Days of the Jackal: Supacat’s HMT Vehicles

Latest updates[?]: Estonian Special Forces deploying to Mali will be loaned four Jackal armored vehicles by the Ministry of Defense. Minister for the Armed Forces James Heappey confirmed the loan, plus a three-week training package, for elite soldiers of the Estonian Armed Forces. The loan will equip Estonian troops as they join the fight against Islamic terrorism in the Sahel region of Africa, a further example of the UK’s strong partnership with one of its closest NATO allies, say the MoD.

Britain is part of the general push by western countries to field heavier, mine-protected vehicles, via orders for the Mastiff Cougar variant and its smaller 4×4 Ridgback companion. UK forces are also fielding vehicles like the Land Rover WMIK (Weapons Mounted Installation Kit) that have a very different core concept: firepower and visibility over protection. When deployed in mixed groups with more protected vehicles, and used on open terrain like the plains of southern Afghanistan, ‘the porcupine’ (WMIK) has earned enemy respect and commander requests.

The British sought to build on the WMIK’s strengths, while asking for a vehicle that offered both greater firepower, and better off-road mobility. In response, Supacat’s High Mobility Transporter (HMT) was adapted, then adopted, by the British (“Jackal”) and by Australia’s SAS commandos (“Nary”). Success led to more British orders for Jackal 2 and HMT 600 “Coyote” designs, and now Australian Special Forces are adding the new Extenda vehicle to their fleet.

INS Vikrant: India’s New Carrier

Latest updates[?]: The indigenously designed and developed Light Combat Aircraft (N) Mk1 has made a successful arrested landing on the India's biggest warship INS Vikramaditya on January 11. "With this feat, the indigenously developed niche technologies specific to deck based fighter operations have been proven," Indian Navy Spokesperson Vivek Madhwal told IANS. This will now pave the way to develop and manufacture the twin engine deck based fighter for the Indian Navy, he said. The Navy has created an aircraft carrier setting on the ground at its air base in Goa to operate these deck-based fighters, which use ski jump to take off and are recovered by arrestor wires on a carrier or STOBAR (short takeoff but arrested recovery) in Navy parlance.

Billions to Upgrade and Up-arm Pakistan’s F-16s

Latest updates[?]: Booz Allen Hamilton won a $9.1 million contract to provide technical security team support services in support of the Pakistan F-16 program. On June 28, 2006, the US DSCA notified Congress via a series of releases of its intention to provide Pakistan with a $5.1 billion Foreign Military Sales package to upgrade the F-16s that serve as the PAF’s top of the line fighters. Pakistan has used the F-16 fighter jets against India, the latest being in the aftermath of the Balakot airstrike inside Pakistan by India. The Pakistan Air Force received its first F-16, in the Block 15 F-16A/B configuration, in 1982. Work under the deal will take place in Pakistan and expected completion is on June 18, 2020.

On June 28/06, the US DSCA notified Congress via a series of releases of its intention to provide Pakistan with a $5.1 billion Foreign Military Sales package to upgrade the F-16s that serve as the PAF’s top of the line fighters. Some of these items had been put on hold following the October 2005 earthquake in Pakistan & Kashmir, but the request for 36 new F-16 Block 50/52s is now going ahead, along with new weapons, engine modifications, and upgrade kits for Pakistan’s older F-16 A/Bs. The buy went through, and was accompanied by the supply of 26 older F-16s from USAF surplus stocks. Then, a 2014 sale added 13 machines from from Jordan.

Fly and Listen: The AN/AQS-22 ALFS Sonar System

Latest updates[?]: The State Department also approved a FMS to Denmark for nine AN/AQS-22 Airborne Low Frequency Sonar (ALFS) systems and six hundred AN/SSQ-36/53/62 Sonobuoys with support for an estimated cost of $200 million. The AN/AQS-22 ALFS dipping sonar and sonobuoy processing system is the primary anti-submarine warfare sensor of US Navy's MH-60R multi-mission helicopter. It provides mission-critical capabilities, including submarine detection, tracking, localization, classification, acoustic intercept, underwater communication and environmental data collection. The AQS-22 dipping sonar features 4-time greater area coverage than current systems, active or passive sonar modes, active or passive sonobuoys, enhanced shallow water capability, generate high power waveforms and many other advanced characteristics.

The AN/AQS-22 Airborne Low-Frequency Sonar (ALFS) will equip the US Nay’s new MH-60R multi-mission helicopters, serving as their primary anti-submarine sensor. The new FLASH sonar operates using lower frequencies and higher-power waveforms than existing dipping sonars, improving long-range detection. The AQS-22 dipping sonar claims 4x the area coverage of current systems, and includes both active or passive sonar modes to help track, localize, and classify submarines. A winching system with up to 2,500 feet of cable raises and lowers the sonar.

The ALFS system complements the MH-60R’s radar, and works in concert with other equipment including active or passive sonobuoys, signal processing improvements that are especially helpful in shallow water. This Spotlight article highlights ALFS-related contracts from 2002 to the present.

The Wonders of Link 16 For Less: MIDS-LVTs

Latest updates[?]: The US Navy contracted Data Link Solutions with a $75 million modification for the Block Upgrade II retrofit of Multifunctional Information Distribution System (MIDS) low volume terminals (LVTs). The MIDS LVT is a low-cost fighter terminal with flexible, open-architecture designs. It provides the critical airborne, ground, and maritime link that allows for simultaneous coordination of forces and situational awareness in battlefield operations. The MIDS program was inaugurated via a Memorandum of Understanding amongst the founding MIDS nations, namely Germany, Italy, Spain, France, and the United States. The terminals provide secure, high-capacity, jam-resistant, digital data and voice communications capability for Navy, Air Force and Army platforms, and for Foreign Military Sales customers. Work will take place in Wayne, New Jersey and Cedar Rapids, Iowa. Estimated completion date is in December 2026.

What one sees, all see. Jam-resistant Link-16 radios automatically exchange battlefield information – particularly locations of friendly and enemy aircraft, ships and ground forces – among themselves in a long-range, line-of-sight network. For example, air surveillance tracking data from an Airborne Warning and Control System (AWACS) aircraft can be instantly shared with fighter aircraft and air defense units. More than a dozen countries have installed Link 16 terminals on over 19 different land, sea, and air platforms, making it an interoperability success story.

While recent advancements may make AESA radars the future transmitters of choice, Link 16 is the current standard. The Multifunctional Information Distribution System-Low Volume Terminals (MIDS LVTs) were developed by a multinational consortium to provide Link 16 capability at a lower weight, volume, and cost than the Joint Tactical Information Distribution System (JTIDS). The Rockets’ Red Ink: from EELV to a Competitive Space Launch Future

Latest updates[?]: United Launch Services won a $149.4 million modification in support of National Security Launch delta IV heavy launch services. The modification is for the National Reconnaissance Office mission NROL-68, the second of three missions awarded to ULA under the Launch Vehicle Production Services contract in October 2018. The deal provides for a Delta IV heavy-lift rocket variant for the US Air Force’s National Security Space Launch program. ULA was awarded three NRO missions in October— NROL-91, NROL-68, and NROL-70 — scheduled to launch in fiscal year 2022, 2023 and 2024 respectively. Work under the modification will take place at Cape Canaveral Air Force Station in Florida and company sites in Colorado and Alabama. The scheduled completion date is in December 2022.

The EELV program was designed to reduce the cost of government space launches through greater contractor competition, and modifiable rocket families whose system requirements emphasized simplicity, commonality, standardization, new applications of existing technology, streamlined manufacturing capabilities, and more efficient launch-site processing. Result: the Delta IV (Boeing) and Atlas V (Lockheed Martin) heavy rockets.

Paradoxically, that very program may have forced the October 2006 merger of Boeing & Lockheed Martin’s rocket divisions. LCAC Hovercraft: US Navy’s Champion Schleppers Get SLEPped

Latest updates[?]: The Navy awarded Rolls-Royce an $8.6 million contract modification in order to procure 10 MT7 marin turbine installation parts kit shipsets for the Landing Craft, Air Cushion (LCAC) 100 class craft. The LCAC 100 will enhance the US amphibious force’s ship-to-shore capacity with a rated load capacity per craft of 74 short tonnes. LCAC-1s have a 60-short tonne-rated payload. The landing craft was originally designated the Ship-to-Shore Connector and is intended to support the rapid movement of Marine expeditionary forces from naval vessels to shore and will be able to tactically deliver personnel and heavy equipment. The LCAC 100 craft consists of four MT7 turbines. The Rolls-Royce MT7 delivers between 4 to 5 MW and shares common core architecture with the AE1107C-Liberty aero engine. The procurement is in support of the Ship-to-Shore Connector Program. An MT7 installation parts kit is one “shipset” consisting of four engine intakes, two right-hand engine exhausts and two left-hand engine exhausts. Work will take place in Indiana and is expected to be finished by January 2021.

The US military calls them Landing Craft, Air Cushion (LCAC). They’re high-speed, fully amphibious hovercraft capable of carrying a 60-ton payload (75 tons in overload) over water and land at speeds in excess of 40 knots and a nominal range of up to 200 nautical miles. Carrying equipment, troops, and/or supplies, the LCAC launches from inside the well deck of an amphibious warship, then travels the waves at high speed, runs right through the surf zone near the beach, and stops at a suitable place on land. Its cargo walks or rolls off. The LCAC returns to the surf to pick up more. Rinse. Agitate. Repeat.

A total of 91 LCACs were built between 1984-2001, and their design itself dates back to the 1970s. They require regular maintenance, refurbishment, upgrades, and even life extension programs to keep them operational into the future. F-X2: Brazil’s Saab Contract for Gripen’s a Done Deal

Latest updates[?]: During the LAAD 2019 Defense & Security exhibition, Saab revealed details of the current development status of the F-39 Gripen, the multi-mission fighter aircraft developed in a partnership between Sweden and Brazil. According to Mikael Franzén, head of Saab Brazil’s business unit, the Swedish and the Brazilian Gripen fighters will have the same configuration for the displays, harmonizing the programs. This would mean great savings to the aircraft maintenance and in future software development. The transfer of technology program also continues to advance. So far, 165 Brazilian engineers have been trained in Sweden and completed their technology transfer program. The Gripen’s FTI (Flight Test Instrumentation) aircraft is due to take flight for the first time in 2019.

As Brazil started boosting its defense budgets in past years, its Navy and Army received funds to replace broken-down equipment, while new fighters will be a critical centerpiece of the Forca Aerea Brasileira’s (FAB) efforts.

Boeing’s F/A-18 E/F Super Hornet, France’s Dassault’s Rafale, Saab’s JAS-39 Gripen NG were picked as finalists. But after repeated stalling, for years the question was whether Brazil would actually place an order, or fold up the competition like the ill-fated 2011 F-X process. At the end of 2013, Brazil unexpectedly picked the Swedish offer, thanks to its offsets, price, and lack of diplomatic baggage. An initial contract is now in place, and this Spotlight article takes you through the competition, choices, and ongoing developments in a country that seems likely to become the world’s largest Gripen fleet.

Morocco’s Air Force Reloads: And Now, The Training…

Latest updates[?]: The US Department of State approved a possible sale to Morocco of F-16C/D aircraft. The cost of the deal is estimated at $3.8 billion. Morocco has requested to purchase 25 F-16C/D Block 72 aircraft and other related equipment. According to a press statement, the proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a major Non-NATO ally that continues to be an important force for political stability and economic progress in North Africa. Morocco already operates an F-16 fleet and also requested an upgrade of the 23 aircraft to the F-16V configuration. The prime contractor for the sale and the upgrade is Lockheed Martin. According to the company, the F-16 Block 70/72 is the newest and most advanced F-16 configuration to date, with a structural life more than 50 percent beyond that of previous F-16 aircraft.

Morocco’s combat air force currently flies 2 squadrons of old F-5 fighters, and 2 squadrons of only slightly newer Mirage F1s. T-37 light jets serve as high-end trainers. Their neighbor and rival Algeria flies MiG-23s of similar vintage, but the Force Aérienne Algérienne also flies SU-24 Fencer and SU-25 Frogfoot strike aircraft, plus even more modern and capable MiG-29s, and is receiving multi-role SU-30MKAs as part of a multi-billion dollar weapons deal with Russia.

Morocco can’t beat that array. Instead, they’re looking for replacement aircraft and upgrades that will prevent complete overmatch, and provide a measure of security. Initially, they looked to France, but key reversals have handed most of this modernization work to the United States.

India’s Nuclear Submarine Projects

Latest updates[?]: India signed a $3 billion contract for the lease of an Akula-1 class nuclear-powered attack submarine from Russia for a period of ten years. The submarine will be ready by 2025 and the contract includes refurbishment of the submarine with Indian communication and sensor systems, spares support and technical infrastructure for its operations. This submarine will replace INS Chakra, a submarine taken on a ten-year lease from Russia in 2012. The existing lease will be extended until the new submarine becomes operational. The so called Chakra III will not be equipped with long-range nuclear missiles because of international treaties and because it is not meant for deterrence patrols. In November last year, India’s first indigenous nuclear-powered submarine, INS Arihant, completed its first deterrence patrol. A second nuclear submarine, INS Arighat, will be commissioned later this year, with two more currently under construction.

According to GlobalSecurity.org, India’s ATV (advanced technology vessel) program to build a nuclear-powered submarine began in 1974, and became a serious effort in 1985. The Federation of American Scientists’ December 1996 document “The Indian Strategic Nuclear Submarine Project: An Open Literature Analysis” remains one of the best single open sources on India’s program. Unfortunately, it was compiled over a decade ago and has become rather dated. That project has continued, and this DID Spotlight article continues to collect open source information on the ATV program.

More and more sources were claiming that a rented Russian Akula class boat would be operational as a training vessel by 2009. The concept was correct, but the date was not. A deadly accident during K-152 Nerpa’s sea trials delayed that project, and further complications pushed its hand-over date to 2012. As efforts to move the Nerpa into service continue, India has finally launched its indigenous nuclear sub Arihant, to begin sea trials and testing.
