The Navy awarded Lockheed Martin a $77.8 million contract modification for production of the Navy’s AN/SQQ-89A(V)15 Surface Ship Undersea Warfare System (UWS). The undersea warfare combat system can search, detect, classify, localize, and track undersea contacts, as well as engage and evade submarine, mine-like objects and torpedo threats. It presents an integrated picture of the tactical situation receiving, combining and processing active as well as passive sensor data. The system is integrated with AEGIS combat system. In July 2018, Lockheed received a $25.4 million contract modification for the system. The current contract is for development, integration and production of future advanced capability build and technical insertion baselines of the AN/SQQ-89A(V)15 USW systems. Work will mainly be conducted in Pennsylvania and Florida, and is expected to be completed by May 2021.
The US Army Contracting Command contracted Talbert Manufacturing Inc. $360.2 million to deliver a batch of M872A4 semitrailers. The M872A4 Semi-trailer is a dual purpose, break bulk/container transporter, 34-ton capacity, with a flatbed. Its’ mission is line and local haul of break bulk cargo, inter-modal cargo containers, as well as shelters. The company is 80 years old and produces a wide variety of trailers for moving goods by truck, including for hauling building materials, pipes, hazardous materials and nuclear materials for commercial, military, government, aerospace and energy end users. Its custom trailers include 13 axle trailers, gooseneck trailers, east/west coast spread axle trailers, lowboy trailers, dual capacity trailers and hydraulic tail trailers. They are sold at dealerships US-wide. Work locations under this contract will be determined with each order and is scheduled to be completed by January 16, 2024.
The Navy tapped Bell Helicopter Textron with a $439.6 million contract modification for production and delivery of 25 Lot 16 AH-IZ aircraft and 25 stores control units. The AH-1Z is a twin-engine attack helicopter based on the Bell AH-1W SuperCobra. It features a four-blade rotor system, uprated transmission, and a new target-sighting system. It has upgraded avionics, weapons, and electro-optical sensors designed to find targets at long ranges and attack them with precision weapons. The Marine Corps H-1 upgrades program is building new helicopters as well as rebuilding AH-1W SuperCobra attack helicopters and UH-1N Twin Huey utility helicopters, with state-of-the-art designs. The goal of the program is to upgrade AH-1Ws to AH-1Zs, and UH-1Ns to UH-1Ys. Work will be performed in Texas and is expected to be finished by January 2022.
The Defense Logistics Agency awarded the Bell Boeing Joint Program Office $143.9 million for V-22 support. The contract includes performance-based logistics and engineering support for the V-22 platform. The Bell Boeing V-22 Osprey is multi-mission, tiltrotor aircraft that has vertical takeoff and landings well as short takeoff and landing capabilities. In July 2018, Bell Boeing received a $4 billion contract that included the manufacture and delivery of 39 CMV-22B aircraft for the Navy, 14 MV-22B aircraft for the Marine Corps, and one CV-22B for the Air Force. Under this performance-based logistics contract, Bell Boeing focuses on improving aircraft maintainability and mission readiness for the Navy, Air Force and Marine Corps V-22 fleets. The team’s responsibilities are site activation, maintenance planning, training and trainer support, support equipment, and dedicated field personnel for all V-22 squadrons around the globe. Performance completion date is November 30, 2019.

The MBDA Missile Systems’ medium-range missile was successfully deployed in Mali by the French Army for the first time. MBDA is a european developer and manufacturer of missiles. Its medium-range missile, called Missile Doyenne Portée is a man-portable anti-tank guided missile intended as a replacement for the MILAN. The Picardy Battle Group used the missile for the first time in a combat environment in December. A six-person crew delivered the system by armored car, then installed it at the top of a ridge in southeastern Mali’s three-border region and successfully fired it. MBDA successfully tested the Naval version of the Missile in Djibouti in November.
The French Defense Procurement Agency awarded Thales to contribute to the development of the Rafale F4 standard, enabling the Rafale combat aircraft to maintain its superiority against new threats. Rafale’s role includes reconnaissance, air defense and precision strikes during a single mission. The aircraft is central to France’s airborne nuclear deterrence, a crucial component of France’s National Security policy. Under the Rafale F4 standard development program, Thales engineers and technicians are to enhance the aircraft’s onboard sensors and improve connectivity to offer a broader range of capabilities and new operational functions. The enhancements will allow aircrews to better assess tactical situations as well as handle larger volumes of information in real time.
China may be developing the first two-seat version of its J-20 stealth combat aircraft, according to a January 2019 report. It is set to fulfill roles as a tactical bomber, electronic warfare, or a carrier strike aircraft. If the report is accurate, the Chinese Air Force could become the first air arm in the world to deploy a radar-evading fighter-bomber whose main mission is long-range ground-attack. Other stealth fighter types, including the U.S. military’s F-22 and F-35, the Russian air force’s Su-57 and the PLAAF’s J-20 and J-31 either primarily are air-to-air fighters or combine air-combat capability with the ability to strike ground targets.
Singapore wants to acquire Lockheed Martin F-35 Lightning II Joint Strike Fighters (JSF) as a replacement for the Republic of Singapore Air Force’s (RSAF) F-16C/D multirole combat aircraft. This is the outcome of a a technical evaluation by the RSAF and the Defense Science and Technology Agency which lasted more than five years. The RSAF is believed to operate about 20 F-16C and 40 F-16D Block 52/52+ aircraft, which were acquired in the 1990s and believed to be optimized with Israeli-built electronic countermeasures (ECM) systems. The Ministry of Defense is now going to discuss further details for the replacement with relevant parties in the US before confirming the decision to purchase the F-35 JSFs.

F-35B: off probation
The $382 billion F-35 Joint Strike fighter program may well be the largest single global defense program in history. This major multinational program is intended to produce an “affordably stealthy” multi-role fighter that will have 3 variants: the F-35A conventional version for the US Air Force et. al.; the F-35B Short Take-Off, Vertical Landing for the US Marines, British Royal Navy, et. al.; and the F-35C conventional carrier-launched version for the US Navy. The aircraft is named after Lockheed’s famous WW2 P-38 Lightning, and the Mach 2, stacked-engine English Electric (now BAE) Lightning jet. Lightning II system development partners included The USA & Britain (Tier 1), Italy and the Netherlands (Tier 2), and Australia, Canada, Denmark, Norway and Turkey (Tier 3), with Singapore and Israel as “Security Cooperation Partners,” and Japan as the 1st export customer.

The Navy awarded AAI Corp. Hunt Valley with a $10.9 million contract modification to services for the Unmanned Influence Sweep System (UISS) unmanned surface vehicle platform. The UISS is a mine countermeasure system designed to influence sweeping of magnetic and acoustic mines. The system enables the littoral combat ship to perform its mine warfare sweep mission. The UISS program is expected to meet the Navy’s need for a rapid, wide-area coverage mine clearance capability to neutralize magnetic/acoustic influence mines. AAI Corporation is an operating unit of Textron Systems. In 2014, Textron Systems received a $33.8 million contract to provide its Common Unmanned Surface Vessel (CUSV) for the US Navy’s Unmanned Influence Sweep System (UISS) program. Work for the new deal will be performed in Hunt Valley, Maryland, and Slidell, Louisiana and is scheduled to be completed by September 2019.
The Air Force tapped Raytheon Missile Systems with a $21 million modification for advanced medium range air-to-air missile (AMRAAM) system improvement program software architecture and design risk reduction efforts to counter threats. AMRAAM is an active radar-guided intercept missile with inherent electronic protection capabilities for air-to-air applications against massed penetration aircraft. The Air Force and Navy AMRAAM is one of the US’ most sophisticated radar-guided, air-to-air missiles, and one of the world’s most advanced all-weather, all-environment, medium-range, air-to-air missiles for engaging enemy aircraft and missiles from beyond visual ranges. Work for the deal will be performed in Tucson, Arizona.
Lockheed Martin won a deal worth $131.6 million for sustainment engineering services for the C-5 military transport aircraft. The C-5 is the Air Force’s largest plain and features a nose cargo door and a kneeling nose gear, which allow for drive-on capability. The aircraft can haul twice as much cargo as any other airlifter. It has been in service for the US Air Force since 1969 and supported military operations in all major conflicts. The Air Force currently owns 52 Super Galaxy aircraft, which are only assigned to four units worldwide. Contracting activity is the Air Force Life Cycle Management. Work is scheduled to be finished by January 25, 2019.

Rafael Advanced Defense Systems and businessman Avihai Stolero offered Aeronautics to open negotiations for the acquisition of all the company’s shares by means of a reverse triangular merger via a company jointly owned by Rafael and Stolero. The offer is valued at $231 million, making it twice as high as their 117 million offer rejected by Aeronautics in August. Earlier this month, Aeronautics announced it has signed a five-year partnership deal with Rafael to collaborate on the development, production, marketing, and distribution of an unmanned aerial vehicle (UAV) system. Aeronautics has over 45 defense, military, and homeland security customers worldwide.
The Missile Defense Agency contracted Lockheed Martin with a $23 million sole-source, fixed-price incentive and cost-plus modification to provide Poland Aegis Ashore Engineering Agent (AAEA) engineering and security support. The modification includes AAEA test and site updates, risk mitigation support, and continued completion effort for the Aegis Ashore Poland site. Aegis Ashore is the land-based component of the Aegis ballistic missile defense system developed originally for deployment at sea aboard specially equipped U.S. Navy Arleigh Burke-class guided missile destroyers. Work is expected to be completed by December 2020.
South Korea will receive the first F-35A stealth fighters in March. The jets have been tested at Luke Air Force Base in Arizona. The first two jets are scheduled to be combat-deployed in April or May and 10 other jets are supposed to be ready for deployment by the end of this year. South Korea approved a deal in September 2014 to acquire 40 F-35As for about $6.8 billion. The F-35A has radar-evading capabilities and can perform ground-attack and air-superiority missions with several precision weapons.
The Indian Navy successfully tested locally developed Sahayak air-droppable containers off the coast of Goa in the Arabian Sea. The Sahayak Containers are support containers designed to enhance operational logistics capability by facilitating the supply of spares and stores to ships that are deployed more than 2,000 km from the coast. The Naval Science and Technological Laboratory and the Aeronautical Development Establishment developed these cylindrical containers. A test payload of 50 kg, dropped in the container, descended to the sea with the help of a parachute.

The US Army awarded Avon Protection Systems with a $92.7 million firm-fixed-price contract for the joint service aircrew mask. The deal sees US Air Force pilots wearing the new M69 aircrew mask and includes related accessories and support. The contract runs for an initial five years plus two further one-year option periods. Avon Protection anticipates receiving the first order under this contract shortly with deliveries expected to commence in the second half of the current financial year. Work is scheduled to be finished by December 21, 2024 and locations as well as funding will be determined with each order.
The Naval Surface Warfare Center contracted Fairbanks Morse Engine with $13.6 million for engineering, logistics and program management services in support of the Navy diesel engine systems. Work also includes technical services and engine training. Fairbanks Morse Engine is a subsidiary of Enpro Industries and was previously contracted to build the four main propulsion diesel engines for the LPD-30, the Navy’s first LPD Flight 2 class ship with the engines scheduled to be delivered in the second and third quarters of 2020 to Huntington Ingalls Shipbuilding in Pascagoula, Mississippi. Work for the new contract will be performed in Wisconsin, California and Virginia and is expected to be completed by January 2024.
The pentagon assigned the Lockheed Martin F-35 Lightning II Joint Strike Fighter (JSF) global transportation and distribution and North American regional warehousing to The Defense Logistics Agency and US Transportation Command (USTRANSCOM). The assignment is based upon data submitted by the F-35 partner nations, Foreign Military Sales customers, and Pentagon Providers and is part of a series of assignments that designated airframe, propulsion, and component repair maintenance, repair, overhaul, and upkeep provides across F-35 Global Solution’s three-region construct. The global F-35 fleet has nine partner nations (US, UK, Turkey, Australia, Italy, Canada, Norway, the Netherlands and Denmark) and three foreign military sales customers (Israel, Japan, South Korea).

The Indian Airforce (IAF) will construct 108 Next-Generation Hardened Aircraft Shelters (NGHAS) for its fighter fleet at several of its bases in northeastern India. The NGHASs cost an estimated total of $788 million and will be built at Tezpur, Chabua, and Hasimara to protect IAF fighters such as the Sukhoi Su-30MKI as well as 18 of the 36 Rafale combat aircraft New Delhi ordered from France in 2016. China has ramped up activity in the Tibet Autonomous Region, which overlooks Arunachal Pradesh, Himachal Pradesh, Uttarakhand, Sikkim and Ladakh. The new hangars are designed to protect the fighters even from a direct hit by a 2,000 lb bomb.
The Ukraine adds a modernized interceptor vessel to the Azov Sea flotilla, Jane’s reports. On January 2nd an upgraded Project UMS-1000 PC 12 M-2 high-speed interceptor craft entered service with the State Border Guard maritime detachment at the naval and shipbuilding port of Mariupol. The UMS-1000 are Ukrainian vessels. In December it was announced that 20 new boats for the border guard are going to be manufactured in the Ukraine.
Saab’s second GlobalEye Airborne Early Warning and Control aircraft successfully completed its first flight on Thursday. The flight lasted three hours, collecting flight-test data and was operated from the company’s airfield in Linköping, Sweden. GlobalEye is a multi-role airborne early warning and control (AEW&C) solution. It consists of a suite of sensors using Saabs’s Erieye Extended Range (ER) radar and mission system. The aircraft has extended detection range, endurance and manages tasks such as search and rescue, border surveillance, and military operations.
The Chinese company Shen Zhou Ming Da High Technology Co Ltd. (SZMID) is looking for export opportunities for its DZ-02 Pro Portable Jammer Gun, Jane’s reports. The Anti-drone weapon is intended to disrupt unmanned aerial vehicles (UAVs), such as commercial multi rotor and small fixed-wing UAVS as well as satellite navigation signals BeiDou Galileo, GLONASS, and GPS systems. The system weighs 4.8 kg including the battery and has an overall length of 750 mm with its adjustable stock retracted, a height of 300 mm including the optical sight, and a thickness of 60 mm.

Lockheed Martin has been awarded a valued $712.5 million order by the US Navy to work on the F-35 Lightning II stealth fighter. The Lightning II is a single-seat, single-engine fighter aircraft designed to perform ground-attack and air-superiority missions. Under the agreement Lockheed Martin will develop the aircraft’s Technology Refresh 3 (TR3) System, which will update the computer systems on board the F-35 Lightning II. The TR3 will be designed with full flightworthy certification, production readiness review and fleet release to support low-rate initial production of the 15th Lot of F-35 jets. Work will be carried out in Fort Worth, Texas and is scheduled to be over by March 2023. The F-35 is Lockheed Martin’s largest program, generating 27% of its total sales in the third quarter of 2018.
In order to improve the landing areas within Marine Corps Base Hawaii properties Kiewit Infrastructure West Co., Honolulu is awarded a $15,419,280 firm-fixed-price contract. The landing areas are used for training maneuvers by the MV-22 Osprey aircraft. Th V-22 Osprey is a multirole, tiltrotor combat aircraft combining the vertical performance of a helicopter with the speed and range of a fixed-wing aircraft. The Osprey uses two engines positioned on fixed wing tips housed in nacelles that rotate to allow the MV-22 to land and take off vertically, but achieve much faster flight than a helicopter by tilting the nacelles forward while in flight in a configuration similar to a fixed-wing aircraft. Work on the landing areas will take place in Kaneohe Bay, Hawaii. Kiewit Infrastructure West Co. provides for the converting of the existing landing helicopter assault pad into a landing helicopter dock pad, the construction of a new landing platform dock pad, and the construction of four new concrete landing pads. Work is expected to be completed by August 2020.

The Royal Jordanian Air Force announced that the second of four Mil Mi-26 ‘Halo’ heavy-lift helicopters has been delivered to Jordan from Russia, with two more set to arrive before the end of 2019. Originally developed to respond to containment work after the nuclear disaster in Chernobyl in 1986, the Mil Mi-26T Halo is the largest helicopter in the world. Its maximum take-off weight is 56 tons and it carries up to 82 troops. Jordan ordered four of the current production-standard Mi-26T helicopters in September 2016.
Israel Aerospace Industries started production of the F-35 stealth fighter components for the outer wings, making the fighter jet invisible to radar. Deliveries of the outer wing sets are expected to start as soon as the beginning of 2019. The sets will be manufactured using a unique composite layer of materials called Automated Fiber Placement. The threads, which are three millimeters thick, are what give the wings the ability to escape detection by radar. The contract between IAI and Lockheed Martin to create this production line was signed in 2013. According to an 2016 statement by the company, the production line is scheduled to build a total of 811 pairs of F-35A wings by 2034.
French naval fighter squadron Flottile 17F has completed its transition to the Dassault Aviation Rafale M, Jane’s reports. Flottile 17F, nicknamed “La glorieuse“, previously operated the Super Étendard Modernisé (SEM) aircraft until it was withdrawn from service in 2016. Now the Flottile 17 F has officially joined the French Navy’s two other fighter squadrons, 11F and 12F, in operating the Dassault Aviation Rafale M. The Dassault Rafale is a French twin-engine, multirole fighter aircraft. It has been tasked with fleet air defense, close air support, anti-ship strikes, and air-to-air refueling.
South Korean shipbuilder Daewoo Shipbuilding and Marine Engineering (DSME) has received a contract for the renovation and repair of three KDX-I class destroyers. The Gwanggaeto the Great Class (KDX-I) destroyers, Designed as multimission surface combatants, were built by Daewoo Shipbuilding and Marine Engineering (DSME) for the Republic of Korea Navy (ROKN). Three destroyers replaced the older ex-US Navy ships of the ROKN. DSME also unveiled a contract for the construction of one LNG carrier for an unnamed Oceania company. The total value of the contracts is about $230 million.
HMAS Hobart, Australia’s first-of-class warfare destroyer demonstrated its ability to conduct co-operative fleet-area air defense operations. The destroyer, which was commissioned in September 2017, was deployed to the coast of San Diego to test its combat and weaponry system, including a series of at-sea trials known as the combat system qualification trials (CSSQT). The trials confirm the Royal Australian Navy’s capacity to cooperate with the US Navy in high-intensity combat operations.

In an exclusive June 2006 interview, Israeli Air Force (IAF) chief procurement officer Brigadier-General Ze’ev Snir told Israeli media that the F-35 Joint Strike Fighter was a key part of their IAF recapitalization plans, and that Israel intended to buy over 100 of the fighters to replace their fleet of over 300 F-16s.
Since then, however, the expected cost of that purchase has more than doubled. Israel’s F-35 contract had to deal with that sticker shock, with issues like the incorporation of Israeli technologies and industrial work, and with major schedule slips in the core F-35 program. Israel was even contemplating delaying its purchase, which would have removed an important early adopter for the Lightning II. In the end, however, Israel decided to forego other fighter options, and became the first foreign buyer of operational F-35s. So, how is the “F-35i Adir” shaping up?

Kongsberg’s stealthy new Naval Strike Missile (Nytt SjomalsMissil), which continues its development and testing program, has already shown potential in the crowded market for long-range ship attack and shore defense weapons. NSM’s Joint Strike Missile counterpart may have even more potential, as a longer-range air-launched naval and land strike complement to Kongsberg’s popular Penguin short-range anti-ship missile.
The market for anti-ship missiles is a crowded one, and the distinction between anti-ship and precision land strike weapons is blurring fast. Aside from a bevy of Russian subsonic and supersonic offerings, naval buyers can choose Boeing’s GM-84 Harpoon, China’s YJ-82/C-802 Saccade, MBDA’s Exocet, Otomat, or Marte; IAI of Israel’s Gabriel/ANAM, Saab’s RBS15, and more. Despite an ongoing shift toward supersonic missiles, Kongsberg chose not to go that route. So, how do they expect to be competitive in a crowded market? The F-35 Lightning II may hold the key.

Austal is being contracted to build another Spearhead-class vessel for the US Navy. The cost-plus-fixed-fee undefinitized contract action is priced at $40.4 million and procures long-lead-time material and production engineering services for Expeditionary Fast Transport (EPF) 14. EPF ships are the go-to platform for fast, intra-theater transportation of troops, military vehicles and equipment. These vessels bridge the gap between low-speed sealift and high-speed airlift. Their capability to access austere, minor and degraded ports make them very suitable for operations in underdeveloped countries. Work will be performed at multiple locations, including – but not limited to – Novi, Michigan; Chesapeake, Virginia and Iron Mountain, Michigan. The US Navy’s 14th EPF is expected to be completed by July 2022.
Northrop Grumman is receiving more money to increase the operational range of four US Navy E-2D Advanced Hawkeye aircraft. The awarded contract modification is valued at $21 million and allows for the installation of aerial refueling retrofit kits on four E-2Ds. The retrofit kits comprise a probe and associated piping, electrical and lighting upgrades, and long endurance seats that will enhance field of view in the cockpit and reduce fatigue over longer missions. The aerial refuelling capability effectively doubles the time the Hawkeye can stay in the air conducting its mission. The upgraded version of the Advanced Hawkeye flew for the first time in December 2016. Work will be performed at Northrop’s factory in St. Augustine, Florida and is expected to be completed in June 2020.
Navy is ordering integrated logistics and engineering support services for itself and Foreign Military Sales (FMS) customers. The contract modification, worth $10.5 million, exercises an option to provide calendar year 2019 support services for the Harpoon and SLAM-ER weapon systems. The GM-84 Harpoon is the US Navy’s sole anti-shipping missile, which competes with MBDA’s Exocet and Saab’s RBS15, among others. The AGM-84K SLAM-ER is an advanced derivative of the Harpoon missile, and competes with precision attack missiles like Lockheed’s JASSM, and European missiles like the EADS Taurus KEPD 350 and the MBDA Storm Shadow. The modification combines purchases for the Navy totalling at $2.5 million and FMS customers in the amount of $7.9 million. Work will be performed at Boeing facilities in St. Louis, Missouri; St. Charles, Missouri; Yorktown, Virginia and Oklahoma City, Oklahoma. Performance is set to run through November 2019.

MTU America is being tapped to deliver a number of engines and engine components to Israel. The $7.9 million delivery order is part of a US Foreign Military Sale to support Israeli marine vessels. The company will deliver engines and engine components to multiple engine series: ranging from the M90 to SE84. MTU is the largest supplier of engines to the Israeli Navy. Its engines are found a variety of vessel ranging from Sa’ar-5 missile frigates and Dolphin-class submarines. The order is entirely funded through the FMS program. Work will be performed at MTU’s factory in Brownstown Township, Michigan. Work under this contract is scheduled for completion by September 2019.
Italy’s F-35s have reached their initial operating capability, making it the first European country to do so. “This is an important day, since it is the first concrete integration of fourth and fifth generation aircraft,” General Alberto Rosso, the country’s Air Force chief, told media at Italy’s Amendola Air Base, located in the south, it’s home to 8 Italian JSFs. Italy is a Tier 2 partner in the F-35 program, and is host to a European Final Assembly and Check-Out (FACO) production line in Cameri. The country’s government recently decided that it will slow down its F-35 acquisitions, decreasing its intake from 10 to 6. Base commander Colonel Davide Marzinotto notes that upgrading the aircraft from Block 3i to Block 3F was a key to achieving the jet’s IOC. The Italian Air Force currently intends to buy a mix of A and B variants, 90 F-35s in total.
Poland plans to accelerate its replacement program of the air force’s Soviet-era aircraft. Fighter jets in service include RAC MiG-29 fighters and Sukhoi Su-22 ground-attack aircraft. The replacement program is part of the country’s Harpia requirement which intends to induct new fighter aircraft from 2024 onwards. Warsaw is reportedly looking for an aircraft that can perform a number of combat roles, including certain maritime operations and electronic warfare missions. Flight Global notes that Boeing may offer the F-15 or F/A-18E/F; Leonardo, acting on behalf of the Eurofighter consortium, will offer the Typhoon; Lockheed Martin could pitch the F-16 or F-35, and Saab could promote its Gripen E. The Polish government intends to complete the analytical and conceptual phase of the Harpia program by the end of February 2019, paving the way for starting the procurement process.
The Indian Navy (IN) agrees to lease one Akula-2 class SSN as part of an Inter-Governmental Agreement (IGA) signed with Russia. The $3.3 billion deal comes with a six-year refit and rebuild availability, that including nuclear reactor replacement and installation of India-made systems on board the vessel. The INS Chakra, India’s other Akula-2 submarine, is on ten-year lease totalling at $2.5 billion. The Chakra serves as a training vessel with secondary operational capabilities. The navy can now choose between two Akula-2 class submarines: the in 1989 launched K-391 Bratsk, or the K-295 Samara, launched in 1994. In August 2018 India successfully launched a nuclear capable SLBM from INS Arihant – India’s first indigenous nuclear submarine – completing the country’s nuclear triad.

The US Army is ordering another batch of Joint Light Tactical Vehicles from Oshkosh. Oshkosh will deliver 6,017 JLTVs at a cost of $1,7 billion. The JLTV program started in 2006, with the aim to develop a successor platform to the Humvee. The new platform provides more survivability from insurgent attacks such as road-side bombings and boasts a greater payload capacity and modularity. The agreement also includes the delivery 22,166 kits, which include installation and packaging kits. Work will take place in Oshkosh, Wisconsin, and is expected to be completed by September 2019.
Raytheon is receiving additional funding to support the Navy’s stockpiles of SM-2 and SM-6 Standard surface-to-air missiles. Awarded by the Naval Sea Systems Command, the $37,3 million cost-plus-fixed-fee modification provides for intermediate-level repair and maintenance work. The SM-2 Standard is a series of surface-to-air missiles deployed on guided-missile destroyers and cruisers, designed to engage enemy missiles and aircraft to ranges of up to 100 miles. The SM-6 IA ERAM is supersonic missile designed as a supplement to the SM-2. It is designed to target a variety of targets ranging from aircraft to ballistic missiles in their terminal phase of descent. Work will be split between Raytheon’s facilities in Tucson, Arizona; Camden, Arkansas and Huntsville, Alabama. Performance of the contract is set to run through November, 2019.

Qatar is requesting the purchase of a National Advanced Surface to Air Missile System (NASAMS) from the US. The $215 million deal has been approved by the State Department and pending approval by Congress. If approved the deal will see for the procurement of 40 AIM 120C-7 AMRAAM missiles, one spare missile guidance section, one spare control section and eight captive air training missiles. NASAMS is a medium-range, network-centric air defence system that can be deployed to identify and engage enemy aircraft, and to protect high-value assets and mass population centres against air-to-surface threats. The AIM 120C-7 is the most advanced AMRAAM approved for export beyond the USA. It features an improved seeker head, greater jamming resistance, and a slightly longer range than other versions. Other items including in the contract are missile containers, software for the AN/MPQ-64F1 Sentinel Radar, spares and other equipment and services. Main contractor will be Raytheon.
The US State Department is determined to approve a Foreign Military Sale to Egypt. Priced at $201 million the potential deal calls for the delivery of 46,000 M831A1 and M865 rounds and 10,000 APFSDS-T rounds. The 46,000 120mm Target Practice – Tracer (M831A1) and 120 mm Target Practice, Cone Stabilized, Discarding Sabot – (M865) rounds; and the 10,000 120mm 4th-Generation Kinetic Energy-Tungsten (KE-W) A4 Armor-Piercing Fin-Stabilized Discarding Sabot with Tracer (APFSDS-T) rounds, will replace older round models in the Egypt’s M1A1 Abrams ammunition inventory. Egypt will use those rounds to arm the tanks that are currently fighting the Islamic State in the Sinai peninsula. The training rounds will be used to ready M1A1 tank crews for operational deployments. This announcement supersedes another FMS request delivered to Congress on September 17, 2018. Work will be performed at General Dynamics-OTS’ St. Petersburg, Florida facility
The UK Army Air Corps’ Apache AH1 salvaging program is nearing its end. The last two of 14 Army attack helicopters will be delivered to the US where they will be dismantled; recovered material and components will then bye refused on newly build AH-64E Guardians. This effort is part of the UK MoD’s Apache Capability Sustainment Programme (CSP) which calls for the delivery of 50 new-build Apache Guardians at a price of $488 million. The FMS contract with Boeing was inked in May 2017 and includes the remanufacture of 38 Apache AH1s and a further 12 entirely new build Apache Guardians. The Apache Guardian attack helicopter is the latest version of the AH-64. It has a number of improvements and upgrades, including more powerful engines, upgraded transmission, a new fire control radar, new sensors, avionics and has improved night operation capabilities.
Japanese media suggest that Tokyo is preparing to order another 100 F-35 Joint Strike Fighters. The country’s MoD says that it needs more F-35s as replacement for its ageing F-15s, and government plans to approve the acquisition in its upcoming National Defense Program Guidelines. Japan currently has 42 F-35s on order which will succeed its fleet of 91 upgraded F-4 “Phantom Kai” fighters. by 2024.The additional 100 planes will replace half of Japan’s 213 F-15J Eagle air superiority fighters, this order will likely be mix of the A and B variants. To accommodate the F-35 B STOVL variant, Tokyo plans to overhaul and revamp one of its JS Izumo helicopter carrier to host the fighters. The total contract value is estimated to be around $9 billion.
South Korean aerospace and defense firm KAI is expected to unveil a prototype of its new light armed helicopter next month. Developed in a partnership with Airbus, the LCH-LAH will replace the ageing MD500s and 70 AH-1S Cobras flown by the South Korean Army. Based on the Eurocopter EC 155 helicopter, the LAH is designed to fly at a speed of upward of 324 kilometers per hour and have a range of some 905 km. Its maximum take-off load is 4.9 tons with the chopper to be equipped with a 20-mm gun and anti-armor guided missiles made locally. “Following the rollout of the LAH’s prototype next month, an engine test is scheduled in March next year and a maiden flight in May,” a KAI official told Korean media. The first operational LCH-LAH is expected to be delivered by the end of 2022.

Lockheed Martin is being contracted to mitigate the upcoming obsolescence of F-35 JSF essential semiconductors. Awarded by the Naval Air Systems Command, the $41.5 million firm-fixed-price delivery order provides for procurement of new Xilinx and Intel-Altera field programmable gate arrays (FPGAs). An FPGA is an integrated circuit designed to be configured by a customer or a designer after manufacturing. They are configurable computer processors with large amounts of logic gates and RAM blocks to implement complex digital computations. The devices can carry out any logical function similar to an application-specific integrated circuit. The F-35s communication, navigation, and identification friend or foe (IFF) avionics rely on FPGAs, as do other critical electronic subsystems aboard the advanced fighter aircraft. The contract combines purchases for the US Air Force, Marine Corps and Navy, as well as to FMS customers. Work will be performed at Lockheed’s facility in Fort Worth, Texas, and is expected to be completed in February 2019.
The US Navy is procuring a number of Identification Friend or Foe Interrogator (IFFI) units for its P-8A Poseidon aircraft. Telephonics will deliver up-to 50 IFFIs and their associated mounting trays at a cost of $15.1 million. This contract also includes purchases for partner countries and FMS customers. The AN/UPX-43 is a Mark XIIA monopulse and AIMS-certified IFF interrogator for command and control. It enables air traffic controllers and air defenders to identify military and civilian aircraft, verify forces as friendly, and determine their bearing and range. The first order under this IDIQ contract combines purchases for the Navy ($2.7 million) and for the British Royal Air Force ($900 million). Work will be performed at Telephonics’ factory in Farmingdale, New York, and is expected to be completed in November 2021.
Thales Air Traffic Management is being tapped to support worldwide aircraft deployment by the US military. The awarded firm-fixed-price contract option provides for 9 Deployable-Instrument Landing System (D-ILS) production units and has a value of $30.6 million. The highly mobile D-ILS units will be used in airfield environments to precisely guide pilots on their final approach during low-visibility or low-ceiling weather conditions. The Thales D-ILS essentially provides the equivalent of fixed-based Instrument Landing System capability at tactical airfields and environmentally diverse regions such as sites hit by natural disasters. The total cumulative face value of the contract is $126 million. Work will be performed in Clarksburg, Maryland, and is expected to be completed by September, 2020.

Israeli military officials are satisfied with the performance of the country’s Iron Dome air-defense system. Iron Dome is an effective, truck-towed mobile air defense system developed to counter very short range rockets and artillery shell (155mm) threats with ranges of up to 70km. During a recent escalation several militant organisations in the Gaza Strip launched a barrage of missile and mortar fire into Israel. From the 12th to the 13th of November about 460 107mm and 122mm short-range rockets and mortars were launched towards southern Israel. An IDF source told Jane’s that the Iron Dome batteries “performed in an excellent manner” by intercepting more than 100 projectiles heading towards civilian built-up areas in Israel.
The US State Department is determined to approve a FMS to NATO. Requested by the NATO Support and Procurement Agency the potential $320.5 million contract sees for the sale of various precision guided munitions kits. This includes the delivery of 2040 JDAM kits for GBU-31 2000 lbs and GBU-38 500lbs bombs. The contract further includes the delivery of required Munitions Adapter Units, Enhanced Computer Control Groups and Joint Programmable Fuzes for the weapon systems. Prime contractors Boeing and Raytheon will also provide NATO with laser kits, proximity sensors, Wireless Paveway Avionics Kit (WIPAK) interfaces and logistic services. This order will support following NATO members: Belgium, Czech Republic, Denmark, Finland, Greece, Hungary, Italy, Netherlands, Norway, Poland, Portugal, Spain and the United Kingdom. This sale increases the quantity of precision-guided munitions within NATO and allows for their pre-coordinated transfer in support of national and NATO requirements.
The Finnish government is concluding the pre-bid dialogue phase of its H-X contest which seeks to find a suitable replacement for the country’s fleet of 62 Boeing F/A-18C/Ds. During this phase the government held a series of talks with industry with the aim to outline the contract parameters and the industrial offset proposed for Finnish industry. Shortlisted companies include Boeing with its F-18 Super Hornet, Dassault with its Rafale, Lockheed Martin and its F-35 JSF, Saab’s Gripen and the Eurofighter Typhoon. Helsinki expect preliminary offers early next year, with improved bids leading to a final decision in 2021. First deliveries are expected to commence in 2025. Project manager Lauri Puranen wrote in a blog on the Finnish MoD website that “all the manufacturers have taken the challenge seriously and are striving to provide Finland with the best possible overall package,” adding that “none of the candidates have a better or worse status”.
Tokyo is ordering the RQ-4 Global Hawk high-altitude long-endurance (HALE) unmanned aerial vehicles (UAVs) from Northrop Grumman. The $489 million contract includes the delivery of three RQ-4 Block 30i air vehicles, two ground control elements, spares, support equipment and other program activities. Each UAV will contain an enhanced integrated sensor suite payload (EEIS). Developed by Raytheon, the EISS comprises an electro-optical/infrared (EO/IR) sensor, synthetic aperture radar imagery, and ground moving target indicator elements. The Global Hawk’s mission is to provide a broad spectrum of ISR collection capability to support joint combatant forces in worldwide peacetime, contingency and wartime operations. The Global Hawk provides persistent near-real-time coverage using imagery intelligence (IMINT), signals intelligence (SIGINT) and moving target indicator (MTI) sensors. Work will be performed at Northrop Grumman’s factory in San Diego and will run through September 2022.
The Royal Australian Air Force is fitting external fuel tanks on its C-130J Hercules aircraft in an attempt to boost its ability to perform a range of missions. The fuel tanks increase the fuel capacity of a Hercules from 19 tonnes to 27 tonnes. “Extra fuel is useful during Forward Arming and Refuelling Point operations, where the crew land and offload fuel to another aircraft, vehicle or storage tank,” Air Commodore William Kourelakos said in a statement. Flown by the Air Mobility Group, the effectiveness of the external tanks will be tested in December, where one C-130J will support Operation Christmas Drop in Guam. This involves the delivery of donated gifts to remote island communities in the West Pacific. “Some of these missions are to islands more than 2000km from Guam, where there’s very limited options to divert in the event of an emergency. Carrying that extra fuel would make some aspects of mission planning easier, allow crews to deliver to more island communities, or increase the amount of time loitering at a Drop Zone,” the Air Commodore concluded.
