Submarines for Indonesia

Latest updates[?]: Indonesia signed a $1.02 billion contract with South Korean shipbuilder Daewoo Shipbuilding and Marine Engineering (DSME) for three Type 209/1400 diesel-electric submarines. The vessels will be a follow-on to the country’s Nagapasa class. The submarine will accommodate 40 crewmembers and include eight launchers capable of shooting torpedoes, mines and missiles. For the first vessel under the new contract, which will be the fourth-in-class overall, two of the SSK’s six modules will be constructed by PT PAL in Surabaya, while DSME will build the remaining four in South Korea. The Indonesian-built modules will be shipped to Okpo for assembly. For the second submarine, PT PAL will construct four of the six modules in Surabaya, with DSME constructing the remaining two in Okpo. As with the first vessel, modules that have been constructed in Surabaya by PT PAL will be shipped to South Korea for final assembly. For the third vessel in the contract, PT PAL initially proposed to build the entire submarine.

Indonesia sites astride one of the world’s most critical submarine chokepoints. A large share of global trade must pass through the critical Straits of Malacca, and the shallow littoral waters around the Indonesian archipelago. That makes for excellent submarine hunting grounds, but Indonesia has only 2 “Cakra Class”/ U209 submarines in its own fleet, relying instead on frigates, corvettes, and fast attack craft.

South Korea’s Daewoo, which has experience building U209s for South Korea, has been contracted for Cakra Class submarine upgrades. Even so, submarine pressure hulls have inflexible limits on their safe lifetime, due to repeated hydraulic squeezing from ascending and descending. The Indonesians have expressed serious interest in buying 3-6 replacement submarines since 2007, with French, German, Russian, South Korean, and even Turkish shipyards in the rumored mix. Other priorities shoved the sub purchase aside, but a growing economy and military interest finally revived it. South Korea was the beneficiary, but further orders may be in store.

India’s Nuclear Submarine Projects

Latest updates[?]: India signed a $3 billion contract for the lease of an Akula-1 class nuclear-powered attack submarine from Russia for a period of ten years. The submarine will be ready by 2025 and the contract includes refurbishment of the submarine with Indian communication and sensor systems, spares support and technical infrastructure for its operations. This submarine will replace INS Chakra, a submarine taken on a ten-year lease from Russia in 2012. The existing lease will be extended until the new submarine becomes operational. The so called Chakra III will not be equipped with long-range nuclear missiles because of international treaties and because it is not meant for deterrence patrols. In November last year, India’s first indigenous nuclear-powered submarine, INS Arihant, completed its first deterrence patrol. A second nuclear submarine, INS Arighat, will be commissioned later this year, with two more currently under construction.

According to GlobalSecurity.org, India’s ATV (advanced technology vessel) program to build a nuclear-powered submarine began in 1974, and became a serious effort in 1985. The Federation of American Scientists’ December 1996 document “The Indian Strategic Nuclear Submarine Project: An Open Literature Analysis” remains one of the best single open sources on India’s program. Unfortunately, it was compiled over a decade ago and has become rather dated. That project has continued, and this DID Spotlight article continues to collect open source information on the ATV program.

More and more sources were claiming that a rented Russian Akula class boat would be operational as a training vessel by 2009. The concept was correct, but the date was not. A deadly accident during K-152 Nerpa’s sea trials delayed that project, and further complications pushed its hand-over date to 2012. As efforts to move the Nerpa into service continue, India has finally launched its indigenous nuclear sub Arihant, to begin sea trials and testing.

The Odyssey: Greece’s U-214 Submarine Order

Latest updates[?]: The Hellenic Armed Forces, the combined military forces of Greece move forward with two Hellenic Navy acquisition programs for heavyweight torpedoes and maritime helicopters. The programs were approved in December and are now being forwarded to the Ministry of Defense for implementation, Jane’s reports. The Hellenic Navy wants to procure 36 533 millimeter heavyweight torpedoes for the Papanikolis-class Type 214 submarines and sole Type 209 AIP-equipped submarine, HS Okeanos. The new torpedoes are to replace AEG SUT and SST-4 torpedoes. The type 214 submarine features diesel propulsion with an air-independent propulsion system. The 209 Type is a diesel-electric attack submarine armed with eight bow 533 mm torpedo tubes and 14 torpedoes.

On Monday Sept 21/09, ThyssenKrupp Marine informed the Greek Minister of Defence that it was canceling “The Archimedes Project” contract for 4 U-214 diesel-electric submarines with Air-Independent Propulsion technology, because the government’s payments had remained underwater for too long. That development was the just the latest chapter in a long and continuing saga. If the issue remains unresolved, or arbitration results in termination payments but no delivery, Greece could find itself without a submarine force.

Accumulated payment arrears were over EUR 520 million (then $767 million), and so ThyssenKrupp and its subsidiary Hellenic Shipyards sought international arbitration, in order to recover some of the payments due under its contract. A resolution was arrived at, but failed execution by Hellenic Shipyards has left Greece’s future submarine fleet in limbo, even as investigations and trials are sending former Greek officials to court and to jail for corruption associated with the purchase.

The US Navy’s Nuclear Propulsion Contracts

Latest updates[?]: Bechtel Plant Machinery Inc. is being awarded with three individual contracts for work on the Naval Nuclear Propulsion program. Awarded by the Naval Sea System Command, the contracts have cumulative face value of $1.7 billion and provide for various naval nuclear propulsion components. The components provide nuclear propulsion capabilities to power a variety of Navy vessels, including submarines and aircraft carriers, by drawing power from a small nuclear power plant installed on the vessel. FY 2019 shipbuilding and conversion funds in the amount of $1.2 billion are being obligated which will not expire at the end of the current fiscal year. Work will to various levels be performed at the company's facilities in Monroeville, Pennsylvania, and in Schenectady, New York.

This DII Spotlight article covers American nuclear propulsion industrial base contracts since the beginning of FY 2006. The USA has had an all-nuclear submarine fleet for over 50 years, a policy that dates back to the visionary Admiral Hyman Rickover. On the surface, America’s aircraft carriers became an all-nuclear fleet with the retirement of the USS Kitty Hawk [CV 63], and FY 2008-09 spending legislation pushed the US Navy to use nuclear power in its future CG (X) cruisers and new amphibious ship classes. At present, however, carriers are the only nuclear-powered American surface ships on the drawing board.

The civilian nuclear sector has seen major advances over the last 2 decades, and so has the military sector. The commitment to a nuclear fleet includes funding for those technical advances, as well as work to maintain both the reactors on board American ships, and the industrial base that supports them.

Astute Buy? Britain Spends Big on its Next Fast Submarines

Latest updates[?]: The British government is awarding a contract to BAE Systems in relation to two submarine programs. The company will receive $3.26 billion to continue to the next phase of the Dreadnought program and will deliver the seventh Astute class submarine to the Royal Navy. The SSN Astute Class submarines are the successors to the Navy’s Swiftsure and Trafalger Class submarines. The Astute Class is the only platform used to launch long-range UGM-109 Tomahawk cruise missiles, in order to deliver conventional strikes against land targets. The Dreadnought program comes with a price tag of $41 billion. It is the British replacement project to its fleet of Vanguard class submarines. They will provide the UK’s ‘Continuous at sea deterrence’ capability by carrying the existing Trident missiles, which will not be replaced until the 2040s.

Britain retired its nuclear-powered 4,900t SSN Swiftsure Class fast attack boats in 2010, and has begun phasing out its follow-on 5,300t SSN Trafalgar Class, before the effects of the ocean’s constant squeezing and release start making them dangerous to use. The last Trafalgar Class boat is expected to retire by 2022, and replacements were required. Submarines are considered to be a strategic industry in Britain, which remains committed to nuclear-powered submarines for their entire fleet. As such, there was never any question of whether they’d design their own. The new SSN Astute Class were designed to be stealthier than the Trafalgars, despite having 39% more displacement at 7,400t submerged.

Britain’s 6 Swiftsure and 7 Trafalgar Class boats will eventually find themselves replaced by 7 of the new Astute Class. The new submarine class has had its share of delays and difficulties, but the program continues to move forward with GBP 2.75 billion in contracts over the past week.

France’s Future SSNs: The Barracuda Class

Latest updates[?]: The French government will buy a fifth Barracuda class nuclear attack submarine. A spokesperson for the Armed Forces Ministry confirmed in a statement that the Defense Minister Florence Parly made the decision on May 2nd. The draft multiyear budget that is set to run from 2019-2025 includes the funding for six Barracuda class submarines, delivery of which is scheduled for 2025. The Barracuda SSN program started in 2006 when France’s Defense Ministry awarded a contract for nuclear-propelled fast attack submarines to state-owned warship builder DCN and nuclear energy group Areva-TA. The Barracuda program will meet the French Navy’s operational mission needs by providing replacements for its 6 current Rubis Amethyste class nuclear attack submarines. The Barracuda’s are roughly the same size as the Royal Navy’s existing SSN Trafalgar Class boats, and twice the size of the current vessels. The program’s total value was initially set at then $11.13 billion but has since risen to over $12.32 billion.

In December 2006, France’s Defense Ministry awarded a contract for nuclear-propelled fast attack submarines to state-owned warship builder DCN and nuclear energy group Areva-TA. The contract’s total value could be as high as EUR 8.6 billion, and it is set up as an initial EUR 1.0-1.4 billion contract (reports vary), followed by 6 options (tranches conditionnelles) to cover development expenses, the production of more submarines, and through-life support during their first years of operational service.

All ships wear out over time, and the repeated squeezing and relaxing experienced by submarine hulls make their replacement times less negotiable. The USA began introducing their new-generation NSSN Virginia Class fast attack boats in 2004, and Britain’s problem-plagued SSN Astute Class followed in 2010. Now, it’s France’s turn to renew its SSN fleet, as DCNS works to supply 6 Barracuda Class submarines between 2016-2027.

Norway May go Dutch with Poland on Subs

Latest updates[?]: Three European companies have entered tenders to Poland's Ministry of Defense to supply three new submarines to replace the Polish Navy's ageing Kobben-class subs. The contract is believed to be worth approximately $2.9 billion. Joining the fray are France's Naval Group with its Scorpene-class subs armed with MBDA’s naval cruise missiles; Germany’s ThyssenKrupp Marine Systems is bidding with its Type 212CD-class subs; while Sweden's Saab-owned company Kockum is offering its A26-class subs. Naval Group's entry is the only tender to include cruise missiles as part of its deal, which some local observers say may give them the edge, while the German Type 212 has already been selected by Norway to replace its own ageing submarines—so if Warsaw was to join the procurement, it may drive down costs. According to the ministry, the new vessels will "constitute the essential combat and flagship element of the Polish Navy, and, at the same time, as they will be fitted with cruise missiles, they will be a key element of the state’s and alliance’s military deterrence.” Deliveries of the selected sub will take place between 2024 and 2026.

Norway’s 6 Ula Class/ U210 diesel-electric submarines were commissioned from 1989-1992, and play an important role in their overall fleet. The 1,150t design combined German design, sonar, and torpedoes with a French Thomson-CSF (now Thales) Sintra flank array sonar. Integration happens through a Norwegian Kongsberg combat system, which has become a mainstay for German submarine types. The U210s are a bit on the small side compared to more modern diesel-electric boats, but they remain well suited to Norway’s long coasts and narrow fjords.

The Ula Class has received a number of upgrades since 2006. A new combat system, added cooling for warm water operations, upgraded periscopes, sonar improvements, TADIL-A/Link 11 communications, etc. Even so, the continuous cycle of compression and release inherent in submarine operations will make operations past 2020 a risky proposition. Norway wants to keep a submarine fleet, and by the end of 2014 decided it would need new boats to do so.

Scorpene’s Sting: Malaysia’s Bribery & Murder Scandal

Latest updates[?]: A former aide to Malaysian Prime Minister Najib Razak has been placed under formal investigation by French financial prosecutors as part of a probe into the 2002 sale of two Scorpene submarines to Malaysia. The accused, Razak Baginda, has denied wrongdoing when he was advisor to Najib during his stint as defense minister, and who oversaw the procurement from French shipyard DCN International—who then became a new entity called DCNS, which in turn rebranded itself as Naval Group this year. Last month, two French former defense industry executives were placed under investigation as part of the same probe into alleged kickbacks from that submarines deal. The investigation began after Malaysian human rights group Suaram alleged that the EUR 1 billion sale resulted in some $130 million of commissions being paid to a company linked to Najib.

The Franco-Spanish Scorpene diesel-electric attack submarine competes on the global market against an array of competitors, especially ThyssenKrupp HDW’s U209/212/214 family. In June 2002, the Malaysian government signed a EUR 1 billion contract with Armaris (now DCNS) and Spanish naval shipbuilder Izar (now Navantia) for 2 SSK Scorpenes and associated support and training. Both submarines have been delivered to Malaysia, though there have been some technical problems. Which pale in comparison to the deal’s other problems.

Within Malaysia, the sale has been compromised by an ongoing trial and set of legal actions around the public kidnapping and private execution of Mongolian modeling student, translator, and paramour Altantuya Shaariibuu. Full and impartial accountability for public figures is not a prominent feature of Malaysian justice, but French Journalist Arnaud Dubus added to the pressure with a March 5/09 report in France’s Liberation, “Un cadavre très dérangeant: L’étrange affaire du meurtre d’une interprète mongole qui gène le pouvoir en Malaisie” (Page 30-31). It named very prominent names, offered details, and revealed the contents of documents that Malaysian courts had refused to admit. A subsequent bribery investigation by French authorities has led to the emergence of even more documents, and the scandal is becoming a significant presence in Malaysian politics.

Vietnam’s Restocking: Subs, Ships, Sukhois, and Now Perhaps F-16s and P-3s?

Latest updates[?]: Vietnam has started to take delivery of some components needed for the assembly of three RV-02 medium-range radars. The system is an improvement on the Vostok-E VHF radar made by Belarus, of which Hanoi bought 20 of the radars as an asymmetric warfare strategy against stealth fighters from China including the J-20 and J-31 over the disputed South China Sea. Acceptance and commission checks were conducted by engineers from Vietnam's Examination Council of the PK-KQ Technical Institute.

In April 2009, reports surfaced that Vietnam had agreed in principle to a deal with Russia for 6 of its diesel-electric Kilo/ Project 636 Class fast attack submarines. By December 2009, it was an inflection-point deal for a capability that Vietnam has never had before. By November 2013, the new submarines had begun to arrive.

Nor is that the only change in Vietnam’s military capabilities these days, courtesy of their long-standing relationship with Russia. There have been some outside deals for items like maritime surveillance floatplanes, and a Dutch deal will provide high-end frigates. For the most part, however, Vietnam’s new combat power in the air, at sea, and on land is coming from Russia. China’s displays of naval might are only part of the mosaic influencing Vietnam’s decisions in these matters.

Australia’s Next-Generation Submarines

Latest updates[?]: Lockheed Martin will provide combat systems for Australia's new fleet of submarines. The move is said to increase interoperability with fellow Lockheed system-user the US Navy. French firm DCNS won the $38 billion Australian submarine contract back in April defeating Germany's ThyssenKrupp Marine and Japan's Mitsubishi Heavy Industries and Kawasaki Heavy Industries. Since then, the company has been dealing with the aftermath of a 22,000 page data leak of submarines they are building for India, drawing a warning from Australian defense officials.

Bridge to the future?

In its 2009 White Paper, Australia’s Department of Defence and Labor Party government looked at the progress being made in ship killing surveillance-strike complexes, and at their need to defend large sea lanes, as key drivers shaping future navies. These premises are well accepted, but the White Paper’s conclusion was a surprise. It recommended a doubling of Australia’s submarine fleet to 12 boats by 2030-2040, all of which would be a new successor design that would replace the RAN’s Collins Class submarines.

The surprise, and controversy, stem from Australia’s recent experiences. The Collins Class was designed with the strong cooperation of ThyssenKrupp’s Swedish Kockums subsidiary, and built in Australia by state-owned ASC. The class has had a checkered career, including significant difficulties with its combat systems, issues with acoustic signature and propulsion, major cost growth to A$ 5+ billion, and schedule slippage. Worse still, reports indicated that the RAN can only staff 2 of its 6 submarines. High-level attention led to a report and recommendations to improve the force, but whether they will work remains to be seen. Meanwhile, the nature of Australia’s SEA 1000 future submarine project – and its eventual cost – remain unclear, with estimated costs in the A$ 36-44 billion range.
