Equipping Lebanon’s… Government?

Latest updates[?]: The Lebanese Armed Forces (LAF) continues to receive US military support, with US Gen. Joseph Votel announcing new arms packages for Beirut under the Pentagon's “Building Partner Capacity” program. Three procurements are being financed through the BPC scheme, totalling $120 million, and aim to build the LAF’s capability to conduct border security and counterterrorism operations. The first program will see six new MD 530G light attack helicopters and associated equipment and training, valued at more $94 million. The second program, costing $11 million, will boost C4ISR capabilities with six ScanEagle UAVs, while the third will provide the LAF additional capabilities to employ joint fire support and close air support through the delivery of communications equipment, electronics equipment, night vision devices, and training, valued at more than $16 million.

The Lebanese Army’s own web site is blunt: “The assistance received from Syria, the USA, and other friendly countries has played a basic role in bridging the gap between needs and available means.”

A number of countries are stepping up to fill those gaps, left in a military ravaged by foreign occupation, a long and losing civil war, and the presence of Hizb’Allah – a foreign-backed private army in Lebanon, with superior firepower. The battle for influence in that country is multi-polar, with countries including the USA, France, and Saudi Arabia moving to counter Syria and Iran’s proxies, and countries like Russia working with independent agendas. The USA has been supplying a wide range of equipment from ammunition to armored vehicles, and is adding tanks, mini-UAVs, and even patrol boats to that list. Belgium has worked to sell some of its own tanks and APCs, France has offered help with Lebanon’s existing French equipment; and in April 2009, Russia went so far as to offer MiG-29 fighters, for free, from its own stocks.

What capabilities would these systems bring? How are those sales going? And how is Lebanon itself changing, in the wake of both Hezbollah’s takeover and Syria’s civil war?

LAV-AT: Modernizing the USMC’s Wheeled Tank-Killers

Latest updates[?]: Having successfully completed its initial operational goals during field tests in September, the US Marine Corps (USMC) has started rolling out its upgraded Light Armored Vehicle Anti-Tank (LAV-AT) weapons system to troops. Developed under the USMC's LAV-AT Modernization program established in 2012, the upgraded ATWS includes a new turret that is unmanned, fires both wire-guided and radio frequency TOW missiles, and can acquire targets while on-the-move with an improved thermal sight. It also has a Far Target Location system, new commander/gunner video sight displays, and an electric elevation and azimuth drive system, which helps rotate the weapon system onto the target. Fielding will be completed by the end of 2019.

General Dynamics’ wheeled LAV A2 family is the US Marine Corps’ backbone armored personnel carrier, and the LAV-AT (anti-tank) is one of the most interesting sub-types. A pop-up M901 Emerson turret rises out of the vehicle like the head of a robot, tracks opponents using visual and thermal imaging, and fires up to 2 BGM-71 TOW(Tube-launched, Optically-tracked, Wire guided) anti-armor missiles, before dropping back inside to re-load under armored protection. The result is a more mobile tank-killer that can strike from long-range, and remains effective even under heavy artillery shelling. It’s also handy for fire support against enemy strongpoints, serving in the same role as an assault gun.

Unfortunately for the Marines, their LAV-ATs are facing 2 separate threats to their long-term viability. Hence the USMC’s ACAT-III Light Armored Vehicle Anti-Tank Modernization Program.

Namer: Israeli Leopard; Troop Carriers

Latest updates[?]: An upgraded prototype of the Namer heavy armoured personnel carrier (APC) has been unveiled by the Israeli Ministry of Defense. Developed by the ministry's Merkava Tank Administration in conjunction with the Israeli Defense Forces (IDF) Ground Forces, the vehicle includes a new turret with Trophy radars fitted to either side of the gun and countermeasures dispensers on both sides. It also had two sets of electro-optics: one mounted coaxially to the left of the gun and a second that appears to be able to rotate independently of the turret. A 30mm gun, thought to be an Orbital ATK Mk44 Bushmaster has also been included, and will give “significant firepower to infantry units, allowing the soldiers to be more independent on the battlefield, and to reduce the dependency on support from other units.” The vehicle is expected to undergo trails this week.

Urban fights are thought of as the future of warfare in many countries, but to Israel, urban fighting is a very current reality. At the same time, conventional defense requires well-protected forces that can maneuver and survive with the country’s heavy armor, out in the tank-friendly environs of the Middle East. The Israelis had long depended on the M113 to fill these roles, but heavier options were needed, and the Israelis could care less about air-transportability. The resourceful Israelis turned to their stock of captured Soviet T-54/55 tanks for initial solutions, producing the Achzarit APC. They liked the results so much that they decided to do the same thing with their older Merkava Mk.I tank hulls, creating the 60 tonne Namer (“leopard”). That’s about twice the weight of the USA’s M2 Bradley Infantry Fighting Vehicles (IFVs), but Namers are mostly used as ultra-heavy but lightly-armed armored personnel carriers. Unmanned turrets with a 30mm cannon and Spike missiles would be needed to turn them into true IFVs.

Even in an APC role, experiences during the 2006 war in Lebanon against Syria and Iran confirmed the Namer’s value. The Israelis decided to build more using new Merkava Mk.IV hulls, but that creates some manufacturing issues for the Israelis, who were trying to quickly build up their Merkava fleet per the long-range “Tefen” plan. Israel would also benefit financially from having more manufacturing done in America. The solution? Find an American partner. Enter General Dynamics Land Systems.

Vietnam’s Restocking: Subs, Ships, Sukhois, and Now Perhaps F-16s and P-3s?

Latest updates[?]: Vietnam has started to take delivery of some components needed for the assembly of three RV-02 medium-range radars. The system is an improvement on the Vostok-E VHF radar made by Belarus, of which Hanoi bought 20 of the radars as an asymmetric warfare strategy against stealth fighters from China including the J-20 and J-31 over the disputed South China Sea. Acceptance and commission checks were conducted by engineers from Vietnam's Examination Council of the PK-KQ Technical Institute.

In April 2009, reports surfaced that Vietnam had agreed in principle to a deal with Russia for 6 of its diesel-electric Kilo/ Project 636 Class fast attack submarines. By December 2009, it was an inflection-point deal for a capability that Vietnam has never had before. By November 2013, the new submarines had begun to arrive.

Nor is that the only change in Vietnam’s military capabilities these days, courtesy of their long-standing relationship with Russia. There have been some outside deals for items like maritime surveillance floatplanes, and a Dutch deal will provide high-end frigates. For the most part, however, Vietnam’s new combat power in the air, at sea, and on land is coming from Russia. China’s displays of naval might are only part of the mosaic influencing Vietnam’s decisions in these matters.

I Am Iron Man…?

Latest updates[?]: Lockheed Martin has secured legal permission to explore the potential use of exoskeleton technology for the military market. The firm secured licensing of bionic augmentation technology from B-Temia and will incorporate it to supplement its FORTIS industrial exoskeleton project. Designed to make labor easier by transferring pressure through the exoskeleton to the ground in a process that makes heavy tools "weightless," the system requires no external power to operate, and can boost military capabilities by enabling soldiers to carry more equipment over longer distances. The product can be used in standing or kneeling positions, and uses a tool arm to reduce muscle fatigue and boost productivity.

Most military programs don’t coordinate news releases with major motion pictures. With Iron Man in theaters and getting reviews that may get DID’s staff to go see it, Raytheon is taking the time to promote its US Army-funded exoskeleton suit. Originally funded under a 7-year, $75 million DARPA program, the suite has now gone on to the next stage under a 2-year, $10 million follow-on Army grant:

The problem they’re trying to address is no stunt. The weight of a soldier’s equipment easily approaches 80-100 pounds, far higher than the 30 pounds recommended for maximum mobility. As we load our soldiers down with more technical gadgets, that weight tends to go up, not down. The USA and Japan are only a couple of the countries working on aspects of a mechanical exoskeleton that would give its wearers vastly improved strength and endurance. While Japanese demographic and cultural trends in particular are giving concepts like individual soldier augmentation a push, we can still expect a very long wait before we see exoskeletons that can deliver the required performance to justify their cost, can handle military conditions, and can be maintained in the field at reasonable cost. It’s far more likely that first fielding, if there is one, will involve more limited use by disabled soldiers, or be used like Cyberdyne Japan’s HAL-5 in private, para-public, and first responder roles. Despite Problems, UK Moves Ahead with $376M Bowman Radio Upgrade

Latest updates[?]: General Dynamics has been picked by the UK to design and develop next-generation battlefield communication systems. The $409 million contract is part of the MoD's Morpheus Project, an effort launched to address critical system obsolescence and procure more advanced Tactical Communication and Information Systems for the British Army; allowing British warfighters to integrate new radios and other communication platforms faster and more easily. Under the agreement, GD will implement the Evolve to Open approach, which will modify existing Bowman communication systems into an open, modular platform.

The UK’s Bowman tactical communications system, which replaced the aging Clansman system, has encountered some problems with troops deployed in Afghanistan. The Bowman radios carried by the soldiers have a short battery life and are heavy. There is also a shortage of ancillary equipment, such as antennas and speakers, according to a May 14/09 report by the UK National Audit Office (NAO).

As DID reported earlier, a 2006 NAO report had identified a number of serious problems with the Bowman system resulting from the radical changes in communications technology and needs since the program was conceived in the 1980s. The report identified as issues the vast growth in bandwidth requirements due to UAVs et. al. transmitting video, the need for far greater capabilities without providing more money, the lack of robustness and modifiability in its closed architecture software systems, the effects of Bowman’s lack of definition on training and doctrine, and the effects of the program on the decimated British tactical radio industry.

Despite these problems, the UK Ministry of Defence (MOD) recently awarded 2 contracts worth £231 million ($376 million) to prime contractor General Dynamics UK to upgrade the Bowman system.

Buy from the Pros: Poland Adds More German Tanks

Latest updates[?]: Poland's Jenoptik Defense & Civil Systems has been contracted $11.38 million to work as a subcontractor in support of Poland's Leopard 2 main battle tank modernization program. Under the agreement, Jenoptik will provide 126 17-kilowatt auxiliary power units to Polish company ZM Bumar Labedy S.A., and an additional seven units to Rheinmetall Defense. Rheinmetall will receive ten electric turret and weapon stabilization systems that will be used to replace the hydraulic systems currently used to reduce heat generation inside the tank. Warsaw began the upgrade of their 126 Leopard 2 tanks in February 2016. Elsewhere, Polish and US tank operators recently began a series of tactical maneuvering exercises in preparation for an upcoming NATO training event, aimed at improving participants' ability to shoot, move, and communicate with one another on the battlefield.

Germany is almost done selling off one of the world’s most impressive tank fleets, earning itself a solid market around the world in the process, and choking sales of competitive designs. In November 2013, Poland announced that it would buy a 2nd batch of Leopard 2 tanks from Germany, along with assorted other equipment. As usual, the package price was incredibly cheap: just EUR 180 million for 119 more tanks, plus range training fittings, machine guns, radios; and assorted armored tractors, cars, and trucks. Korea’s K21 KNIFV

Latest updates[?]: L-3 Technologies has won a $17.3 million contract to provide South Korea with 800-horsepower transmission kits. The kits will power Seoul's next-generation K21 infantry fighting vehicles as well as their fleet of light recovery vehicles. Designed by Hanwha Defense Systems to replace the current fleet of K200 armored transport vehicles, the K21 weighs 20% lighter than its predecessor and is armed with a 105mm turret weapon.

South Korea is steadily becoming a force to be reckoned with in the global defense market. Its world-leading shipyards are successfully building and and delivering vessels that include KDX-III AEGIS destroyers and Dokdo Class LHD amphibious assault ships. Its aerospace firms are beginning to see orders from the ROKAF and beyond for trainer (KT-1, T-50) aircraft, are partnering with Eurocopter to create a new medium helicopter (KHP), and will soon offer a compelling lightweight fighter (F/A-50). On land, the indigenous K1A1 tank was followed by the XK-2 “Black Panther,” which was exported to Turkey as the Altay. The K9/K10 mobile howitzer offering is expected to grab a significant chunk of that global market over the next decade. Now, a modern Infantry Fighting Vehicle looks set to round out those offerings.

Doosan is a large Korean conglomerate, whose best known brand is probably Bobcat construction equipment. Other offerings range the gamut, including South Korea’s Kentucky Fried Chicken outlets, Doosan Feed agricultural supplies, franchised “Donga” private schools; and the new Doosan DST subsidiary, which manufactures the K21 KNIFV(Korea Next-generation Infantry Fighting Vehicle). October 2008 saw the first major order placed, and now the first deliveries have taken place…

Canada Up-Armoring its LAV-IIIs

Latest updates[?]: Canada's Light Armored Vehicle III (LAV III) Upgrade Program will see General Dynamics Land Systems upgrade 141 Light Armored Vehicles. Valued at $308 million, the upgrades will bring the vehicles up to the latest LAV 6.0 standard, improving the vehicles' performance and survivability while reducing long-term maintenance costs. Based on the Swiss MOWAG Piranha III, the LAV III is the third generation of light armored vehicles used by Canada's army.

The Government of Canada recently awarded “EODC Engineering, Developing and Licencing Inc.” of Ottawa, Canada C$ 81.5 million (about $65.5 million ) worth of contracts to provide for add-on-armour kits, modules and spares for its LAV III wheeled armored personnel carriers. LAV-III vehicles are known as Piranha-III in Europe, and are the base platform for the USA’s Stryker family of vehicles. Canadian LAV-IIIs have seen extensive use on the front lines of Afghanistan, where they have both achieved important successes and demonstrated key limitations.

Czechs Choose, Cancel, Then Come Back to Pandur II APCs

Latest updates[?]: Tatra Defense Vehicles will provide additional Steyr Pandur II trucks to the Czech Republic, adding to the 107 Pandurs already operated by Prague. The $82 million contract will see the provision of 20 vehicles, six of which will be fitted as command-and-control trucks and another 14 vehicles configured as communications platforms.The Pandur II 8x8 armored vehicle is an updated all-wheel drive version of the Pandur 6x6 armored personnel carrier.

In January 2006, the Czech Republic selected General Dynamics’ European Land Combat Systems subsidiary Steyr-Daimler-Puch Spezialfahrzeug GmbH of Austria to supply its army with 199 new eight-wheeled Pandur II armored personnel carriers (APCs) between 2007-2012. The KBVP vehicles would replace Soviet-era OT-64 SKOT APCs, and would be produced in Austria and the Czech Republic.

In 2005 the contract included an option for 35 additional vehicles for a total of 234, and had a potential value of Koruna 23.6 billion ($1-1.4 billion). Steyr’s Pandur II was a finalist, and eventually won the competition. But questions arose, the deal became a political football, and delivery issues jeopardized the deal into oblivion. Or so it seemed. Despite the economic crisis gripping Eastern Europe, the Czechs reinstated a scaled-down version of the deal in late February 2009.
