The Bell Boeing Joint Project Office won a $11 million modification for V-22 spare consumable and depot level repairable parts. This is a firm-fixed-price requirements contract. Locations of performance are Texas and Pennsylvania, with a May 10, 2024, performance completion date. Using customers are Navy, Marine Corps and Air Force. Type of appropriation is fiscal 2023 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

The Argentine Air Force continues to make headway with its air force modernization efforts with the recent purchase of a Basler BT-67 turboprop utility aircraft. The procurement comes under an FMS agreement approved by the US State Department on April 18, 2024. Besides the single aircraft, the Argentine Government also acquired supplementary equipment including spare engines, logistics and training support – all for $143million.

The House on Saturday passed military aid bills for Ukraine, Israel and Taiwan, more than six months after President Joe Biden initially submitted his massive foreign aid request to arm all three security partners. The roughly $95 billion package includes $48 billion in Ukraine security aid, which passed 311-112 as some Democrats cheered and chanted “Slava Ukraini” while waving Ukrainian flags – prompting Rep. Anna Paulina Luna, R-Fla., to tell them to “put those damn flags away.” The exchange prompted Rep. Marc Molinaro, R-N.Y., to chide both the flag-wavers and Luna for violating House decorum.

Europe

Lithuania has announced that it will allocate $16 million to establish a rehabilitation program for the Armed Forces of Ukraine. Prime Minister Ingrida Šimonyt? revealed that the government will allocate the funds for the reconstruction of hospitals and training of medical specialists to assist wounded Ukrainian soldiers in their recovery. Development of major facilities in the cities of Lviv, Dnipro, and Zhytomyr will also be covered.

Asia-Pacific

A redesigned version of Taiwan’s indigenous Teng Yun 2 unmanned aerial vehicle has been undergoing combat testing for the last month. The testing began in mid-March but the completion date is unknown, Taipei Times revealed citing a source. The National Chung-Shan Institute of Science and Technology-developed drone failed its combat test last year, necessitating a redesign.

Japan has tapped Milrem Robotics to supply three THeMIS unmanned ground vehicles (UGVs) for supply transportation and intelligence missions. The UGVs will be equipped with the Estonian company’s Intelligent Functions Kit (MIFIK), allowing them to take on- and off-road operations independently. MIFIK also lets THeMIS’ operators plan missions ahead by utilizing the systems’ waypoint navigation technology to set en-route vehicle movements.

D-J Engineering Inc. won a $30 million deal for machine shop requirements for supplies related to EA-18G and P-8A aircraft components and related platforms/requirements for Naval Surface Warfare Center Crane. Each awardee will be awarded $10,000 obligated at time of award. These contracts include options which, if exercised, would bring the total value to the ceiling of $30,000,000 to the four vendors combined. Each contract has a five-year base with option years that can take the contract up to10 years ending April 2034. Fiscal 2024 Working Capital Fund (Navy) funds in the amount of $40,000 to satisfy the contract minimums will be obligated at time of award which amounts to $10,000 for each of the four awardees. All the work will be performed at the locations listed above for the awardee of each delivery order. The funding will not expire at the end of the current fiscal year and has indefinite availability for obligation. All other funding will be made available at the delivery order level as contracting actions occur. This contract was competitively solicited via the Procurement Integrated Enterprise Environment Module and publicized on the System for Award Management website, with six offers received. The Naval Surface Warfare Center Crane Division, Crane, Indiana is the contracting activity.
Thales Defense & Security Inc. won a $16 million deal for the repair of three items that are part of the H-1 Optimized Top Owl system. All work will be performed in Valbonne, France, and work is expected to be completed by October 2024. Annual working capital funds (Navy) in the amount of $11,933,292 will be obligated at the time of award. Funds will not expire at the end of the current fiscal year. One company was solicited for this sole-source requirement pursuant to the authority set forth in 10 U.S. Code 3204 (a)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.
UH-60L Blackhawk helicopte
Lockheed Martin won a $46 million order by the US Navy, which provides non-recurring engineering for the development, integration, testing, and deployment of the MH-60 aircraft product line system configuration 26 fleet release for all MH-60 air platform variants, to include baseline management integrated management planning, integrated development environment support, support equipment baseline management, software architect, core lab support, problem trouble report legacy support, engineering tools support and development aircraft support for the Navy, Australia, Denmark, Saudi Arabia, South Korea, Spain, Norway, and Greece. Work will be performed in Owego, New York, and is expected to be completed by September 2026.

General Dynamics Land Systems was awarded a $21,998,374 modification for Abrams systems technical support. Work will be performed in Sterling Heights, Michigan, with an estimated completion date of Jan. 15, 2025. Fiscal 2024 research, development, test, and evaluation, Army funds in the amount of $21,998,374 were obligated at the time of the award. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.
F-15E Strike Eagle
The US Air Force has completed its Initial Operational Test & Evaluation of the Eagle Passive Active Warning Survivability System (EPAWSS). The system upgrades the electronic warfare capabilities of the F-15E Strike Eagle and F-15EX Eagle II aircraft, including radar warning, geolocation, situational awareness, and self-protection. “EPAWSS is a leap in technology, improving the lethality and combat capabilities of the F-15E and F-15EX in contested, degraded environments against advanced threats,” Maj Bryant “Jager” Baum said.
Insitu Inc. won a $84 million modification, which increases the contract ceiling to procure six RQ-21A and 20 ScanEagle unmanned air vehicles (UAS) including payloads and turrets; support equipment; spares and special tooling. Additionally, this modification procures services to include training, site surveys, engineering and technical and repair of repairable in support of the RQ-21A Blackjack and ScanEagle UAS platforms. Work will be performed in Bingen, Washington (88%); and various locations outside of the continental U.S. (12%), and is expected to be completed in June 2026. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. Naval Air Systems Command Patuxent River, Maryland, is the contracting activity.
