Next-Stage C4ISR Bandwidth: The AEHF Satellite Program

Latest updates[?]: Lockheed Martin announced that the AEHF-5 protected communication satellite is now in transfer orbit. The launch on August 8 was successful and the AEHF-5 is now responding to the US Air Force's 4th Space Operations Squadron’s commands. According to Lockheed, the squadron began "flying" the satellite shortly after it separated from its United Launch Alliance Atlas V 551 rocket approximately 5 hours and 40 minutes after the rocket's successful 6:13 am ET liftoff. The Advanced Extremely High Frequency 5 or AEHF-5 satellite is the fifth addition to the Air Force’s Advanced Extremely High Frequency constellation. The satellites are built by Lockheed Martin and are used to relay secure communications for the Armed Forces of the United States, the United Kingdom, Canada, and the Netherlands. The first AEHF satellite was launched in 2006 and the most recent, the AEHF-4 in October 2018. The sixth and final AEHF satellite is expected to launch later this year.

The USA’s new Advanced Extremely High Frequency (AEHF) satellites will support twice as many tactical networks as the current Milstar II satellites, while providing 10-12 times the bandwidth capacity and 6 times the data rate transfer speed. With the cancellation of the higher-capacity TSAT program, AEHF will form the secure, hardened backbone of the Pentagon’s future Military Satellite Communications (MILSATCOM) architecture, with a mission set that includes nuclear command and control. Its companion Family of Advanced Beyond-line-of-sight Terminals (FAB-T) program will give the US military more modern, higher-bandwidth receiving capabilities, and add more flexibility on the front lines. The program has international components, and partners currently include Britain, Canada, and the Netherlands.

Days of the Jackal: Supacat’s HMT Vehicles

Latest updates[?]: Estonian Special Forces deploying to Mali will be loaned four Jackal armored vehicles by the Ministry of Defense. Minister for the Armed Forces James Heappey confirmed the loan, plus a three-week training package, for elite soldiers of the Estonian Armed Forces. The loan will equip Estonian troops as they join the fight against Islamic terrorism in the Sahel region of Africa, a further example of the UK’s strong partnership with one of its closest NATO allies, say the MoD.

Britain is part of the general push by western countries to field heavier, mine-protected vehicles, via orders for the Mastiff Cougar variant and its smaller 4×4 Ridgback companion. UK forces are also fielding vehicles like the Land Rover WMIK (Weapons Mounted Installation Kit) that have a very different core concept: firepower and visibility over protection. When deployed in mixed groups with more protected vehicles, and used on open terrain like the plains of southern Afghanistan, ‘the porcupine’ (WMIK) has earned enemy respect and commander requests.

The British sought to build on the WMIK’s strengths, while asking for a vehicle that offered both greater firepower, and better off-road mobility. In response, Supacat’s High Mobility Transporter (HMT) was adapted, then adopted, by the British (“Jackal”) and by Australia’s SAS commandos (“Nary”). Success led to more British orders for Jackal 2 and HMT 600 “Coyote” designs, and now Australian Special Forces are adding the new Extenda vehicle to their fleet.

The Wonders of Link 16 For Less: MIDS-LVTs

Latest updates[?]: The US Navy contracted Data Link Solutions with a $75 million modification for the Block Upgrade II retrofit of Multifunctional Information Distribution System (MIDS) low volume terminals (LVTs). The MIDS LVT is a low-cost fighter terminal with flexible, open-architecture designs. It provides the critical airborne, ground, and maritime link that allows for simultaneous coordination of forces and situational awareness in battlefield operations. The MIDS program was inaugurated via a Memorandum of Understanding amongst the founding MIDS nations, namely Germany, Italy, Spain, France, and the United States. The terminals provide secure, high-capacity, jam-resistant, digital data and voice communications capability for Navy, Air Force and Army platforms, and for Foreign Military Sales customers. Work will take place in Wayne, New Jersey and Cedar Rapids, Iowa. Estimated completion date is in December 2026.

What one sees, all see. Jam-resistant Link-16 radios automatically exchange battlefield information – particularly locations of friendly and enemy aircraft, ships and ground forces – among themselves in a long-range, line-of-sight network. For example, air surveillance tracking data from an Airborne Warning and Control System (AWACS) aircraft can be instantly shared with fighter aircraft and air defense units. More than a dozen countries have installed Link 16 terminals on over 19 different land, sea, and air platforms, making it an interoperability success story.

While recent advancements may make AESA radars the future transmitters of choice, Link 16 is the current standard. The Multifunctional Information Distribution System-Low Volume Terminals (MIDS LVTs) were developed by a multinational consortium to provide Link 16 capability at a lower weight, volume, and cost than the Joint Tactical Information Distribution System (JTIDS). Two to Tango? Argentina Looking Everywhere for New Warplanes

Latest updates[?]: Flight Global reports, Korea Aerospace Industries (KAI) has not received any confirmation that it has won an order to supply the FA-50 to Argentina. A person familiar with the requirement says that no confirmation has been received, and that the deal, if concluded, would cover eight aircraft. KAI says the contract covers the installation of fire-control radar, radar warning receivers and defensive countermeasures. A few days ago, several media reported that Argentina had chosen the FA-50 to purchase as a light fighter. The aircraft is a light combat version of the T-50 Golden Eagle supersonic advanced jet trainer and light attack aircraft. Should the FA-50 win the deal, it would mark the type's first sale in the Western Hemisphere, the Flight Global article states.

Argentina’s air force is having a hard time maintaining its core Nesher/”Finger” fighters, even as the Kirchner regime seeks to take control of the Falkland Islands and their potential offshore oil reserves. That led Argentina to search for new fighter options, as the most reliable way of projecting power to likely exploration zones. Britain’s defenses are also much more run down than they were in the 1980s, and their complete lack of a carrier force leaves ongoing protection of the islands’ surrounding economic zones to just 2-4 Eurofighter Typhoon fighters, an offshore patrol vessel, and part of a regular navy ship rotation.

Argentina’s window of opportunity will close when Britain’s advanced carrier force enters service in 2020, which has added urgency on both sides as Argentina tries to make a deal. Can Argentina find its partner?

CEC: Cooperative Engagement for Fleet Defense

Latest updates[?]: Raytheon won a $15.3 million contract in support of the Cooperative Engagement Capability (CEC). The deal includes design agent and engineering service efforts. According to Raytheon, the CEC program provides a sensor network with integrated fire control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. CEC improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. CEC will be designed to help the military service coordinate measurement data from sensors during strike force air search missions and facilitate battle force situational awareness. Raytheon will perform work in Florida. The scheduled completion date is in September 2022.

Cooperative Engagement Capability (CEC) is the US Navy’s secret weapon. Actually, it’s not so secret. It’s just that its relatively low price means often leads people to overlook the revolutionary change it creates for wide-area fleet air and ballistic missile defense.

CEC is far more than a mere data-sharing program, or even a sensor fusion effort. The concept behind CEC is a sensor netting system that allows ships, aircraft, and even land radars to pool their radar and sensor information together, creating a very powerful and detailed picture that’s much finer, more wide-ranging, and more consistent than any one of them could generate on its own. The data is then shared among all ships and participating systems, using secure frequencies. It’s a simple premise, but a difficult technical feat. With huge implications.

The International Wideband Global SATCOM (WGS) Program

Latest updates[?]: April 23/19: 11th WGS Communication Space Vehicle Boeing won a $605 million modification for the production of the Air Force’s 11th Wideband Global Satellite (WGS) Communication Space Vehicle. The DoD uses the WGS system to communicate with warfighters across the globe. Ten Ka-band and 8 X-band beam can be positioned anywhere in the field of view of each satellite. WGS combines unique commercial spacecraft capabilities that Boeing has developed, including phased array antennas and digital signal processing technology, into a powerful, flexible architecture. United Launch Alliance ULA is scheduled to launch the 11th satellite aboard a Delta IV rocket in November 2023. Since 2001, Boeing has been the prime contractor of the WGS, which was first launched in 2008. GS 4, which was launched off in 2012, was the first Block II series. WGS-10 was meant to be the last of the constellation. But in March 2018, Congress added $600 million for the procurement of WGS-11 and WGS-12. Boeing will perform work under the modification in El Segundo, California and expects completion by November 20, 2023.

The US military needs a bigger data firehose. In an era of streaming data from proliferating UAVs and other persistent surveillance platforms, and the need for control of those systems anywhere in the world, bandwidth is almost as important as fuel. Commercial satellite communications (SATCOM) can fill some of the gaps, but it’s expensive, and may not be available when needed. The Wideband Gapfiller SATCOM (now Wideband Global SATCOM) program began as a way to ease these problems in the near term, but went on to become one of the twin pillars of US military communications, alongside the hardened AEHF constellation. Both satellite types expanded their roles after the super-high bandwidth T-SAT program was canceled. Instead, the USA is adding WGS and AEHF satellites in space, even as it makes both programs multi-national efforts here on earth.

WGS is a set of 13-kilowatt spacecraft based on Boeing’s model 702 commercial satellite. These satellites will handle a significant portion of the USA’s warfighting bandwidth requirements, supporting tactical C4ISR(command, control, communications, and computers; intelligence, surveillance, and reconnaissance); battle management; and combat support needs. Upon its 2007 launch into geosynchronous orbit, WGS Flight 1 became the U.S. Department of Defense’s highest capacity communication satellite. WGS F4, launched in January 2012, offers further improvements, as do satellites from WGS F8. The constellation is set to grow to 10, including international participation.

Czech L-159s: Cheap to Good Home

Latest updates[?]: The Czech company LOM Praha agreed to buy four L-39NG next generation jet training aircraft from Aero Vodochody in 2020. The order ist valued at $49.2 million. LOM Praha military aircraft maintenance, repair, overhaul, and training provider will be the launch customer for the L-39NG and has an option to buy two additional aircraft. The company’s machines are used for pilot training services. The L-39NG is a single-engine two-seated aircraft, that achieves a speed of 750 kilometers per hour. The first pre-serial machine took off for the first time last December. Serial production is scheduled to begin in 2020.

Czechoslovakia originally ordered 72 of Aero Vodochody’s sub-sonic L-159A single-seat light attack jets. Their preceding L-39/59 Albatros trainer and light attack aircraft family became the world’s most popular jet trainers during the Cold War, and the L-159A Advanced Light Combat Aircraft was positioned as a modern derivative, offering full combat capability and compatibility with western weapons. The resulting aircraft filled a useful niche for the Czechs, but its overall success always depended on exports.

Unfortunately, the Soviet Union’s demise lost the Albatros family its global market niche, and killed the military aid subsidies that had helped promote it. Worse, the L-159’s program cost grew from CZK 20-30 billion to over 51 billion Koruna. That left the Czech government in a bind. In response, they kept 24-35 jets for operational use, and have been trying to sell off 36-47 of the L-159As (one aircraft has been lost) since 2002. They also moved to privatize state-owned Aero Vodochody, which took place in November 2006.

A few 2-seat L-159T conversions have been performed with CzAF funding, as a demonstration of their potential to become dual-role trainer/attack aircraft. That has helped Aero tout the planes to Afghanistan, Bolivia, Colombia, Georgia, Indonesia, Iraq, and Nigeria. Their breakthrough, such as it is, came elsewhere.

ATAC’s Aerial Opponent Training

Latest updates[?]: The Naval Air Warfare Center is awarding a contract to Airborne Tactical Advantage Co. (ATAC). The modification is valued at $54,5 million and provides for support activities to the Navy’s Contracted Air Services (CAS) program. The CAS Program provides contractor owned and operated Type III high subsonic and Type IV supersonic aircraft to Navy Fleet customers for a wide variety of airborne threat simulation capabilities. The Type III high subsonic and Type IV supersonic aircraft are designed to simulate incoming threats for testing and training defensive capabilities. ATAC jets are certified to carry a wide range of stores. TACTS/ACMI (P4/5) pods or LATR GPS tracking pods, provide air combat tracking. For electronic warfare training, AST-6 and AST-9 threat simulators can be combined with multiple AN/ALQ-167 and AN/ALG-188 pods. Key competitors include Top Aces, Draken International, L-3 Flight International Phoenix Air and Tactical Air Support, Inc. Work will be performed in various locations inside and outside the continental US, including Newport News, Virginia and Point Mugu, California. It is expected to be completed on May 2019.

Over the last 13 years ATAC has performed a wide range of flight training operations for the US Navy, US Air Force and Air National Guard, including participation in US Navy fleet training, acting as adversary fighters for the “TOPGUN” program, Red Flag exercises and F-22 Raptor training; participating in JTAC/ FAC-A/ CAS ground controller training; and even serving American research & development programs like the Ship Self Defense System and ALE-50 towed decoy. Under their agreement with US Navy, their services have also been used to train militaries in the UK, Canada, Japan, the Philippines, et. al., and the company is placing a renewed focus on exports.

Hydra, Awakened: Guided Air-Ground Rockets

Latest updates[?]: * General Dynamics Ordnance and Tactical Systems has been awarded a $60 million US Army contract modification to an earlier 2014 award for additional Hydra-70 air-to-ground rocket systems. The rockets will be for US combat aircraft and for customers of the US Foreign Military Sales (FMS) program. The unguided 2.75"/70mm Hydra-70 air-to-ground rocket comes in a wide variety of warhead configurations and is used by a variety offixed-wing and rotary aircraft, including Apache and Cobra attack helicopters, F-16 Fighting Falcons and aircraft of other nations.

Sen. Leahy’s [D-VT] worked in the mid-2000s to keep the Hydra 70mm rocket family alive through special appropriations, just in time for the Hydras’ potential on the battlefield to rise again. The key was the addition of low-cost precision guidance, which would expand the number of precision weapons carried by helicopters, aircraft, and even UAVs.

Over the last few years, the US Army’s 2nd attempt at an APKWS 70mm guided rocket had a near-death experience, before righting the program with Navy funding. Meanwhile, private development efforts are introducing new competitors into the precision-guided rocket space: Lockheed Martin, Thales TDA, and a raft of international partnerships involving major defense firms and partners in Korea, the UAE, Canada/Norway, and Israel. Australia’s Coastwatch: A Public-Private Model for Coast Guards and CBP

Latest updates[?]: October 13/16: Australian Armidale-class patrol boats are to receive mid-life upgrades external link from firm Austal Australia. This month will see the commencement of work on the hull remediation, corrective maintenance and configuration changes of up to seven vessels at Austal’s shipyard in Henderson, Western Australia. Austal is currently providing in-service support to the Australian Border Force’s fleet of eight company-built Cape-class patrol boats and has been contracted to provide in-service support for 19 Pacific Patrol Boat Replacement vessels, which enter service from late next year.

Keeping watch

Australia’s long coast is also its border, and they’ve taken an innovative approach to the problem. Unlike, say, the US Coast Guard, Australia has semi-privatized the coastal patrol function, placing contractors under the Customs service. Once intruders are detected, these contractors can then call on pre-arranged support from civil authorities and/or the Royal Australian Navy and Air Force. Contracted services of this nature are becoming more common around the world, but Australia was really breaking new ground when they began Coastwatch on such a large scale in 1995.

Coastwatch was re-competed, and in 2006, Cobham’s subsidiary Surveillance Australia Pty Ltd retained the contract through the A$ 1+ billion next phase, called Project Sentinel. The new contract under Australia’s CMS04 (Civil Maritime Surveillance 04) program has expanded the fleet and addressed some concerns, but there are still areas where Australia lags a bit behind the leading edge. Even so, Coastwatch remain a touchstone program for countries considering a similar path.
