The Naval Sea Systems Command’s (NAVSEA) Naval Surface Warfare Center in Crane, IN awarded 4 small businesses a $49.9 million multiple award ($5,000 min.) indefinite-delivery/ indefinite-quantity, firm-fixed-price contract to supply machine shop services used for the fabrication of prototype hardware and items requiring low rate production. The four contractors are J&R Tool in Loogootee, IN (N00164-09-D-JS60); Process Development & Fabrication in Brazil, IN (N00164-09-D-JS61); C&S Machine in PlainVille, IN (N00164-09-D-JS62), and American Manufacturing Solutions in North Vernon, IN (N00164-09-D-JS63). This contract will provide prototype fabrication, low rate production, prototyped development support to include items manufactured from metals, polymers, ceramics, fabrics, woods, glass, masonry materials, and coatings for such materials.
The contractors will perform the work at their facilities as determined by each task order; they expect to complete the work by May 2013. Northrop Grumman Shipbuilding in Newport News, VA is being awarded a $72.7 million contract modification to cover the USS George H. W. Bush’s (CVN 77) Post Shakedown Availability/Selected Restricted Availability. That’s a normal maintenance phase that aims to resolve any items that came up during a ship’s trials and delivery, and make any last-minute changes and upgrades following its acceptance into the fleet. The USS George Herbert Walker Bush is named after the 41st President of the United States, who earned the Distinguished Flying Cross as a naval aviator during World War 2. In some ways, it’s a transitional ship between the CVN-68 Nimitz class aircraft carriers, and the new “CVN-21” Gerald R. Ford class.
General Dynamics Information Technology, a business unit of General Dynamics, received a $51 million indefinite delivery/ indefinite quantity contract from the Space and Naval Warfare (SPAWAR) Systems Center to provide technical support for the Defense Red Switch Network (DRSN), which provides global, secure voice and voice-conferencing services to senior decision makers within the Department of Defense (DOD). The single award contract (N66001-09-D-0037) covers a 5-year base period with 8 potential 6-month option periods and has a total potential value of $98 million if all options are exercised.
Through the contract, General Dynamics will perform a variety of duties including program management, engineering support, testing and evaluation, integrated logistics support, on-site technical assistance, network security, and implementation and integration of the DRSN, as well as the U.S. military’s secure voice, command and control (C2), and information systems networks. The Defense Information Systems Agency (DISA) awarded a 5-year, $34 million contract to EDS to provide network and systems engineering and other support services for the Multinational Information Sharing (MNIS) Program Management Office. The contract is being awarded under Encore II contract vehicle.
As part of the contract, Harris, the sole subcontractor to EDS, received a $27 million subcontract to support EDS in its MNIS work.

TASC Corp. in Andover, MA received a ceiling priced $43.5 million firm-fixed-priced, indefinite-delivery/ indefinite-quantity contract to provide sustainment, systems engineering, integration, production, fielding and logistics support for the U.S. Marine Corps’s Topographic Production Capability (TPC) [PDF] system. The TPC system is a transportable, highly mobile, modularized network of systems that allows the commander to exercise near real-time control, coordination, and direction of Marine Air Ground Task Force (MAGTF)’s geospatial intelligence (GEOINT).
American Rheinmetall Munitions (ARM) in Stafford, VA received an $8.2 million order from the Program Manager for Ammunition, Marine Corps Systems Command, in Quantico, VA, to deliver vehicle-launched 66mm visual and infrared screening smoke grenades. The Marines chose the ARM’s red phosphorous smoke MK 1 MOD 0 grenade over the brass flakes-based M76 grenade.
Both the MK 1 MOD 0 and the M76 are armored-vehicle-launched grenades that provide masking for armored vehicles in the visible and thermal infrared wavebands, so-called bispectral obscurants. The obscurants make it difficult for the enemy to detect the vehicles by blocking the electromagnetic spectrum. However, the grenades provide masking in different ways. The MK 1 MOD 0 grenade uses red phosphorous pellets and wafers that, when burned, generate a thick smoke the blocks detection of the vehicle in the visible and infrared spectrum. The M76 grenade uses micropulverized flakes of brass that when dispersed by the grenade also block the infrared and visible spectrum.
The U.S. Air Force awarded a $49.9 million indefinite delivery/ indefinite quantity contract to ITT Corp., Advanced Engineering & Sciences Division, of Herndon, VA for upgrades to the Information Support Server Environment (ISSE) guard cyber security system. ITT will provide the design, development, integration, and sustainment of new ISSE guard features and capabilities. The contract (FA8750-09-D-0002) also includes maintenance of fielded ISSE guard systems and installations of a new ISSE guard software version for government agencies. At this time, $439,000 has been obligated under the contract. The Air Force Research Laboratory in Rome, NY manages the contract.
According to Globalsecurity.org, the ISSE guard system provides a secure interface for exchange of information between Top Secret SCI systems and Secret Collateral systems operating over strategic and tactical wide or local area networks. The system consists of the Common Guard Interface application, hosted on high security side users’ workstations and the application running on the B-1 certified CyberGuard Night Hawk platform. The ISSE is a bi-directional cyber security system supporting the high-to-low and low-to-high security transfer of email and image files and the high-to-low security transfer of text files. The system provides the functionality required to securely connect, validate, downgrade and transfer information between systems and networks operating at different security levels, while the CGI provides high security side users with an interface to the ISSE.
The U.S. Air Force awarded a $49 million cost-plus-fixed-fee contract to Concurrent Technologies Corp in Johnstown, PA to provide a research and development program entitled “Environmental and Energy Quality Technologies.” The program will use emerging materials, processes and new technologies to reduce and eliminate toxic and hazardous chemicals, materials, and waste streams, while improving energy efficiency and reducing greenhouse gas emissions for the Air Force. Task orders will be assigned over the life of the basic contract. At this time, $5.2 million has been obligated. The Air Force Research Laboratory at Wright-Patterson Air Force Base in Ohio manages the contract (FA8650-09-D-5601).
The objective of the Air Force program is the reduction and eventual elimination of the service’s use of pollution generating chemicals and processes including: ozone depleting substances, greenhouse gases, toxic release inventory, biological oxygen depleting, chemical oxygen depleting, and Resource Conservation Recovery Act regulated chemicals. The program is needed to achieve pollution prevention and ensure environmental compliance during manufacture, operation, maintenance and remanufacture of Air Force aeronautical, space and missile systems and ground equipment.
General Dynamics Advanced Information Systems in Suffolk, VA won an $18.2 million indefinite-quantity contract with cost reimbursement and fixed-price ordering provisions for analysis and assessment of command and control (C2) interoperability in support of the U.S. Joint Forces Command’s (USJFCOM) Joint Systems Integration Center (JSIC). This contract includes a base year and 4 one-year option periods, which if exercised, bring the total estimated value of the contract to $101.9 million. General Dynamics will perform the work in Suffolk, VA and expects to complete it by June 2010.
