The Defense Energy Support Center in Fort Belvoir, VA recently awarded a series of contracts for various kinds of fuel worth almost $1.4 billion, in addition to over $1 billion in fuel contracts awarded yesterday. All awards are fixed-price contracts with economic-price-adjustment, 12-month delivery periods and 30-day carryover periods. They expire at the end of FY 2006, terminating on April 30, 2006. Thirty-two proposals were submitted, with twenty-two responses.

Bearing Point Inc. in Alexandria, VA and Deloitte Consulting LLP in Reston, VA were each awarded a multiple-award, cost-plus-fixed-fee, indefinite-delivery/ indefinite-quantity contract to help the Department of the Navy implement its Financial Improvement Plan. The contract awards encompass a base year and four one-year option periods.
The German government’s influential Green Party is calling two of the country’s biggest missile programs into question, and has also asked for an assessment of the nation’s missile industry. Programs under renewed scrutiny include a version of the Trigat anti-tank missile, and the multinational MEADS air defense and missile defense system.
United States Marine Inc. of New Orleans, LA is being awarded a $10.7 million firm-fixed-priced contract (USZA22-03-D-0003, Delivery Order 0028) for five Naval Special Warfare Rigid Inflatable Boat detachments. Each detachment shall consist of two craft, two trailers, two trucks, one lot of Detachment Deployment Package parts, personal crew outfitting items and support documentation. Three lots of Shore-Based Spares will also be delivered to support the Egyptian Navy under this USSOCOM PEO Naval Systems contract. This contract was awarded as a foreign military sales buy per FAR 6.302-4 International Agreements. Work will be performed in New Orleans, LA and is expected to be completed by May 19, 2006.
Simula Inc. of Phoenix, AZ received a $5.3 million modification to a firm-fixed-price contract for 240 M915 Crew Protection Kits. The Crew Protection Kit will add protection to the M915 family of tractor-trailers against small arms fire, mines and artillery, and is considered part of the Army’s transformation toward the Objective Force. This was a sole source contract initiated on March 23, 2004. Work will be performed in Phoenix, AZ and is expected to be complete by Aug. 31, 2005. The U.S. Army Tank-Automotive and Armaments Command in Warren, MI issued the contract (W56HZV-04-C-0259).
United Technologies Corp.’s Pratt and Whitney Aircraft Group in East Hartford, CT received a $14.5 million contract modification to provide for FY 2005 Final Economic Price Adjustment (EPA) for 27 F117-PW-100 engines. The F117-PW-100 powers the C-17 Globemaster transport aircraft, and is the military version of the PW2000 engine that powers the Boeing 757 and Ilyushin IL-96. This work will be complete December 2005. The Aeronautical Systems Center at Wright-Patterson Air Force base, OH issued the contract (F33657-02-C-0006, P00011).
