Submarines for Indonesia

Latest updates[?]: Indonesia signed a $1.02 billion contract with South Korean shipbuilder Daewoo Shipbuilding and Marine Engineering (DSME) for three Type 209/1400 diesel-electric submarines. The vessels will be a follow-on to the country’s Nagapasa class. The submarine will accommodate 40 crewmembers and include eight launchers capable of shooting torpedoes, mines and missiles. For the first vessel under the new contract, which will be the fourth-in-class overall, two of the SSK’s six modules will be constructed by PT PAL in Surabaya, while DSME will build the remaining four in South Korea. The Indonesian-built modules will be shipped to Okpo for assembly. For the second submarine, PT PAL will construct four of the six modules in Surabaya, with DSME constructing the remaining two in Okpo. As with the first vessel, modules that have been constructed in Surabaya by PT PAL will be shipped to South Korea for final assembly. For the third vessel in the contract, PT PAL initially proposed to build the entire submarine.

Indonesia sites astride one of the world’s most critical submarine chokepoints. A large share of global trade must pass through the critical Straits of Malacca, and the shallow littoral waters around the Indonesian archipelago. That makes for excellent submarine hunting grounds, but Indonesia has only 2 “Cakra Class”/ U209 submarines in its own fleet, relying instead on frigates, corvettes, and fast attack craft.

South Korea’s Daewoo, which has experience building U209s for South Korea, has been contracted for Cakra Class submarine upgrades. Even so, submarine pressure hulls have inflexible limits on their safe lifetime, due to repeated hydraulic squeezing from ascending and descending. The Indonesians have expressed serious interest in buying 3-6 replacement submarines since 2007, with French, German, Russian, South Korean, and even Turkish shipyards in the rumored mix. Other priorities shoved the sub purchase aside, but a growing economy and military interest finally revived it. South Korea was the beneficiary, but further orders may be in store.

Turkey & South Korea’s Altay Tank Project

Latest updates[?]: Turkish President Recep Tayyip Erdogan announced the establishment of a BMC production and technology base in the northwestern province of Sakarya. The $180 million facility is set to become the country’s biggest defense investment in recent years. Once all phases are completed, it is supposed to employ 10.000 people. BMC is one of Turkey’s commercial and defense vehicle producers. Qatar owns a significant stake in the company. The new site will produce Altay main battle tanks (MBTs), military and commercial vehicles, and engines of various platforms. Altay is Turkey’s third generation main battle tank, developed under the Altay National Tank project in 2005. Turkey intends to build 250 Altay MBTs and ultimately produce 1,000 new tanks in four separate lots of 250 units. The Altay tank uses an advanced computerized Volkan-III modular fire-control system and is equipped with a 120mm L/55 smoothbore gun.

Turkey’s tank fleet is currently made up of American M-48s and M-60s, some of which have been modernized with Israeli cooperation into M-60 Sabra tanks, plus a large contingent of German Leopard 1s and Leopard 2s. That is hardy surprising. America and Germany are Turkey’s 2 most important geopolitical relationships, and this is reflected in Turkey’s choice of defense industry partners. The country’s industrial offset requirements ensure that these manufacturers have a long history of local partnerships to draw upon.

In recent years, however, a pair of new players have begun to make an impact on the Turkish defense scene. One was Israel, whose firms specialized in sub-systems, upgrades, and UAVs. The other is the Republic of [South] Korea, who has made inroads in the Turkish market with turboprop training aircraft, mobile howitzers… and now, main battle tanks.

Czech L-159s: Cheap to Good Home

Latest updates[?]: The Czech company LOM Praha agreed to buy four L-39NG next generation jet training aircraft from Aero Vodochody in 2020. The order ist valued at $49.2 million. LOM Praha military aircraft maintenance, repair, overhaul, and training provider will be the launch customer for the L-39NG and has an option to buy two additional aircraft. The company’s machines are used for pilot training services. The L-39NG is a single-engine two-seated aircraft, that achieves a speed of 750 kilometers per hour. The first pre-serial machine took off for the first time last December. Serial production is scheduled to begin in 2020.

Czechoslovakia originally ordered 72 of Aero Vodochody’s sub-sonic L-159A single-seat light attack jets. Their preceding L-39/59 Albatros trainer and light attack aircraft family became the world’s most popular jet trainers during the Cold War, and the L-159A Advanced Light Combat Aircraft was positioned as a modern derivative, offering full combat capability and compatibility with western weapons. The resulting aircraft filled a useful niche for the Czechs, but its overall success always depended on exports.

Unfortunately, the Soviet Union’s demise lost the Albatros family its global market niche, and killed the military aid subsidies that had helped promote it. Worse, the L-159’s program cost grew from CZK 20-30 billion to over 51 billion Koruna. That left the Czech government in a bind. In response, they kept 24-35 jets for operational use, and have been trying to sell off 36-47 of the L-159As (one aircraft has been lost) since 2002. They also moved to privatize state-owned Aero Vodochody, which took place in November 2006.

A few 2-seat L-159T conversions have been performed with CzAF funding, as a demonstration of their potential to become dual-role trainer/attack aircraft. That has helped Aero tout the planes to Afghanistan, Bolivia, Colombia, Georgia, Indonesia, Iraq, and Nigeria. Their breakthrough, such as it is, came elsewhere.

Thais Go Russian, Buy Mi-17 Helicopters – Now to Pay with Rubber

Latest updates[?]: Two more Russian Mil Mi-17V-5 “Hip-H” medium transport helicopters were delivered to the Royal Thai Army (RTA), Jane’s reports. The Mi-17V-5, produced by Kazan Helicopters is designed to transport cargo inside the cabin and in external sling. It can be deployed in troop and arms transport, fire support, convoy escort, patrol, and search-and-rescue (SAR) missions. The RTA already operates five Mi-17V-5 platforms and ordered the current two Mil Mi-17V-5s back in September 2017 with the contract signed in December of the same year. The platforms were delivered in December 2018.

Thailand has been an American defense industry customer for many decades, but recent purchases have begun to diversify its sources. A 2005 deal for Russian SU-30s fell through, but instead of buying more F-16s, the Thais chose Sweden’s JAS-39 Gripen and Saab’s Erieye AWACS turboprops. Chinese tanks are being supplemented with Ukrainian BTR-3 Armored personnel carriers, and Thai soldiers may be found carrying Russian SA-18 Igla man-portable anti-aircraft missiles. Now this trend has extended to the helicopter fleet.

With many of its aged Bell 212 and UH-1H Hueys grounded due to maintenance issues, the Thai government was looking to beef up its helicopter fleet with new equipment, even as it planned a $30 million upgrade and refurbishment program for some of its 150 or so Hueys officially in inventory.

Rather than buying Bell 412s like the Air Force, or the UH-60 Blackhawks that equip many other American allies, the Thai Army has picked a different platform: Russia’s Mi-17s – and will take the money from the Huey upgrade program in order to double the Mi-17 helicopter order to 6…

Surion: Eurocopter’s Korean KHP/KUH Helicopter Deal

Latest updates[?]: South Korea's Army is again flying its fleet of KUH-1 Surion helicopters. The Army suspended all flying missions of its Surions after a navy version crashed in July this year, killing five of the six Marines aboard and injuring the other. To ensure the safety of the aircraft the Army conducted a comprehensive inspection of the helicopter's rotor mast and several test flights. The Army has so far checked about a third of its fleet of 90 Surions.

South Korea currently owns around 700 helicopters, but more than half are considered outdated, and they need to be replaced. December 2005 marked the endgame for a South Korean competition to produce about 245 utility transport helicopters, which would be developed and produced as a semi-indigenous program. The KHP/ Surion is in the 8-tonne class, and is designed to carry 11 troops. Industrial offsets were also important, as the program is designed to boost Korea’s ability to design and build its own rotary-wing aircraft. EADS Eurocopter was chosen as the cooperating partner.

The Korean government gave its final approval of the contract in June 2006, and the project is underway. Note that while company releases place the program’s value at $6-8 billion, the program hasn’t reached that level yet. The initial contract was for KRW 1.3 trillion ($1.3 billion), and is for research and development only. That development finished in April 2013, and the main production contract is next. It will proceed in parallel with additional contracts to develop Surion specialty versions for Korea’s federal police and Marine Corps, and all of these models will be offered for export through a joint venture with Eurocopter.

Navistar’s MaxxPro: 1st Place in MRAP Orders

Latest updates[?]: Navistar Defense is being contracted by the US Army to provide technical support to its MRAP fleet. The contract modification is priced at $19.7 million and provides for technical support for the in-production and out-of-production MaxxPro family of vehicles. MRAP vehicles are designed from the outset for blast-resistance against land mines and even car bombs. These vehicles normally serve a variety of roles including as armored personnel or weapons carrier, convoy protection platform, key leader vehicle and command post and armored ambulance. This contract combines a number of orders that will run through March 2020.

Navistar subsidiary International Military and Government LLC (IMG) in, Warrenville, IL has won billions of dollars in MRAP program contracts, to produce several variants of its blast-resistant vehicles. The Category I MRUV vehicle’s role is similar to a Hummer’s, albeit with more carrying capacity and much more protection. That has become a staple for IMG’s entry, dubbed the “MaxxPro” by its manufacturer. Their collaboration with an Israeli firm who provides up-armored vehicles for the Marines successfully overcame lukewarm initial interest, but even successful survivors of Aberdeen’s tests where challenged to offer enough protection against the ERP class of land mines that began to appear in Iraq.

Nevertheless, the MRAP program became a production race – and Navistar did very well under those competitive terms. In the end the military’s desire for standardization of its fleets exerted something of a gravitation pull on the competition. A July 2007 order vaulted Navistar into 1st place for initial MRAP Program vehicles ordered, but the US Army is divesting many of its vehicles – creating opportunities for foreign buyers…

ATAC’s Aerial Opponent Training

Latest updates[?]: The Naval Air Warfare Center is awarding a contract to Airborne Tactical Advantage Co. (ATAC). The modification is valued at $54,5 million and provides for support activities to the Navy’s Contracted Air Services (CAS) program. The CAS Program provides contractor owned and operated Type III high subsonic and Type IV supersonic aircraft to Navy Fleet customers for a wide variety of airborne threat simulation capabilities. The Type III high subsonic and Type IV supersonic aircraft are designed to simulate incoming threats for testing and training defensive capabilities. ATAC jets are certified to carry a wide range of stores. TACTS/ACMI (P4/5) pods or LATR GPS tracking pods, provide air combat tracking. For electronic warfare training, AST-6 and AST-9 threat simulators can be combined with multiple AN/ALQ-167 and AN/ALG-188 pods. Key competitors include Top Aces, Draken International, L-3 Flight International Phoenix Air and Tactical Air Support, Inc. Work will be performed in various locations inside and outside the continental US, including Newport News, Virginia and Point Mugu, California. It is expected to be completed on May 2019.

Over the last 13 years ATAC has performed a wide range of flight training operations for the US Navy, US Air Force and Air National Guard, including participation in US Navy fleet training, acting as adversary fighters for the “TOPGUN” program, Red Flag exercises and F-22 Raptor training; participating in JTAC/ FAC-A/ CAS ground controller training; and even serving American research & development programs like the Ship Self Defense System and ALE-50 towed decoy. Under their agreement with US Navy, their services have also been used to train militaries in the UK, Canada, Japan, the Philippines, et. al., and the company is placing a renewed focus on exports.

Hawks Fly Away With India’s Jet Trainer v2 Competition

Latest updates[?]: A defense deal valued at over $300 million for the provision of 20 Hawk Advanced Jet Trainer’s to the Indian Air Force (IAF) could fall through as the negotiations for it have been stuck for almost three years now, mostly due to a steep price hike by the vendors. The induction of advanced jet trainers into India’s Air Force has been a long and difficult process. A 20-year procurement process came to an end in 2004, when India selected BAE’s Hawk as its future advanced jet trainer. The 66-plane order was worth about $1.2 billion. The IAF has made clear that it is not interested in the offer to upgrade the fleet of its 120 Hawk planes as proposed by Hindustan Aeronautics Ltd. (HAL). HAL had offered to upgrade the Hawk fleet of the Air Force to Hawk India jets by adding combat capabilities, however the price offered is more than 60% of what the Indian Ministry of Defense is willing to pay.

The induction of advanced jet trainers into India’s Air Force has been a long and difficult process. After a number of false starts, and indigenous efforts like HAL’s Ajeet that didn’t quite live up to expectations, a 20-year procurement process came to an end in 2004, when India selected BAE’s Hawk as its future advanced jet trainer. The 66-plane order was worth about $1.2 billion, and included options for another 40 aircraft. The first 24 Hawk Mk.132 AJTs have already been delivered by BAE; the other 42 are being license-built by Hindustan Aeronautics, Ltd. in India, who have been behind on the delivery schedule.

Those difficulties had consequences. In March 2009, the Press Trust of India reported that India’s Air Force had elected not to pick up the Hawk’s follow-on option. In and of itself, that wasn’t unusual. What was unusual, was a follow-on competition for advanced jet trainers that was thrown open to international firms, via a February 2009 RFP. In the end, BAE’s Hawk won again, adding the Indian Navy to its customer list. Is a 3rd, aerobatic win in the cards?

Australia’s A$ 450M-600M LAND 17 Artillery Replacement

Latest updates[?]: Rheinmetall announced Wednesday the receipt of a USD$77 million contract to supply various types of its Assegai ammunition, fuses and propelling charges to the government of Australia. The order falls under the Land 17 Phase 1C.2 Future Artillery Ammunition project and includes options for additional five-year periods as well as war reserve stocks. First deliveries will occur during the year with a second lot coming in 2019. The order marks the first time that Assegai ammo will be used on the M777A2 field howitzer, a platform that is also in use with Canada and the United States.

In February 2006 the Australian Government gave first pass approval for the replacement of the ADF’s current 105mm and 155mm artillery pieces with new, more capable, artillery systems that feature improved mobility, protection, range and accuracy. Current systems are all towed, and include the aged 105mm M2A2, the L119 Hamel 105mm Field Gun, and the M198 155mm Howitzer. Options for replacing them include a mix of self-propelled artillery systems and lightweight towed artillery systems under an A$ 450-600 million project known as LAND 17. The project will also examine advanced high precision munitions and a networked command and fire control system.

So, how does this project fit into Australia’s larger defense plans? What’s the expected program timeline? And who are the declared and potential contenders? That matters even more now that the solicitation has been released. DID covers the program, and a number of the confirmed or likely competitors… but one category has now been decided.

Norway May go Dutch with Poland on Subs

Latest updates[?]: Three European companies have entered tenders to Poland's Ministry of Defense to supply three new submarines to replace the Polish Navy's ageing Kobben-class subs. The contract is believed to be worth approximately $2.9 billion. Joining the fray are France's Naval Group with its Scorpene-class subs armed with MBDA’s naval cruise missiles; Germany’s ThyssenKrupp Marine Systems is bidding with its Type 212CD-class subs; while Sweden's Saab-owned company Kockum is offering its A26-class subs. Naval Group's entry is the only tender to include cruise missiles as part of its deal, which some local observers say may give them the edge, while the German Type 212 has already been selected by Norway to replace its own ageing submarines—so if Warsaw was to join the procurement, it may drive down costs. According to the ministry, the new vessels will "constitute the essential combat and flagship element of the Polish Navy, and, at the same time, as they will be fitted with cruise missiles, they will be a key element of the state’s and alliance’s military deterrence.” Deliveries of the selected sub will take place between 2024 and 2026.

Norway’s 6 Ula Class/ U210 diesel-electric submarines were commissioned from 1989-1992, and play an important role in their overall fleet. The 1,150t design combined German design, sonar, and torpedoes with a French Thomson-CSF (now Thales) Sintra flank array sonar. Integration happens through a Norwegian Kongsberg combat system, which has become a mainstay for German submarine types. The U210s are a bit on the small side compared to more modern diesel-electric boats, but they remain well suited to Norway’s long coasts and narrow fjords.

The Ula Class has received a number of upgrades since 2006. A new combat system, added cooling for warm water operations, upgraded periscopes, sonar improvements, TADIL-A/Link 11 communications, etc. Even so, the continuous cycle of compression and release inherent in submarine operations will make operations past 2020 a risky proposition. Norway wants to keep a submarine fleet, and by the end of 2014 decided it would need new boats to do so.
