Back in 2003, General Dynamics won the Intelligence Information, Command and Control, Equipment and Enhancements (ICE2) contract to support and maintain critical intelligence and command and control systems and networks for U.S. defense and intelligence operations worldwide, as well as related government departments.
A typical site supported through the ICE2 program could be outfitted with commercial-off-the-shelf data-handling equipment, command and control (C2) equipment, local area networks, wide area networks, secure and non-secure video systems, communication devices and intelligence exploitation equipment. The equipment at these sites is used to process information of varying security classifications, and many of the sites are sensitive facilities. The sites provide intelligence data to the National Command Authority and various civilian agencies and departments, including the Army, Navy, Air Force, Defense Intelligence Agency, Unified Commands, Marine Corps, Air Force, Coast Guard, National Imagery and Mapping Agency, and the Departments of State, Energy, and Treasury.
ICE2 replaces the Intelligence Information Processing and Production (I2P2) contract; I2P2 and ICE2 are both managed under the Single Service Logistics Support Manager (SSLSM) program at Robins Air Force Base, GA, and General Dynamics was the 26-year incumbent on the SSLSM contracts. ICE2 Contracts
Aug 15/07: General Dynamics Network Systems Inc. in Needham, MA received a firm-fixed-price and cost reimbursement contract modification for $2.25 billion under the Intelligence Information, Command and Control, Equipment and Enhancements (ICE2) contract. ICE2 provides worldwide Information Technology (IT) sustainment and technical support, wherein the contractor provides computer equipment support consisting of preventive and remedial maintenance of hardware, and inventory management.
The basic period of this contract is 4 years – expired 30 June 2007. Incentive option I was partially exercised, for a period of one year, on 8 May 2007; for the period of performance July 1/07 – June 30/08. However, ordering authority was given for July 1/07 – Dec 31/07, pending this increase to the contract ceiling. This increase will allow task orders to continue to June 2008, but funds won’t be obligated until/unless task orders are submitted. The Headquarters 330th Aircraft Sustainment Wing, Robins Air Force Base, GA issued the contract (F09603-03-D-0095/P00006).
Sept 27/04: General Dynamics in Needham, MA received a $5.5 million firm fixed price contract to provide for services and materials necessary for on-site preventive and remedial maintenance under ICE2. Work will be accomplished at more than 500 sites worldwide. Total funds have been obligated. This work will be complete by June 2005. June 30/04: General Dynamics in Needham, MA received a $27.8 million firm fixed price, cost type, labor hour contract to provide for services and materials necessary for on-site preventive and remedial maintenance under ICE2. Oct 2/03: General Dynamics in El Segundo, CA received a $21.9 million firm-fixed-price, cost-type, labor-hour contract to provide services and materials necessary for on-site preventive and remedial maintenance under ICE2. Work will be accomplished at more than 500 sites world-wide. Total funds have been obligated, and work will be complete by June 2004. October 2003: COMSO announces that it will act as a subcontractor to General Dynamics on the ICE2 contract.
June 11/03: General Dynamics Government Systems Corp. in Needham, MA received a $1.95 billion indefinite-delivery/ indefinite-quantity (ID/IQ) contract to provide for intelligence information, command and control equipment and enhancement (ICE2). This contract will provide worldwide information technology sustainment and technical support consisting of preventive and remedial maintenance of hardware and inventory management. The equipment supported by this contract consists of commercial, modified-commercial and specially designed equipment items, and is used through the Department of Defense Intelligence Information System and command and control (C2) communities to support worldwide intelligence and C2 operations. The equipment also provides intelligence data to the National Command Authorities and various civilian agencies and departments.
The total length of this ID/IQ contract, including all options, is 10 years. The Air Force can issue delivery orders totaling up to the maximum amount indicated above. Funds will be obligated as individual delivery orders are issued, and work will be complete in November 2007. Solicitation began in June 2002, and negotiations were completed in March 2003.
