wind farms. These moves follow a 2005 report [PDF] that concluded:

At the end of September 2011, Sunpower Corp. in Richmond, CA, won a $100.3 million firm-fixed-price task order under a previous multiple-vendor award contract, for up to 30 years of electricity from a renewable energy generating system at Naval Air Weapons Station China Lake, CA.

Many consumers know Sunpower as one of the no money down firms that will install solar panels on your house. NAVFAC seems to be pursuing similar initiatives at Navy facilities. It’s government land, but Sunpower will build, own, and maintain the solar system under 10 U.S.C. 2922(a) authority…

$94M to LMCO for Continued DMOC Operation

In January 2012, Lockheed Martin Global Training and Logistics in Orlando, FL received a 5-year, $94 million cost-plus-fixed-fee, indefinite-delivery/ indefinite-quantity contract to continue supporting the USAF’s Distributed Mission Operations Center. The mission of the 705th Combat Training Squadron DMOC is to to conduct exercises, training, tactics, techniques and procedures-warfighter readiness, testing, experimentation, tactical to operational-bridged events, and standards development for USAF Air Combat Command and its allies. Their efforts range all the way up to theater-level, full spectrum combat training, test, and mission rehearsal, including Air Combat Command’s Synthetic Battlespace inter-team training events; Air Expeditionary Force-aligned, quarterly recurring Virtual Flag exercises; etc.

Lockheed Martin will continue to operate the award-winning center, building and maintaining network infrastructure, developing and maintaining associated software and hardware, and conducting distributed mission operations engineering activities at Kirkland Air Force Base, NM. The contract runs until Jan 31/17, and is managed by the AFNWC/PKE at Kirkland AFB, NM (FA9422-12-D-0001).

Army Order to Quell Fires… at Oshkosh, Too?

Oshkosh subsidiary Pierce Manufacturing, Inc. in Appleton, WI won a maximum $7.1 million firm-fixed-price contract for fire fighting vehicle pumpers, for use by the US Army. The contract will run until Nov 28/12. There were 3 solicitations made, with 3 responses to the The Defense Logistics Agency Troop Support in Philadelphia, PA (SPM8EC-11-D-0062-0009).

Fire fighting specialist Pierce was acquired by Oshkosh in 1996, and in 2001, their fire trucks introduced Oshkosh’s TAK-4 independent suspensions. The firm makes a range of fire pumpers, including their own foam systems that can spray multiple foam viscosities at the same time, in order to handle Class A and Class B fires. The Army order, though not large, will be very welcome at Oshkosh…
