Major US wireless carriers have received additional orders totalling $60 million to provide discounted voice and data wireless products and services to US Navy and US Marine Corps personnel.

The products and services, including high-speed mobile access using personal digital assistants (PDAs), are available to officers and enlisted personnel alike.

Project Failure: Australia’s ALR 2002 Protection System

On Sept 12/06, The Sydney Morning Herald reported that Australia’s A$ 400 million ALR2002 project, aimed at putting radar and infrared missile warning systems (RWRs) in Australia’s helicopters, transports and F/A-18s, had ended in at least partial failure with the scrapping of F/A-18 integration under the HUG 2.3 upgrade program. Sticking with the offering from
BAE Systems Australia’s electronic warfare division, they said, would deliver the project at least 2 years late and A$ 200 million over budget.

In response, a decision was formally announced on Nov 13/06. RAAF F/A-18A/B fighters would not use “Project Echidna’s” system, but its helicopters and C-130s would. More than 4 years after the original Phase 2A award, the scope of fielding for “Project Echidna” is about to be reduced again…

North Carolina Business Enterprise Program (BEP) in Raleigh, NC received a $13.9 million cost-plus-award-fee contract for full food services at Fort Bragg, NC. The contract covers food service at the fort through Aug 31/12. For the contract, 1 bid was solicited with 1 bid received. Mission & Installation Contracting Command at Fort Bragg manages the contract (W91247-09-C-0035).

BEP is a program of the North Carolina Division of Services for the Blind to provide employment opportunities to the blind and visually impaired citizens of North Carolina through the operation of vending and on-site food service locations throughout the state…

Hologic LP in Marlborough, MA received a maximum $28.2 million firm-fixed-price, sole-source, indefinite quantity/ indefinite delivery contract to provide medical supplies to the US Army, US Navy, US Air Force and US Marine Corps.

This contract consists of a 1-year base period and four 1-year unilateral option ordering periods. The date of performance completion is Sept 30/10. The original proposal was Web solicited with 1 response by the Defense Supply Center Philadelphia, PA (SPM2DE-09-D-7228).

Up to $500M to 6 Firms for US DoD Construction in Hawaii

The US Naval Facilities Engineering Command (NAVFAC) Hawaii awarded 6 indefinite-delivery/indefinite-quantity multiple award contracts for US Department of Defense (DoD) waterfront construction projects at various locations in Hawaii.

The contractors will undertake new construction, repairs, alterations of waterfront related structures/facilities, and dredging work based on design-build, 2-phase design-build, modified design-build, or full plans and specifications for DoD infrastructure. The maximum dollar value for all 6 contracts combined is $500 million. The contracts cover work to be completed by September 2014. These contracts were competitively procured via the Navy Electronic Commerce Online website, with 6 proposals received.

Northrop Grumman Wins $28.9M Contract for DARPA High-Power Transistor Research

Northrop Grumman Space & Mission Systems in Redondo Beach, CA won a $28.9 million cost-plus-fixed-fee contract to conduct research for the Defense Advanced Research Projects Agency (DARPA) Nitride Electronic Next Generation Technology (NEXT) Program.

The NEXT program is designed to enable revolutionary advances in nitride electronic devices and integrated circuits resulting in their ability to operate at very high frequencies while maintaining extremely favorable voltage breakdown characteristics. DARPA is looking for ways to overcome the limitations of nitride-based electronics technologies, such as gallium nitride (GaN). “GaN: DARPA’s 3-Pronged R&D Strategy” has more on DARPA’s GaN research efforts.

Iron Bridge to Build 112th Signal Battalion Headquarters at Fort Bragg

Iron Bridge Construction in Chesterfield, VA won a $12.3 million firm-fixed-price design and build contract for a US Special Operations Forces (SOF) battalion headquarters for the 112th Signal Battalion at Fort Bragg, NC. The 112th Signal Battalion provides operational and tactical communications for SOF task force commanders.

Iron Bridge will build a 61,500-square-foot 2-story group headquarters building, organizational classroom, language laboratory, sensitive compartmented information facility, arms room, and conference rooms.

InDyne in Reston, VA received a $24.6 million contract modification to provide infrastructure operations and maintenance services at Cape Canaveral Air Force Station (CCAFS) and several Florida annexes. The original contract (FA2521-08-C-0006), awarded in 2008, has a maximum value of $188.7 million if the 6 option years are exercised.

CCAFS is an installation of the Air Force Space Command’s 45th Space Wing headquartered at nearby Patrick Air Force Base. Located on Cape Canaveral in Florida, CCAFS and the Kennedy Space Center, from which Shuttle launches are conducted, are the primary space launch facilities in the Eastern United States.

Under the original contract, InDyne provides engineering, planning, operations and maintenance services for facilities and launch systems at CCAFS, Florida annexes, and limited services for Patrick Air Force Base, which manages the contract…

CACI Gets $19.7M Order to Support USA’s C4ISR Systems

CACI Systems in Chantilly, VA received a $19.7 million modification to a previously awarded cost-plus-award-fee contract (N00421-06-C-0074) for technical support and engineering services and supplies in support of the Special Communications Requirements Division of the Naval Air Warfare Center Aircraft Division.

Under this modification, CACI will support various US Navy, US Army, US Air Force, US Special Operations Forces, and other agencies command, control, computers, communications, intelligence, surveillance and reconnaissance (C4ISR) electronic systems. CACI will perform the work in Lexington Park (80%) and St. Inigoes (20%) MD and expects to complete the work by September 2010. The Naval Air Warfare Center Aircraft Division at Patuxent River, MD manages the contract.
