The UK’s Watchkeeper ISTAR UAV

Latest updates[?]: The British Royal Air Force (RAF) holds its annual Cobra Warrior exercise in September at Coningsby Air Base in Lincolnshire and it features a premiere: Israeli Air Force aircrew and fighter jets are to take part in a joint exercise with the Royal Air Force in Britain for the first time. The exercise is the culmination of the advanced Qualified Weapons Instructor course, and usually also includes crew and aircraft from other allied air forces who fly together with the British teams in complex combat scenarios. Last year, German and Italian aircraft joined the RAF. Recent British-Israeli defense cooperation has included the training of British personnel on the use of Israeli weapons systems acquired by Britain: the Watchkeeper WK450 drone, the Exactor ground-based missile, and the Litening targeting pod carried by RAF Typhoon and Tornado aircraft.

Britain’s Watchkeeper Unmanned Aerial Vehicle Program aims to give the Royal Artillery an advanced mid-range UAV for surveillance – and possibly more. Watchkeeper will be an important system, working within a complementary suite of manned (vid. ASTOR Sentinel R1) and unmanned (Buster, Desert Hawk, MQ-9 Reaper) aerial Intelligence Surveillance Target Acquisition Reconnaissance (ISTAR) systems. This will make it a core element of the UK Ministry of Defence’s Network-Enabled Capability strategy.

The initial August 2005 contract award to Thales UK’s joint venture was worth around GBP 700 million, but that has risen, and the program expected to create or sustain up to 2,100 high-quality manufacturing jobs in the UK. The Watchkeeper platform is based on Elbit Systems’ Hermes 450 UAV platform, which is serving as a contractor-operated interim solution on the front lines of battle.

France’s PA2/CVF Carrier Project: What will it be?

Latest updates[?]: The French procurement office and the Navy are currently in the process of building a basic frame of reference for France's future aircraft carrier. Defense News reports that the Direction Générale de l’Armement (DGA) and the Navy have been working on a “reflection for definition studies,” with those studies required to launch the carrier project. The studies will outline the future carrier's must have capabilities including the embarkment of Rafale fighter jets, its successors and UAVs. A first study was launched on August, examining lessons learned on aircraft carriers in operation and the second study will focus on technology and overall architecture. The overall dossier comprising the two studies is expected to be completed at the end of 2019 or early 2020, and will allow the authorities to decide the capabilities of the ship. Fance has been interested in building another aircraft carrier for many years, however it cancelled its promising PA2/CVF carrier project due to financial constraints back in 2013.

Throughout most of the Cold War period, France maintained two aircraft carriers. That changed when the FNS Foch, the last Clemenceau Class carrier, was retired in November 2000 (it now serves the Brazilian Navy as the Sao Paolo). As Strategis notes, France has lacked the capacity to ensure long-distance air coverage during the FNS Charles de Gaulle’s maintenance cycles or during other periods when the carrier is not available for active duty (approximately 35% of the time). In 2015, the ship will be taken out of service for an extensive maintenance overhaul. Despite a slippage in initial construction dates from 2005 to 2007-2008, the French still hope to take delivery by 2014 so the new ship can be operational by the time their sole operational aircraft carrier goes off line for repairs.

That was the original idea, anyway. Recent developments once again cast doubt on the PA2’s future. The time for a decision was postponed to 2011, but in 2013, DCNS was still waiting, and became increasingly clear France couldn’t afford a second carrier. In fact, the firm is taking its case to the export market. Who might be interested within the next decade is unclear.

I Think I CAMM: Britain’s Versatile Air Defense Missile

Latest updates[?]: Missile consortium MBDA is looking to sell its Sea Ceptor naval air defense system to Finland as part of efforts to help arm the latter's fleet of Squadron 2020 corvettes. The firm's offer is based on its Common Anti-air Modular Missile (CAMM), and is being made through the three companies—Atlas Elektronik, Lockheed Martin Canada and Saab—currently on the short list to supply the combat management system to the Finnish authorities. Speaking to Defense News, Paul Stanley, MBDA vice president for northern Europe, said that bidders for the CMS deal will propose an “air defense system as part of a package, with recommendations,” after which Finnish authorities will then “make a selection.” That indirect approach in the tender leaves the missile maker relying on the combat systems integrator, which is expected to offer Raytheon's Evolved Sea Sparrow Missile (ESSM) and Barak from Israel, he said. The Sea Ceptor system has already been certified and installed on three of the British Royal Navy's Type 23 frigates and will be installed on the service's next generation Type 26 and Type 31 frigates. Exports have also been secured for new Zealand, Chile, and Brazil, while Spain is also looking to conduct a study for its own Sea Ceptor package. MBDA has also teamed with Lockheed Martin to develop a lightweight version of the MK41 launcher for CAMM, known as the extensible lightweight launcher (ExLS), which is intended to fit on smaller naval vessels.

Britain’s Royal Navy currently uses Seawolf missiles as the primary air defense system for its Type 23 frigates. They’re updated versions of a missile that was used during the 1982 Falklands War, but modern threats demand more. Britain also needs to equip its Type 26/27 Global Combat Ship frigate replacements, and could use an option that raises the number of air defense missiles carried by its Type 45 air defense destroyers.

The answer to all of these problems is being developed as one component of Britain’s GBP 4 billion, 10-year “Team Complex Weapons” partnership with MBDA. It’s a quad-packable, intermediate-range air defense missile with its own active radar guidance, which re-uses a number of features and technologies from British fighter jets’ AIM-132 ASRAAM short-range air-to-air missile. Not only will it serve on British ships, but it’s set to field as an Army air defense missile, and may even fly on future British fighters.

Australia’s A$ 450M-600M LAND 17 Artillery Replacement

Latest updates[?]: Rheinmetall announced Wednesday the receipt of a USD$77 million contract to supply various types of its Assegai ammunition, fuses and propelling charges to the government of Australia. The order falls under the Land 17 Phase 1C.2 Future Artillery Ammunition project and includes options for additional five-year periods as well as war reserve stocks. First deliveries will occur during the year with a second lot coming in 2019. The order marks the first time that Assegai ammo will be used on the M777A2 field howitzer, a platform that is also in use with Canada and the United States.

In February 2006 the Australian Government gave first pass approval for the replacement of the ADF’s current 105mm and 155mm artillery pieces with new, more capable, artillery systems that feature improved mobility, protection, range and accuracy. Current systems are all towed, and include the aged 105mm M2A2, the L119 Hamel 105mm Field Gun, and the M198 155mm Howitzer. Options for replacing them include a mix of self-propelled artillery systems and lightweight towed artillery systems under an A$ 450-600 million project known as LAND 17. The project will also examine advanced high precision munitions and a networked command and fire control system.

So, how does this project fit into Australia’s larger defense plans? What’s the expected program timeline? And who are the declared and potential contenders? Modernizing Canada’s Halifax Class Frigates

Latest updates[?]: Raytheon Canada will overhaul and provide in-service support for the Royal Canadian Navy's Phalanx Close-In Weapon Systems. Valued at CAD$330 million (USD$260.1 million), the deal tasks Raytheon with providing "maintenance, fleet technical support, repair and overhaul services on the Phalanx mounts which will ensure the systems are ready to address current and emerging threats." Work will take place at Raytheon Canada's Calgary facility. The deal follows an award reported earlier this month for Raytheon to upgrade the radars used on the RCN's Phalanx CIWS.

Launched between 1988-1995, and commissioned between 1992-1996, Canada’s 12 City Class (now Halifax Class) frigates currently form the high end of its naval capabilities. The Canadian Navy has declined drastically from its post-WWII status as the world’s 4th largest navy, and the Halifax Class itself is finding that its open-ocean design is not suited to cope with modern littoral threats and improving anti-ship missiles. Replacement vessels are still many years away, which means that the 4,750t frigates will need to be modernized within the limits of their design if they are to remain effective.

Canada’s government has decided to fund that modernization, much as Australia and New Zealand are modernizing the Halifax Class’ ANZAC Frigate contemporaries. Refits are scheduled to begin with HMCS Halifax in 2010, and that ship is scheduled to re-enter service about 18 months later in 2012. By 2017, all 12 frigates are scheduled to be upgraded as part of a C$ 3.1 billion (about $2.9 billion) program. Hydra, Awakened: Guided Air-Ground Rockets

Latest updates[?]: * General Dynamics Ordnance and Tactical Systems has been awarded a $60 million US Army contract modification to an earlier 2014 award for additional Hydra-70 air-to-ground rocket systems. The rockets will be for US combat aircraft and for customers of the US Foreign Military Sales (FMS) program. The unguided 2.75"/70mm Hydra-70 air-to-ground rocket comes in a wide variety of warhead configurations and is used by a variety offixed-wing and rotary aircraft, including Apache and Cobra attack helicopters, F-16 Fighting Falcons and aircraft of other nations.

Sen. Leahy’s [D-VT] worked in the mid-2000s to keep the Hydra 70mm rocket family alive through special appropriations, just in time for the Hydras’ potential on the battlefield to rise again. The key was the addition of low-cost precision guidance, which would expand the number of precision weapons carried by helicopters, aircraft, and even UAVs.

Over the last few years, the US Army’s 2nd attempt at an APKWS 70mm guided rocket had a near-death experience, before righting the program with Navy funding. Meanwhile, private development efforts are introducing new competitors into the precision-guided rocket space: Lockheed Martin, Thales TDA, and a raft of international partnerships involving major defense firms and partners in Korea, the UAE, Canada/Norway, and Israel. Swiss Spend $$ on Updating Master Radars to keep FLORAKO Running

Latest updates[?]: Thales will update the master radars for the Swiss Air Force in a deal worth $78.90 million. The five-year upgrade is part of a life extension project to keep the former's FLORAKO system running until the 2030s. Thales said the project will involve development of a new radar signal and upgrading the radar's data processing and antenna system.

ThalesRaytheonSystems (TRS) received $120 million in contracts from the Swiss defense procurement agency, ARMASUISSE, to provide the Swiss Air Force with advanced Link-16 connectivity for their fighter aircraft.

The funding represents a continuation of work by TRS on the FLORAKO command and control program. Phase VII will add voice and data transmission over an encrypted link, nation-wide Link-16 coverage, allow aircraft to acquire Link-16 information before take-off, and incorporate multifunctional information distribution system (MIDS) technology. USA: $162.7M for Sentinels to Watch the Skies

Latest updates[?]: Egypt is to receive eight Sentinel AN/MPQ-64F1 radars following the foreign military sale approval by the US State Department. The package, including training and other associative equipment, is estimated to cost $70 million. Once delivered, the Sentinels will work toward improving existing Egyptian air-defense capabilities following a series of aviation disasters over the last year.

In September 2011, Thales Raytheon Systems in Fullerton, CA received a $162.7 million firm-fixed-price contract for 56 Sentinel AN/MPQ-64A3 radars, along with associated spares and fielding support. Work will be performed in Fullerton, CA, and Forest, MS, with an estimated completion date of June 1/14. One bid was solicited, with one bid received. The U.S. Army Contracting Command, Redstone Arsenal, AL manages the contract (W31P4Q-11-C-0301).

Their Sentinel radar was to be an integral part of the SL-AMRAAM surface to air missile system, until the US Army decided to assume more battlefield risk and cancel it. Even so, the X-band Sentinel pulse-doppler 3D radars can detect a wide variety of aerial targets, and are being bought for forward area air defense units of the U.S. Army and USMC. Raytheon refers to this buy as Improved Sentinel radars (MPQ-64F1), and conversations with Raytheon personnel confirm that the Pentagon’s “MPQ-64-A3” is the same radar. They also confirm its ability to pinpoint the origin of mortar and artillery fire, and note that its effective range has tripled over the original Sentinel, to 120 km/ 75 miles. Cargo HMMWVs are used as the companion/ towing vehicle, and are equipped with the requisite generator to provide power for the radar.

Iraq’s New Integrated Air Defense System

Latest updates[?]: The US State Department has cleared potential foreign military sale (FMS) for AC-208 sustainment, logistics, and spares support to the government of Iraq. Contained in the $181 million deal is a five-year sustainment package for its AC/RC-208 fleet that includes: operational, intermediate, and depot-level maintenance; spare parts; component repair; publication updates; maintenance training; and logistics. This will allow the Iraqi Air Force (IqAF) to continue to operate its fleet of eight C-208 light attack and Intelligence, Surveillance, and Reconnaissance (ISR) aircraft beyond the June 2016 end of its existing CLS contract.

The US may have left Iraq in 2012, but that country is a long way from being able to police its own airspace. The country’s air defenses involve just 2 airspace surveillance radars and 3 air-traffic-control radars, plus some Saddam-era anti-aircraft guns. In addition shoddy maintenance jeopardizes a small air fleet, though Iraq’s only armed aircraft are Cessna AC-208Bs.

Their first serious defensive systems will be short-range Pantsir S1 systems from Russia, but now an official export request outlines the backbone of Iraq’s future air defense architecture. If it’s installed, it would give them “a baseline tactical radar and threat intercept capability” with missiles, and eventually with their F-16IQ fighters.

If Necessary, Alone: The Shield of Poland

Latest updates[?]: PIT-RADWAR has received an order for 79 Poprad self-propelled surface-to-air missile systems from Poland. The $273 million contract will also include the upgrade of two previously delivered systems. The short-range anti-aircraft system uses the Polish-made Grom MANPADS. Poland's new government, led by the right-wing Law & Justice Party, has sought to increase military spending as part of NATO directives, but also holds a desire to increase production of armaments domestically.

In the wake of events in Georgia and Crimea, Poland has emerged as NATO’s key eastern bastion. The Tarcza Polski (Shield of Poland) aims to give it an advanced air defense system to match.

Poland’s military rise has been slow, but steady. Smart economic policies have created growth, and a willingness to finance national defense is slowly improving their equipment. Combat deployments abroad to Iraq and Afghanistan have both sharpened training, and highlighted areas that still need fixing. Missile proliferation in the Middle East, American fecklessness, and a rearming Russia have all led Poland to the conclusion that they can no longer depend on old Soviet-era air defense equipment. They need their own advanced national air defense system, which can benefit from allied contributions without being dependent on them.
