DID readers send us some interesting tips. The USA’s Defense Advanced Research Projects Agency handles futuristic research projects that would be too difficult for the normal defense program R&D process (one of those projects became the Internet). Now its Information Processing Technology Office (IPTO) is turning its attention to a project called “Deep Green,” which aims to provide US commanders with significantly better decision support tools in battle. According to DARPA, Deep Green will:

”...aid in battle command and commander’s visualization by creating technologies that make it easier for the commander to articulate options to consider and anticipate the possible futures that result from those options. This proactive analysis will help predict which possible futures are becoming more likely – before they occur. Given that information, the commander can make better decisions and focus planning efforts (the generation of future branches and sequels) on where they can be the most useful.”

Up to $222M for C5ISR Assistance to SPAWAR Charleston

Eagan, McAllister Associates, Inc. in Lexington Park, MD received a $22.1 million indefinite-delivery/ indefinite-quantity performance-based contract with hybrid pricing arrangements. The firm will work with the The Space and Naval Warfare Systems Center in Charleston, SC to provide production engineering, integration product improvement, test and evaluation, and maintenance support as well as the capacity to modernize or introduce transformational technologies into systems and technical support services of various C5ISR (Command, Control, Communications, Computers, Cryptology, Intelligence, Surveillance, Reconnaissance) programs. The results will be fielded on platforms such as: Marine Corps Up-Armored HMMWV, Joint Explosive Ordnance Disposal, Rapid Responded Vehicle, Mine Resistant Ambush Protected vehicles, other Department of Defense vehicle platforms, Navy C5ISR tactical vehicles, and Marine Corps C5ISR tactical vehicles, in addition to other tactical vehicles.

This contract includes four 1-year options and 3 award terms. If exercised, they would bring the cumulative value of this contract to $222 million. Work will be performed in Charleston, S.C., and is expected to be complete by May 2009 (May 2016 with all options and award terms exercised). The Request for Proposal was posted on the Space and Naval Warfare Systems Center E-Commerce website, with 2 offers received (N65236-08-D-2837).

Back in August 2005, we noted that “ENCORE I.T. Contracts Raise Ceiling to $2.5B Until ENCORE II Arrives.” Services under ENCORE II will include high level enterprise IT policy, integration management, communications engineering, and asset management. According to the Encore II RFP, DISA intends to use the contract to support users in the military services and agencies as they transition from legacy systems to Net-Centric Enterprise Services (NCES), which embodies the new techno-organizational opportunities described above. Encore II will help them effectively use core NCES product lines, including collaboration and discovery tools, and a planned joint services knowledge portal. That’s the vision, anyway. In January 2006, we followed that up with “Pentagon’s $13 Bn “Encore II” RFP Gets Revised, Extended,” explaining the ENCORE vision, its origins, and its likely obstacles.

That wait ended on Jan 31/07, when 6 companies received indefinite delivery/indefinite quantity multiple-awards contracts. They include provisions for Firm, Fixed-Price, Time-and-Materials or Labor-Hour and Cost-Reimbursement (CPFF, CPAF, etc), and will run from March 12/07 through March 11/17. The maximum not-to-exceed value for the ENCORE II contract over a 5-year period, plus its 5 one-year option periods, is $12.225 billion. This is slightly less than the $13 billion projected. Performance will be at various locations within the Continental United States (CONUS), and also outside the CONUS (OCONUS), and each task order issued will be opened to competition among the ENCORE-II winners.

The solicitation was issued as a full and open competitive action with 16 large firm proposals received – but the Defense Information Technology Contracting Organization DITCO) at Scott AFB, IL picked just 6 large firm winners with small business awards to follow. US Getting Savi at Ammo Depots

Think of RFID as wireless bar codes that don’t need to be swiped individually. The US military has invested heavily in RFID for its supply chain; recent years have begun to feature positive results, as well as the creation of an RFID solutions center near Wright-Patterson AFB, OH. The next-stage challenge is creating logistics networks that interoperate with allies to interoperate with systems like AGATRS to handle shipment, billing, and more.

Now Lockheed Martin subsidiary Savi Technology has been awarded a contract Army Sustainment Command on behalf of the the U.S. Army Joint Munitions Command (JMC). The initial $4 million contract would use Savi’s Munitions Total Management Systems-Field Module (MTMS-FM) to support depot-level ammunition logistics functions, and additional options that could drive its value higher over time. Savi Technologies release.

Lockheed Martin acquired Savi in May 2006. The firm has worked with th US military for over a decade to build their RF In-Transit Visibility (ITV) network, which spans more than 45 countries and tracks military supplies through 4,000 sites. The current RFID II contract, which totals almost half a billion dollars, belongs to Savi.

In May of 1998, technical and consulting firm Booz Allen Hamilton Inc. of McLean, VA received a $199.6 million cost-plus-fixed-fee contract to establish and operate the US military’s Information Assurance Technology Analysis Center. This contract had a 3-year base period, plus a 3-year option period and a 4-year option period, for a total performance period of 10 years with completion by April 30, 2008. The Defense Supply Center Columbus solicited 9 bids, and received 2 (SPO700-98-D-4002). A number of awards have been made under this contract, but a set of awards announced on May 16/08 appear to be the final set of contracts under this arrangement…

$5.8M for Server Farm at Fort Lee, VA

Turner Denny Construction Co. in Virginia Beach, VA received a $5.8 mllion firm-fixed price contract for “an information systems server farm addition” at Fort Lee, VA. Work is expected to be complete by Dec 31/09. Two bids were solicited on Dec 21/07, and 2 bids were received by the U.S. Army Engineer District in Norfolk, VA (W91236-05-D-0054).

Many of Britain’s army vehicles are old and worn, and the necessities of hard service on the battlefield are only accelerating that wear. The multi-billion pound “Future Rapid Effects System” (FRES) aims to recapitalize the core of Britain’s armored vehicle fleet over the next decade or more, filling many of the same medium armor roles as the Stryker Family of armored wheeled vehicles and/or the Future Combat Systems’ Manned Ground Vehicle family. Current estimates indicate a potential requirement for over 3,700 FRES vehicles, including utility and reconnaissance variants. Even so, one should be cautioned that actual numbers bought usually fall short of intended figures for early-stage defense programs.

The FRES program was spawned by the UK’s withdrawal from the German-Dutch-UK Boxer MRAV modular wheeled APC program, in order to develop a more deployable vehicle that fit Britain’s exact requirements. Those initial requirements were challenging, however, and experience in Iraq and Afghanistan led to decisions that removed a number of FRES requirements including weight. The UK MoD has taken some criticism for its selection of wheeled APCs as its FRES-U infantry fighting vehicle finalists, and even more criticism for making the Boxer MRAV one of those finalists after spending all that time and sterling on FRES development. The MoD is defending its choices, however, and has now declared a winner…

LPD-17 San Antonio Class amphibious assault support vessels are a new class of ship which is just entering service with the US Navy. Much like their predecessors, their mission is to embark, transport, land, and support elements of a US Marine Corps Landing Force. What changes are the capabilities and technologies incorporated to perform that mission. This new ship class includes significant internal technology and design upgrades, and is designed to operate accompanying platforms like the V-22 Osprey tilt-rotor aircraft and the Expeditionary Fighting Vehicle amphibious armored personnel carrier.

Navy sources note that the 9 scheduled ships of this class (reduced from 12) are slated to assume the functional duties of up to 41 previous ships. Ships to be replaced include the USA’s older LSD-36 USS Anchorage Class dock landing ships (all decommissioned as of 2004, LSD-36 and LSD-38 transferred to Taiwan) and its LPD-4 USS Austin Class ships (12 built and serving, LPD 14 Trenton now India’s INS Jalashva). The San Antonio Class ships may also replace 2 classes of ships currently mothballed and held in reserve status under the Amphibious Lift Enhancement Program (ALEP): the LST-1179 Newport Class tank landing ships, and LKA-113 Charleston Class amphibious cargo ships.

Replacing that many existing ships is already a very tall order. While its design incorporates notable advances, the San Antonio Class has also had its share of teething problems. So, too, has the New Orleans shipyard to which most of this contract has been assigned. Teething issues are not uncommon in new ship classes, but the number of serious issues encountered in this ship class have been higher than usual. The initial ships have been criticized for sub-standard workmanship, and costs are almost twice the originally promised amounts at over $1.5 billion per ship.

This is DID’s FOCUS Article for the San Antonio Class, detailing the ships’ unique features and capabilities as well as its program innovations and issues. We’ll also include an updated list of related contracts awarded throughout the program’s history. As has become DID custom, the most recent additions are highlighted in green type. EADS Buys PlantCML

In late 2007, European aerospace and defence giant said that they were looking to make at least 2 acquisitions in the American market, as part of a larger strategic plan they called “Vision 2020.” Buying PlantCML of Temecula, CA from Golden Gate Capital, a San Francisco-based private equity fund, for approximately $350 million appears to be the first step.

EADS has created a strong position for itself in the market for “professional mobile radios,” and are responsible for building several national law enforcement and first responder networks using TETRA technology. PlantCML complements these strengths by offering solutions that take advantage of this base, and handle back-end call/command center activities like call management and radio dispatch, emergency notification services, Computer Aided Dispatch (CAD) applications, and mapping services. These services can add to EADS offerings in Europe and beyond, while giving the firm a foothold for its full range of solutions in North America. PlantCML has U.S. operations in California, Alabama, Indiana, and Tennessee, and a Canadian operation in Quebec, and EADS’ release reports that PlantCML’s existing margins and profitability are strong.

Accoridng to this Forbes article, EADS’ Vision 2020 aims to have 20% of the firm’s employees and 40% of its sourcing outside Europe by 2020, with defense and homeland security revenues rising in proportion to Airbus revenues, and service revenues rising from 10% to 25%.

IBM & Siemens in Germany Take Up the Labours of HERKULES

In late December 2006, the German Federal Armed Forces commissioned a consortium consisting of Siemens Business Services (SBS) and IBM to modernize and manage its non-military information and communications technology under the HERKULES project. A company called BWI Informationstechnik GmbH (BWI IT) has been formed in Meckenheim near Bonn, Germany to supply the relevant IT services. Siemens and IBM hold 50.1% of the shares in a 25.05%/ 25.05% split, while the German Federal Government holds 49.9%. The Bundeswehr is represented on the board of directors, and the consortium is open to audit by the military, the German Defense Ministry and the General Accountants Office.

The 10-year contract is worth approximately EUR 7.1 billion (currently about $9.3 billion), including value added tax. This is touted as the largest current public-private partnership (PPP) in Europe, and up to 2,950 German Federal Armed Forces IT employees will be working within the project.
