DDG Type 45: Britain’s Shrinking Air Defense Fleet

Latest updates[?]: MBDA announced it will for the first time pair a CAMM (Common Anti-Air Modular Missile) missile with an upgraded Sea Viper command and control (C2) system on board the Royal Nay’s Type 45 destroyers. CAMM offers both close-in and local-area air defence, and will complement Aster 30, strengthening the anti-air defence capability of the Royal Navy.

Daring Class

The 5,200t Type 42 Sheffield Class destroyers were designed in the late 1960s to provide fleet area air-defense for Britain’s Royal Navy, after the proposed Type 82 air defense cruisers were canceled by the Labour Government in 1966. Britain built 14 of the Type 42s, but these old ships are reaching the limits of their operational lives and effectiveness.

To replace them, the Royal Navy planned to induct 12 Type 45 Daring Class destroyers. The Daring class would be built to deal with a new age of threats. Saturation attacks with supersonic ship-killing missiles, that fly from the ship’s radar horizon to ship impact in under 45 seconds. The reality of future threats from ballistic missiles, and WMD proliferation. Plus a proliferation of possible threats involving smaller, hard to detect enemies like UAVs. Overall, the Type 45s promise to be one of the world’s most capable air defense ships – but design choices have left the cost-to-value ratio uncertain, and limited the Type 45s in other key roles. A reduced 6-ship program moved forward.

Pave Hawks – New Combat Rescue Helicopter

Latest updates[?]: Sikorsky won a $25.8 million deal for the repair/overhaul of the refueling probes on the HH-60G helicopter. The HH-60G Pave Hawk is the US Air Force’s primary combat search and rescue helicopter used by Air Force special tactics teams and pararescuemen. The Pave Hawk is a highly modified version of the Army Black Hawk helicopter which features an upgraded communications and navigation suite that includes integrated inertial navigation/global positioning/Doppler navigation systems, satellite communications, secure voice, and Have Quick communications. Work will take place in Connecticut. Expected completion is in May 2026.

In 2006 the US Air Force awarded Boeing a contract worth north of $10 billion for 141 HH-47 combat search-and-rescue helicopters, but by mid-2009 the CSAR-X program was cancelled during its System Development and Demonstration (SDD) phase by the Pentagon. At the time Secretary of Defense Robert Gates wrote that this program had “a troubled acquisition history and raises the fundamental question of whether this important mission can only be accomplished by yet another single-service solution.”

That cancellation may have been warranted, but the underlying operational constraints are increasing as years go by, with a tentative replacement for aging helicopters that keeps slipping. In 2012, the Air Force got the green light to take another crack at it. The competition narrowed to a single bidder, and after wobbly budgetary announcements, the program was greenlighted. By the end of 2014 it was officially designated as HH-60W.

Nothing but Netz: Used F-16s for Romania

Latest updates[?]: The final Lockheed Martin F-16 Fighting Falcon combat aircraft acquired by Romania from Portugal was delivered to the eastern European nation on March 25. NATO’s Allied Air Command announced that the 17th aircraft was delivered to Borcea Air Base. This completed an order that commenced in 2016 when Romania acquired 12 F?16AM/BM Block 15 fighters (nine single-seat and three twin-seat), with a further five F-16s (four single-seat and one twin-seat) following for a final tally of 17.

MiG-21 ‘Lancer’

The MiG-21 is reaching the end of its service life, but it can still be effective for a little while. India’s refurbished MiG-21 ‘Bisons’ combined Russian, Indian and Israeli technology to excellent effect in the COPE India 2004 and 2005 exercises with the USAF, and there’s even a Russian-Israeli MiG-21 2000 variant that exists for general sale. Israeli companies have made something of a specialty of refurbishing both Western and Soviet fighters with modern radars, avionics, and Israeli weapons like the Python air-air missile, giving the systems new life. An all-Israeli effort was undertaken for Romania, in order to create Romania’s MiG-21 ‘Lancers’ via upgrade.

The question is what comes next. In 2005, rumor had it that the success of those efforts had led to a more ambitious fighter deal between Israel and Romania for upgraded Cheyl Ha’Avir F-16A/Bs – but that deal appears to have fizzled for unknown reasons. Other firms entered the mix, including Saab with its JAS-39 Gripen and, surprisingly, EADS’ Eurofighter. Then the USA appeared to have flown away with the fighter replacement deal – but, not so fast.

AMDR: Raytheon Wins Dual-Band Radar, Pending Protest

Latest updates[?]: Work to integrate the AN/SPY-6 radar on the new Aegis Flight III guided-missile destroyer, the future USS Jack H. Lucas (DDG 125), has started. Installation is being carried out at the Huntington Ingalls Industries shipyard in Pascagoula, Mississippi. “As the future USS Jack Lucas takes shape, we are at the cusp of a new era for detection and discrimination of threats and decision-making at sea,” said Capt. Jason Hall, program manager for Above-Water Sensors for the US Navy’s Program Executive Office for Integrated Warfare Systems. “SPY-6 will fill critical mission gaps and enable precision operations in jammed and cluttered environments like never before.”

The US Navy’s Dual-Band Radar that equips its forthcoming Gerald R. Ford class super-carriers replaces several different radars with a single back-end. Merging Raytheon’s X-band SPY-3 with Lockheed Martin’s S-band VSR allows fewer radar antennas, faster response time, faster adaptation to new situations, one-step upgrades to the radar suite as a whole, and better utilization of the ship’s power, electronics, and bandwidth.

Rather than using that existing Dual-Band Radar design in new surface combatant ships, however, the “Air and Missile Defense Radar” (AMDR) aims to fulfill DG-51 Flight III destroyer needs through a new competition for a similar dual-band radar. It could end up being a big deal for the winning radar manufacturer, and for the fleet. If, and only if, the technical, power, and weight challenges can be mastered at an affordable price.

Top Falcons: The UAE’s F-16 Block 60/61 Fighters

Latest updates[?]: International Enterprises won a $12.5 million requirements contract requirements contract for F-16 modular low power radio frequency (MLPRF) and dual mode transmitter (DMT) repairs. This contract provides for the repair of both MLPRF and DMT, which function as part of the radar systems of each F-16 C/D aircraft. The General Dynamics F-16 Fighting Falcon is a single-engine supersonic multirole fighter aircraft originally developed by General Dynamics for the USAF. One of the most versatile aircraft in the US Air Force inventory, the F-16 Fighting Falcon has been the mainstay of the Air Force aerial combat fleet. With over 1,000 F-16s in service, the platform has been adapted to complete a number of missions, including air-to-air fighting, ground attack and electronic warfare. Work will take place in Alabama. Estimated completion date is December 6, 2025.

The most advanced F-16s in the world aren’t American. That distinction belongs to the UAE, whose F-16 E/F Block 60s are a half-generation ahead of the F-16 C/D Block 50/52+ aircraft that form the backbone of the US Air Force, and of many other fleets around the world. The Block 60 has been described as a lower-budget alternative to the F-35A Joint Strike Fighter, and there’s a solid argument to be made that their performance figures and broad sensor array will even keep them ahead of pending F-16 modernizations in countries like Taiwan, South Korea, and Singapore.

The UAE invested in the “Desert Falcon’s” development, and the contract reportedly includes royalty fees if other countries buy it. Investment doesn’t end when the fighters are delivered, either. Money is still needed for ongoing training, fielding, and equipment needs – and the UAE has decided that they need more planes, too. USN Ship Protection: From “Slick 32s” to SEWIP

Latest updates[?]: Lockheed Martin won a $14.1 million contract modification for AN/SLQ-32(V)6 design agent engineering services. The AN/SLQ-32 is a shipboard electronic warfare suite built by Raytheon and the Hughes Aircraft Company. It is currently the primary electronic warfare system in use by US Navy ships. AN/SLQ-32(V)6, the latest fielded variant of the AN/SLQ-32, incorporates receiver, antenna and combat system interface upgrades developed under the SEWIP Block 2 ACAT II program and adds the High Gain High Sensitivity adjunct sensor developed under the SEWIP Block 1B3 ACAT II program. Work will take place in Syracuse, New York, and is expected to be completed by November 2021.

“Slick 32”

The US Navy’s AN/SLQ-32 ECM (Electronic Countermeasures) system uses radar warning receivers, and in some cases active jamming, as the part of ships’ self-defense system. The “Slick 32s” provides warning of incoming attacks, and is integrated with the ships’ defenses to trigger Rapid Blooming Offboard Chaff (RBOC) and other decoys, which can fire either semi-automatically or on manual direction from a ship’s ECM operators.

The “Slick 32” variants are based on modular building blocks, and each variant is suited to a different type of ship. Most of these systems were designed in the 1970s, however, and are based on 1960s-era technology. Unfortunately, the SLQ-32 was notable for its failure when the USS Stark was hit by Iraqi Exocet missiles in 1987. The systems have been modernized somewhat, but in an era that features more and more supersonic ship-killing missiles, with better radars and advanced electronics, SLQ-32’s fundamental electronic hardware architecture is inadequate. Hence the Surface Electronic Warfare Improvement Program (SEWIP).

SSBN-X Subs: Congressmen Promote Refresh, Have Sub Bases in Districts

Latest updates[?]: The US Navy awarded General Dynamics Electric Boat a $9.5 billion contract modification for the construction and test of the lead and second ships of the Columbia Class. The contract modifies a $5 billion deal awarded in 2017. It exercises an option to test the ships and to provide design and engineering support. „This modification to the integrated product and process development (IPPD) contract supports the fiscal 2021 construction start of the lead ship (SSBN 826) and advance procurement, advance construction, coordinated material buys and full construction of the follow hull (SSBN 827) in fiscal 2024“, the Pentagon said in a statement. The original contract was for design completion for the Columbia-class ballistic missile submarines, which are meant to replace the Navy's current force of 14 aging Ohio Class boats. The Columbia Class is an upcoming class of nuclear submarines. General Dynamic subsidiary Electric Boat in collaboration with Newport News Shipbuilding are construction the Columbia Class ballistic missile submarines (SSBNs) for the US Navy. Work under the contract modification will take place in Connecticut, Virginia and Rhode Island. Estimated completion will be by April 2030.

The US Navy needs new SSBN nuclear missile submarines. Their existing Ohio Class boats will begin to retire at a rate of 1 hull per year, beginning in 2027, as they reach the end of their 42-year operational lifetimes. Hence SSBN-X, also known as the Ohio Replacement Program for now.

The first step toward recapitalization involved a new Common Missile Compartment and Advanced Launcher for current and future nuclear missiles. The next step involves finalizing a design that can serve effectively to 2080, without destroying the US Navy’s shipbuilding budget in the process. Good luck with that one, but they have to to try. The maintenance of the USA’s nuclear deterrent is too important, in a world where nuclear weapons are proliferating.

Next-Stage C4ISR Bandwidth: The AEHF Satellite Program

Latest updates[?]: Lockheed Martin announced that the AEHF-5 protected communication satellite is now in transfer orbit. The launch on August 8 was successful and the AEHF-5 is now responding to the US Air Force's 4th Space Operations Squadron’s commands. According to Lockheed, the squadron began "flying" the satellite shortly after it separated from its United Launch Alliance Atlas V 551 rocket approximately 5 hours and 40 minutes after the rocket's successful 6:13 am ET liftoff. The Advanced Extremely High Frequency 5 or AEHF-5 satellite is the fifth addition to the Air Force’s Advanced Extremely High Frequency constellation. The satellites are built by Lockheed Martin and are used to relay secure communications for the Armed Forces of the United States, the United Kingdom, Canada, and the Netherlands. The first AEHF satellite was launched in 2006 and the most recent, the AEHF-4 in October 2018. The sixth and final AEHF satellite is expected to launch later this year.

The USA’s new Advanced Extremely High Frequency (AEHF) satellites will support twice as many tactical networks as the current Milstar II satellites, while providing 10-12 times the bandwidth capacity and 6 times the data rate transfer speed. With the cancellation of the higher-capacity TSAT program, AEHF will form the secure, hardened backbone of the Pentagon’s future Military Satellite Communications (MILSATCOM) architecture, with a mission set that includes nuclear command and control. Its companion Family of Advanced Beyond-line-of-sight Terminals (FAB-T) program will give the US military more modern, higher-bandwidth receiving capabilities, and add more flexibility on the front lines. The program has international components, and partners currently include Britain, Canada, and the Netherlands.

Taiwan’s Force Modernization: The American Side

Latest updates[?]: Taiwan’s National Chung-Shan Institute of Science and Technology (NCSIST) is under pressure from the military to complete the Initial Operational Test & Evaluation of its Hai Chien 2 anti-air missile by this year. The Navy wants to start limited production of the missile from March next year so that the Tuo Chiang Class corvettes can have an anti-air capability. Unfortunately for NCSIST, the institute has run into problems integrating the missile with air defense radar. To meet the deadline by next year, it has to start shipborne testing in the next few months. So far, the missile has only been fired at sea once in 2014. Another effort to have the missile fired from the Mk 41 VLS is also delayed as the indigenous Hsun Lien naval combat systems is behind schedule.
Taiwan military

Despite China’s ominous military buildup across the strait, key weapons sales of P-3 maritime patrol aircraft, Patriot PAC-3 missiles, and diesel-electric submarines to Taiwan had been sabotaged by Taiwanese politics for years – in some cases, since 1997. The KMT party’s flip-flops and determined stalling tactics eventually created a crisis in US-Taiwan relations, which finally soured to the point that the USA refused a Taiwanese request for F-16C/D aircraft.

That seems to have brought things to a head. Most of the budget and political issues were eventually sorted out, and after a long delay, some major elements of Taiwan’s requested modernization program appear to be moving forward: P-3 maritime patrol aircraft, UH-60M helicopters, Patriot missile upgrades; and requests for AH-64D attack helicopters, E-2 Hawkeye AWACS planes, minehunting ships, and missiles for defense against aircraft, ships, and tanks. These are must-have capabilities when facing a Chinese government that has vowed to take the country by force, and which is building an extensive submarine fleet, a large array of ballistic missiles, an upgraded fighter fleet, and a number of amphibious-capable divisions. Chinese pressure continues to stall some of Taiwan’s most important upgrades, including diesel-electric submarines, and new American fighter jets. Meanwhile, other purchases from abroad continue.

Singapore’s Steps: Modernizing the RSAF’s F-16 Fleet

Latest updates[?]: Lockheed Martin Corp. won a $67.6 million contract modification for upgrading Singapore’s F-16s. The aircraft are equipped with with Advanced Medium Range air-to-air missiles linked to a DASH-3 Mounted Sight. The deal modifies a contract awarded in 2015 with options that, if exercised, would bring the total value of the contract to $980.4 million. Upgrades for 60 of Singapore's F-16C/D Block 52 Fighting Falcon fighter jets were approved earlier that year through the US Foreign Military Sales program. Work will take place in Fort Worth, Texas and in Singapore. Estimated completion date is June 30, 2023.

In September 2013, Singapore confirmed its much-anticipated intent to upgrade its F-16C/Ds with improved radars and other changes. By January 2014, that was a published DSCA request. There’s no firm timeline just yet, but the proposal is part of wider-ranging military improvements underway in Singapore. It’s also seen as an early example to many other F-16 operators around the world, who respect Singapore’s as a discerning buyer and may wish to do the same thing.

That decision is expected to launch at least 2 fierce competitions. One will be between Lockheed Martin and BAE Systems. The other will be between Raytheon and Northrop Grumman.
