DID has covered the growing realization in the US military that its aging aircraft fleet will begin posing serious challenges in the coming years. In a related vein, consider the problems that Canada is currently experiencing. In 2005, Chief of the Defence Staff Gen. Rick Hillier said that “Our [CC-130 E/H] Hercules fleet right now is rapidly going downhill. We know that three years and a little bit more than that, the fleet starts to become almost completely inoperational and we will have to stop supporting operations – or else, not be able to start them.”
The CC-130s are used in a wide variety of roles, from tactical transport to aerial refueling and even search and rescue. The Canadian Forces do not own any other aircraft in a similar class, which makes replacement essential. EADS tried to remain in the running with its Airbus A400M, and other alternatives were proposed, but the specific requirements set by Canada’s Department of National Defense (DND) tended to exclude alternatives. In December 2008, a program worth almost C$ 5 billion got underway to buy 17 of Lockheed’s privately-developed C-130J “Super Hercules” planes.
In this revised Spotlight article, DID can offer additional details regarding the Canadian procurement program, and the thinking behind it; some background that points up the parallels between the issues faced by the Canadians, and the experiences of other air services; and some insight into why the buy took so long, after the C-130J was declared Canada’s preferred choice in an “expedited” process. Which ended up placing an order long after the suposed deadline. Despite these delays, and the supposed urgency of the situation, Canada’s DND appeared to be ignoring a USAF offer of early delivery… but that may have changed.

Most American planes rely on the US market as their base, then seek exports. The privately-developed C-130J “Super Hercules” was different. Australia, Britain, Denmark, and Italy were all ahead of the curve, and have been operating this heavily redesigned upgrade of the popular C-130 Hercules transport aircraft for several years. By the time the C-130J finally reached “initial operating capability” for the US military late in 2006, these faster-moving foreign customers were already banding together to create a common upgrade set for their serving fleets. A number of variants are currently flying in transport (C-130J), stretched transport (C-130J-30), aerial broadcaster (EC-130J), coast guard patrol (HC-130J), aerial tanker (KC-130J), and even hurricane hunter weather aircraft (WC-130J).
Canada, India, Norway and Qatar recently moved to join the global C-130J customer base. In America, meanwhile, some momentum is building. C-130J purchases are taking place under both annual budgets and supplemental wartime funding, in order to replace a US tactical transport fleet that’s flying old aircraft and in dire need of major repairs.
The C-130J program has been the focus of a great deal of controversy in America – and even of a full program restructuring in 2006. Some early concerns from critics were put to rest when the C-130J demonstrated in-theater performance on the front lines that represented a major improvement over its C-130E/H predecessors. A valid follow-on question might be: does it break the bottleneck limitations that have hobbled a number of multi-billion dollar US Army vehicle development programs?

ROKS King Sejong the Great

KDX (Korean Destroyer eXperimental) is the Republic of Korea’s big surface combatant shipbuilding program. This 3-phased program involves 3 individual classes of ships. The 3 KDX-I Gwanggaeto the Great Class ships are called destroyers, but a 3,800 tons their size and armament more properly rank them as small frigates. The last ship of class was commissioned in 2000. The next 6 KDX-II Chungmugong Yi Sun-sin Class ships are indeed destroyers at 6,085 tons full load, with a hull design licensed from Germany’s IABG and more advanced systems that include SM-2 air defense missiles. They were commissioned between 2003-2008.
With that experience under their belts, Korea has now launched into the 3rd phase of the program. The KDX-III King Sejong the Great destroyers are by far the largest at 8,500 tons standard displacement and 11,000 tons full load. They carry the AEGIS combat system, along with a wide array of American, European, and Korean weapons and missiles.

DID’s FOCUS articles offer in-depth, updated looks at significant military programs of record. The prime missions of the new DDG-1000 Zumwalt Class destroyer are to provide naval gunfire support and next-generation air defense in near-shore areas where other large ships hesitate to tread, possibly even as the anchor for an action group of stealthy Littoral Combat Ships and submarines. The estimated 14,500t (cruiser sized) Zumwalt Class will be fully multi-role, however, with undersea warfare, anti-ship, and long-range surface attack roles. As such, the DDG-1000 is also envisioned as a “hidden ace card” that can use its overall stealth to create uncertainty for enemy forces.
At over $3 billion per ship for construction alone, and just 2-8 ships to be built in the class, the program faces significant obstacles as it tries to avoid either “technology demonstrator” status, or the fulfillment of Secretary of the Navy Donald Winter’s fears for the fleet. A follow-on CG (X) cruiser is currently contemplated, and the success of the DDG-1000 Program will have a significant influence on whether and how it comes to fruition.

F-22 and F-16s

The fifth-generation F-22A Raptor fighter program has been the subject of fierce controversy, with advocates and detractors aplenty. On the one hand, the aircraft offers full stealth, revolutionary radar and sensor capabilities, dual air-air and air-ground SEAD capabilities, the ability to cruise above Mach 1 without afterburners, thrust-vectoring super-maneuverability… and a ridiculously lopsided kill record in exercises against the best American fighters. On the other hand, critics charge that it’s too expensive, too limited, and cripples the USAF’s overall force structure. Meanwhile, close American allies like Australia, Japan and Israel, and other allies like Korea, are pressing the USA to abandon its “no export” policy. Most already fly F-15s, but they’re interested in an export version of the F-22 in order to help them deal with advanced – and advancing – Russian-designed aircraft, air-to-air missiles, and surface-to-air missile systems.

French Mirage F1s

Morocco’s combat air force currently flies 2 squadrons of old F-5s, and 2 squadrons of only slightly newer Mirage F1s; T-37 light jets serve as key transitional trainers. Their neighbor and rival Algeria flies MiG-23s of similar vintage, but the Force Aerienne Algerienne also flies SU-24 Fencer and SU-25 Frogfoot strike aircraft, even more modern and capable MiG-29s, and is set to receive multi-role MiG-29SMTs and/or multi-role SU-30MKs as part of a multi-billion dollar weapons deal with Russia.
Morocco can’t beat that array. Instead, it is looking for replacement aircraft that will prevent complete overmatch, and provide it with a measure of security.
Initially, they looked to France. France’s Rafale is part of a set of European 4+ generation fighters that were developed and fielded during the 1990s-early 21st century, with the aim of surpassing existing offerings among America’s “teen series” fighters, as well as Russia’s Mig-29 Fulcrum and SU-27/30 Flanker family. “Dogfight at the Casbah: Rafale vs. F-16” discussed the French sales slip-ups that cost Dassault its first export order for the 4+ generation fighter. That outcome is now official. Just to make things worse, the final multi-billion dollar deal involves new-build F-16s, at a price comparable to the rumored figures for the Rafale. Not to mention an accompanying request to replace Morocco’s T-37 trainer fleet, and subsequent contracts for air-launched weapons and for C-27J short-haul transports.

The F-35 Lightning II is a major multinational program which is intended to produce an “affordably stealthy” multi-role strike fighter that will have three variants: the F-35A conventional version for the US Air Force et. al.; the F-35B Short Take-Off, Vertical Landing for the US Marines, British Royal Navy, et. al.; and the F-35C conventional carrier-launched version for the US Navy. The aircraft is named after Lockheed’s famous WW2 P-38 Lightning, and the Mach 2, stacked-engine English Electric (now BAE) Lightning jet. System development partners included The USA & Britain (Tier 1), Italy and the Netherlands (Tier 2), and Australia, Canada, Denmark, Norway and Turkey (Tier 3). Now the challenge is agreeing on production phase buys, with initial purchase commitments expected around 2008-2009. Export interest is also beginning to stir in a number of quarters, even though full testing will not be complete until 2014.

F-35: takeoff…

In my May 2006 article “Norway’s Future Fighter Competition: A Norwegian View” offered in-depth coverage of the difficulties and controversies facing Lockheed Martin and the F-35 Lightning II team when marketing their 5th generation strike fighter in Norway. Since then, there have been some successes. The next milestone MoU was signed on January 31st, 2006, amidst industrial and missile deals designed to bring Norway on board – but as DID noted, the signing came with express statements that the country was keeping its options open.
The Kongsberg JSM missile deal, and the conditional composite structures deal, were designed to address the demand for stronger industrial participation by Norwegian defense industries. As I noted in my previous article, Norway threatened to back out of its partnership with the JSF program if Lockheed Martin could not make credible assurances in this area. Tom Burbage, Lockheed Martin Executive President and JSF Manager then made a personal visit to Norway; the deals followed, and Norway signed the MoU on December 31/07.
The controversy is by no means over, and will not be over until production contracts are signed. Nevertheless, Norway has made a decision. One whose aftermath continues to reverberate, within the country, the region, and beyond…

VH-71 Concept

In June 2005, the U.S. Navy selected the US101 for a new fleet of “Marine One” helicopters for the President of the United States. The US101 is an American variant of AgustaWestland’s successful EH101 multimission medium helicopter; it beat out Sikorsky’s S-92 Superhawk, which is already in use as a VIP state transport in countries like South Korea. Lockheed Martin, which leads Team US101 as prime contractor, received a $1.7 billion contract from the Navy for the Marine One program’s systems development and demonstration phase.
Based on the current contract schedule, the first US101 ready to transport the President is expected to be available in 2009, with the entire fleet of 28 US101s scheduled for delivered to the Marine One squadron by late 2015.

The RIM-162 Evolved Sea Sparrow Missile (ESSM) is used to protect ships from attacking missiles and aircraft, and is is designed to counter supersonic maneuvering anti-ship missiles. Compared to the RIM-7 Sea Sparrow, ESSM is effectively a new missile with a larger, more powerful rocket motor for increased range, a different aerodynamic layout for improved agility, and the latest missile guidance technology. Testing has even shown the ESSM to be effective against fast surface craft, an option that greatly expands the missile’s utility. As a further bonus, the RIM-162 ESSM has the ability to be “quad-packed” in the Mk 41 vertical launching system, allowing 4 missiles to be carried per launch cell instead of loading one larger SM-2 Standard missile or similar equipment.
The Sea Sparrow was widely used aboard NATO warships, so it isn’t surprising that the ESSM is an international program. The NATO Sea Sparrow Consortium includes Belgium, Canada, Denmark, Germany, Greece, The Netherlands, Norway, Portugal, Spain, Turkey, and the USA – as well as non-NATO Australia. Foreign Military Sales customers outside this consortium include Japan, Korea, and the United Arab Emirates.
