CACI International received a $75 million task order to support the US Army’s Communications-Electronics Research, Development and Engineering Center (CERDEC) Intelligence and Information Warfare Directorate (I2WD) under the Technical Engineering Support Services (TESS) contract.
CACI was awarded the 5-year, $900 million TESS contract on Aug 19/09. York Telecom Corp. and DSCI also were awarded TESS contracts.
Under this task order, CACI will provide engineering and technical support to assist I2WD in developing and deploying US Army intelligence and information warfare systems.
The path toward a hypersonic space plane has been a slow one, filled with twists and turns one would expect given the technological leap involved. Speeds of Mach 8+ place tremendous heat and resistance stresses on a craft. Building a vehicle that is both light enough to achieve the speeds desired at reasonable cost, and robust enough to survive those speeds, is no easy task.
Despite the considerable engineering challenges ahead, the potential of a truly hypersonic aircraft for reconnaissance, global strike/ transport, and low-cost access to near-space and space is a compelling goal on both engineering and military grounds. The question, as always, will be balancing the need for funding to prove out new designs and concepts, with risk management that ensures limited exposure if it becomes clear that the challenge is still too great. In October 2008, the US Congress decided that FALCON/Blackswift had reached those limits. That decision led to the program’s cancellation, though some activities will continue.
Early operations in Afghanistan and Iraq led US combat commanders to ask for transport aircraft that could use smaller runways, and land closer to zones of operations. The US Army pressed its King Air C-12s and Shorts C-23s into service, but beginning in 2004, they began supplementing those efforts with contractors. Helicopters have also been hired, but cost, speed, and carrying capacity all favor fixed-wing planes whenever possible.
The US military hoped that Blackwater affiliate Presidential Airways, Inc. of Moyock, NC would be able to address some of these issues, using EADS-CASA 212 and Bombardier Dash-8 transport aircraft. For a while, they did. Presidential received several contracts over the years for fixed-wing, in-theater contract transport around Afghanistan, but the fixed-wing business was bought by AAR, and their firm is no longer the only option. As of 2010, the USA began spreading fixed-wing contracts among a number of contractors. This article chronicles fixed-wing contracts from 2004 – 2014.
The RAID program is a combination of cameras and surveillance equipment positioned on high towers and aerostats, in order to monitor a wide area around important locations and bases. The RAID concept began with a smaller TCOM 17M aerostat as the base platform, instead of the TCOM 71M JLENS aerostats used for cruise missile and air defense. Its sensors were also optimized for battlefield surveillance, rather than JLENS’ focus on powerful air defense radars. The result is a form of survivable and permanent surveillance over key areas that has been deployed to Afghanistan & Iraq.
“Aerostats” has actually become something of a misnomer, however – RAID can also be deployed as a tower system, and this “Eagle Eye/ GBOSS” deployment is turning out to be the preferred mode. Raytheon continues to receive contracts from the US Marine Corps and US Army for new towers, as well as maintenance of existing systems…
You can live for weeks without food. A week without water will leave you dead, especially if you’re exerting yourself in unfriendly conditions. More bad news: water is heavy to carry, which means it takes a lot of resources to transport. There are all kinds of very clever single-soldier solutions for purifying water, but bases and outposts will need options that can scale and produce a steady supply. The US Marines are looking for expeditionary solutions, and TerraGroup’s TECWAR will be selling them some.
Sikorsky’s H-60 Hawk family has become the backbone of the US Army and Navy’s helicopter force, with a number of fielded variants. The USAF’s HH-60 is well known for its medical evacuation (MEDEVAC) role, as well as its combat search and rescue functions. The US Army also operates dedicated MEDEVAC models. The UH-60Qs include a 6 patient litter system, on-board oxygen generation, medical suction system, and other advanced medical capabilities. They are complemented by more recent HH-60Ls, and the entire fleet will eventually be recapitalized using new HH-60M MEDEVAC models.
The HH-60M’s higher power rating might make them somewhat more useful in hot and/or high altitude conditions like Afghanistan. In that theater, H-60 helicopters have taken a back seat to larger machines like Boeing’s H-47 Chinooks, the USMC’s CH-53E Super Stallions, and Eurocopter’s Super Puma/Cougar series. In the mountainous altitudes around Tora Bora, for instance, the California Army National Guard’s 126th Medical Co. (Air Ambulance) reportedly had to use its UH-60Ls stripped of their heavy litter carousels. One area where usefulness can receive quick improvements across the entire fleet, however, involves surveillance and visualization.
The US military has come to rely more and more on contractors to provide linguist services to function effectively in non-English speaking regions. The need for these services is particularly acute in the Middle East and Central Asia where US troops are actively engaged. Technically, there are 2 primary types of linguist services: interpreters and translators. Contractors usually offer both services as part of their contracts.

Why are trucks a big deal? Because they are the unglamorous but very necessary backbone of any mobile military force. The US Marines certainly fit the description of a mobile force, and Oshkosh Defense supplies their MTVR medium trucks. In 2006, the Marines took the next step, and chose a winner to replace a worn-down Oshkosh LVS heavy truck fleet that has served since 1985.
Like their predecessors, these new “Logistic Vehicle System Replacement” (LVSR) heavy trucks will usually find themselves transporting heavy equipment, or basic supplies such as ammunition, fuel, and water. The LVSR winner was also an Oshkosh design.
When reading about modern body armor one often hears about small arms protective inserts (SAPI) or Enhanced SAPI (ESAPI) ceramic plate inserts. While these inserts are more fragile than past generations of inserts, they offer a significant improvement over their 1990s predecessors in terms of both weight and protection. After episodic issues with production ramp-up and quality control, this gear is widely fielded with the US Army and several allied militaries. The US Marines replaced it with the MTV. The Army itself has introduced the Improved OTV. Privately developed body armors like Blackwater Gear were also present in theater. All of these designs rely on a “vest and plates” approach that uses a similar set of inserts to give the vests most of their bullet-stopping power.

The USA’s Mine-Resistant, Ambush Protected (MRAP) program has been a long road for BAE Systems. In the wake of the US Army’s belated realization that mine protection was critical for vehicles in theater, BAE’s designs, long-standing experience in the field, and production capacity had made them an early favorite. Early results were a deeply humbling experience for the firm, but a combination of acquisitions, persistence, and product development combined to recover 2nd place status by the time MRAP orders ceased.
