Medical supplies are a requirement for any military, and are used by many other government agencies as well. The Defense Supply Center Philadelphia (now Defense Logistics Agency Troop Support) in Philadelphia, PA manages a series of firm-fixed-price contracts for distribution of medical and surgical supplies to the US Army, Navy, Air Force, Marine Corps, federal civilian agencies, Coast Guard, and other non-DoD organizations in the federal government.

Unsurprisingly, the contract totals run to billions of dollars. This Spotlight article covers a series of contracts and option periods, stretching from 2005 – 2012.

The FY 2005 set are are all indefinite-quantity type contracts with one 20-month base period, one 20-month option period, and one 32-month option period; that base period ended on June 19/07. They use a regional framework, and can serve all US military branches, the Coast Guard, and other federal agencies.

Contract numbering used the SP0200-05-D-70xx framework in 2005. As of June 2007, when those original contracts expired, they used the SPM200-05-D-70xx numbering framework, and appear to be denoted by state rather than by region. Given the dates, participants and contract subjects, these contracts all appear to be related, and are being treated as such.

The FY 2007 set exercising option period #1 were issued in June 2007, and ran until Feb 19/09. What differs from contract to contract is the winner, their status as a primary or back-up, and the specific states covered in the work locations.

The FY 2009 set exercising option period #2 were issued in February 2009, and will run until Oct 19/11. The FY 2009 set follows the FY 2007 set with respect to format.

In January 2012, a series of bridge contracts were awarded under the “Generation III medical surgical prime vendor contract”, which would keep the existing contracts going until mid-2012.

In April 2011, about $1.25 billion in contracts were issued for medical surgical supplies, but these were under TRICARE.
