France’s Harfang/ SIDM IUAV Program

Latest updates[?]: France’s Intelligence Online has reported that three EADS Harfang Unmanned Air Vehicles previously operated by the French Air Force have been transferred to Morocco. The transfer reportedly took place on January 26. The sale was worth around $48 million. The Israeli drones, manufactured by Israel Aerospace Industries, were transferred to Morocco via French defense company Dassault, The report said that an agreement on the deal was made between Israel and Morocco as far back as 2013, with the drones delivered in recent weeks. The drones are to be used to monitor terror groups in the southern part of the country and the Western Sahara area.The report said Morocco bought the drones after they were decommissioned from the French military, which used them for surveillance operations in Afghanistan.

EADS’ “Harfang”/ EAGLE/ SIDM (Systeme Interimaire de Drone MALE) UAV system was developed in conjunction with Israel Aerospace Industries, based on the Heron. It’s serving as an interim solution for France’s Medium Altitude, Long Endurance (MALE) UAV needs, and has been active in Afghanistan, Libya, and Mali. Where basing allows, it complements shorter range options like the Sperwer. In situations like Libya, where bases are more distant, it becomes France’s only deployable UAV.

France has a number of advanced UAV programs in development at the medium, heavy, and UCAV levels. A 2009 test of the jet-powered Barracuda UAV demonstrator in Canada, and development of the nEUROn UCAV (Unmanned Combat Air Vehicle) underscores the seriousness of those efforts, but they aren’t realistic fielding options in the near term. Bringing Home the BACN to Front-Line Forces

Latest updates[?]: Northrop Grumman won a $217.2 million modification, which provides for Battlefield Airborne Communications Node payload operation and support for payload equipment and services. Under the contract, Northrup Grumman will support payload equipment and services for the Battlefield Airborne Communications Node, a US Air Force relay and gateway system carried by the EQ-48 and Bombardier E-11A aircraft. The node enables real-time information flow across the battlespace in line-of-sight and beyond-line-of-sight operations. Work will take place in San Diego and at undisclosed overseas locations, with an expected completion date of January 23, 2021.

In late June 2009, the USAF awarded Northrop Grumman Defense Mission Systems Inc., of San Diego, CA an urgent requirement contract for its Battlefield Airborne Communications Node (BACN) System. Under current plans, Northrop Grumman will help the USAF deploy BACN in up to 4 “E-11” Bombardier BD-700 Global Express (see also BACN-modified photo) ultra-long-range business jets, and in up to 4 EQ-4B Global Hawk Block 20 UAVs, for sustained deployment through 2015.

BACN is an airborne communications relay that extends communications ranges, bridges between radio frequencies, and “translates” among incompatible communications systems. That may sound trivial, but on a tactical level, it definitely isn’t.

RQ-4 Euro Hawk UAV: Death by Certification

Latest updates[?]: The American State Department approved a possible Sale to the Republic of Korea for Contractor Logistics Support (CLS) for RQ-4 Global Hawk Block 30 Remotely Piloted Aircraft (RPS). The deal is worth $950 million. The contract would enable the Republic of Korea to sustain and operate its fleet of RQ-4 Block 30 remotely piloted aircraft and will significantly advance US interests in standardization with the Republic of Korea’s Armed Forces. In 2014 South Korea signed a deal to purchase Global Hawks with production starting in 2015 and delivery expected to start last year. Due to cyber security concerns, delivery was delayed. Northrop Grumman is the principal contractor on the contract.

Since the 9/11 terrorist attacks, the RQ-4 Global Hawk high-altitude, long-endurance (HALE) UAV has gone from a developmental platform to the next generation of American aerial reconnaissance. Flying at 60,000 feet, the RQ-4’s use their advanced synthetic aperture radar and other sensors to provide high-resolution images, unaffected by clouds or similar impediments. A larger RQ-4B model has been developed, and forms the backbone of current deliveries.

The transatlantic Euro Hawk project aimed to produce an RQ-4B with additional capabilities in signals intelligence collection (SIGINT), to complement its native ground surveillance capabilities. The 4-5 UAVs would provide the ability to detect and collect information from electronic intelligence (ELINT) radar emitters and communications emitters, and would be connected to ground stations that can receive and analyze the data. An MoU was signed in May 2006, followed by a firm system development contract on Jan 31/07. The Euro Hawk flew, and was performing on a technical level, but regulatory barriers killed the program in May 2013.

Digital Raven: Hand-Launched UAV Goes Binary

Latest updates[?]: Jane’s reports that Portugal received eight AeroVironment RQ-11B Raven Digital Data Link lightweight hand-launched tactical Unmanned Aircraft Systems. The Ravens were delivered on June 27, and will be delivered to Artillery Regiment No 5's Surveillance Systems Company. The NATO Support and Procurement Agency purchased the drones under a $5.9 million multiyear contract awarded on August 20, 2018. The Raven B is a lightweight and low-altitude, remote-controlled, man-portable UAV system designed and developed for the US Armed Forces. It performs intelligence, surveillance, target acquisition and reconnaissance operations. The Raven is hand-launched. It lands safely through auto-piloting without the need for landing gear and prepared landing strips. Portugal’s purchase includes 36 drones, 36 electro-optical/infrared payloads, 12 ground control stations, 36 EO payloads for training purposes, 12 initial spare parts kits, and 18 remote video terminals with radio systems, as well as a comprehensive training package.

The RQ-11 Raven is a 4.2-pound, backpackable, hand-launched UAV that provides day and night, real-time video imagery for “over the hill” and “around the corner” reconnaissance, surveillance and target acquisition.

Each Raven system typically consists of 3 aircraft, 2 ground control stations, system spares, and related services. The digital upgrades are still designated RQ-11Bs, but they enable a given area to include more Ravens, with improved capabilities. The secret? Using L-band spectrum more efficiently.

The Larks, Still Bravely Singing, Fly… Elbit’s Skylark UAVs

Latest updates[?]: Israeli defense company Elbit Systems could possibly net a $180 million drone deal with the Philippines Army, Globes reports. Sources apparently say, that the deal, which includes the Hermes 900, Hermes 450, Skylark 1, and Skylark 3 UAV, could possibly be signed in the next couple of weeks. The Philippine Army will use these UAVs for intelligence gathering, patrols, and border defense missions. The Army will adapt the drones to homeland and internal security missions for the Philippines, a country of many islands that faces terrorist threats. The Hermes 450 and Hermes 900 are multi-role drones used for long-range missions. Skylark 1 and Skylark 3 are tactical UAVS designed mainly for use by field units for real time observation and intelligence gathering missions. Skylark 3 is optimized for both dismounted and vehicle-based operation.

Elbit’s Skylark-I mini-UAV has become a popular choice for portable “over the hill” surveillance, as nations like Israel, Australia, Canada, France, Mexico, Poland, Sweden, et. al. adopt it for battlefield use. Bental’s electric propulsion system using brushless permanent magnetic motors is an especial benefit to Skylark operators, as its silent operation avoids warning enemy targets of its presence.

In an effort to build on that success, Elbit soon introduced the larger Skylark-II for battalion level UAV operations, fired from a rail launcher mounted on small wheeled vehicles rather than launched by hand. In exchange for the launcher requirement and a doubling of the crew size to 2, the Skylark-II gains a mission radius of 50-60 km instead of 10 km, and the ability to mount larger sensor packages. Awards soon followed from sources as varied as Popular Science and industry analysts Frost & Sullivan – but awards don’t pay the bills. Fortunately, orders have followed.

Apres Harfang: France’s Next High-End UAVs

Latest updates[?]: In order of coping with expanding air vehicle inventory, the French Air Force is introducing a new UAV pilot training. The French Air Force is planning to have 24 MQ-9 Reaper MALE UAVs operational by 2030, generating a requirement for 80 to 100 crews. To cope with this expansion the service will establish a new course into its flying schools. Students will fly the Cirrus light aircraft and the Grob 120 basic trainer before moving on UAV Operational Conversion Squadron and the 1/33 Belfort to acquire the particular tactical know-how required to operate the Reapers. The MQ-9 Reapers are remotely piloted vehicles and the first hunter-killer UAVs designed for long-endurance, high-altitude surveillance. Up until now the 1/33 Belfort UAV Squadron flew five GA-ASI MQ-9 Reapers. The first two Reapers to enter French service are designated Block 1 and use US equipment.

France is wondering what to do about its next high-end UAV buy. They bought mini-UAVs off the shelf, but turned to a build-in-partnership approach for their current set of Predator-class Medium Altitude, Long Endurance (MALE) machines. That sacrificed some fielding speed and cost more, in order to build the industrial capabilities of key French firms. Unfortunately, their Harfang/ SIDM IUAV Program to field an IAI Heron derivative hit some snags. Harfangs have been very useful in several conflicts now, but the fleet isn’t keeping up with France’s growing land and naval needs. Which leads to the question: what’s next?

The answers to that question remain unclear, several years after French efforts began. What is becoming clear is that France needs UAVs of this type. By mid-2013 a request for MQ-9s came. Will it be more than a stopgap?

Reap and Sow… The British RAF’s MQ-9 RPAS

Latest updates[?]: The US Air Force Life Cycle Management Center contracted General Atomics Aeronautical Systems $9.2 million for the UK MQ-9 Reaper contractor logistics support effort. The deal provides for ongoing sustainment of the UK MQ-9 fleet. The MQ-9 Reaper is a remotely piloted medium-altitude, long endurance aircraft designed for Intelligence, Surveillance, Target Acquisition and Reconnaissance, and attack missions. The UK purchased two MQ-9A Reapers in 2006 and a third one in 2007. The same year, the drones began operations against the Taliban in Afghanistan. By May 2011, five Reapers were in operation and a further five on order. This week, MAG Aerospace won $11.4 million for ongoing sustainment, management, development and network administration of the UK MQ-9 Reaper Operations Centers. The Netherlands also procured four MQ-9 systems from the US Air Force at the beginning of the week. General Atomics will perform work under the current contract at multiple stateside and international locations, and is expecting to be finished by June 30, 2019. The award involves 100 percent foreign military sales to the government of the United Kingdom.

WIN-T: US Army’s Connection to the Global InfoGrid

Latest updates[?]: The Defense Logistics Agency contracted General Dynamics $93 million for the Warfighter Information Network-Tactical (WIN-T) Increment 1 system. The WIN-T Increment 1 was originally known as the JOINT Network Node Network program and is the Army’s high-speed, high-capacity tactical communications network to distribute classified and unclassified information by means of voice, data, and real-time video. Increment 1 is a stationary network for command posts and units. It provides a full range of at-the-halt data, voice, and video communications. Work under the five-year-contract will take place in Massachusetts and is scheduled to be completed by March 24, 2024.

As the Army’s tactical portion of the USA’s Global Information Grid (GIG) network, Warfighter Information Network-Tactical (WIN-T) is designed to help deployed forces tap into that global network and its databases, collectors, and connections to national agencies. At present, this requires multiple private networks, or outright forward deployment of representatives from the agencies in question. If it can be done at all.

WIN-T has absorbed the program formerly known as the Joint Network Node, and another 3 fielding increments will gradually add key capabilities to the system. Increment 1/ JNN is widely fielded, Increment 2 is being fielded, and R&D contracts are beginning fleshing out Increment 3.

One for All: AAI Textron’s UAV Control System (UGCS/OSVRT)

Latest updates[?]: The US Army Contracting Command awarded Textron Systems with a $7.1 million contract modification for contractor logistics support of the One System Remote Video Terminal (OSRVT) for Australia. The OSRVT delivers dismounted troops full-motion video and telemetry from the aircraft’s payload, just as it can be seen from the ground control station. It is able to receive information from a very wide range of UAVs and sources. The modification is part of the Foreign Military Sales (FMS) program. Work will be performed in Hunt Valley, Maryland and is expected to be completed by May 7 this year.

Can the Army create a universal ground control system for UAVs? The ability to use hundreds of comparatively cheap UAVs from different manufacturers has been a blessing to ground forces, who finally have the comprehensive aerial coverage they want. It can also be a curse. If each system has its own unique controller and vehicle – or worse, its own receiver and screen – the result will be chaos.

The UK’s Watchkeeper ISTAR UAV

Latest updates[?]: The British Royal Air Force (RAF) holds its annual Cobra Warrior exercise in September at Coningsby Air Base in Lincolnshire and it features a premiere: Israeli Air Force aircrew and fighter jets are to take part in a joint exercise with the Royal Air Force in Britain for the first time. The exercise is the culmination of the advanced Qualified Weapons Instructor course, and usually also includes crew and aircraft from other allied air forces who fly together with the British teams in complex combat scenarios. Last year, German and Italian aircraft joined the RAF. Recent British-Israeli defense cooperation has included the training of British personnel on the use of Israeli weapons systems acquired by Britain: the Watchkeeper WK450 drone, the Exactor ground-based missile, and the Litening targeting pod carried by RAF Typhoon and Tornado aircraft.

Britain’s Watchkeeper Unmanned Aerial Vehicle Program aims to give the Royal Artillery an advanced mid-range UAV for surveillance – and possibly more. Watchkeeper will be an important system, working within a complementary suite of manned (vid. ASTOR Sentinel R1) and unmanned (Buster, Desert Hawk, MQ-9 Reaper) aerial Intelligence Surveillance Target Acquisition Reconnaissance (ISTAR) systems. This will make it a core element of the UK Ministry of Defence’s Network-Enabled Capability strategy.

The initial August 2005 contract award to Thales UK’s joint venture was worth around GBP 700 million, but that has risen, and the program expected to create or sustain up to 2,100 high-quality manufacturing jobs in the UK. The Watchkeeper platform is based on Elbit Systems’ Hermes 450 UAV platform, which is serving as a contractor-operated interim solution on the front lines of battle.
