EMALS/ AAG: Electro-Magnetic Launch & Recovery for Carriers

Latest updates[?]: General Atomics won a $69.9 million deal that provides non-recurring engineering and program management services in support of the Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG) system for the CVN 81 aircraft carrier, minus energy storage subsystem. The deal provides for the evaluation, production, manufacture, assembly, integration and test of engineering changes to product hardware, software, technical data, and logistics products throughout the configuration management process associated with the EMALS and AAG system for the CVN 81 aircraft carrier, minus the energy storage subsystem. Work will take place in California. Estimated completion will be in December 2023.

As the US Navy continues to build its new CVN-21 Gerald R. Ford Class carriers, few technologies are as important to their success as the next-generation EMALS (Electro-MAgnetic Launch System) catapult. The question is whether that technology will be ready in time, in order to avoid either costly delays to the program – or an even more costly redesign of the first ship of class.

Current steam catapult technology is very entertaining when it launches cars more than 100 feet off of a ship, or gives naval fighters the extra boost they need to achieve flight speed within a launch footprint of a few hundred feet. It’s also stressful for the aircraft involved, very maintenance intensive, and not really compatible with modern gas turbine propulsion systems. At present, however, steam is the only option for launching supersonic jet fighters from carrier decks. EMALS aims to leap beyond steam’s limitations, delivering significant efficiency savings, a more survivable system, and improved effectiveness. Flexible G/ATORs: The USMC’s Multi-Mission AESA Ground Radars

Latest updates[?]: Northrop Grumman won a $245.8 million contract modification, which provides for the exercise of five option contract line items to procure eight Ground/Air Task Oriented Radar systems, and associated spares, data, and travel in support of Program Executive Officer Land Systems, Quantico, Virginia. The AN/TPS-80 G/ATOR is a short- to medium-range, air-cooled Active Electronically Scanned Array radar under development for the Marine Corps. Work will take place in Maryland. Expected completion will be in January 2025.

The US military’s long run of unquestioned air superiority has led to shortcuts in mobile land-based air defenses, and the US Marines are no exception. A December 2005 release from Sen. Schumer’s office [D-NY] said that:

“Current radar performance does not meet operational forces requirements… consequences could potentially allow opposing forces to gain air and ground superiority in future operational areas.”

One of the programs in the works to address this gap is the AN/TPS-80 G/ATOR mobile radar system. It’s actually the result of fusing 2 programs: the Multi-Role Radar System (MRRS), and Ground Weapons Locator Radar (GWLR) requirements. When the last G/ATOR software upgrade becomes operational, it will replace and consolidate numerous legacy radars, including the AN/TPS-63 air surveillance, AN/MPQ-62 force control, AN/TPS-73 air traffic control, AN/UPS-3 air defense, and AN/TPQ-36/37 artillery tracking & locating radar systems.

JSF’s F135 Engine Meeting Milestones

Latest updates[?]: Raytheon Technologies won $447.6 million modification, which provides for the procurement of recurring sustainment support activities including maintenance of support equipment, common program activities, unique and common base recurring sustainment, repair of repairables, field service representatives, common replenishment spares, conventional take-off and landing/carrier variant F-135 unique maintenance services, and short take-off and landing F-135 unique services in support of the F-35 Lightning II F135 propulsion system for the Air Force, Marine Corps, Navy, Air National Guard, non-Department of Defense (DOD) participants, and Foreign Military Sales (FMS) customers. Estimated completion date is in May 2022.

F135 Engine Test

Lockheed Martin and Pratt & Whitney have successfully performed the first start of an F-35 Joint Strike Fighter aircraft test engine, using an integrated power package (IPP) that the functions traditionally performed by the auxiliary power system, emergency power system, and environmental control into a single system. The system was used to start a Pratt & Whitney F135 short-takeoff/vertical-landing (STOVL) engine at the company’s advanced test facility in West Palm Beach, FL. The IPP is a subsystem of the F-35 Power and Thermal Management System (PTMS).

The JSF program has targeted the successful IPP engine start as a major milestone since the beginning of the System Development and Demonstration phase of the program in 2001. The achievement paves the way for additional development testing in preparation for the F-35’s first flight in 2006, and comes about a month after the Pratt & Whitney F135 System Development and Demonstration (SDD) program successfully completed the post test Critical Design Review (CDR) by the Joint Strike Fighter (JSF) Joint Program Office (JPO). The JPO review found that the F135 propulsion system has met all review objectives and is on track to deliver the first flight test engine later this year.

From Dolphins to Destroyers: The ScanEagle UAV

Latest updates[?]: The US government has given four ScanEagle unmanned air vehicles to the Philippine Air Force on October 13. The ceremony was attended by Chargé d’Affaires, ad interim (CDA) Heather Variava and Commander of US Indo-Pacific Command Adm. John Aquilino. Representing the Philippine government at Clark airbase was Secretary of National Defense Delfin Lorenzana and Philippine Air Force Commanding General Lt. Gen. Allen Paredes.

ScanEagle’s base Insight UAV platform was originally developed by Washington state’s Insitu, Inc. to track dolphins and tuna from fishing boats, in order to ensure that the fish you buy in supermarkets is “dolphin-safe”. It turns out that the same characteristics needed by fishing boats (able to handle salt water environments, low infrastructure launch and recovery, small size, 20-hour long endurance, automated flight patterns) are equally important for naval operations from larger vessels, and for battlefield surveillance. A partnership with Boeing took ScanEagle to market in those fields, and the USMC’s initial buy in 2004 was the beginning of a market-leading position in its niche.

This article covers recent developments with the ScanEagle UAV system, which is quickly evolving into a mainstay with the US Navy and its allies. Incumbency doesn’t last long in the fast-changing world of UAVs, though. Insitu’s own RQ-21 Integrator is looking to push the ScanEagle aside, and new multiple-award contracts in the USA are creating opportunities for other competitors. Can Insitu’s original stay strong?

Raytheon’s APG-79 AESA Radars

Latest updates[?]: Raytheon Intelligence & Space has introduced a lightweight, affordable AESA radar in its lightest form factor ever. In addition to being a third of the weight of most modern AESA radars, the new compact radar also costs about half as much as typical fire control radars. Gallium Nitride technology is combined with an innovative packaging of its digital receiver/exciter and processor called CHIRP, and a unique air-cooled design.

The AN/APG-79 Active Electronically Scanned Array (AESA) radar began life as a replacement. Initial F/A-18 E/F Super Hornet production batches installed Raytheon’s all-weather, multimode AN/APG-73, but the APG-79 has intrinsic technical features that offered revolutionary increases in capability, reliability, image resolution, and range.

Unlike the APG-73 that equipped the first Super Hornets, the APG-79’s AESA array is composed of numerous solid-state transmit and receive modules that are fixed in place, eliminating a common cause of breakdowns. To move their beams, they rely on electronic changes in each module’s transmissions, creating useful interference patterns in order to aim, focus and shape their output. Other system components include an advanced receiver/exciter, ruggedized commercial-off-the-shelf (COTS) processor, and power supplies. With its open systems architecture and compact COTS parts, it changes what both aircrews and maintenance staff can do with a fighter radar – and does so in a smaller, lighter package.

Floatin’ Smokey: The USA’s SBX Radar

Latest updates[?]: Great Eastern won a $9.1 modification to exercise and fund the second 12-month option on a firm-fixed-price contract with reimbursable elements for the offshore support vessel Hercules. This vessel will be utilized to support refueling and resupply of the Sea-Based X-Band Radar (SBX-1). The contract includes a 12-month base period, three 12-month option periods, and one 11-month option period. Work will take place in the US Pacific Command’s area of responsibility. Estimated completion date is July 15, 2024.

As rogue state proliferation by the likes of North Korea made missile defense a growing priority for nations including the USA, Japan, and Israel, the USA began to look at the linchpin of any defense: powerful radars that could both track ballistic missiles, and guide interceptors. The USA has its BMEWS tracking system, but that would not serve. America’s Safeguard ABM system was dismantled long ago – though Russia still maintains its counterpart System A-135 network around Moscow. Something new would be needed.

Enter Raytheon’s new XBR radar, based on an SBX-1 platform that looks a lot like a mobile oil drilling rig. Basing the radar at sea offers numerous advantages. One is the obvious ability to move the radar as threats materialize, allowing much greater coverage with fewer radars. Another is the ability to protect allies, without having to invest in expensive systems whose regional capabilities and value to the USA could be put at risk by the decisions of a single foreign government. In exchange for this freedom from political interference, of course, the designers must contend with nature’s interference in the stormy Pacific.

Boeing SBX system is linked to its land-based GMD (Ground-based Mid-course Defense) missile system but can also operate with other naval and land elements.

The Fighter Still Remains… The Boxer MRAV APC Family

Latest updates[?]: ARTEC GmbH, on behalf of its parent companies Krauss-Maffei Wegmann (KMW) and Rheinmetall, officially handed over the last of the Boxer armoured transport vehicles (GTK) ordered to date by the Bundeswehr to representatives of the Federal procurement agency (BAAINBw) and the Ministry of Defense. The contract CCG 2nd batch, which was concluded in December 20015, comprised 131 GTK Boxers and was worth EUR 478 million. All the experience gained with modifications from the successful Afghanistan mission have been incorporated into this A2 version.

Wheeled armored vehicles have become much more common, but the Dutch-German Boxer stands out from the crowd. Its English acronym is “Multi Role Armoured Vehicle” (MRAV), but rather than being a family of different vehicles, the Boxer will use a single chassis, with snap-in modules for different purposes from infantry carrier to command, cargo, ambulance, etc.

The base vehicle has a maximum road speed of 100 km/h (60 mp/h) and an operational range of 1,000 km (600 miles). In its troop carrying configuration, it has a crew of 2 and can carry 10 fully equipped troops. The MRAV is fighting for space in a crowded market, but its principal countries are beginning to give it the front-line credibility it needs to succeed.

US Army Moves Ahead with V-Hull Strykers

Latest updates[?]: According to Oshkosh Defense, the company  won a $942.9 million contract to integrate 30mm medium caliber weapons systems onto US Army Stryker vehicles. The upgrade to the Stryker Double V Hull Infantry Carrier Vehicle will provide "precision lethality capability to the Army's Stryker Brigade Combat Team," the company said in a press release.

Under current plans, the 8×8 wheeled Stryker armored vehicle will be the future backbone of 8 US Army and 1 National Guard medium armored brigades. The 5th Stryker Brigade from Fort Lewis, WA was the first Stryker unit sent to Afghanistan, deployed in the summer of 2009 as part of a troop level increase. The brigade was equipped with 350 Stryker vehicles. In the first few months of deployment, they lost 21 soldiers, with 40 more wounded, to IED land mines. The losses prompted the Army to examine modifications to their Stryker vehicles, in order to make them more resistant to land mines.

One result is the Stryker hull redesign, creating the v-hulled Stryker DVH. The US Army is now on pace to order 2 brigades worth, as it moves toward the end of Stryker armored vehicle production.

Have Guns, Will Upgrade: The M109A7 Paladin PIM Self-Propelled Howitzer

Latest updates[?]: According to the US Army, a National Guard artillery unit was the first to conduct a live-fire test with the new M109A7 Self-Propelled Howitzer System last week. The 1st Battalion, 113th Field Artillery Regiment, 30th Armored Brigade Combat Team worked with the newly-fielded artillery at Fort Bragg, NC, for two weeks before a demonstration of the weapon, known in various iterations as the Paladin. The howitzers resemble lightly-armored tanks, and specialize in long-distance aerial bombardment. All systems can be controlled by a crew of four.

The USA’s 155mm M109 self-propelled howitzers (SPH) were first introduced in 1962, as a form of armored mobile artillery that could stand up to the massed fire tactics of Soviet heavy artillery and rockets. They and their companion M992 Armored Ammunition Resupply Vehicles (AARV) have been rebuilt and upgraded several times, most recently via the M109A6 Paladin upgrade.

In the meantime, the Army has re-learned a few home truths. Artillery arrives in seconds rather than minutes or hours, is never unavailable due to bad weather, and cheaply delivers a volume of explosive destruction that would otherwise require hundreds of millions of dollars worth of bombers and precision weapons. Most combat casualties in the gunpowder age have come from artillery fire, and the US Army will need its mobile fleet for some time to come. So, too, will the many countries that have bought the M109 and still use it, unless BAE wishes to cede that market to South Korea’s modern K9/K10 system, or new concept candidates like the KMW/GDLS DONAR. What to do? Enter the Paladin PIM program.

Longshot: A Swooping HAAWC for Torpedoes

Latest updates[?]: According to Lockheed Martin, the US Army’s new extended-range version of its Guided Multiple Launch Rocket System (GMLRS) had a successful 80-kilometer flight demonstration at White Sands Missile Range, New Mexico, on March 4. Lockheed Martin is the manufacturer of the GMLRS munition and has worked with the Army to double the rocket’s reach through extended-range capability development. The 80-kilometer shot fired from the Army’s High Mobility Artillery Rocket System met the test objectives, Lockheed said in its news release. The release added that the demo “confirmed the missile’s flight trajectory performance, range and validated interfaces with the HIMARS launcher and system software performance.”

American maritime patrol aircraft currently carry torpedoes as part of their armament, which serve as key weapons against enemy submarines. As any high-diver of cliff-jumper knows first hand, however, water can feel surprisingly solid after a long fall. Torpedoes still have to be released from low altitude, typically 100 feet or less above the waves. Two recent developments, however, are making this approach less practical for the US military. One is tests of sub-launched anti-air missile systems, using modified short-range air-air missiles that do not require radar guidance. The other is its selection of the 737-based P-8A Poseidon as its next maritime patrol and surface surveillance aircraft. The P-8A can perform low swoops if necessary, but its airframe is really optimized for cruising at altitude.
