Why are trucks a big deal? Because they are the unglamorous but very necessary backbone of any mobile military force. The US Marines certainly fit the description of a mobile force, and Oshkosh Defense supplies their MTVR medium trucks. In 2006, the Marines took the next step, and chose a winner to replace a worn-down Oshkosh LVS heavy truck fleet that has served since 1985.
Like their predecessors, these new “Logistic Vehicle System Replacement” (LVSR) heavy trucks will usually find themselves transporting heavy equipment, or basic supplies such as ammunition, fuel, and water. The LVSR winner was also an Oshkosh design.
Oshkosh’s LVSR Truck Family
Oshkosh’s LVSR shares MTVR features like the TAK-4(R) independent suspension system for better off-road performance, leverages advances in automated vehicle diagnostic systems (Oshkosh’s CommandZone), includes factory-installed armor with options for additional kits, and sports a special 600 hp CAT C15 engine. The new 10×10 all wheel drive LVSR trucks have a a 22.5 ton on-road payload and a 13.5 ton off-road payload, with a maximum recommended vehicle weight rating (GVWR) of 98,000 pounds/ 44,452 kg. The LVSR can ford 5 feet/ 152.4 cm of water, travel at up to 65 mph/ 105 kph, and has an on-road cruising range of 300 miles/ 483 km.
The MKR15 LVSR wrecker is a tow truck, for vehicle recovery in a wide range of terrain including sand, mud, water and snow. The heavy-payload vehicle can flat tow vehicles weighing as much as 55 tons/ 50 tonnes, as well as lift and tow vehicles weighing as much as 48 tons/ 43.5 tonnes.
The MKR16 LVSR tractor variant has nothing to do with farming. Think “tractor-trailer,” as in those 18-wheelers you drive past on the highway. It’s designed to haul semi-trailers, combat vehicles, and other equipment. The tractors are also called “5th wheel” vehicles, thanks to their 5th-wheel vertical-loading capacity of 25.3 tons/ 23 tonnes. A recovery winch with a 30-ton/ 27.2 tonne capacity, if the Marines need to winch equipment onto the trailer.
The standard MKR18 cargo vehicle will also load and unload flat racks from towed trailers, each of which adds 16.5 tons/ 15 tonnes of payload. All adapters and lift hardware are carried on the vehicle, via an integrated load handling system capable of loading and unloading payloads up to its 22.5 ton/ 20.4 tonne base payload limit.
Contracts and Key Events
The Marine Corps System Command, Quantico, VA manages these contracts. Unless otherwise indicated, Oshkosh Corporation in Oshkosh, WI is the contractor. The core LVSR contract could be worth up to $740.2 million; initial Pentagon releases indicated up to 1,900 vehicles, but 2009 Oshkosh releases put the contract’s maximum at 1,592. Subsequent orders have climbed past Oshkosh’s number, and bear out the Pentagon’s figure.

Firefighting variant.
Sept 26/14: Oshkosh Defense LLC receives an $11.2 million delivery order for LVSR armor kits, emergency egress windows, tractor clevis pins, and armored integrated product support. All funds are committed immediately, using FY 2012 Navy/ Marine Corps OCO budgets.
All work will be performed in Oshkosh, Wisconsin, and is expected to be complete by September 2015. This delivery order is issued against a sole-source contract in accordance with 10 U.S.C. 2304(c)(1) (M67854-13-D-0228, DO 0020).
May 30/13: Fire fighters. After more than 30 years of supporting its P-19A firefighting trucks that protect USMC airfields and bases, Oshkosh Corp. in Oshkosh, WI wins the replacement contest. A $192.9 million firm-fixed-price, indefinite-delivery/ indefinite-quantity contract will provide P-19R Aircraft Rescue Fire Fighting vehicles, plus support and sustainment.
The P-19R combines the base LVSR platform, with the same TAK-4 independent suspension and Command Zone diagnostics. Firefighting technologies and systems come from Oshkosh Airport Products’ Striker trucks, which equip other branches of the US military as airfield response vehicles.
Work will be performed in Oshkosh, WI from, June 1/13 – May 29/18 beginning with an initial get started award of $2.7 million that expires at the end of the current fiscal year, on Sept 30/13. Sept 24/12: A $10 million fixed-price delivery order exercises priced options to buy LVSR accessories: 186 Weapons Mount Kits, 74 Cargo/Tractor Variant Armor Kits, 30 Wrecker Variant Armor Kits, Integrated Logistics Support for FY 2013 Maintenance of Data (M67854-12-D-0209, #0010).
Work will be performed in Oshkosh, WI (42%) and in Israel (58% – Plasan Sasa produces armor kits), and is expected to be completed by Sept 30/13 (M67854-06-D-5028, #0171).
Feb 3/12: A $94.4 million fixed-price delivery order under the existing indefinite-delivery/ indefinite-quantity contract buys 143 LVSR cargo vehicles, 69 LVSR tractor vehicles, federal retail excise tax for 113 cargo vehicles, and federal retail excise tax for 20 tractor vehicles.
Work will be performed in Oshkosh, WI, and is expected to be completed by Sept 30/13 (M67854-06-D-5028, #0151). This order moves total outlays to over $783 million, for 1,806 LVSR trucks: 1,331 cargo, 341 tractors, and 134 wreckers.
Sept 30/11: A $6.6 million fixed-price delivery order under an existing indefinite-delivery/ indefinite-quantity contract, exercising priced options for the purchase of 11 LVSR wrecker vehicles, plus 11 Roxtec pass through panels, 11 power distribution boxes, 11 Pioneer tool brackets, 11 slave valve caution data plates, preparation for the installation of government furnished equipment for 11 vehicles, shipping for 11 vehicles, and applicable federal retail excise tax.
Work will be performed in Oshkosh, WI, and is expected to be complete by Dec 31/12 (M67854-06-D-5028, #0138).
May 20/11: Oshkosh Corp. in Oshkosh, WI receives $125.1 million for a fixed-price delivery order option for 300 LVSR trucks: 232 tractor vehicles and 68 wrecker vehicles. This is the 1st full rate production order for these types, which will join the Marines’ standard cargo variant.
The contract also includes ancillary equipment: 300 Roxtec pass through panels; 300 power distribution boxes; 300 Pioneer tool brackets; 300 slave valve caution data plates; preparation for the installation of government furnished equipment for 300 vehicles; shipping for 300 vehicles; and applicable federal retail excise tax.

Dec 20/10: A $49.4 million fixed-price delivery order against exercised priced options, for 108 LVSR cargo vehicles; 120 400-amp alternators; 108 Roxtec pass through panels; 108 power distribution boxes; 108 pioneer tool brakes; shipping for 108 vehicles; 120 cargo vehicle armor kits; 120 weapons mount kits with upgrades; 120 turret gunner restraint systems; and applicable federal retail excise tax.
Work will be performed in Oshkosh, WI (84%), and Israel (16%) – the latter almost certainly being Plasan Sasa for the armor kits. Work for this delivery order is expected to be complete by April 30/12 (M67854-06-D-5028, #0102).
Dec 3/10: An $11.8 million fixed-price delivery order under an indefinite-delivery/indefinite-quantity contract. This delivery order includes 22 LVSR Wrecker vehicles; 22 of their 400-amp alternators; 22 Roxtec pass through panels; 22 power distribution boxes; 22 Pioneer kits; and shipping for 22 vehicles.

Aug 13/10: A $7 million fixed-price delivery order against exercised priced options for 8 LVSRs: 6 tractor vehicles; 2 wreckers; 50 400-amp alternators; 50 suspension kits; and 50 armor kits that appear to be from Plasan Sasa. Work will be performed in Oshkosh, WI (65%), and in Israel (35%), and is expected to be complete by Oct 31/11.
Feb 3/10: A $158.4 million fixed-price delivery order for 403 LVSRs: 388 cargo vehicles and 15 tractor vehicles, exercising priced options under a previously awarded indefinite-delivery/ indefinite-quantity contract. Dec 23/09: Oshkosh Defense in Oshkosh, WI receives a $5.1 million fixed-price modification to an existing delivery order under their existing indefinite-delivery/ indefinite-quantity contract (M67854-06-D-5028, #0059). This modification is issued against exercised priced options to increase the quantity of LVSRs from 155 – 168 production vehicles.
All the production work will be performed in Oshkosh, WI, and is expected to be complete by Jan 31/11. The contract funds will expire Sept 30/12, but Oshkosh delivered its requirement of nearly 40 LVSRs in November, and production and delivery of the additional LVSRs is expected to be completed in October 2010. Nov 30/09: A $61 million fixed-price delivery order for 155 LVSR cargo vehicles, under a previously awarded indefinite-delivery/ indefinite-quantity contract (M67854-06-D-5028, #0059). Work will be performed in Oshkosh, WI, and is expected to be complete by Dec 30/10.
Oshkosh delivered its planned target of nearly 40 LVSRs in November 2009, and set a record production number for the program when it produced more than 40 in October 2009.
Nov 30/09: A $15.8 million fixed-price delivery order for 40 LVSR cargo vehicles under a previously awarded indefinite-delivery/indefinite-quantity contract (M67854-06-D-5028, #0058). Work will be performed in Oshkosh, WI, and is expected to be complete by Dec 30/10. These trucks are destined for USMC Reserve forces. Oshkosh release covering both contracts.
Oct 19/09: Oshkosh Defense announces that the first LVSR cargo has been deployed with the U.S. Marine Corps in Afghanistan, with 2 more set to be delivered later in October. Oshkosh is also sending two Field Service Representatives (FSR) to Afghanistan this month to provide support.

Sept 10/09: The US Marines announce that the LVSR has reached the official milestone of Initial Operational Capability.
Fielding began stateside in April 2009 for user trials and testing, with I Marine Expeditionary Forces at Camp Pendleton, CA and with II MEF at Camp Lejeune, NC. In late August 2009, fielding was completed at III MEF in Okinawa, Japan.

June 26/09: Oshkosh Defense commemorates delivery of the 1st operational LVSR with a ceremony and reception at its headquarters. Full-rate production began in December 2008, and the current total of LVSR trucks under contract is 663.
May 21/09: Oshkosh Defense announces a delivery order with the U.S. Army Tank-automotive and Armaments Command Life Cycle Management Command (TACOM LCMC) for more HEMTT A4 trucks and trailers under the FHTV-III contract. The delivery order, valued at more than $28 million, includes M1120A4 Load Handling System (LHS) and M978A4 fuel tanker trucks.
The US Army Reserve will receive more than 70 HEMTT A4s and more than 30 Palletized Load System Trailers (PLST) with an automated loading arm. The US Marine Corps will receive 30 PLSTs, which will be integrated with their Oshkosh LVSR heavy trucks
April 23/09: An $11.6 million modification finances a fixed-price delivery order under the existing indefinite-delivery/ indefinite-quantity LVSR contract (M67854-06-D-5028, #0041) buys another 30 LVSR cargo vehicles. Dec 23/08: A $176.3 million fixed-price delivery order under a previously awarded indefinite delivery, indefinite quantity contract (M67854-06-D-5028, #0025). This delivery order exercises pre-priced options for 400 LVSR production cargo vehicle, 17 LVSR Low Rate Initial Production (LRIP) 5TH Wheel Vehicles, 11 LVSR LRIP Wrecker Vehicles, 275 production weapons mount kits, 110 engine arctic kits, and 171 add-on armor kits.
Work will be performed in Oshkosh, WI, and work for this delivery order is expected to be complete by May 31/10.
May 31/06: Oshkosh Truck Corporation in Oshkosh, WI wins an estimated $740.2 million firm-fixed-price, indefinite-delivery /indefinite-quantity contract for the US Marine Corps’ Logistics Vehicle System Replacement heavy trucks.
The initial $28 million order involves 26 LVSRs: 22 cargo trucks, 2 wrecker trucks, 2 fifth wheel variants, vehicle kits, training (operator/maintainer-cargo), test support-production verification testing cargo, meetings, and contract data requirements. Over the life of the contract, total orders could involve 1,350 LVSR MKR18 cargo, 150 LVSR wrecker, and 400 LVSR fifth wheel trucks for a total of 1,900.
Work will be performed in Oshkosh, WI, and is expected to be complete by May 2012. This contract is the result of a limited LVSR System Development and Demonstration Phase competition.
