As part of the USA’s 2005 BRAC (Base Realignment and Closing) process, recommendations were handed down to the US Defense Logistics Agency to privatize a series of product commodities, and eliminate the government’s wholesale stock in key areas. The DLA manages logistics on behalf of all US military branches, and federal civilian agencies as well. These Commodity Management Privatization (CMP) activities would have to take place within a framework of public-private partnership, with goals that included improved delivery, improved management, and lower cost of ownership. It is just one component of the DLA’s Transformation Roadmap.
In January 2007, DID covered privatization efforts by the Defense Supply Center Columbus (DSCC) in Columbus, OH, in the areas of aircraft tires (up to $700 million) and vehicle tires (up to $1.7 billion). Now the Defense Supply Center Richmond has issued a CMP contract worth up to $6.2 billion for chemicals and packaged petroleum, oils and lubricants. General Dynamics Electric Boat Corp. in Groton, CT received a $46.7 million firm-fixed-price delivery order under previously awarded multiple award indefinite delivery/ indefinite-quantity contract (N00024-04-D-4408) for the FY 2007 docking and selected restricted availability of the Improved Los Angeles Class attack submarine USS Alexandria (SSN 757). Electric Boat will perform advance planning, design documentation, engineering, procurement, ship-checks, fabrication and preliminary shipyard work and/or any other work necessary to prepare for and accomplish the necessary alterations and repairs, maintenance, testing and routine work. Work will be performed in Groton, CT and is expected to be complete by September 2007. Contract funds in the amount of $30.9 million will expire at the end of the current fiscal year. The Naval Sea Systems Command in Washington, DC is the contracting activity.
The 7,100 ton Alexandria will soon be familiar to the public, thanks to a cameo role in the film “Stargate: Continuum,” as the submarine surfaces through ice in the Beaufort Sea near the North Pole. Barry L. Campbell, the head of operations at the U.S. Navy Arctic Submarine Laboratory in San Diego, originally presented the idea to Executive Producer N. John Smith at a Stargate convention in Vancouver, Canada. He ended up with a speaking part in the film, an interesting task for the crew to execute during ICEX-07, and great publicity for the service on a show with a reputation for military respect and verisimilitude.
Harris Corp’s RF Communications Division in Rochester, NY received a $422 million not-to-exceed ceiling, indefinite delivery/ indefinite quantity contract for “Improved Special Operation Forces High-Frequency Multi-Band Radio Systems.” Harris manufactures a number of radios under its Falcon II multiband product line, but a subsequent Harris release confirms that the radios in question will be Falcon II AN/PRC-150-C HF manpack radios from their FALCON II HF Series, plus related vehicular and base station systems, installation, and training.

This 5-year contract for Harris, with an optional 5-year ordering period, will support the Control and Communications Office in the Special Operations Acquisition and Logistics, Intelligence and Information Systems, Program Management of Command group. It includes an initial delivery order for the U.S. Army valued at $104 million, and deliveries will begin later in the summer of 2007. Work will be performed in Rochester, NY (H92222-07-D-0008).
Harris also sells the JTRS-certifed Falcon-III series, including the AN/PRC-152-C hand-held radio [PDF format] with a JTRS architecture; it bears some similarities to Thales AN/PRC-148 JEM radio that is also in service with US Special Forces, as well as with regular troops.
Caesar Rodney School District in Camden, DE received an $8.2 million firm-fixed-price contract for educational services at Dover Air Force Base, DE. Work is expected to be complete by June 30, 2008. Bids were solicited via the World Wide Web on Feb. 8, 2007, and 1 bid was received by the Department of Defense Education Activity in Arlington, VA (HE1254-07-C-0008).
