Malaysia Ordering EC725 SAR Helicopters

Latest updates[?]: Malaysia plans to replace its S-61 helicopter. Royal Malaysian Air Force chief General, Affendi Buang said that the service is looking at a range of helicopters including the EC725. However, Buang recently visited Russia to have a closer look at the Yak-130, which is another possible procurement for Malaysia. However, the acquisition of the lightweight aircraft is still not certain. Malaysia received the first S-61 in 1967. The Eurocopter EC725 is a long-range tactical transport helicopter specially developed to meet a French Air Force requirement for a helicopter for combat search and rescue operations. It made its maiden flight in 2000. The chopper can carry 28 troops or 12 stretchers. Alternatively it can carry 5,670 kg of payload internally. External payload capacity is around 4,500 kg.

Malaysia’s Bermana News reports that Eurocopter has received a Letter of Acceptance (LOA) from the Malaysian Defence Ministry for 12 EC725 Cougar medium search and rescue (SAR) helicopters. Negotiations for the EC725s had been suspended in October 2008, in the wake of the financial crisis; at the time, they were not supposed to resume until 2011. At the April 2010 Defence Services Asia (DSA) show in Kuala Lumpur, however, Defence minister Datuk Seri Dr. Ahmad Zahid Hamidi reportedly signed a letter-of-acceptance. Eurocopter is now working with the government to finalize the contract, which is expected to happen when Prime Minister Najib Abdul Razak returns from overseas and the cabinet has a chance to meet and sign off on the deal.

The EC725s would replace the existing fleet of about 20 aged S-61 Sea King/”Nuris”, and are expected to arrive in 2012-2013. The reported deal figure is MYR 1.6 billion ($500 million). EC725s, and their civilian EC225 counterparts, are used by several countries in the region for SAR work. China operates a couple, as does the Japanese Coast Guard. Indonesia has ordered 2, and Taiwan is believed to have ordered 3 EC225s, with an option for 17 more.

Malaysia is also reportedly shopping for attack helicopters. Contenders mentioned so far include Eurocopter’s dedicated Tiger scout/attack helicopter, which also serves in Australia, and versatile S-70 Black Hawk utility helicopters than can be armed with advanced “Battlehawk” kits. India’s Fighter Upgrades: Mirage 2000s Grounded for Parts, Waiting for Upgrades

Latest updates[?]: India’s investigation into the fatal crash of a Mirage 2000 fighter in February found that the incident was probably caused by an issue with the jet’s fly-by-wire flight control system. Reportedly, a glitch in the Mirage 2000’s flight computer that kicks in without warning, causes the aircraft to behave unpredictably. Apparently, Indian Air Force flight records examined by the Court of Inquiry show at least four such incidents in the past. In each incident the aircraft suddenly and without command from the pilot, jerked its nose towards the ground. Then, the nose would jerk upwards. Each time, the aircraft has continued these so called “pitch oscillations” for several seconds before resuming normal flight. Dassault supplies the flight computer. The company initially offered the explanation that the “pitch rate gyrometers”, which are sensors that tell the flight computer the aircraft’s attitude, were not securely fitted. However, the Mirage 2000s behaved perfectly for the rest of the flight when the incidents occurred. Dassault has yet to comment on the assumptions of a faulty flight computer.

In an effort to offset the growing number of age-related combat aircraft retirements, India is engaged in a round of fighter fleet upgrades. In December 2006, India Defence reported that the Indian Air Force was “close to finalizing” a EUR 1.5 billion (about $2 billion) deal to upgrade its fleet of 51 49 Mirage-2000 ‘Vajra’ fighter jets.

The aim was to give the aircraft, inaugurated into IAF service in 1985-1988, another 20-25 years of service life. Of course, “close to finalizing” means something very different in Indian defense circles than it does elsewhere. It took 4 years before there was even a preliminary agreement, and 5 years later, the negotiated agreement appears to be higher than original reports. So, what is India getting for its money?

Australia’s Canberra Class LHDs

Latest updates[?]: The Australian Navy was tailed by the Chinese Military as it travelled towards Vietnam on the South Chinese Sea. The HMAS Canberra was ending a three-month-long tour of seven Asian nations involving three other Australian warships, aircraft and more than 1,200 defense personnel. The ships journeyed near islands controversially claimed by Beijing. Defense officials confirmed, that the ships had a "professional" and "friendly" interaction with the People's Liberation Army during Indo-Pacific Endeavour 2019, an Australian Defense Forces regional engagement mission.

In May of 2006 the Royal Australian Navy announced its decision to expand its naval expeditionary capabilities. HMAS Manoora and Kanimbla would be replaced with substantially larger and more capable modern designs, featuring strong air support. Navantia and Tenix offered a 27,000t Landing Helicopter Dock (LHD) design that resembled the Strategic Projection Ship (Buque de Proyeccion Estrategica) under construction for the Spanish Navy. The DCNS-Thales Australia team, meanwhile, proposed a variation of the 21,300t Mistral Class that is serving successfully with the French Navy.

Navantia’s larger design eventually won, giving the Spanish firm an A$ 11 billion clean sweep of Australia’s “Air Warfare Destroyer” and LHD programs. These 5 ships will be the core of Australia’s future surface navy. The future HMAS Canberra and HMAS Adelaide will be able to serve as amphibious landing ships, helicopter carriers, floating HQs and medical facilities for humanitarian assistance, and launching pads for UAVs or even short/vertical takeoff fighters.

Apres Harfang: France’s Next High-End UAVs

Latest updates[?]: In order of coping with expanding air vehicle inventory, the French Air Force is introducing a new UAV pilot training. The French Air Force is planning to have 24 MQ-9 Reaper MALE UAVs operational by 2030, generating a requirement for 80 to 100 crews. To cope with this expansion the service will establish a new course into its flying schools. Students will fly the Cirrus light aircraft and the Grob 120 basic trainer before moving on UAV Operational Conversion Squadron and the 1/33 Belfort to acquire the particular tactical know-how required to operate the Reapers. The MQ-9 Reapers are remotely piloted vehicles and the first hunter-killer UAVs designed for long-endurance, high-altitude surveillance. Up until now the 1/33 Belfort UAV Squadron flew five GA-ASI MQ-9 Reapers. The first two Reapers to enter French service are designated Block 1 and use US equipment.

France is wondering what to do about its next high-end UAV buy. They bought mini-UAVs off the shelf, but turned to a build-in-partnership approach for their current set of Predator-class Medium Altitude, Long Endurance (MALE) machines. That sacrificed some fielding speed and cost more, in order to build the industrial capabilities of key French firms. Unfortunately, their Harfang/ SIDM IUAV Program to field an IAI Heron derivative hit some snags. Harfangs have been very useful in several conflicts now, but the fleet isn’t keeping up with France’s growing land and naval needs. Which leads to the question: what’s next?

The answers to that question remain unclear, several years after French efforts began. What is becoming clear is that France needs UAVs of this type. By mid-2013 a request for MQ-9s came. Will it be more than a stopgap?

Submarines for Indonesia

Latest updates[?]: Indonesia signed a $1.02 billion contract with South Korean shipbuilder Daewoo Shipbuilding and Marine Engineering (DSME) for three Type 209/1400 diesel-electric submarines. The vessels will be a follow-on to the country’s Nagapasa class. The submarine will accommodate 40 crewmembers and include eight launchers capable of shooting torpedoes, mines and missiles. For the first vessel under the new contract, which will be the fourth-in-class overall, two of the SSK’s six modules will be constructed by PT PAL in Surabaya, while DSME will build the remaining four in South Korea. The Indonesian-built modules will be shipped to Okpo for assembly. For the second submarine, PT PAL will construct four of the six modules in Surabaya, with DSME constructing the remaining two in Okpo. As with the first vessel, modules that have been constructed in Surabaya by PT PAL will be shipped to South Korea for final assembly. For the third vessel in the contract, PT PAL initially proposed to build the entire submarine.

Indonesia sites astride one of the world’s most critical submarine chokepoints. A large share of global trade must pass through the critical Straits of Malacca, and the shallow littoral waters around the Indonesian archipelago. That makes for excellent submarine hunting grounds, but Indonesia has only 2 “Cakra Class”/ U209 submarines in its own fleet, relying instead on frigates, corvettes, and fast attack craft.

South Korea’s Daewoo, which has experience building U209s for South Korea, has been contracted for Cakra Class submarine upgrades. Even so, submarine pressure hulls have inflexible limits on their safe lifetime, due to repeated hydraulic squeezing from ascending and descending. The Indonesians have expressed serious interest in buying 3-6 replacement submarines since 2007, with French, German, Russian, South Korean, and even Turkish shipyards in the rumored mix. Other priorities shoved the sub purchase aside, but a growing economy and military interest finally revived it. South Korea was the beneficiary, but further orders may be in store.

F-X2: Brazil’s Saab Contract for Gripen’s a Done Deal

Latest updates[?]: During the LAAD 2019 Defense & Security exhibition, Saab revealed details of the current development status of the F-39 Gripen, the multi-mission fighter aircraft developed in a partnership between Sweden and Brazil. According to Mikael Franzén, head of Saab Brazil’s business unit, the Swedish and the Brazilian Gripen fighters will have the same configuration for the displays, harmonizing the programs. This would mean great savings to the aircraft maintenance and in future software development. The transfer of technology program also continues to advance. So far, 165 Brazilian engineers have been trained in Sweden and completed their technology transfer program. The Gripen’s FTI (Flight Test Instrumentation) aircraft is due to take flight for the first time in 2019.

As Brazil started boosting its defense budgets in past years, its Navy and Army received funds to replace broken-down equipment, while new fighters will be a critical centerpiece of the Forca Aerea Brasileira’s (FAB) efforts.

Boeing’s F/A-18 E/F Super Hornet, France’s Dassault’s Rafale, Saab’s JAS-39 Gripen NG were picked as finalists. But after repeated stalling, for years the question was whether Brazil would actually place an order, or fold up the competition like the ill-fated 2011 F-X process. At the end of 2013, Brazil unexpectedly picked the Swedish offer, thanks to its offsets, price, and lack of diplomatic baggage. Morocco’s Air Force Reloads: And Now, The Training…

Latest updates[?]: The US Department of State approved a possible sale to Morocco of F-16C/D aircraft. The cost of the deal is estimated at $3.8 billion. Morocco has requested to purchase 25 F-16C/D Block 72 aircraft and other related equipment. According to a press statement, the proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a major Non-NATO ally that continues to be an important force for political stability and economic progress in North Africa. Morocco already operates an F-16 fleet and also requested an upgrade of the 23 aircraft to the F-16V configuration. The prime contractor for the sale and the upgrade is Lockheed Martin. According to the company, the F-16 Block 70/72 is the newest and most advanced F-16 configuration to date, with a structural life more than 50 percent beyond that of previous F-16 aircraft.

Morocco’s combat air force currently flies 2 squadrons of old F-5 fighters, and 2 squadrons of only slightly newer Mirage F1s. T-37 light jets serve as high-end trainers. Their neighbor and rival Algeria flies MiG-23s of similar vintage, but the Force Aérienne Algérienne also flies SU-24 Fencer and SU-25 Frogfoot strike aircraft, plus even more modern and capable MiG-29s, and is receiving multi-role SU-30MKAs as part of a multi-billion dollar weapons deal with Russia.

Morocco can’t beat that array. Instead, they’re looking for replacement aircraft and upgrades that will prevent complete overmatch, and provide a measure of security. Initially, they looked to France, but key reversals have handed most of this modernization work to the United States.

Double-Jointed & Popular: The Bv Family of Infantry Support Vehicles

Latest updates[?]: BAE Systems delivered the first four BvS10 all-terrain vehicles to Austria. The delivery is part of a contract signed in 2016 for 32 armored personnel carriers. The vehicles were handed over during two ceremonies last week in the Austrian states Tyrol and Salzburg. Austrian Defense Minister Mario Kunasek attended the celebrations alongside representatives of the Swedish government and BAE Systems Hägglunds, the Sweden-based manufacturer of the BvS10. The first set of vehicles will be fielded by the Austrian Armed Forces’ 24th Infantry Battalion, a battalion of the 6th Mountain Infantry Brigade, which plays a leading role in the European Union Mountain Training Warfare Initiative as well as the 2nd Engineer Battalion, which can provide combat support in mountainous terrain. The BvS10 is an All Terrain Armored Vehicle. The Austrian APC variant of the BvS10 is fitted with a number of specific features including a 360 degree Observation Camera System with six Day/Infrared cameras and displays in the front and rear of the cabin for greater situational awareness. Also featured is the latest Remote Controlled Weapon Station, which can be operated by both the Gunner and the Commander. It is foldable to allow for swift transportation in the field. BAE Systems expects final deliveries to conclude later this year.

The BvS10 is the successor to the wildly popular Bv206, 11,000 of which have been sold to 40 countries around the world – including the USA (M978). Readers may have seen these vehicles elsewhere, too, as a number of Bv206s have post-military careers at ski resorts, in industries like mining and logging, etc. The new BvS-10 is larger and more heavily armored; it’s in use in Britain, France and the Netherlands as a key armored vehicle for their respective Marines, has been bought by Sweden, and is under evaluation elsewhere. International interest includes imitators: Singapore’s Bronco ATTC is a BVS10 competitor, and Finland and Norway have their own local Bv206 variants.

What makes this unusual-looking vehicle family and design so popular? They aren’t like Humvees or similar wheeled mainstays. They aren’t full armored personnel carriers, either – they’re armored, but Bv family vehicles can’t take the kind of punishment that a Bradley or LAV can absorb. Instead, the secret to their success lies in a remarkable all-terrain capability, and their ability to fill a rare and critical role: air-portable and amphibious infantry enhancement. These success factors are discussed below, along with contracts and key developments related to this vehicle family.

India’s Light Helicopter Contract Hits Turbulence, Stalls. Again. Starts.

Latest updates[?]: Hindustan Aeronautics Limited (HAL) awarded French company Thales a contract to supply 70-mm rocket launchers to the Indian Armed Forces (IAF). The deal provides for 135 rocket launchers for 33 attack helicopters. Eighteen of the army's advanced light helicopters and 15 of the Air Force's light combat helicopters will be equipped with four 12-tube rocket launchers. The company produces the rocket launchers using composite material, making them an average of 50 percent lighter than metal launchers, and eliminating corrosion issues. The launchers are suited for use on both light and combat helicopters. Munitions available for use with the launchers range from conventional rockets to Thales' laser-guided variant. Thales is present in India since 1953 with headquarters in New Delhi, including in defense, transport, aerospace and security markets.

How safe are the Indian Army’s aging fleets of Chetaks (Aerospatiale SA316 Alouette III) and Cheetahs (SA315B Alouette II/III mix)? These old designs have consistently proven themselves in high altitude operations, and remain useful as long as their airframes remain safe. The problem is that at their age, the safety margin is pretty slim. Or worse.

In 2003, India issued an RFP for 197 light helicopters estimating a deal worth between $500-$600 million to buy 60 helicopters outright, with the remaining 137 being built under license by Hindustan Aeronautics Limited (HAL). Eurocopter’s AS550 C3 Fennec and Bell Textron’s 407 competed in the second and final round of summer trials, and as 2007 ticked toward a close, it looked like we had a winner. As often happens in India, however, the process ended up completely derailed. A new RFP out for a successor “Reconnaissance and Surveillance Helicopter program” (RSH) went out in 2008, and testing was done in 2010. Has the RSH competition gone the way of the 1st aborted contract, even as India’s high altitude border posts struggle for adequate support?

Turkey Finally Lands Its Attack Helicopters

Latest updates[?]: Turkey’s Undersecretariat for Defense Industries (SSB) signed a contract with Turkish Aerospace Industries (TAI) for a Heavy Class Attack Helicopter Project on Friday. The value of the contract was not disclosed. The helicopter, which may be designated T130, will have two engines driving a five-blade main rotor, with a tandem armored cockpit configuration for pilot and gunner. There will be a modular avionics package, which includes a four-axis autopilot and helmet-mounted displays for the crew. The Heavy Class Attack Helicopter Project was launched to meet requirements of the Turkish Armed Forces in this field. It aims to design and produce an effective and advanced attack helicopter capable of carrying a large useful load, resistant to challenging environmental factors and equipped with state-of-the-art technology target tracking and imaging, electronic warfare, navigation, communications and weapon systems. The project will play an important role in reducing external dependency of Turkey’s defense sector.

Turkey has been looking to modernize its attack helicopter fleet since the mid-1990s, but the process has mostly served as an object lesson in how not to buy defense equipment. This competition faced many difficulties; after numerous snafus, technology transfer and production issues, and canceled competitions, all 3 invited American manufacturers had abandoned the competition entirely.

Even the “final” round seemed imperiled, following reports of the Turkish military’s deep dissatisfaction with the choices. Nevertheless, the competition survived long enough to pick a winner, and signed contracts with AgustaWestland. But Turkey didn’t just buy helicopters. They bought the A129 model – lock, stock, and rotor.
