L-3 Communications’ MPRI division in Alexandria, VA received a follow-on contract to provide computer and intelligence analysis support services to U.S. Air Forces Europe (USAFE). This 5-year indefinite-delivery/ indefinite-quantity contract consists of a base year plus 4 option years, with a total contract potential of $375 million.
Under this contract, L-3 will provide USAFE with engineering and technical services; management and professional support; and studies, analysis and evaluation services to maintain and upgrade government-owned computer software and provide intelligence analysis support. These activities will be provided to the headquarters of the European Command and its subordinate commands throughout Europe.

Sauer in Jacksonville, FL (N69450-09-D-1277); The Haskell Co. in Jacksonville, FL (N69450-09-D-1278); Caddell Construction Company in Montgomery, AL (N69450-09-D-1279); Roy Anderson Corp. in Gulfport, MS (N69450-09-D-1280); and PCL Construction Services in Orlando, FL (N69450-09-D-1281) each won a design-build indefinite-delivery/ indefinite-quantity multiple award contract for general construction projects at DoD facilities within the Naval Facilities Engineering Command (NAVFAC) Southeast area of responsibility of northern Florida and southern Georgia. The maximum value for all 5 contracts combined is $250 million.

Boeing’s Avenger system mounts 8 Raytheon FIM-92 Stinger short range air defense missiles on a Humvee jeep, along with an FN M3P .50 cal machine gun and automated systems that use optical sights, infrared, a laser rangefinder, and an IFF (Identification Friend-Or-Foe) system. In 1998, modifications began that upgraded some systems to “slew-to-cue,” which automatically slews the turret to place the sights on targets received from FAAD (Forward Area Air Defense) Command and Control systems.
Total Avenger production has been 1,004 units, of which around 800 are in service with U.S. forces. Taiwan has 70 Avenger systems, and Egypt has 50+ systems. DID has also covered U.S. modifications to a few Avenger systems that convert them for use as an upgraded “gun truck” and convoy escort vehicle in Iraq.
Egypt has submitted a pair of formal requests for Avenger systems over the last few years, one of which resulted in an order that restarted the system’s production line. Obviously, those systems will need Stinger missiles…
ManTech Systems Engineering Corp. in Fairfax, VA received a $16.6 million modification to a previously awarded indefinite-delivery/ indefinite-quantity contract to exercise an option for the procurement of warfare analysis, modeling and simulation, software development, and analytic program support for the Naval Air Systems Command’s Warfare Analysis and Integration Department (AIR 4.10). The original contract, awarded in 2008, had 4 option years in addition to the base year, giving the program a total potential value of $83.2 million.
ManTech will perform the work in Patuxent River, MD (85%) and Lexington Park, MD (15%), which it expects to complete by June 2010. The Naval Air Systems Command (NAVAIR) manages the contract (N00421-08-D-0008).

Sundt Williams Scotsman, a joint venture of Sundt Construction and Williams Scotsman located in Tempe, AZ received a $28.9 million modification to a previously awarded firm-fixed-price contract to provide design and installation of temporary facilities for administration, billeting, armory, storage and maintenance at U.S. Marine Corps Base and Air Station Camp Pendleton in Oceanside, CA. The original contract, awarded last year, included 10 unexercised options, which, if exercised, would result in a cumulative contract value of $127.5 million. This current contract modification involves the exercise of option 1.
